Yuba Water Agency is seeking a skilled, detail-driven Construction Inspector II to support major infrastructure projects that protect communities, enhance water reliability, and strengthen the region’s long-term resilience. This role offers the opportunity to work on high-impact public works—from dam safety improvements to hydropower facilities, and recreation facilities—while contributing to one of California’s most forward-thinking water agencies.

The Construction Inspector II plays a vital part in ensuring that Yuba Water Agency’s capital projects are built safely, accurately, and in full compliance with plans, specifications, and regulatory requirements. DISTINGUISHING CHARACTERISTICS

This is the full journey-level classification in the wastewater treatment plant operator series. Incumbents independently perform the full range of wastewater treatment and reclamation and recycled water facilities and equipment operations and maintenance duties. Responsibilities include inspecting and attending to assigned areas in a timely manner to ensure the proper operation and maintenance of the City’s wastewater treatment plant systems and equipment. Positions at this level work independently, exercise judgment and initiative and receive occasional instruction or assistance as new or unusual situations arise. This class is distinguished from the Lead Plant Operator in that the latter is responsible for providing technical and functional direction to operations staff and is capable of performing the most complex operations and maintenance duties assigned to the division.

SUPERVISION RECEIVED/EXERCISED

Receives supervision and direction from the Wastewater Treatment Plant Manager or designee. Exercises lead oversight, including provision of technical supervision, assignment of work and/or the training of less experienced staff.

ABOUT THE POSITIONS
The City of Gilroy is currently recruiting for a full-time level I or II (depending on qualifications and experience) Civil Engineer to provide technical assistance within the Public Works Department.  The position is currently focused on the Land Development program but is anticipated to also assist the Capital Projects team.  In Public Works, as an Engineer I/II, you will play a significant role in reviewing, coordinating, and delivering infrastructure improvements associated with private and public development projects. 

In Utilities, you’ll play a key role in developing the necessary infrastructure to provide safe and reliable water and wastewater systems for the City of Gilroy. You will be part of a collaborative team that plans and implements water and wastewater capital projects.  

In these key positions, you will work under the direct supervision of a Senior Civil Engineer and will perform professional or sub-professional engineering work in the field and office. The Department: 

The City of Santa Clara is looking to fill multiple As-Needed- Temporary Employee positions to support the Annual Cleanup Campaign. Successful incumbents will be assigned to work as ground crews shoving, sweeping, and lifting up to 50lbs of debris left by Santa Clara residents.

The Position:

A mandatory paid orientation is tentatively scheduled for April, 2026, where employees will receive training, safety boots, and the necessary equipment to perform the job. This position will work from 6:45am-4:15pm, 40-45 hours a week, Monday-Friday between April 27, 2026 - May 22, 2026. 

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The City of Foster City is looking for an experienced maintenance worker with a specialization in irrigation systems to fill the position of Irrigation Technician with the City's Park and Recreations Department. The position performs a variety of activities in the installation, inspection, maintenance and repair of irrigation systems and related equipment in all City landscape irrigation systems. This is an advanced journey-level maintenance classification with specialization in irrigation systems.

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Completion of the twelfth (12th) grade or equivalent.

Experience: Two (2) years of experience working in landscape/irrigation, public works or parks maintenance experience, including experience in design of irrigation systems.

Licenses, Certificates, Registration

• Possession of a valid California Class "C" and Class "B" Driver's License. Must obtain valid California Class “B” Driver’s License within six months of appointment.

Selection Process

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. SUMMARY DESCRIPTION

Wastewater Operator I - This is the entry level class in the Wastewater Operator series. This class is distinguished from the Wastewater Operator II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Wastewater Operator II - This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

2. Grease and clean plant equipment; read and interpret meters and gauges; regulate plant effluent.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions. 

14. May temporarily be assigned to work with other City departments as needed.

15. Operate trucks, tractors and other motorized equipment of comparable size and complexity.

16. Perform related duties as required. 

The Environmental Services Manager is a member of the Public Works Department, reporting to the Public Works Director, and exercises independent judgment in managing the City’s Environmental Services programs. Responsibilities include overseeing waste management, recycling and organics recovery, stormwater, energy conservation, climate protection, sustainability, sea level rise adaptation, and Climate Action Plan implementation.

The Manager directs program development, provides technical expertise, and ensures compliance with local, state, and federal environmental regulations. Duties include analyzing environmental data, preparing regulatory reports, supporting the Hazard Mitigation Plan, managing the Environmental Services budget, securing and administering grants, and overseeing contracts. The position represents the City in interagency, regulatory, business, and community settings, serves as liaison to waste management franchise holders, and supports public outreach and policy initiatives in support of City environmental goals.

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a Bachelor's degree from an accredited college or university with major coursework in Public Administration, Environmental Science, Environmental Engineering, Planning, or a related field, and five (5) years of progressively responsible experience in environmental management.
• A Master's degree is desirable.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment.

THE POSITION
To collect and examine water, wastewater, stormwater and related materials.  Performs a variety of standardized and complex tests and analysis of such samples. Maintains and calibrates laboratory equipment, prepares glassware, mixes reagents and media. Prepares reports, performs special studies, analyzes results and works with a variety of outside labs.  The purpose of this recruitment is to fill a current vacancy in the Water Pollution Control Facility, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid certificates.

IDEAL CANDIDATE
The Ideal Candidate will have previous experience working in a laboratory or related position.  Candidate will be familiar with the principles and practices necessary in the operation of a Water Pollution Control Facility and have completed previous coursework in chemistry, microbiology, mathematics and other relevant fields.  The Ideal Candidate will be organized, flexible, hardworking, and have the ability to communicate clearly and concisely, both orally and in writing.  Candidate will be detail oriented, have excellent time management skills, have the ability to maintain accurate records, be a cooperative team player, and bring a positive, professional attitude to workplace.

Laboratory Technician I:
This is the entry-level classification in the flexibly staffed Laboratory (Lab) Technician series.  Positions at this level are distinguished from the Lab Technician II level by providing a narrower range of duties, usually of a less complex nature in the treatment plant laboratory.  Incumbents learn and perform a variety of clearly defined duties involved with cleaning and maintaining laboratory material and equipment and performing routine testing and analysis in the laboratory. Laboratory Technician II provides lead supervision and training as needed to the Laboratory Technician I.

Laboratory Technician II:
This is the journey level classification of Lab Technician series.  Positions at this level are distinguished from the entry level by performing complex testing and analysis in the treatment plant laboratory.  Incumbents are thoroughly familiar of defined duties involved with calibrating and maintaining sophisticated laboratory equipment.  Provides lead direction to Lab Technician I in addition to performing NPDES required analyses in the laboratory and the more complex laboratory analysis. The Laboratory and Environmental Compliance Manager provides direct supervision. 

ESSENTIAL JOB FUNCTIONS

Laboratory Technician I - Collects and prepares water, wastewater, receiving waters and related samples for analysis.  Conducts standard physical, chemical and biological analysis of such samples.  Makes mathematical calculations and statistical analysis for test results.  Prepares and maintains a variety of logs, records and reports related to the work performed.  Performs complex sampling techniques.  Prepares lab supply and equipment order lists.  Regular and consistent attendance.

Laboratory Technician II – All of the essential functions listed above and:  Prepares standardized reagents and media used in laboratory analysis.  Samples, schedules and ships samples to outside laboratories.  Performs analysis on quality assurance samples for compliance with State Health Department to maintain laboratory certification.  Participates in the laboratory quality assurance program by reviewing and verifying records and reports for the NPDES permit requirements.  Schedules laboratory and maintenance work, ordering of materials, and maintains records as directed by the Laboratory and Environmental Compliance Manager.  Ensure proper maintenance and repair work on all laboratory equipment.

OTHER JOB FUNCTIONS
Cleans and prepares laboratory equipment and glassware.  Maintains laboratory in a clean and orderly condition.  Observes safe work methods, practices and precautions; uses appropriate safety devices and equipment in accordance with laboratory standard operating procedures.  Perform related duties as assigned.

QUALIFICATIONS

Laboratory Technician I:
Education:  High School Diploma or equivalent supplemented by related college level coursework. 

Experience:  One (1) year experience in a laboratory or related position is desirable.

License and Certificate:  Required upon hire, possession of a current California Driver’s License.  Possession of a current California Water Environment Association Grade I Laboratory Analyst Certificate within eighteen (18) months of appointment.  Grade I Wastewater Treatment Plant Operator certificate is desirable.

Laboratory Technician II:
Education:  High School Diploma or equivalent is required.  Completion of one (1) year of related college level coursework is preferred.

Experience:  Two (2) years of general laboratory experience is preferred. 

License and Certificate:  Required upon hire, possession of all certifications required for the Laboratory Technician I and possession of a current California Water Environment Association Grade II Laboratory Analyst certificate within eighteen (18) months.  Grade II Wastewater Treatment Plant Operator certificate is desirable.

The Opportunity

The County of San Mateo’s Department of Public Works seeks well-qualified candidates for the position of Departmental Human Resources Manager. This role serves as the primary HR partner for Public Works, supporting workforce strategy, labor relations, communication, equity, and acting as the key liaison to the County’s central Human Resources Department. 

The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues.

Public Works has a budget of approximately $200 million and is comprised of over 300 employees in five divisions: Administrative Services, Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services. 

 

What You Will Do

This position is responsible for administering and supporting key human resources functions for the Department of Public Works, including but not limited to: 

Employee and Labor Relations

• Serve as the first point of contact for employee relations matters, including performance management, corrective action, investigations, and compliance documentation.
• Advise managers on progressive discipline, documentation standards, and risk-aware decision-making.
• Partner with labor organizations; participate in meet-and-confers and negotiations; interpret and apply MOUs and Civil Service Rules. 

Payroll, Compliance, and HR Operations

• Provide oversight and guidance related to payroll processes, audits, and compliance requirements. 
• Ensure adherence to County, State, and Federal laws, regulations, and labor agreements. 
• Interpret and apply policies related to leave, benefits, workers’ compensation, and classification/compensation. 

Workforce & Performance Management

• Coach managers and supervisors on effective performance evaluations, SMART goal setting, and employee development.
• Support workforce planning and recruitment strategies within Civil Service rules. 
• Assist with onboarding, succession planning, and staff development initiatives.

Engagement, Wellness, and Organizational Development

• Champion employee engagement, wellness, appreciation initiatives tailored to the diverse workforce, and leading the department employee engagement committee.
• Conduct training needs assessments and identify systemic issues impacting morale, performance, or compliance.
• Help re-establish and strengthen training, mentoring, and development programs.

Strategic Partnerships and Communication

• Build strong relationships with department leadership, supervisors, frontline staff, and central HR partners.
• Prepare professional reports, policies, Board memos, executive summaries, and presentations.
• Represent the department in meetings with executive leadership, unions, vendors, and community partners.

• Skilled in Communication & Conflict Resolution. Known for clear, de-escalating communication, effective mediation between employees, supervisors, and labor representatives, and sound judgment in high-visibility, high-stakes situations.
• Grounded in Cultural Stewardship & Equity Mindset. Integrates equity and inclusion into employee relations practices, promotes psychological safety, and ensures fair, consistent, and respectful treatment across diverse field and administrative environments.
• A Strategic Partner with County Leadership. Understands Public Works operations and applies a solutions-oriented, anticipatory approach while confidently managing complexity, political dynamics, and sensitive matters in partnership with County Departments.
