The Position

The Human Resources IT Manager - HRIS/HRMS (Manager) will possess in-depth knowledge of the functions of human resources in a large, complex organization and how HR programs and software work within a company's culture and infrastructure.

With an eye toward innovation and with a balance of the practical, the Manager will implement, maintain, and enhance HR related information and management systems and will develop and implement long-term and short-term automation strategies to streamline HR programs.

The Human Resources Department is looking to streamline the software we use to make the employee experiences seamless through their career at the County. The Manager will ensure all HR-related systems are harmonious for the user, will stay updated and compliant with Federal, State, and labor regulations, and will translate technical information to simple language that any employee can understand.

The Manager will stay current with trends and resources in information technology, evaluate, plan, and implement the department's needs, have strong technical expertise, and communicate effectively with executive leadership, HR Managers, and Department business users.

Three years of analytical or administrative experience that involved the application of data processing principles and techniques.

The City of Redwood City invites applications for Code Enforcement I/II in the Community Development  Department.

THE POSITION

The Code Enforcement Officer I or II is a part of the Building Division in the Community Development Department. This position will be filled at either Officer I or Officer II level, depending on qualifications of the final candidate. Under the direction of the Building Official and with day-to-day supervision by Senior Building Inspector, Code Enforcement Team, this position will work to ensure compliance with the Redwood City Municipal Code, ordinances and zoning regulations; and investigate and document violations. The Code Enforcement Program seeks to promote and maintain a safe and desirable living and work environment. These duties will require coordination with other City staff in Community Development, Public Works, Fire and Police Departments, as well as other agencies, and the public.

Typical duties include, but are not limited to: Work closely with homeowners, businesses and community groups to enhance the quality of neighborhoods through public relations, community building, and code enforcement related educational activities; Maintain effective and cooperative relations with the public; Investigate complaints of violations of City code, zoning ordinances, sign regulations and related laws, ordinances, and codes; Document complaints, inspections, actions, administrative remedies and compliance; Issue courtesy notices, notices of violations, correction notices, and stop work orders, as appropriate; Conduct routine follow-up investigations to ensure compliance with applicable codes, notify concerned parties of action taken. Code Enforcement Officer II will be required to handle the more complex type of Code Enforcement violation such as dealing with Zoning and illegal construction cases.

DEFINITION

CLASS CHARACTERISTICS

Initially, under close supervision, incumbents learn and perform general office support work such as customer service at the front counter and over the phone, file and records maintenance, data entry, and screening phone calls, visitors, and mail, and directing questions to the appropriate staff. As experience is gained, assignments become more varied, complex, and difficult; and positions exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. DEFINITION

Under general supervision of the Director of Human Resources, performs a wide variety of confidential clerical and administrative support assignments on behalf of the department, provides direct service to the public, and to performs related other work as required or assigned.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS

Knowledge of:  Office machines and equipment including computers; computer software PC based word processing and spreadsheet applications (e.g., Microsoft Word and Microsoft Excel); appropriate English grammar, spelling, and current business formats; modern office equipment and methods including operation of personal computers, filing and recordkeeping practices and basic arithmetic.

This position will monitor Bus Operator instructors, including observing the road operations to ensure adherence to Operating and Safety Policy and Procedures; monitor Bus Operators for safe operations of vehicles, uniform compliance; and enforcement of District rules, regulations, policies, and procedures. It will also monitor and document Bus Operator Students’ performance, responds to and investigate accidents.

Essential Responsibilities

• Oversees training classes for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Monitors classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators and for other bus training requirements.
• Oversees the following training: 
  1. Refresher training for bus operators returning to work after extended absence. 
  2. Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain V.T.T. status. 
  3. Re-train bus operators as directed by disciplinary hearings on accidents or rule violations. 
  4. Trains Driver Instructors and Transportation Supervisors on new equipment and provide them with outlines and checklists. 
  5. ADA training for persons with disabilities in partnership with passenger relations and planning department. 
• Acts as designated D.M.V. examiner in the testing and certification of bus operators and/or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Ensures maintenance of complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Monitors progressive trainees and performs regular individual coaching/counseling and progress evaluations of student operators. 
• Provides training and guidance as well as work assignments to Driver Training Instructors
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.
• Works with the Director of Transit Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Prepares and/or attends D.M.V. or CHP audits.
• Handles terminations and separations of trainees who fail to meet minimum standards during the program.
• Coordinates local Bus Roadeos, represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo
• Instructs and monitors operations of G.F.I farebox and radio systems.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations. 
• Issues infractions for violations of safety policy and procedures as well as testifies on training or related fields at bus operator hearings, arbitrations, or trials. 
• Ensure employees under their supervision follow established safe work practices and obey all safety rules.
• Assists in collision investigations as required or requested.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance are required.

Minimum Qualifications

Education and Experience equivalent to:

• Bachelor’s degree in transportation studies, public administration, education, or related field. Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement.
• Position requires a minimum of five-years commercial driving experience as an inter-city transit Full Time Bus Operator.
• In addition, must have two-years of classroom training and/or instruction experience and three-years supervisory experience that includes staffing, counseling, coaching, training, motivating and disciplining others. 
• Must have intermediate and proficient computer skills. including, but not limited to, Word, Excel, and Power Point. Computer aided dispatching software experience is preferred.
• Experience in traffic collision investigation and or safety enforcement is preferred. 
• Experience as a Transit Transportation Supervisor is desirable.

• Long periods of standing and walking.
• Must be able to lift 50 pounds. Reach above your head, bend at the waist, stoop and kneel.
• Sit at computer workstation and use the computer to type reports, manuals, etc.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

• Knowledge of supervisory principles and practices including work planning, scheduling, assignment, and review, and employee training, evaluation, and corrective action
• Technical and professional knowledge of appraisal procedures for real, personal, and intangible property
• Understanding of California Property Tax laws, State Board of Equalization guidelines, and Uniform Standards of Professional Appraisal Practice; and the ability to read, interpret, and apply these rules, policies, and procedures
• Familiarity with systems, technology, and desktop applications
• Ability to appraise and assess complex property interests as per California statutes and Property Tax Rules and Regulations
• Skill in analyzing information and using sound independent judgment to make decisions and determine appropriate courses of action, including recommending legal actions
• Effective communication skills in both oral and written formats, including formal presentations
• Capability to be adaptable and resourceful

• Ability to manage a heavy workload, including reviewing hundreds of appraisals and assessments per week and providing the appropriate feedback to staff

 
THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.

Open and Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.  
 
Responses to the supplemental questionnaire, in addition to our regular employment application form, must be submitted in order to be included in this recruitment.
 
The first phase of the examination process will consist of an application screening (weight: pass/fail).  Those who pass the application screening will be invited to the second phase of the examination process, the panel interview, which could include the evaluation of a brief written and/or performance exercise given immediately preceding the interview.  In order to be considered for the position, applicants will have to successfully pass the interview.
 
Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position. Qualified applicants will be notified of the date, time and place of the test(s).
