THE POSITION:

Under general supervision, the Public Service Officer II provides general community services in a non-sworn law enforcement capacity; performs a variety of activities in support of the police function related to report writing, investigation assistance, non-moving vehicle violation citation, public relations, transportation of good, staff, and citizens; serves as the field training officer for all Public Service Officers; coordinates and provides department training in areas of expertise including animal control, registrations, and THF inspections to all employees;  enforces parking ordinances; conducts investigations to include investigating complaints of animal viciousness or nuisance; quarantines animals as necessary pursuant to county and state statutes and local ordinances; enforces the local animal license and leash law; transports prisoners to appropriate facilities providing for their care, conduct, and safety while in the officer’s custody; provides support functions including data entry, routine criminal registration, and vehicle citation verification; performs related work as required. 

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Serves as the Field Training Officer for all Public Services Officers and provides department training in areas of expertise including animal control, registrations, and THF inspections to all employees. 

• Researches, monitors and provides municipal code updates to ensure best practices. 

• Serves as an Animal Control Officer including patrolling and enforcing animal regulation laws and ordinances; receiving and investigating complaints and reports from the public and other agencies regarding stray, dangerous, unwanted or improperly controlled dogs, livestock and other animals; answering emergency calls concerning persons bitten by animals; impounding and transporting animals to animal shelter when in violation of ordinance requirements as necessary; giving first aid to animals; investigating and properly quarantining biting animals; maintaining truck in a clean and sanitary condition; and acting as liaison to Animal Shelter, Emergency Vet, etc.  

• Serves as a Prisoner Transport Officer by transporting prisoners from Union City to the County jail; transporting low risk prisoners from other local agencies; inventorying prisoner property; photographing and fingerprinting selected prisoners; arranging and executing the release of prisoners on citations or notices to appear; searching and/or obtaining specimens from, same sex prisoners; inspecting and cleans the holding facilities in order to maintain health/safety standards. 

• Drives a marked police vehicle; transports children to foster care facilities, citizens including stranded motorists, and city staff; delivers messages, property, and evidence to courts, citizens, or other agencies.  

• Conducts investigations for crimes with no suspect, lost and found cases, and non-injury collisions including interviewing witnesses or others involved; searching for, collecting, and identifying evidence; writing reports; testifies in court as needed. 

•  Engages in general patrol observation and reports any suspicious activity to dispatch and patrol officers; receives and transmits calls for service over the police radio; directs traffic at major injury collisions, chemical spills, malfunctioning traffic signals, and special events.  

• Enforces parking ordinances and issues citations for non-moving vehicle violations and abandoned vehicles; verifies and certifies that mechanical violations receiving a citation have been corrected. 

• Enters data and researches records for information which will aid in problem resolution, i.e., in apprehending a criminal, returning lost property, or determining the disposition of a vehicle.

• Assists in clerical functions including typing, filing, and form completion; routine equipment/vehicle maintenance; and completing registration of habitual sex and narcotic offenders. 

The City of Pleasant Hill is recruiting for Dispatcher 1 (experienced and entry-level).

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.  A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

Entry-level applicants:   Applicants who meet the minimum qualifications may be invited to take a written Dispatcher test administered by City personnel.  Testing is tentatively planned for a date to be determined in 2021. Applicants will be notified by email of the scheduled time and location for the written test. The most qualified applicants based on background and experience as evidenced by their application, and those with a passing score of 70% on the written test may be invited for an oral board interview, which is weighted 100%.  To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member. Interviews are tentatively planned for a date to be determined in 2021.

A thorough background check, as well as a physical, including a drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.

The Position:

Police Records Clerks are assigned to the Records Unit in the Administration Division of the Police Department.  Under general supervision to perform a variety of specialized clerical duties applicable to a police operations environment that includes multi-tasking with heavy public contact, clerical records support duties, including maintenance of records and files, processing of data and reports, typing, word processing and filing, providing support to sworn personnel, and providing information to the public, outside agencies and departmental staff.

Minimum Qualifications Required:

AFTER SCHOOL COMMUNITY SERVICES ASSISTANT (ASCSA) I & II

ASCSA I: $13.39 - $16.28/hr.

DEFINITION: Under supervision, staff will perform duties in our After School Program consisting of an educational, enrichment and recreational environment. Training:

• Equivalent to the completion of the twelfth (12th) grade, GED, or higher level degree supplemented by completion of twelve (12) units in early childhood education, recreation, elementary education or related field or six (6) units completed and enrolled in at least three (3) qualifying units per semester until twelve (12) units are completed.

License or Certificate

• Possession of CPR and First Aid certificates within six (6) months of hire.
