The Associate Planner administers complex current and advanced planning activities, including serving as project manager for complex development applications and special projects. The incumbent administers specified activities in such areas as zoning, advance planning, and environmental impact studies, protection, and compliance, as well as the Capital Improvement Program (CIP). The Associate Planner provides information and assistance to property owners, developers, contractors, and the public, in addition to providing complex professional assistance to the Community Development Director, City Council, Planning Commission, and others in areas of expertise.

The successful candidate will have a great attitude, be a self-starter, detail-oriented, collaborative, capable of managing multiple projects and bringing them to completion, and serve as a contributing member of the planning team.

Our Minimum Qualifications for consideration are:

Counter Services Technician I:

Education/Training: Equivalent to the completion of the twelfth grade, supplemented by specialized training in the building trades, civil engineering, code compliance, planning, or a related field.

Experience: One year of increasingly responsible experience providing customer service at a public counter or office that provides construction, architecture, engineering or similar services is desirable.

Counter Services Technician II:

The Finance Department has an opportunity to staff a Senior Info Technology Technician.  We seek a skilled individual with the competence and experience to address IT challenges confidently and professionally. Primary Responsibilities

• Responds to inquiries regarding PC systems and programs at user sites throughout the City
• Troubleshoots hardware and software problems and recommends hardware, software, and configuration changes for City-wide implementation
• Installs desktop/laptop equipment and software; customizes installed software to specific requirements of the user department; reconfigures software to correct problems or conflicts between applications and hardware

• Serves as local area network (LAN) administrator; ensures LAN performance, maintains security, creates new users, and installs related hardware
• Installs virus signature files on servers and workstations for use with an anti-virus system; responds to and troubleshoots virus invasions of the City network

THE DEPARTMENT:

THE ROLE AND PROJECTS:
Reporting to the Economic Development Program Manager, the Intern will be engaged in project-based work to advance key economic development strategic initiatives.  Examples of the work include, but are not limited to the following:

• Implement tasks outlined in the San Rafael Economic Development Strategic Plan.
• Develop a business support communications plan in collaboration with business support partners.
• Support Division Manager to activate outreach to businesses.
• Learn and assist with contract management.
• Evaluate resources available to various business groups through an equity lens.  Research strategies for business support for underserved sectors in San Rafael.
• Support activation of the Downtown San Rafael Arts District Strategic Plan.
• Administrative tasks as assigned.

HOURS, COMPENSATION & BENEFITS:
This position will work approximately 12-20 hours per week.  The candidate will have hands-on learning and work experience at San Rafael City Hall and outreach in the community.

This is a temporary position and hours worked may not exceed 1,000 hours in a fiscal year (July 1 thru June 30).

In accordance with the salary resolution, this position receives no benefits with the exception of Paid Sick Leave and a retirement plan.  

• Temporary employees are entitled to receive sick leave in accordance with California's Paid Sick Leave Law (AB 1522).
• Participation in a retirement plan is mandated by Federal Law and you will be enrolled in the Public Agency Retirement System (PARS):
  • Employee contributes 3.75% of salary
  • City of San Rafael contributes 3.75% of salary

Under the direction of the Director of Public Works or their designee, the Management Analyst I performs a variety of journey-level, professional and technical administrative duties in support of Public Works. Work assigned may be in a specific program area and/or to perform administrative duties in support of a division of Public Works or the department as a whole, including research and analysis. The incumbent plans, manages, implements, and evaluates assigned programs, systems, procedures and operations; and coordinates assignments with other departments and outside agencies. Performs other duties as assigned.

The Management Analyst I plays a vital role in supporting the efficient operation of the Public Works department and will be responsible for:

• Asset Management and Tracking: Facilitating the acceptance of new streets and utilities into the City’s inventory and maintaining meticulous records of maintenance activities through ArcGIS. 

• Optimizing Fleet Operations: Ensuring adherence to regulatory standards and requirements such as annual use reporting, emissions, registration, vehicle/fuel procurement and inventory systems. 

• Public Communications, Marketing, and Stakeholder Outreach: Assisting in the development and execution of public communication strategies, marketing campaigns, and stakeholder outreach initiatives to enhance community engagement and awareness of Public Works programs and projects.

• Department and Division Budgeting: Collaborating with departmental stakeholders to assist in budget preparation, tracking, forecasting, and contributing to the development and publication of the Capital Improvement Program (CIP) bi-annually.

• Sanitary Sewer System Program Management: Supporting the management and implementation of the Sanitary Sewer System program by overseeing tasks such as managing and updating sewer lateral ordinances, updating sewer rates, calculating and tracking Equivalent Dwelling Units (EDUs), and updating the Sanitary System Management Plan and annual reporting Plan in compliance with regulatory requirements.

• Personnel Functions: Acting as a liaison to Human Resources and assisting in various personnel functions including recruiting, onboarding, training coordination, tracking, and calendar updates as necessary to ensure timely personnel management. 

• Contractor and Consultant Procurement: Supporting the procurement process for contractors and consultants, including contract administration and tracking of services rendered.

• Street, Tree and Neighborhood Assessment Districts: Managing Special District programs, including but not limited to, development of assessments, regular rate review and updates, stakeholder outreach, coordination and recommending required council action. 

Examples of Essential Duties (include but are not limited to):

• Support the assigned Department Head or manager in achieving division/department-wide goals and initiatives with analysis, management, and program development.
• Carry out special projects and assignments related to the overall objectives of the division or department. Examples of projects and assignments include but are not limited to: recruitment and training, grant-writing, research, marketing, public-private partnership opportunities, and others.
• Promote programs and stake; create marketing materials and newsletters and communicate with the public. 
• Perform research, conduct surveys, and provide statistical analysis and evaluation as assigned.
• Analyze federal and state laws and regulations as they relate to assigned programs and ensure appropriate compliance measures are included in policies and training.
• May be assigned to provide administrative support to a City board, commission, or committee which includes: preparing and distributing agendas, taking minutes, acting as a liaison.
• Coordinate and participate in training of personnel.
• Prepare comprehensive written reports regarding program activities.
• Regularly interact with other city staff, city council, community representatives and citizens regarding programs.
• Answer questions and provide information to the public, outside agencies, and City staff.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Facility and Sports Field Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. We are seeking a customer service-oriented individual with the competence and experience to address challenges with confidence and professionalism. The Plan Check Assistant performs a range of duties in reviewing and checking building construction plans (residential, commercial, and industrial) for compliance with all applicable State and City codes.

Primary Responsibilities:

• Review construction plans for additions, alterations, repairs, and other projects to ensure compliance with all applicable codes and ordinances
• Respond to inquiries from, and provide information to architects, engineers, contractors, building designers, owners, and the general public regarding project status, plan checking, and other code code-related issues
• Provide assistance at the public service counter (over-the-counter plan checking, code questions, and permit issuance)
• Perform routine engineering analysis and calculations
• Approve over-the-counter plan revisions to issued permits
