ABOUT THE AIR DISTRICT

The Bay Area Air District (Air District) created in 1955, is the state’s first regional agency to regulate air pollution. The Air District was created during this time, as the air in the Bay Area was often unhealthy to breathe due to burning, vehicle exhaust, and factories polluting the air.

The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround the San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. It is governed by a 24-member Board of Directors composed of locally elected officials from each of the nine Bay Area counties, with the number of board members from each county being proportionate to its population.

The Board of Directors oversees policies, adopts regulations, and promotes and incentivizes clean air actions to reduce air pollution in communities within the Air District jurisdiction. The Board also appoints the Air District’s Executive Officer/Air Pollution Control Officer (EO/APCO), who implements these policies, gives direction to staff, and provides air quality thought leadership on a state, national and global scale. The Air District consists of 538 dedicated staff members, including engineers, inspectors, planners, scientists, and other professionals.

The Air District has a mission to improve air quality to protect public health, reduce historical and current environmental inequities, and mitigate climate change and its impact. This mission cannot be realized without a clear focus on our most impacted communities and addressing the environmental injustices that they experience.  Six core values that drive the Air District are: transparency, partnership, environmental justice, equity, trust, and integrity. The Air District has made vast improvements in the quality of air we breathe by controlling air pollution from stationary emission sources such as factories, refineries, and power plants, and from small facilities like gas stations and dry cleaners. However, new approaches are needed to reduce the disproportionate and cumulative environmental impacts that remain in overburdened communities.  The Air District oversees one of the most robust air monitoring networks in the nation with more than 30 air monitoring stations that measure air quality throughout the Bay Area and inform daily air quality forecasts. The Air District also ensures that businesses comply with some of the nation’s most stringent air pollution laws and regulations, provides incentives and grants to encourage clean air alternatives and actions, and prioritizes our work in communities on the frontlines of pollution exposure. On days where ozone or fine particulate pollution levels are high, the Air District issues “Spare the Air” alerts to warn the public of the potential health hazards. While the Air District has improved air quality over the past seven decades, there are still challenges today due to the growing population, traffic, catastrophic wildfires driven by climate change, and the legacy of concentrated burdens in underserved communities.

ABOUT THE POSITION

The Air District is currently accepting applications for the position of Deputy Executive Officer of Information Management. There is one (1) vacant full-time position. This at-will position is appointed by the Executive Officer/Air Pollution Control Officer and serves a term of three (3) years which may be extended.  

Under direction of the Executive Officer/Air Pollution Control Officer, the Deputy Executive Officer of Information Management provides high-level technical, policy, and strategic direction in the management of the Air District's programs and activities.  The position oversees the modernization of the Air District’s technology infrastructure, improvement of core business processes, and coordination of strategic cross-functional projects. It oversees the following functions:
 

Enterprise Technology Solutions
Enterprise Technology Solutions identifies, develops, and implements both custom and off-the-shelf technologies that enhance the Air District’s core operations. Key examples include systems, which enable permitting, inspection, and enforcement processes for regulated facilities, grants management tools, the Air District’s financial system, and the technology powering the public-facing website. Enterprise Technology Solutions works closely with other service areas to streamline business processes, promote innovation, and ensure that technology solutions effectively meet staff and community needs.

Information Services
Information Services is responsible for designing, implementing, and maintaining the Air District’s information technology infrastructure. This includes managing servers and networks, telecommunications, cybersecurity, business continuity, and disaster recovery systems. Information Services also provides user support to Air District staff and technical assistance to external stakeholders, ensuring seamless and secure access to online services. By focusing on resilience and continuous improvement, Information Services safeguards the Air District’s data and systems against evolving threats and disruptions and fosters effective implementation of initiatives to improve air quality, protect public health, and address environmental challenges in the Bay Area.

Strategic Innovation
The position will oversee additional projects that aim to modernize Air District operations and bring innovative solutions to advance the Air District’s mission. As an example, the 2024-2029 Strategic Plan guides the Air District’s work to address air quality issues more effectively, with a focus on communities most overburdened by air pollution. It also guides how to transform our organization to align more closely with our core values of environmental justice, equity, integrity, partnership, transparency, and trust. The Air District is beginning to implement the goals and priorities across the Air District and will be reporting the results. This position will facilitate Strategic Plan implementation through a systems approach to tracking, reporting, and transparency measures. The Administrative Assistant will perform general clerical work and assist with the Construction Division administrative tasks.

This is a supportive role in the construction division with high use of various computer software, research, problem solving and communication skills for a person at an intermediate level. The work performed will support MRCA’s new construction operations, emergency projects, general improvements to parks, and other efforts related to public access, open space conservation, habitat restoration, and urban park development.

This is a full-time, non-exempt, at-will position.

This position reports to the Chief of Construction. Assorted tasks may be supervised by other division staff. The position supervises no other staff and generally works independently but in frequent communication with coworkers and supervisors.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. The employee must occasionally move items weighing up to 20 pounds inside the office. MRCA offices are spread among multiple buildings and floors and may require traveling up/down steps.

Monday through Friday, 8 hours per day, 40 hours per week. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations as needed.

MINIMUM QUALIFICATIONS

Under general supervision, the Lifeguard/Swim Instructor I/II performs routine public contact and safety work in serving as a pool lifeguard. This temporary, parttime position requires working up to 20 hours per week. CLASS CHARACTERISTICS

Hydrologist I: This is the entry-level classification in the Hydrologist series. Initially under close supervision, incumbents learn and perform routine hydrologic data collection, while learning Agency policies and procedures. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Hydrologist II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. 

Hydrologist II: This is the journey-level classification in the Hydrologist series. Positions at this level are distinguished from the Hydrologist I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Hydrologist in that the latter performs the more complex work assigned to the series and provides technical and functional direction over lower-level staff.

Positions in the Hydrologist class series are flexibly staffed; positions at the II-level are normally filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the II-level.

Key Responsibilities include, but are not limited to:

• Operating and maintaining stream/reservoir/precipitation/water temperature stations including installation, calibrating, operating, troubleshooting, and repairing electronic dataloggers/sensors and radio telemetry.
• Performing stream flow measurements in all ranges of flow to create, update, and maintain stream flow rating curves.
• Obtain, process, compute, analyze, interpret, and evaluate hydrologic data while operating and maintaining a specialized hydrologic database and completing an annual station record.

Training and Education:

Equivalent to a bachelor’s degree from an accredited college or university with major course work in engineering, geology, hydrology, hydraulics, sciences, or a related field.

Hydrology, Hydraulics and Geomorphology Unit (Position Code 281)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite. 

The Household Hazardous Waste Specialist IV is a lead position in the Environmental Health Division of San Mateo County Health. This position will coordinate the division's Household Hazardous Waste (HHW) program by supporting a team of technicians and program specialists engaged in collection of household hazardous waste and small business hazardous waste in the very small quantity generator (VSQG) program.

Responsibilities include providing subject matter expertise on collection, storage, and shipment of hazardous waste including hazardous waste regulations and the California Health and Safety Code. Coordination of this program involves administrative support of the program such as planning temporary HHW collection events throughout the county. The program specialist is also expected to collect and analyze program data, interpret regulations and make recommendations for implementing program improvements. The Specialist will also serve as the liaison with City, County, and State agencies to assure compliance with all safety and environmental related requirements.

The ideal candidate will be proficient in hazardous materials and hazardous waste management and will have experience managing facilities that collect, ship, and store hazardous waste. More specifically, the ideal candidate will possess:

• Proficiency in training staff in safety procedures, operational procedures, and environmental compliance programs.
• Knowledge of State reporting requirements, including CalRecycle Form 303, electronic verification questionnaires, and hazardous waste permitting for collection events.
• Strong problem-solving skills and adaptability to changes in software and reporting requirements.
• Understanding complex regulations and the ability to apply them in a fast-paced operations environment.
• The ability to clearly explain regulatory requirements to staff with diverse backgrounds and levels of experience.
• Strong organization skills and the ability to maintain focus while managing multiple priorities.

Examples Of Duties

The Household Hazardous Waste Specialist IV's responsibilities include, but are not limited to:

• Leading assigned staff by providing direction, training and reviewing work; organizing delegating and coordinating complex projects ensuring the completion of assigned tasks.
• Overseeing the management of contracts, requests for proposals and requests for quotes and providing technical program information in accordance with County purchasing policies.
• Coordinating logistical arrangements for HHW collection events, including contractor management, supply procurement, and payment processing.
• Contributing to staffing decisions, conducting performance evaluations and addressing disciplinary concerns.
• Serving as a technical expert and consultant regarding issues related to the disposal and transport of household and small business waste.
• Conducting specialized studies, audits, inspections, and investigations on hazardous materials management recommending solutions for hazardous conditions; ensuring program compliance with relevant codes and their implementation.
• Developing, standardizing, and updating operational procedures while training staff on these protocols.
• Compiling data for State reporting and program evaluation, assessing procedures and drafting proposed legislation and guidelines.
• Interpreting regulations and advising city officials, citizen groups, business owners and others on household and Very Small Quantity Generator (VSQG) waste collection.
• Planning and conducting in-service training and public education programs.
• Maintaining accurate records and preparing reports and correspondence, including state-mandated reports.
• Serving as a facility emergency coordinator, responding to emergencies by leading staff through emergency protocols and required notifications.
• Performing other related duties as assigned.
