DESCRIPTION/RESPONSIBILITIES:

The salary ranges for Environment Inspector I and II are:

Environmental Inspector I - $77,750.40 - $94,411.20

Environmental Inspector II - $85,737.60 - $104,228.80

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the base salary, employees in the Environment Inspector I/II classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. 

The Department of Planning, Building and Code Enforcement, Code Enforcement Division, is hiring an Environmental Inspector I/II in its Local Enforcement Agency (LEA) Program. This environmental professional is one of four members of San José's CalRecycle, State Certified Local Enforcement Agency. This position will be responsible for facility inspections of Solid Waste Permitted facilities to assure compliance with State Public Resource Codes and California Code of Regulations Titles 14 & 27, complaint investigations, enforcement activities, random gas monitoring at closed landfills, and review and approval of Solid Waste Facility Permits and technical documents.

The incumbent will be expected to maintain positive and open communication with facility operators, other City, County, State Agencies and to attend required training(s).

Typical duties for this position include but are not limited to:

-Inspects open landfill, materials recovery facilities, closed landfill sites, composting operations, construction & demolition debris recycling facilities for compliance with Federal, State and Local Regulations.

-Intake, review, determine if technical documents/applications are complete and correct per State Regulations.

-Consult with LEA supervisor and CalRecycle to determine appropriate enforcement actions to take against facility owner/operator per investigations.

-Prepare and present enforcement case violations to the City of San José and LEA hearing officer for further actions.

-Provide education on program policies and regulations at community meetings (SWEP, CEQA, etc.), technical conferences, Division Code Enforcement Academy, etc. as needed/requested by management.

-Participate in developing and implementing policies, procedures and technical protocol specific to the LEA program.

-May be responsible for the application, completion and/or monitoring of the annual EA grant to CalRecycle.

-Must learn and become proficient in the CalRecycle Solid Waste Information System (SWIS) processes/procedures and Decade Envision Connect procedures.

-Respond to and investigate odor complaints relating to compost facilities within the designated areas immediately or within the same day the complaint was received.

-May be assigned to responsibilities associated with annual updates to the Environmental Enforcement Plan (EPP). Provide ongoing monitoring to ensure all approved changes are updated immediately, formatted per CalRecycle recommendations and sent to CalRecycle for EPP update.

-Required to participate in the Annual Medical Monitoring Program to assure proper health and fitness are monitored and maintained to do the job. -Maintain daily activity log, daily record keeping updates of pertinent facility documents to maintain a complete facility history.

-Work with LEA supervisor and CalRecycle to enforce regulations/conditions specific to SWFP and associated technical documents.

-Draft and issue solid waste facility permits for new sites and revise permits at existing facilities when there are changes as well as perform five years of all permitted facilities.

-Prepares enforcement cases for the City and district attorneys, including preparing analytical data reports and interpreting analyzing, data laws, rules and regulations.

-Responds to emergency spills, overseas cleanup, ensures clean up compliance.

THE PROCESS

THE POSITION

The Park Maintenance Worker I will work in the Parks Division within the Public Works Department, performing semi-skilled and skilled labor to: maintain turf, trees, shrubs, groundcover, top dressings, irrigation systems, playground equipment, park furnishings, restrooms, and sport field equipment; operate and understands basic maintenance procedures for various power turf equipment, including but not limited to mowers of various sizes, edgers, blowers, chainsaws, and related equipment as required; perform a wide variety of skilled tasks involving the use of power equipment and hand tools in the areas of park and grounds maintenance, irrigation system installation, programming, and maintenance, tree/shrub trimming maintenance; perform the installation, maintenance and repair of various parks and grounds improvements, planting and trimming of trees/shrubs; understand fertilizer and herbicide products and application related to turf and ornamental plant care; and may performs other related duties as assigned.

The normal work schedule will be 20 hours per week (0.5 FTE), with the specific schedule determined based on the needs of the Division. About the Position

This classification is a journey level class in the professional planning series.  With the requisite experience, the incumbent can independently assume responsibility for more complex projects and specialized assignments. This position differs from the Assistant Planner position by increased responsibility for project management.

General direction is received from the Principal Planner. Direct supervision and supervision through secondary managers may be provided with specific project assignments in the Community Development Department Responsibilities may include functional supervision of subordinate staff.

The City of Lincoln is hiring for the position of Code Enforcement Officer I/II within the City Manager’s Office.  Under general supervision, learns to perform and performs residential, commercial and industrial site inspections and investigations to determine compliance with applicable federal, state and local codes, laws and regulations; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures.  As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections, and involves a proactive implementation of applicable codes and regulations. This classification is also distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

SUPERVISION RECEIVED/EXERCISED

The Code Enforcement Officer I receives immediate supervision from the City Attorney. Incumbents of this classification do not routinely exercise supervision.  The Code Enforcement Officer II receives general supervision from the City Attorney. This position may exercise technical and function supervision over assigned staff.

ESSENTIAL FUNCTIONS

Including, but are not limited to the following

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for noncompliance.
• Interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes, relocation regulations, CDBG administrative requirements and other related laws, codes and regulations; advises property owners on the requirements for compliance; explains processes and procedures for obtaining compliance or appropriate permits.
• Maintains clear, concise and comprehensive records and reports related to enforcement activities; composes and types correspondence, reports, forms and specialized documents; maintains communication/action logs for code enforcement cases; enters and retrieves information from automated records systems; prepares notices of violation and orders.
• Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; represents the City in court regarding noncompliance if required.
• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. Incumbents may frequently deal with irate members of the public. The nature of the work also requires the incumbent to drive motorized vehicles, work in heavy vehicle traffic conditions and often work with constant interruptions.

Description

Hayward is excited to announce an opportunity to join its progressive and dynamic team as a Senior Civil Engineer. The Senior Civil Engineer will assist with supervising the project management section of the Planning Division of the Development Services Department, participate in the conduct of complicated engineering planning, design, and investigating activities and assist management personnel in the administration of the assigned duties.  This is a mid-level management position responsible for providing technical and functional supervision over assigned engineering and technical staff.

THE IDEAL CANDIDATE
The ideal candidate will have the ability to manage the more complex and professional engineering work requiring a substantial level of training and experience.  Knowledge of engineering principles, methods, and practices as applied in the planning, design and construction of private development projects, current methods and techniques related to the development and implementation of contracts, agreements, plans, and procedures, and applicable laws and regulations relevant to design and construction in the area of assignment, is expected.  Candidates for this position should demonstrate a strong work ethic and possess exceptional interpersonal skills and a commitment to developing strong, positive working relationships as coordination with other engineers in the Public Works Engineering and Transportation and Utilities sections will be critical to success in this role. Public Agency experience preferred.

THE DEPARTMENT

The Development Services Department is comprised of the Administration, Building, Planning and Code Enforcement Divisions that work collaboratively to protect the economic, structural and environmental health and safety of the Hayward community. Department staff are dedicated to attaining quality development, ensuring structural integrity, and maintaining a visual aesthetic that will add value to the City of Hayward through building inspection, and enforcement of local, state, and federal standards.

Essential Duties

Duties may include, but are not limited to, the following:

Assists in the development and implementation of goals, objectives, policies and priorities of the City.

Performs complex, professional-level field and office engineering review of the design, development and construction of a variety of projects.

Prepares, processes, and supervises new contracts or changes and modifications to existing contract documents, including resolution of contract disputes and claims.

Consults with other City departments, project managers, contractors, builders, engineers, and public agencies on problems relating to the design, construction, and maintenance of assigned projects.

Consults with and advises management staff on problems relating to the assigned area of responsibility.

Coordinates design and construction activities related to the assigned area with other City departments, divisions, sections, outside agencies, and with contractors and suppliers.

Reviews project design plans and applications prepared by staff, other divisions, consultants, and other agencies for compliance with City policies and procedures.

Supervises the screening, selection, and supervision of consultants for professional services for the development of plans and specifications, studies, and reports.

Supervises, trains, and evaluates professional and technical employees; conducts interviews and makes recommendations concerning personnel issues.

Performs related duties as assigned.

Positions assigned to the Public Works Engineering and Transportation Department include the following additional duties:

Plans, organizes, directs, manages and reviews the work of the project management section of the Engineering and Transportation Division.

Pursues, under general direction, federal and state grant-funding to expedite and/or supplement the funding of public works projects.

Prepares project statements outlining the scope of the project, design criteria, available data, background, scheduling, coordination, and financing for public works projects.

Provides project management of the Capital Improvement projects. Reviews the work and provides general supervision for the preparation of plans, specifications, cost estimates, and for the administration of construction contracts.

In the absence of the Assistant City Engineer, acts as the Assistant City Engineer.

Positions assigned to the Planning Division of the Development Services Department include the following additional duties:

Assists and provides input on updates of the City's General Plan, Specific Plans, Subdivision Ordinance, Zoning Ordinance, and Form-Based Codes.

Reviews private development applications and coordinates with other City departments and outside agencies to ensure the proposed designs of private development projects are compatible and consistent with City standards and regulations and State and Federal laws. Applications include, but are not limited to, subdivision maps, applications to modify private property boundaries, Certificates of Compliance, Encroachment Permits, Building Permits, and Grading and Clearing Permits.

Manages consultants and helps guide the process for levying assessments and forming assessment and benefit districts to ensure compliance with State laws and City ordinances. Works with consultants and City Staff to review proposals, analyze budgets, set assessment rates, prepare and present annual reports and recommendations to City Council, and conduct public meetings to respond to inquiries concerning assessment rates, capital reserve amounts, and capital improvement and maintenance responsibilities.

Works with Public Works Engineering & Transportation Department staff to insure compliance with City regulations and project approval conditions during plan checking and inspection phase of construction on assigned projects. Coordinates the formal acceptance of projects upon completion.

Reviews and coordinates the process of environmental documents for projects pursuant to the California Environmental Quality Act and the National Environmental Policy Act when necessary.

Prepares staff reports, makes recommendations, and makes presentations to City Council, the Planning Commission, Local Agency Formation Commission (LAFCo) and other boards and committees as needed.

Minimum Qualifications

EXPERIENCE AND EDUCATION

Experience: Four (4) years of progressively responsible experience in professional engineering work in area of assignment, including one (1) year of supervisory experience.

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major work in civil engineering or a closely related field.

Licenses and Certificates: Possess a Certificate of Registration as a Professional Civil Engineer in the State of California. Possess and maintain a valid Class C California Driver's License.

Position Description

The District has one open, full-time position of Water Conservation Specialist I or II in the Water Efficiency Department of the Facilities & Watershed Division.  This position will be staffed at a level commensurate with the qualifications of the selected individual as determined by the District.  Interested persons must submit a completed District application and supplemental questionnaire responses to the Human Resources Department no later than the filing deadline.

Definition

The Water Conservation Specialist performs water conservation duties, involving water use calculations and analysis.

Distinguishing Characteristics

The Water Conservation Specialist I is the entry level classification whereas the Water Conservation Specialist II is the journey level classification that establishes water allocations for the more complex accounts and implements water conservation programs, performs various ordinance compliance inspections, performs interior and exterior water consultations and participates in and implements landscape water management and other conservation programs.  On a training or emergency basis, the Water Conservation Specialist I may be assigned more complex water conservation duties normally performed by the Water Conservation Specialist II.

Water Conservation Specialist I:

• Researches and analyzes customer's water use records;
• answers consumer inquiries in person and by telephone regarding water use and water conservation programs;
• researches, creates, and maintains records, files, and directories;
• participates in a variety of water management and conservation programs.

Water Conservation Specialist II:

• Performs analysis of complex water uses, problem accounts, and major residential and non-residential customers;
• studies and reviews various landscape, grading and irrigation plans for compliance with District ordinances;
• analyzes complex water use problems and makes recommendations as to their resolution; 
• performs field inspections for installation of water saving plumbing fixtures and landscape/irrigation components;
• reviews and analyzes consumer’s water use records, and establishes annual water budgets;
• compiles and analyzes statistical data.
