THE POSITION

DEFINITION

To perform a variety sample collection and analyses associated with the testing of water quality to ensure that it is maintained and provides the highest level of safety for public use; and to perform related work as required.

SUPERVISION RECEIVED AND EXERCISED

May exercise technical and functional supervision over administrative support staff as assigned.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Assist in performing and interpreting chemical, biochemical, biological, bacteriological and physical analyses of samples related to the treatment, quality control and distribution of potable water following standard procedures and guidelines.
• Collect samples at various sites throughout the system for testing to determine the effectiveness of each stage of the treatment and distribution processes.
• Prepare samples for analysis by commercial laboratories; ensure that test results are reviewed and reported.
• Analyze and interpret laboratory results; enter laboratory data into a computer system for further analysis and reporting purposes; maintain laboratory records and prepare required reports.
• Set up, calibrate, operate and perform minor maintenance and repair to a variety of laboratory instruments and equipment.
• Maintain quality control and quality assurance and follow safe work procedures.
• Maintain accurate records of work performed and analysis results.
• Consult with Water Utility staff and management regarding analysis results.
• Prepare periodic and special reports for submission to appropriate regulatory agencies in a timely manner; ensures that laboratory certification is in compliance with regulatory requirements.
• Prepare standard chemical solutions and reagents; clean equipment and ensure that the laboratory is maintained in a clean and orderly condition.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Analyze and interpret emerging water quality contaminates of concern including potential monitoring rules.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of chemistry, bacteriology and the chemical sciences, including methods and techniques of laboratory testing and analysis.
• Modern laboratory procedures and equipment, including computer uses and applications as applied to laboratory operation and analysis.
• Arithmetic, including proportions, percentages, and decimals.
• Applicable federal, state, and local laws, codes, and regulations.

Ability to:

• Independently perform a variety of chemical, biochemical, and bacteriological tests.

Experience and Training

Experience:

• Two years of increasingly responsible experience in a water quality environment including experience in water sampling and computerized data management of devices and tests.

AND

Training:

• Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate

• Possession of a valid California driver’s license by date of appointment. 
• Possession of a California Department of Drinking Water Distribution Operator Grade 2 (D2) certificate issued within one year of appointment.

THE DEPARTMENT

The Fire Department operates five (5) fire stations throughout the City which are staffed 24-hours per day, plus an Emergency Operations Center and Fire Training Tower. Two fire stations have paramedic ambulances. The City of South San Francisco is the only Fire Department in San Mateo County providing its own paramedic transport services. The Paramedic ambulances respond to medical emergencies, as well as structure fires and other hazardous incidents. The City is replacing and expanding two (2) of the existing fire stations, modernizing and relocating the facilities to better serve the public.

THE OPPORTUNITY

Central Marin Sanitation Agency (CMSA) is recruiting for a Laboratory Analyst I/II position. This position is responsible for the day-to-day activities of the CMSA Laboratory sampling and analysis requirements. A successful candidate will collect samples and performing standard physical, chemical, biological, and bacteriological tests for process control, regulatory permit adherence and CMSA clients. The incumbent shall have a working knowledge of various aspects of analytical and environmental laboratory techniques. These techniques include operation of analytical laboratory equipment, troubleshooting, review and implementation of corrective actions, interpretation of technical instructions, development of laboratory standard operating procedures, substantial quality control and assurance review, and participation in laboratory assessment procedures. This is a single position opening, and CMSA will hire for either the I or II level based on the overall level of qualifications and organizational fit.

The CMSA Laboratory is a State certified laboratory in the process of implementing the forthcoming Environmental Laboratory Accreditation Program (ELAP) standards. Our laboratory is certified for several analyses including Alkalinity, Ammonia, BOD/cBOD, Coliform, Enterococci, Hardness, TSS, and various others.

EXPERIENCE & QUALIFICATIONS

Laboratory Analyst I
EDUCATION: Possession of a four-year college degree with major emphasis in chemistry, biology, microbiology, environmental studies, or a related field of study.

EXPERIENCE: A minimum of one (1) year of experience in any combination of the following: a laboratory technician/analyst in a wastewater or water treatment facility or analytical laboratory, or other related experience applicable to this position.

CERTIFICATION & LICENSES: Possession of a Grade I certificate as a Laboratory Analyst issued by the CWEA is preferred at the time of hire and must obtain a Grade II within 18 months of employment.

Laboratory Analyst II
EDUCATION: Possession of a four-year college degree with major emphasis in chemistry, biology, microbiology, environmental studies, or a related field of study.

EXPERIENCE: Four (4) years of environmental laboratory experience as a laboratory technician in a water or wastewater treatment facility or commercial laboratory analyzing water or wastewater samples.

POSITION

Supervise, plan and coordinate the functions of the Laboratory, Industrial Wastewater Pretreatment Program (WPP), and related environmental compliance programs  Performs and reviews analysis of potable water, wastewater, stormwater and related materials. Ensures sampling, monitoring, testing, reporting, WPP, and other environmental compliance programs comply with Federal, State and local requirements for potable water, wastewater and stormwater utilities.  The purpose of this recruitment is to fill a current vacancy in the Public Works Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate for the Laboratory Supervisor position will have experience working in a wastewater or water laboratory, with knowledge of State, Federal and Local regulation and rules. This person will be familiar with water, wastewater, storm water, industrial pretreatment and related programs, and have a laboratory background in chemistry and microbiology as it applies to water, wastewater, stormwater, industrial pretreatment compliance programs.  In addition to meeting the minimum requirements of the position, the Ideal Candidate will be an independent thinker who is well organized, has excellent communication skills (written and oral), and good time management skills.  Previous supervisory experience is very desirable as this position will be responsible for supervising, mentoring and counseling division staff and programs as necessary.

ESSENTIAL JOB FUNCTIONS

Plan, program and supervise monitoring, sampling, and testing to ensure WPCF processes, potable water production, potable water distribution, and stormwater runoff comply with State and Federal standards. Supervise and coordinate laboratory quality assurance and quality control programs; develop new methods of laboratory analysis consistent with Federal and State guidelines. Work with and direct outside labs or environmental firms on water quality matters. Plan, program and supervise the goals and objectives of the Industrial Wastewater Pretreatment program. Coordinate pretreatment program activities for the Sanitary Sewer Management Plan and Stormwater NPDES Phase II permit. Review and approve quarterly and annual pretreatment reports. Interpret and enforce regulations related to pretreatment, wastewater collection and stormwater collection. Prepare detailed draft budgets, assist in preparation of final budgets and administer adopted budgets. Monitor legislation and make recommendations concerning compliance issues related to potable water, wastewater, stormwater, pretreatment and related programs. Compile, sign and submit monitoring and compliance reports to appropriate State and Federal Agencies. Perform advanced analysis on data to provide information for decision making. Represent the City on routine basis with State and Federal agencies, and other public bodies. Participate in professional groups and committees and with the general public regarding potable water, wastewater and stormwater, pretreatment and related programs. THE DEPARTMENT:

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in biology, ecology, environmental studies, park management, planning or another related field; and experience with field survey techniques. This natural resource focused internship requires the ability to identify common wildlife of California as well as skills in interpreting scientific reports and writing summaries. Experience with wildlife camera trapping, identification of common mammals, reptiles, and amphibians, as well as familiarity with ArcGIS software and mapping natural resources with GPS equipment are a plus. Working Conditions: This position will be divided between at home office work and field visits to survey, map, and collect field data. During this time of COVID-19 restrictions and care for our employees’ health, Midpen employees are working remotely. However, once restrictions are lifted this position will operate in the Natural Resources Department at Midpen offices in Los Altos, California. Fieldwork is conducted in rural or mountainous Midpen open space areas, which may involve working alone in wild land areas and traversing rough, difficult terrain sometimes with poison oak and dense vegetation. Work will also involve data collection and identifying roadkill along a two-lane roadway. Work may take place during inclement weather conditions.

THE POSITION

The Human Resources Department is accepting applications for the regular and full-time position of Refuse Truck Driver II in the Environmental Utilities Department. The normal work schedule is Monday through Friday 6:30 a.m. – 2:30 p.m. with weekends required. DEFINITION

To perform a variety of tasks in the collection of residential, commercial, and industrial solid waste refuse, including driving and operating a refuse collection truck.

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Refuse Truck Driver series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from the Senior Refuse Truck Diver in that the latter provides technical and functional supervision over assigned staff.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from a Refuse Supervisor, and receives technical and functional supervision from a Senior Refuse Truck Driver.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Drive a one or two-person-staffed refuse collection truck, collecting refuse along an assigned route and emptying contents of trash cans and/or collection bins.
• Operate hydraulic/mechanical controls to load, compress, and dump refuse; collect and dispose of debris on assigned route; transport refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assist refuse truck driver by directing movement into alleys, driveways, and other difficult locations; assist truck driver with lifting/loading contents of trash cans and other collection containers.
• Complete and post notification tags on containers/bins/dumpsters regarding contents not acceptable for refuse collection.
• Maintain assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; report mechanical or related problems for maintenance; perform minor maintenance as appropriate.
• Complete, maintain, and submit records related to operations and maintenance activities, including those related to time, material and equipment usage.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Uses and purposes of general mechanical tools and equipment; safe work practices.
• Methods and practices of solid waste/refuse collection and disposal.
• Methods, techniques, tools, and operating characteristics of mechanical equipment used in the collection and disposal of solid waste refuse.

Ability to:

• Learn refuse collection techniques and to operate refuse collection vehicles and equipment.
• On a continuous basis, know and understand operations, and observe safety rules.  Intermittently analyze problem equipment; identify and locate equipment; interpret work orders; remember equipment location; and explain jobs to others.
• Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing installation of equipment; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Perform solid waste refuse collection and disposal tasks with minimal supervision. 

Experience and Training

Experience:

Two years of increasingly responsible experience performing refuse collection/disposal work similar to that of a Refuse Truck Driver I with the City of Roseville.

AND

Training:

Equivalent to the completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate:

• Possession of a valid California Class B driver’s license, with airbrakes by date of application.

SELECTION PROCESS
