The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. These package submissions are done approximately eight times annually. The role also updates and escalates project costs for Executive staff to support accurate advocacy for project funding. In addition, the position manages the twice-yearly bond sales process, a 3.5 month cycle involving extensive preparation, detailed bond document review, meeting participation, and coordination with the Judicial Council Facilities Program, Department of Finance, the State Treasurer’s Office, Judicial Council Legal services, and the tenant courts. The position also prepares and reviews budget documents and fiscal displays containing Capital Outlay budget data for inclusion in the budget galley, published three times per year, and provides backup support to other areas within the State Budget Unit.

RESPONSIBILITIES

Summary
Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal entries; corrects discrepancies.
• Compiles timesheets from District and MRCA employees, inputs payroll data into payroll system, prints proof list and verifies hours; corrects errors in time reporting; processes payroll and allocates payroll costs to budget appropriation accounts.
• Calculates and prepares payment for a variety of taxes including sales tax, payroll taxes and income withholdings; assists with issuance of employee, contractor and vendor tax statements.
• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.
• May be required to drive District or personal vehicle.
• Participates during disasters or when emergency response is needed.

DEFINITION

Performs a variety of advanced technical and specialized accounting duties in the preparation, maintenance, and processing of accounting records and financial transactions. Analyzes accounting records to assess accuracy, completeness, and conformance to standards defined by federal, local, and state regulations as well as the Finance department. ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Prepare and maintain payroll function for the Town; manage records for employee deductions; create reports and arrange payments to various taxing and financial organizations; and interpret and implement guidelines provided by other agencies related to payroll and deductions.
• Prepare quarterly and yearly payroll reports for federal and state agencies; responsible for capital asset accounting and reporting.
• Prepare journal entries and reconciles general ledger and subsidiary accounts.
• Makes wire transfers and journal funding transfers and reconciles monthly bank statements.
• Respond to inquiries from Town employees and vendors (if necessary) and explain processes and systems; compose correspondence as necessary.

• Monitor and maintain Capital Improvement Program projects and grant activities; ensure compliance with stipulations and reporting requirements, and confirm data is recorded in the Town’s financial accounting system.
• Assists with the fiscal year-end close and fixed asset accounting, including prepare audit schedule.
• Assist with the preparation of the annual budget.

ABOUT THE POSITION

The City of Gilroy is recruiting for a full-time Accounting Assistant I in the Finance Department. This position will primarily be assigned to the Utility Billing/Information Desk area, providing excellent customer service to internal and external customers, and performing cashiering and accounting-related work. About the Role

This is not a desk job. This is not a new position we are trying to figure out. And this is not a role where you sit behind a screen waiting for the next alert to go out.

For over a year, SMC EM has been deliberately building a countywide Alert and Warning (A&W) program that brings coherence, consistency, and credibility to how San Mateo County communicates with the public before, during, and after emergencies. We have developed training curricula, created frameworks, established partnerships, and advanced the conversation across the Operational Area. Now we need someone to carry that work forward – externally.

The Alert and Warning Coordinator is fundamentally an external-facing role. There are 32 agencies within the San Mateo County Operational Area that hold alerting authority and sending rights. Each has its own protocols, staffing models, and levels of experience with alert and warning systems. Your job is to be the connective tissue—socializing our approach to A&W with operational area partners, building alignment across jurisdictions, and ensuring that when an alert goes out in this county, it is timely, accurate, actionable, and drives protective action.

You will brief city councils, law and fire chiefs with equal confidence. You will sit with an Incident Commander during a fast-moving wildfire and translate urgency into a message that saves lives. You will train authorized users on alerting platforms and hold the line on quality when others want to cut corners. And you will do all of this while representing a department that is changing the culture of emergency management in one of the most complex operational areas in the state.

 

What This Role Actually Involves

Partnership and Coordination (Primary Focus)

• Serve as the primary liaison to the 32 agencies across the Operational Area on all matters related to alert and warning, building relationships and driving alignment toward consistent A&W practices countywide.
• Brief alert and warning programs, standards, and best practices to diverse audiences—from city councils and boards of supervisors to law and fire chiefs, emergency managers, and community organizations—adapting your message for each.
• Coordinate monthly and recurring touchpoints with Operational Area partners to advance shared A&W goals, identify gaps, and troubleshoot challenges collaboratively.
• Represent SMC EM at stakeholder meetings, advisory committees, work groups, tabling events, and public-facing engagements at all levels of government.
• Facilitate training seminars and hands-on workshops for authorized users across jurisdictions on alerting platforms, protocols, and message crafting.

 

Alert Crafting and Operational Readiness

• Develop, review, and issue emergency alerts that drive protective action – messages that are clear, accurate, geographically targeted, accessible across languages, and calibrated to the threat. This includes understanding what makes an alert effective, not just how to press “send.”
• Maintain fluency across multiple alerting platforms including IPAWS, Wireless Emergency Alerts (WEA), the Emergency Alert System (EAS), mass notification systems, and reverse 9-1-1.
• Participate in a weekly on-call rotation, maintaining 24-hour readiness and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.
• Conduct regular testing and evaluation of A&W systems to ensure functionality, reliability, and interoperability across jurisdictions.
• Participate in after-action reviews and improvement planning to refine protocols based on lessons learned from exercises and real-world incidents.

 

Program Development and Standards

• Advance the County’s A&W program by developing and refining emergency notification standards, protocols, templates, and processes that serve as a model for the Operational Area.
• Assess existing community alert and warning programs for effectiveness, identify service gaps, and recommend evidence-based improvements – incorporating research on protective action decision-making, message design, and crisis communications.
• Coordinate with local, state, and federal agencies to ensure A&W system integration and interoperability, including IPAWS compliance and alignment with emerging federal guidance.
• Manage vendor services and contracts related to alerting platforms and notification systems.
• Review and update Operational Area alert and warning plans on a regular basis.
• Prepare reports, briefing materials, presentation decks, and other professional documents as needed.

• Excellent written communication skills, including experience with reports, briefings, proposals, and professional presentations.
• Familiarity with the five Emergency Management Sections (Management, Operations, Planning, Logistics, Finance/Admin) and the Incident Command System.
• Completion of ICS Courses 100, 200, 700, and 800, or ability to complete within first 90 days.
• Completion of IS-247.C (IPAWS for Alert Originators) and IS-248 (IPAWS for the American Public), or ability to complete within first 90 days.
• A valid California Driver’s License.
• Ability to work across a wide variety of settings (field, office, EOC) and disciplines (law enforcement, fire services, emergency medical personnel).

 

Preferred but Not Required

• Master’s degree in emergency management, public administration, public affairs, crisis communication, homeland security, or a related field.
• Experience working across multiple jurisdictions or within a complex multi-agency operational environment.
• Knowledge of information technology related to emergency management, including radio communication systems and interoperability standards.
• Experience with grant writing, program budgeting, or contract management related to emergency communication systems.

 

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify:

• Education: Bachelors and Masters (preferred) degree from an accredited college or university in emergency management, public administration, communications, homeland security, or a related discipline.
• Experience: Minimum five (5) years of experience in alert and warning operations, emergency communications, or emergency/disaster planning and management in a public, military, or private organization.

The City of Thousand Oaks is seeking enthusiastic and service-oriented individuals to join our team!  As an Administrative Aide (Part-time, Hourly City Worker), you will interact with a broad range of customers and play an important role in delivering extraordinary customer service to City residents and customers.  The Administrative Aide will serve as a primary contact for City departments and maintain positive and professional customer relationships by responding promptly to inquiries and finding solutions.  

The Administrative Aide (Hourly City Worker) is a part-time, hourly, at-will position that involves working approximately 15-25 hours per week, not to exceed 29 hours in a week, or 1000 hours per fiscal year (July 1st to June 30th).  

Exact working hours will vary depending on the department or work location and will be between Monday - Friday. We currently have one opening at our City Hall/Civic Arts Plaza building with our Cultural & Community Services Department.

The eligibility list established from this recruitment may be used for vacancies within the City as they occur.

Primary duties may include but are not limited to:

• Provide clerical and administrative support for assigned department
• Greet clients/customers; answer incoming phone calls (may include multi-line phone system), and handle incoming and outgoing mail and email

• Organize and maintain file systems
• Maintain databases and ensure attention to detail when entering data
• Perform basic data analysis and prepare routine reports
• Support the day-to-day activities of assigned department
