DEFINITION

The Recreation Aide I is the entry level class and is responsible for performing less complex assignments within an established procedural framework where there are minimal consequences of error. This classification is distinguished from the next higher classification of Recreation Aide II by the performance of more routine, repetitive and less complex assignments.

 

SUPERVISION RECEIVED/EXERCISED

Receives supervision from administrative and/or management staff. Incumbents of this class do not routinely exercise supervision but those at the higher levels may be asked to supervise from time to time but not on a consistent basis.

 

ESSENTIAL FUNCTIONS: (Include but are not limited to the following)

• Assist with the following: set-up and tear down of program equipment, preparation of playing fields and routine facility maintenance.
• Keep statistics and accurate score for basketball, softball, flag football, soccer, and volleyball.
• Collect and record the team's lineups and assist officials during the game with specific rules and policies.
• Officiate adult and youth volleyball, youth basketball, and youth football games.
• Uphold the rules of play and code of conduct.

Environmental Programs Department

The Environmental Programs Group is responsible for environmental review of VTA’s capital projects, VTA’s Sustainability Program, and VTA’s Stormwater Management Program.  Environmental review includes preparation of federal and state environmental documents; compliance with environmental laws and regulations; acquisition of regulatory agency permits; management of mitigation plans and programs; and coordination on a wide range of environmental topics.  VTA’s Sustainability Program is responsible for reducing the consumption of natural resources and the generation of greenhouse gases in the provision of transportation services through utility management, transportation electrification, climate action planning, waste reduction, and education. VTA’s Stormwater Management Program is responsible for complying with the National Pollutant Discharge Elimination System permit known as MS4. The Program aims to reduce pollution of local creeks and the Bay through the implementation of best management practices in project design and construction, educational initiatives for staff and the public, and enhanced maintenance and sustainable landscaping.

Definition
Environmental Planner II: Under supervision, an Environmental Planner II manages environmental studies and environmental compliance programs; and assists in the review of land development applications and documents for impact on transportation systems and/or facilities; and supports VTA's sustainability program.

Environmental Planner III: Under direction, an Environmental Planner III performs comprehensive environmental planning, analysis, and administrative duties for transportation projects and environmental compliance programs.

Distinguishing Characteristics
Environmental Planner II: 
This is the journey level in the Environmental Planner class series. Positions at his level are expected to be conversant with relevant environmental laws, regulations, and guidelines in order to achieve compliance of transportation projects. Incumbents conduct environmental analysis of projects in concert with other staff and consultants and may have responsibility for management of the environmental phase of minor projects or for specific portions of larger projects. This classification reviews environmental documents and development applications received from cities/regional agencies for project impact on the transportation system and/or facilities.

Environmental Planner III: 
This is the advanced journey level in the Environmental Planning series. Positions at this level work independently on the largest and most complex projects directing, reviewing, and coordinating the work of assigned project staff, consultants, and representatives of other public agencies in multi-disciplinary teams. Incumbents conduct environmental analyses of transportation projects and programs with minimal supervision and are expected to be conversant in and achieve compliance with relevant environmental laws, regulations, and guidelines.

Positions at this level require the use of initiative and judgment in resolving problems and recommending effective courses of action. This classification is distinguished from the Environmental Planner II classification in that positions in this class may act in a lead capacity over the work of lower level staff and consultants.

Typical Tasks
Environmental Planner II:

• Plans, coordinates, and reviews the work of a multi-disciplinary professional and technical staff and/or consultants conducting environmental studies of minor complexity;
• Manages and coordinates environmental planning, research and analysis of proposed VTA projects, including the planning, design, and construction phases of capital projects, maintenance and operation of facilities, and issuance of permits;
• Analyzes and evaluates the impact of proposed transportation projects and plans, and provides technical input to project design to mitigate adverse environmental effects and ensure compliance with environmental laws and regulations;
• Organizes, prepares, and processes environmental documents, monitoring and reporting plans, technical reports and responses for transportation projects and plans;
• Prepares scopes of work, schedules, and budgets for program activities, and assists with negotiating consultant contracts;
• Prepares necessary applications and acquires permits from regulatory government agencies in compliance with environmental regulations;

Environmental Planner III: 

• Implements federal, state, and local agency environmental laws, regulations, and guidelines relating to the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA);
• Reviews development proposals received from cities/regional agencies and coordinates with various VTA divisions to prepare official VTA recommendations on development conditions and mitigation measures for said proposals;
• Tracks compliance with permit requirements or other regulatory agency conditions for projects;
• Plans, coordinates, reviews, directs, and oversees the work of multi-disciplinary professional and technical staff and/or consultants conducting complex and comprehensive environmental studies;
• Assists in the administration of VTA's Storm Water Management and Sustainability Programs;
• Assists in the development of policies, procedures, and projects that advance sustainability for VTA facilities and assets;
• Assists with the preparation of CEQA and NEPA environmental documents for large and complex planning, design, and construction projects and maintenance and operation of facilities;
• Acts as an advisor on environmental matters to VTA staff;
• Writes, organizes, prepares, reviews, and processes environmental documents, monitoring and reporting plans, complex technical reports, responses, and position statements for a variety of projects, including large and complex transportation-related projects and plans;

• Tracks and documents compliance with project environmental commitments prior to, during, and following construction;

Minimum Qualifications:

Employment Standards
Environmental Planner II: 
Development of the required knowledge, skills, and abilities is most typically obtained through training and experience equivalent to graduation from an accredited college or university with a four-year degree in environmental studies, natural or physical science, transportation or urban planning, or a related field, and one (1) year of experience in compliance or monitoring of environmental issues. (A Masters Degree in environmental, transportation, or urban planning or related discipline may be substituted for one year of the required experience).

Environmental Planner III:
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to a graduation from an accredited college or university with a four-year degree in environmental studies, natural or physical science, transportation or urban planning, or a related field, and four (4) years of increasingly responsible experience in environmental planning, including preparing and processing environmental documents for compliance with federal, state, and local environmental laws, regulations, and guidelines; managing related environmental compliance and mitigation programs; and reviewing environmental documents and development applications for project impact on transportation systems and/or facilities. (A Masters Degree in transportation or urban planning or related discipline may be substituted for one year of the required experience).

The Air District is currently accepting applications for the position of Supervising Air Quality Engineer. This is an open recruitment for one (1) full-time, represented position in the Source Test Section.
 

Source Test Section

The Source Test Section performs source emission tests at regulated facilities for compliance determination, emission factor development, and information gathering. Facilities that are commonly tested include petroleum refineries, power plants, manufacturing facilities, wastewater treatment plants, landfills, and gasoline dispensing facilities. The section also provides regulatory oversight for facility continuous emission monitoring system (CEMS) operation, facility contracted source testing, and special testing or measurement projects. This role will be tasked with supervision of the section’s air quality engineering staff and performance of highly complex and specialized program assignments. In addition, the incumbent will coordinate or perform field, shop, and office source test program duties, including, but not limited to, equipment purchase specification, data reduction and analysis, workgroup participation, and report preparation.

DEFINITION

Under general supervision, provide recreational and educational instruction and activities, social development, guidance and care for preschool and elementary age children by leading and assisting in the selection and coordination of a variety of activities and curriculum at a childcare site.

 

DISTINGUISHING CHARACTERISTICS

Child Care Lead Teacher is the lead teacher in the classroom.  Child Care Lead Teachers may also be asked to temporarily oversee a school site when a Site Coordinator is offsite.  If a situation arises where a Site Supervisor is unavailable for an extended period of time a Child Care Lead Teacher with a Site Supervisor Permit will be asked to act as a temporary Site Supervisor.

 

SUPERVISION RECEIVED AND EXERCISED:

General supervision is provided by the Child Care Site Coordinator. Child Care Lead Teacher  supervises the classrooms to which they are assigned, including Child Care Aides, Associate Teachers, Teachers, and Full-time Teachers that are assigned to their programs.

• Assist in the development of a diversified program of recreational games, sports, arts, crafts, and other activities for elementary school children.

• Participate in and evaluate the effectiveness of activities and events.

Summary: 
 Under general supervision, the Courier makes pickup and delivery of District inter-office mail, supplies, and equipment in accordance with District policies and procedures.

Essential Duties and Responsibilities:

• Operate a District vehicle to pick up and deliver items from all District facilities on a daily basis
• Pick up the daily deposit from community centers and ensure its safe delivery to accounting
• Move transportable equipment among district locations as requested
• Prepare outgoing mail, operate postage machine, and maintain records of postage used
• Maintain copy room supply inventory; submit office supply requisitions as needed
• Organize supplies and tidy copy room storage cabinets and workspaces
• Routinely inspect and maintain District vehicle driven, including checking fluid levels, replenishing fuel, and notifying supervisor of maintenance problems with vehicle or need for routine service

Qualifications:

About the Technology Implementation Office
The Technology Implementation Office (TIO) was established in 2017 and its mission is to advance emerging solutions to reducing greenhouse gas emissions for the transportation and industrial source sectors. TIO connects climate technologies and customers by providing financial incentives (through grants and loans) as well as technical and matchmaking support. Climate technology areas include zero emissions vehicles and infrastructure, zero emissions energy storage and backup systems, composting, and waste-to-energy projects (co-digestion, waste treatment, anaerobic digestion, combined heat and power). By supporting the scale-up of climate technologies, TIO can help achieve state and regional greenhouse gas emissions targets, reduce emissions in impacted communities, while also making technologies cost-effective even in regions without strong climate policies.

In addition to electric vehicle and charging programs, the TIO administers the Climate Tech Finance program which offers loan guarantees to help entrepreneurs secure debt financing, such as a loan through a community bank, so they can commercialize emerging technologies faster. By offsetting the risk for banks, the program helps entrepreneurs bridge a challenging financial gap on the path to commercialization. In many cases, the Climate Tech Finance program is helping entrepreneurs get their first business loan.

About the Strategic Incentives Division
The Strategic Incentives (SI) Division supports the Air District’s mission by managing incentive funding that is awarded to eligible projects that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. Annually, the Strategic Incentives Division administers more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other examples of programs administered by staff in Strategic Incentives support the reduction of single-occupancy vehicles, provide cash to residents for retiring their older vehicles, and provide grants to reduce pollution from woodburning devices and lawn and garden equipment. The Strategic Incentives Division also works to develop and implement incentive programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

Definition
Under direction, provides lead direction and performs the more complex administrative, technical, and specialized functions in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

Distinguishing Characteristics
This is the advanced lead level in the Staff Specialist series. Incumbents may provide lead direction and may be assigned to perform the more complex duties. This class is distinguished from the Supervising Staff Specialist in that the latter assigns, supervises, reviews and evaluates the work of assigned staff. This class is distinguished from Staff Specialist I/II, which is at the journey level, and does not typically perform lead work or the most complex duties.

THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

IDEAL CANDIDATE

The ideal Community Resource Clerk possesses excellent communication and interpersonal skills and will be comfortable working in a diverse community setting, providing customer service to community members of various ages, ethnicities, and abilities.  Candidates with bilingual skills are strongly encouraged to apply. The ideal candidate can work independently as well as with a team, and can make quick, quality, and educated decisions, taking a proactive approach to deal with customer service issues. Skill in using a personal computer and associated applications is required. The ability to work flexible hours, including evenings and weekends, is highly desirable. 
 

TYPICAL DUTIES:

• Assists in implementing the day-to-day operations at the Library | Parks and Recreation Center.
• Helps oversee use of the facility, ensuring appropriate security is maintained, policies and procedures are followed; appropriate equipment and materials are available, and building is operating efficiently.
• Registers participants in programs and assists patrons with Library or Parks and Recreation account inquiries.
• Performs typical service desk duties including but not limited to patron registration and account management, checking in/out materials, utilization of self-check equipment, assisting patrons with fines and fees, payments and placing reserves, and answering patron questions and requests.
• Maintain the posting of current promotional materials, such as flyers, brochures, guides, and other printed materials.
• Assists in coordinating the scheduling of classes, activities, meetings, events, and rentals in the facility.
• Assists patrons in using and locating library materials and equipment; explains library services, rules, and procedures.
• Works cooperatively with staff, parents, children, and other public and private sector employees and volunteers; coordinates with appropriate agencies to ensure that necessary services are provided to clients.

• Performs general housekeeping duties related to the organization of materials and equipment in the common areas of the facility.

Training:  Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

The Air District is currently accepting applications for the position of Principal Air Quality Engineer. This is an open recruitment for three (3) full-time, represented positions: one (1) vacancy in the Regulatory Development Division and two (2) vacancy in the Engineering Division. 

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions
• Verification of emissions inventories
• Database development and data management 
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work such as, but not limited to:

• Processing permit applications for complex facilities
• Analyzing air emissions and other metadata
• Evaluating program effectiveness
• Providing project leadership

This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies. The Principal Air Quality Engineer also represents the Air District in multi-agency working groups.

About the Division
The Legal Division provides a wide array of legal services to support the entire Air District, including prosecuting violations of air laws; advising on legal compliance with the Brown Act, California Environmental Quality Act, AB 617, and other federal, State and local laws; supporting rulemakings by developing regulatory language and advising on compliance with rulemaking requirements; supporting the permitting program; reviewing records under the Public Records Act; researching legal issues; and staying abreast of current legal developments in air quality throughout California and nationwide. The Division utilizes a variety of tools to resolve enforcement actions, such as abatement orders, civil enforcement, and coordinating with other enforcement agencies, like local district attorneys or the state Attorney General. For cases in environmental justice communities, Air District staff can directly engage with community members when determining the appropriate legal remedies, including high enough penalties to reach deterrence-based outcomes and ensure the community benefits from the related funds and measures to bring the facility into long-term compliance and prevent the potential recurrence of violations.

Under close supervision, the legal intern performs various work related to and in support of legal casework being undertaken by attorneys in the Legal Division. The intern gains practical work experience through assisting the Air District’s attorneys while following guidelines and procedures defined by the Legal Division.

Distinguishing Characteristics
This is a temporary training position for current law students and recent law school graduates. Interns will apply their legal education to work and gain practical experience assisting experienced attorneys on a variety of cases and projects. Through this work, interns will gain valuable environmental law and regulatory experience.
