The County of San Mateo is seeking a capable and multifaceted Assistant Director to assist the Director of the Family Justice Center with strategic planning, program development, and management of the County’s new Center.

Under the Leadership of the Family Justice Center Director, the County is working with community partners and stakeholders to develop a one-stop holistic service and support center for families and survivors of domestic violence, child abuse, sexual assault, and other forms of abuse. The mission of the Center is to support survivors and their families by creating a single destination to receive crucial services and support.

The San Mateo County Family Justice Center is a County-run multi-agency, multi-disciplinary service center where both public and private partner agencies assign staff on a full-time or part-time basis to provide services from one location. The Center’s focus will be on reducing the number of times survivors tell their story, reducing the number of places they must go for help, and through active collaboration with community-based organizations, increasing the quality of services and support they receive.

This is an opportunity for a committed public servant with extensive program management experience to successfully navigate the opportunities and challenges in developing and building new programs, collaborations, and a space that achieves the County’s goal of providing comprehensive, wrap-around services to victims of violence. The Assistant Director will be instrumental in carrying out the vision and goals by working alongside the Director.

Examples Of Duties

As the Assistant Director, you will have the opportunity to:

Participate in the planning process to establish the Center which is modeled after successful Family Justice Centers across the country.
Join in the effort to establish interagency collaborations.
Engage with survivors to gather input and feedback that will inform the development and operation of the Family Justice Center, ensuring that their experiences and needs shape the center’s services and policies.
Assist in facilitating focus groups and conducting best practice research as needed.
Consult with County and external subject matter experts on relevant program issues.
Participate in securing contracts with outside vendors, consultants, or organizations.
Provide oversight for the program budget that ensures the accomplishment of program and service objectives within budget restrictions.
Prepare detailed written reports, policies, procedures, and contracts.
Assist in completion of phase one of the Family Justice Center

Qualifications

This project requires extensive research, careful planning, and successful collaborations. As such, the selected Assistant Director will need the following competencies:

Leadership Skills – Influences, motivates, and challenges others effectively. Adapts leadership styles to a variety of situations.
Subject Familiarity – Has comprehensive knowledge of the most current information, theories, techniques, practices, and procedures regarding victim assistance and family justice, or a strong willingness to learn the subject.
Fact Finding – Identifies information needed to address an issue. Locates appropriate sources and pursues leads to additional sources. Effectively questions and digs for details and quality information.
Effective Communication – Possesses the interpersonal skills needed to build relationships with interagency partners, the County Board of Supervisors, other County departments, and community-based organizations.
Planning and Organizing – Ability to facilitate effective courses of action to ensure that work is completed efficiently.
Problem Analysis and Problem Solving – Uses sound and logical judgment to spot and analyze problems, develop alternative solutions, and initiate corrective action.
Emotional Intelligence – Perceives, understands, and manages personal emotions and the emotions of others during interpersonal interactions.
Collaboration – Works with others toward an agreement and negotiates to find mutually acceptable solutions. Effectively gains consensus between differing parties in sensitive situations.

In addition to possessing the above-listed competencies, any combination of education, training, and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

A minimum of five years of increasing responsible experience in the areas of project management, victim assistance program management, program development, or management of non-profit or community-based organizations.

Application/Examination

Open and Promotional. Anyone may apply. Current County of San Mateo employees with at least six months (1040 hours) of continuous service in classified regular, probationary, extra-help, or limited term positions prior to the final filing date will receive five points added to their final passing score on the examination.

The examination process will consist of an Application Screening (weight: pass/fail), and a Panel Interview (weight: 100%), which may include the evaluation of a brief writing exercise given immediately preceding the interview. Applicants must successfully pass the Application Screening to move forward to the interview. Candidates must successfully pass the interview to be placed on the hiring (eligible) list.

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense. Interviews may be conducted virtually using MS Teams.

THE POSITION:

Under the general supervision of the Community Services Manager, the Clinical Supervisor supports with the development and achievement of Youth and Family Services goals and objectives. The Clinical Supervisor provides both clinical and administrative leadership within the Youth and Family Services Division. The Clinical Supervisor is responsible for overseeing the supervision of staff in planning, organizing, delivering, and reporting clinical, case management, and support services for youth, families, and adults, including the coordination of crisis and counseling intervention services. In addition, the Clinical Supervisor provides technical and clinical expertise, guidance, and supervision to a multidisciplinary treatment team and the clinical intern program.

CLASS CHARACTERISTICS:

This classification is a mid-management, journey-level role with first-line supervisory responsibilities, which includes overseeing, coordinating, and leading the planning, assignment, delivery, and evaluation of clinical programs and services, as well as the work of assigned clinical and non-clinical staff and interns. This role requires considerable initiative and independent judgment in developing procedures and standards, as well as in managing the provision of both clinical and non-clinical programs and services.

EXAMPLES OF DUTIES (illustrative only):

Provides highly responsible direct programmatic and administrative support to the Community Services Manager, overseeing the planning, organization, and coordination of services provided by Youth and Family Services, including but not limited to overseeing counseling, case management, mentoring services, and grant funded programming.
Develops program policies and procedures, implementing consistent standards and practices in clinical operations and addressing changing client and organizational needs.
Plans, organizes, assigns, supervises, reviews, and evaluates the work of a multidisciplinary team, including clinical staff.
Works with the Community Services Program Manager and staff to develop, track, and compile clinical program data and statistics; prepares local, state, and federal grant proposals, curricula, and reports for youth and family programs and services.
Provides clinical expertise and consultation to clinical and direct service staff, interns, partner organizations, and police officers, as needed.
Provides training to the multidisciplinary team regarding clinical interventions and documentation and program standards.
Administers the clinical intern program; actively participates in intern recruitment, placement, training, supervision, and completion of all documentation required by educational institutions.

Provides group and individual counseling to youth and adults, providing family therapy when appropriate, including crisis assessment and intervention; completes assessments and treatment plans and implements appropriate intervention and support services.
Implements Quality Assurance protocols to ensure documentation meets the funding requirements. Develops and provides documentation training materials and implements staff training.
Reviews documentation for completeness and accuracy, using findings to monitor and improve services, ensuring client safety, legal compliance, and quality of care.
Ensures that staff remains current in the professional, legal and ethical standards of the profession; provides training and workshops as necessary for clinical and case management staff and interns.
Develops and fosters relationships with cross-sector of stakeholders, including but not limited to; schools, Union City Police Departments, families, community-based organizations, etc. This includes preparing and facilitating meetings, trainings, workshops, and presentations.
Coordinates and responds to Union City Police Department to provide urgent clinical and case management support to community members.

Sausalito Parks and Recreation is Seeking Vibrant Skilled Recreation Leaders

This recruitment is for spring, summer and fall events and activities beginning March 9th, such as Bocce and Volleyball Referee, Jazz and Blues, Fourth of July, Chili Cook-off, A Toast to Sausalito, Halloween and other fun classes, activities, and events. Ideal candidates will be available to referee Monday through Thursday each week and/or to staff events on Friday evenings from June through August and occasional Saturdays.

Pay: $16.90 - $17.90/ Hr.

The City of Sausalito is recruiting part-time temporary help for the spring, summer, and fall seasons of recreation activities and City-wide events. The first of these is the Bocce League referee.

Bocce Referee
As a Sausalito Parks and Recreation Bocce Referee, you are responsible for set-up, management, and cleanup of scheduled Bocce matches. You are the enforcer of rules, an impartial judge, and an advocate for fun and fair play, all while maintaining a positive attitude and providing a friendly environment when communicating with teams and keeping score. This position reports directly to the Recreation Supervisor. The ideal candidate must meet all minimum requirements as listed below and be confident and capable of dealing with conflict and intense games.

Event Staff

As a Sausalito Parks and Recreation Event Staff member, you are responsible for actively participating in set-up, cleanup, and management of your assigned event. You must arrive on time and remain until the event leader releases you after the event. Event staff may set up chairs, tables, stages, corridors, and barriers. You may be asked to perform traffic control or direct drivers to parking. The ideal candidate will have a can-do attitude, meet all of the minimum requirements below, remain calm under pressure and in the face of adversity, be cheerful, friendly, and love the diversity of people.

The minimum requirements for the position are:
