DEFINITION

Perform a wide variety of paraprofessional, technical and administrative tasks to support duties at the Town's Permit and Welcome Center. Respond to customer visits, phone calls, and inquiries regarding all Development Services permits and applications, permit status, plan check and plan review (by all Development Services Divisions), and field inspections. Accept and review plans or applications for inclusion of required information with state and local codes and regulations; and input pertinent information into an automated permitting system.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Senior Development Services Technician. This position does not exercise supervision over others.

Essential Job Duties

Essential duties may include, but are not limited to the following:

• Assist the general public at the Permit & Welcome Center by phone, email and via the electronic permitting system regarding all permitting requirements, plan check and plan review process, permit filing procedures and processing, and permit status.
• Review plans for completeness and conformance with ordinances and Development Services Department standards, policies and guidelines.
• Review plans for conditions of prior approval and track plan check timelines.
• Route plans to other Town departments, divisions, and outside agencies for review.
• Create and maintain informational flyers and brochures.
• Advise and assist the public on routine matters related to all permitting procedures, zoning regulations, business licenses, encroachment permits and public records.
• Review all applications and drawings for compliance with zoning requirements and other ordinances and determine the need for approval by other agencies.
• Confer with property owners regarding the feasibility of an application.
• Receive applications check for completeness, enter computer data, calculate permits fees, issue receipts, and log and route necessary plans for plan checking; to be performed both in person and electronically (email or permitting system).
• Calculate and assess impact fees for other outside agencies; utilize construction valuation table and calculating floor areas.
• Process business license applications. 
• Research public records request forms for all departments and furnish information to the public.
• Receive and account for daily monies received for all counter transactions.
• Maintain utility meter release log and notify utility company for service releases.

QUALIFICATIONS

Knowledge of:

• Principles and practices of quality customer service.
• Municipal Permit Center procedures and guidelines.
• Planning entitlements, engineering, and transportation application processes.
• Processes utilized to issue building permits.
• Appropriate usage of the English language in both oral and written form.

Ability to:

• Understand the organization and operations of the Town and outside agencies to assume assigned responsibilities, as necessary.
• Read and scale construction drawings to determine feasibility to initiate the plan check and plan review process; read a variety of land use, topographic, parcel, and zoning maps.
• Work with a wide variety of individuals in a tactful and effective manner with minimal supervision.
• Stoop, balance, maneuver, walk and stand for long periods of time.
• Communicate effectively in both oral and written form.
• Organize duties and determine priorities in order to meet assigned deadlines.
• Establish and maintain complex and extensive records and files.

EXPERIENCE AND EDUCATION

Experience:

Two (2) years of experience involving extensive public contact with at least one (1) year of experience in the processing and issuance of building permits and/or planning permits.

Education:

The equivalent of the successful completion of twelfth grade with at least 30 college semester units in building, planning, engineering, architecture, or closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire. Possess, or obtain within one (1) year of employment, an ICC Certificate as a Permit Technician.

THE CITY

The City of American Canyon is seeking an entry level Maintenance Worker to perform a variety of maintenance and construction duties and operates public works/parks equipment.  Initial hire and assignment will be for the Park’s division.  Maintenance Worker I’s may advance to the Maintenance Worker II level with a salary range of $4,625-$5,620 per month, after a minimum of two years of successful service and upon the recommendation of the supervisor.

THE POSITION

Maintenance Worker I is an entry-level class position. Initially, under close supervision, incumbents learn basic maintenance, construction, and safety procedures. As experience is gained, there is greater independence of action within established guidelines and incumbents are expected to perform a broader scope of duties.

The ideal candidate will possess the ability to:

• Provide manual labor as directed, including digging holes, removing trees, raking, removing trash/litter/debris/graffiti, and planting trees and shrubs.
• Take daily pool readings and perform maintenance activities including cleaning injection systems and strainers, replacing chemical injection lines, and adjusting chemical dosages.
• Perform carpentry work to replace or repair wooden fences, picnic tables, benches, signs, and par course facilities.
• Plant, prune, and maintain plants and trees.
• Assist in the repair and maintenance of irrigation facilities including controllers, drip systems, pipes, and sprinkler heads.

Operate and maintain tractor, flail mower, aerator, and fertilizer spreader.

ASSISTANT PLANNER

(Salary Range: $71,336 - $95,609)

The City of Sausalito is seeking one full-time Assistant Planner to join the Community Development Division's planning team.   The successful candidate will have exceptional communication, organizational, time management, and interpersonal skills.  Appointments will be based upon experience and overall qualifications.

JOB CHARACTERISTICS:  The Assistant Planner is an entry-level position. It is characterized by the responsibility for providing staff support in land use planning activities and policy development under close supervision. Incumbents learn to apply professional planning principles within a municipal government setting. As experience and proficiency are gained, incumbents are expected to work with less supervision.

The Assistant Planner is involved in a variety of customer service activities including design review of residential and commercial projects, assistance at the public counter, and enforcement of City regulations, and presenting written and oral reports in a variety of public settings.   

THE COMMUNITY DEVELOPMENT DEPARTMENT: 

The Community Development Director oversees a Planning Division and Building Division which are staffed by Senior Planner, two Assistant Planners, Building Inspector, Permit Technician and Administrative Aide. Contract staff provide Building Plan Check and Code Enforcement services.  The Planning Division provides staff support to the Planning Commission, the Sustainability Commission, the Historic Preservation Commission, and the City Council.

• Check construction plans to ensure conformity with City regulations and project conditions.
• Prepare reports and studies and represent the Department before the public, other agencies, and developer representatives.
• Attend, participate, and present reports at meetings of the Historical Preservation Commission, Planning Commission, City Council, special committees, and neighborhood groups.

Requirements:

Any combination of education, experience, and training which demonstrates possession of and competency in requisite knowledge and abilities may substitute for the education (degree) on a year-for-year basis. A Master’s degree in planning or a related field may substitute for one year of the required work experience.

Bachelor’s degree from an accredited college or university with major coursework in planning, urban studies, geography or a related field and at least a long-term internship, with one to two years of full-time work experience in municipal or regional planning preferred.

THE POSITION

Under general direction, the Planning Manager performs a variety of management and complex planning functions which includes, but is not limited to, supervision of the Planning Division staff; management of complex land use projects and plans and related tasks; presentations before the City Council, Planning Commission and other City commissions, committees and community groups; serving as a member of the City’s Management Team and performing related tasks as required.

ESSENTIAL DUTIES

Duties may include but are not limited to the following: 

• Plans, organizes, and directs the overall work activities of the Planning Division.
• Reviews and evaluates the job performance of the subordinate personnel, providing training as needed.
• Oversees the review and analysis of development proposals, including participation in the more complex and major projects; interprets and enforces zoning ordinance provisions and other codes related to community standards.
• Conducts presentations on planning recommendations and other planning-related topics before the Planning commission, City Council, community groups and organizations; works with other City departments in coordinating the division’s programs and projects.

• Manages the City's sustainability efforts.  
• Prepares written reports; may serve as secretary to the Planning Commission, the zoning administrator and act as Economic and Community Development Director in the absence of the Director.

DEFINITION

Under direction, organizes, supervises, assigns and schedules work crews engaged in the maintenance of parks and landscape infrastructure; develops and manages parkways, trails, sports fields, play lots, trees, shrubs, street median islands, sidewalk landscaped areas, and/or other special recreational facilities; provides responsible and technical staff assistance in the areas of horticulture, grounds, and equipment; performs related work as required.

CLASS CHARACTERISTICS

This is a single, supervisory position. The incumbent is responsible for supervising the daily activities of the Building and Grounds unit within Public Works, including the landscaping of City parks, street trees and medians, and building and facilities. The incumbent ensures that the landscaping and grounds maintenance work is completed in a safe, efficient, and effective manner, which will enhance community aesthetics and satisfy the public.

EXAMPLES OF DUTIES (illustrative only)

• Recommend and assist in the implementation of unit goals and objectives; establish schedules and methods for parks, street median and back of sidewalk landscaping maintenance, repair and construction; implement policies and procedures.
• Participate in selecting, motivating, counseling and evaluating staff; monitor and prepare employee performance objectives and reviews; provide or coordinate staff training; collaborate with employees to correct deficiencies; and implement discipline procedures.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for needed equipment and materials; monitor and control expenditures.
• Manage crews in the maintenance of parks and landscape infrastructure; including selecting plant material, applying pesticides and fertilizers, and supervising the use of chemicals according to current integrated pest management practices.
• Conduct periodic surveys to determine the maintenance needs of the parks, street median and sidewalk landscaping, and sports grounds.
• Plan and coordinate minor maintenance and repair projects; obtain appropriate equipment and materials necessary for maintenance projects; monitor and review work performed by contractors on behalf of the City.
• Analyze and maintain time, material and equipment use records; determine and implement adjustments to optimize the effectiveness of the maintenance system.
• Respond to inquiries and complaints; recommend corrective actions as necessary to resolve complaints; manage on-call duty phone as assigned.
• Purchase necessary, authorized materials and recommend major capital purchases; approve invoices for utilities, materials and projects.
• Assist in coordinating grounds maintenance activities with other City departments and government agencies.
• Administer an IIPP program and participate on the safety committee.
• Attend Parks Commission meetings and Sports Committee meetings, as required.
• Perform related duties, as required.

The City delivers basic Administrative, Public Works Maintenance, Development, Engineering, Recreation and Public Safety services. The City also provides domestic water service to a portion of the City, sewer service throughout the City, and transit services as enterprise operations. The City has a full time workforce of 120 employees and a General Fund Budget of approximately $20 Million. Home prices remain affordable compared to many areas of the state. The public education system is well regarded and is served by the Dixon Joint Unified School District. The University of California at Davis, one of the nation’s fines public universities, and California State University at Sacramento are both within a short commute. Recreational facilities also abound within the City as well as the immediate areas. The combination of all these factors truly makes Dixon an ideal place in which to work, live and play. 

The Community Development Department is comprised of two divisions: Planning and Building.

The Planning division reviews proposals based on policies in the General Plan and Specific Plans, Zoning Ordinance, State Law and other local ordinances. The division ensures compliance with a number of constantly changing land use and environmental laws pertinent to development proposals. The division also provides staff support to the City of Dixon’s Planning Commission and advises the City Council.

The Building division is responsible for implementation of the various building codes, health and safety codes, and other codes related to proper construction practices. Duties include reviewing construction plans, issuance of permits and daily site inspections. Other duties include code enforcement and preparation of monthly activity reports.

Both the Planning and Building Divisions provide direct assistance to the public and ensure that the proper development review process is fulfilled. The two divisions work closely with other City departments, state and local agencies in meeting this objective.

Community Development Department Mission: To ensure the public health, safety and welfare for Dixon residents through the implementation of the policies in the City’s General Plan, Zoning Ordinance and Building Codes and any applicable regulations.

The Position:  This is an at-will, executive management position reporting to the City Manager. The Community Development Director plans, organizes, directs and/or personally performs professional work related to the City’s community development activities; including current and advanced planning, environmental analysis, building plan check and other highly complex and responsible administrative duties related to the City’s community development activities including community development block grants. The Community Development Director also serves as staff to the City Planning Commission, maintains close liaison with other City departments and agencies, and performs other related duties as required.

General Plan Update: The City of Dixon is in the process of updating its General Plan. The foundation has been laid and the Dixon citizens are anxious to continue to update the General Plan in order to meet the vision statement and guiding principles that have been adopted. The City and citizens are committed to completing this General Plan Update in the coming year.
