THE DEPARTMENT

The Community Development Department provides community planning, engineering, code enforcement, and building permit and inspection services. Using the City's General Plan and zoning and subdivision ordinances, the Department acts as the steward of the community by assisting the public through mandated development project reviews, the subdivision of land, and related public improvement plans.

To safeguard life, health, property, and the public welfare, the Department is also responsible for ensuring that buildings and public improvements are designed and constructed according to established standards and governing regulations. The City's capital assets - such as streets, parks, and public buildings - are designed and constructed under the Department's auspices.

WHAT IS A TYPICAL DAY LIKE FOR THE BUILDING INSPECTOR SPECIALIST—ELECTRICAL?

- Perform inspections, plan check, and related duties in the specialized field of electrical building inspections.
- Investigate unlisted equipment and suspect substandard installations to determine product equivalency.
- Resolve disputes over interpretation and application of building codes.
- Review building plans to determine compliance to specialized systems and methods and schedules of inspection.
- Meet with City officials, business representatives and the general public to discuss specialized facets of inspection, including procedures and problems.
- Represent the City at meetings and conferences.
- Review and approve building permits.
- Train staff in assigned building inspection specialty.
- Perform combination building inspection duties.
- Prepare correspondence and reports.
- Maintain building inspection records.
- Utilize computer for tracking projects, writing, and generating reports.

The County of Yuba is currently recruiting for several Correctional Officer positions in the Sheriff’s Department. Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. Incumbents may be assigned to either County Jail security or Court security.

The City of Pleasant Hill invites your interest for the position of Building Inspector.

POSITION: Under supervision of the Chief Building Official, the Building Inspector inspects residential, commercial, and industrial buildings at various stages of construction, alteration, or repair; examines residential, commercial, and industrial plans that are submitted for a building permit; and also participates in overseeing building activity to ensure public safety and compliance with codes and regulations. This position may require occasional irregular hours and consists of inside and outside work, including site review and other field work.  

DUTIES:  Typical duties may include, but are not limited to the following:

• Inspect residential, commercial, and industrial building projects at various stages for compliance with all pertinent codes, regulations, and ordinances.
• Assist with the issuance of building permits and checking of plans for code compliance.
• Answer questions regarding building regulations at the counter and on the telephone.
• Produce clear, precise correction notices pursuant to job site field inspections.
• Interact with architects, engineers and developers on matters pertaining to codes and regulations.
• Participate in joint inspections with fire and health officials, as well as other City divisions.
• Review and maintain correct construction files.
• Check for permits and non-compliance of all alterations, major repairs, and additions to buildings.
• Inspect water meters, gas meters, and sewer connections.
• Perform related work as assigned

EMPLOYMENT INFORMATION:  Employment offers are contingent upon successful completion of a pre-employment physical exam, drug screen and background check. California Driver's License and a satisfactory driving record are required.

SELECTION: All applicants must submit a copy of their ICC certification in order to be considered. The most qualified candidates will be invited for an oral board interview, based on background and experience as evidenced by their application. A written or practical test may be administered.  To be placed on an eligibility list, an applicant must pass the written exam, and receive a passing score of 70 or more from each panel member.

The City of Brisbane is accepting applications for our summer internships.  Our internships are project oriented and are designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship, as well as have opportunities to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2019 include

• Community Development – Provide research support in areas pertaining to planning and land use.  Proposed project areas include researching regional and local housing policy, city zoning regulations and revisions, data tracking and database management related to permit issuance and tracking system. 

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree in public policy, public administration, computer science or other related field.  Undergraduate candidates must have a minimum 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing.

The Community Development Department (CDD) is seeking a value-driven team player to fill the position of Planning & Housing Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic city planning division. The Planning & Housing Division of the Community Development Department administers City Council policies contained in the general plan, zoning ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Division provides professional service and administrative support relating to the new development, residential remodels, commercial improvements, historic preservation, and affordable housing opportunities.

The ideal candidate will be a student currently enrolled in a local community college or university and is currently studying urban planning, urban design, environmental studies, or similar discipline. BUILDING OFFICIAL

DEFINITION: Under general direction from the Community Development Director, manages, directs and coordinates the activities of the Building & Safety Division; oversees and renders interpretations of a comprehensive set of municipal building codes to ensure construction complies with applicable codes, laws and ordinances; coordinates plan check and building inspection activities with other divisions and departments; and outside agencies; represents Building & Safety on the Development Advisory Board; responds to the most difficult inquiries and complaints by the public; attends meetings and makes presentations, prepares reports, memoranda, letters and other forms of correspondence; and provides highly complex staff assistance to the Community Development Director. Exercises direct supervision over professional, technical and clerical staff.

ESSENTIAL FUNCTIONS: The incumbent must have the ability to:

• Recommend goals and objectives; assist in the development and implementation of policies and procedures.
• Manage, direct and organize plan check and building inspection activities; coordinate plan check and building inspection activities with other City departments, contractors and developers.
• Direct, oversee and participate in the development of the plan check building inspection work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
• Prepare the Division budgets; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved budget.
• Participate in recommending the appointment of personnel; provide or coordinate staff training; work with employees to correct deficiencies; and implement discipline procedures.
• Supervise and participate in plan check and building inspection activities; evaluate the need for and develop procedures, methods and schedules.

WORKING CONDITIONS: Position requires prolonged sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. Incumbents may be required to lift, carry and/or push objects weighing 25 pounds or more. The position requires near and far vision when inspecting work. Incumbents may work in all weather conditions, and may be exposed to fumes, dust and air contaminants, drive motorized vehicles and work around moving traffic.

EXPERIENCE AND TRAINING GUIDELINES: The incumbent must have knowledge of: organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs; principles and techniques of budget development and administration; Principles and practices or organization, administration and personnel management; California Building Standards Code and the base model codes, as well as the referenced standards; principles of structural design, engineering mathematics and building inspection;  modern methods of building construction; research methods and sources of information related to building code enforcement; pertinent Federal, State and local laws, codes and regulations; principles of supervision, training and performance evaluation; and modern office practices, procedures, methods and equipment..  EXPERIENCE: Five (5) years of increasingly responsible experience in plan check and inspection of public, commercial, industrial and residential buildings including three years of supervisory experience. EDUCATION: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil/structural engineering, architecture, business administration or a related field.

LICENSES/CERTIFICATIONS: Possession of, or ability to obtain, an appropriate, valid California Driver’s License. Possession of International Code Council (ICC) certification as a Building Plans Examiner or Building Inspector is required. Possession of ICC certification as a Certified Building Official or obtain within 1 year. Registration as a Civil/Structural Engineer or Licensed as an Architect with the State of California is highly desired.

The County of Yuba is currently recruiting for the position of Building Inspector I/II in the Building Division of the Community Development Services Agency. This position reports directly to the Supervising Building Official. This class is distinguished from Building Inspector III in that the latter handles the more complex, difficult and/or contentious inspections. Positions in this class are flexibly staffed and are normally filled by advancement from the I level if incumbents have met the minimum qualifications and have demonstrated the ability to perform the responsibilities required at the higher performance level. Initially under close supervision, incumbents learn structural, framing, plumbing, electrical, energy consumption, disability access, zoning, property usage and occupancy, property maintenance, health and nuisance violations, abandoned vehicles and related codes and inspection techniques. As experience is gained, inspections become more complex and are performed under more general supervision.

The Crossing Guard position is a temporary position, approximately five hours per day, two hours in the morning and three hours in the afternoon, Monday through Friday.  Crossing Guards work a school year (September thru June).  Applicants must be able to work outdoors, have reliable transportation or ability to report to assignment consistently.

Crossing Guards work under the general direction of the Parking Operations Lead Community Service Officer with the Seal Beach Police Department.  Based on the needs of the City, a flexible schedule may be assigned for either a morning or afternoon shift or a combination thereof, or for specific week days, based on the availability of the Crossing Guards and at the discretion of the Parking Operations Lead Community Service Officer.
