THE DEPARTMENT:

THE ROLE AND PROJECTS:
Reporting to the Economic Development Program Manager, the Intern will be engaged in project-based work to advance key economic development strategic initiatives.  Examples of the work include, but are not limited to the following:

• Implement tasks outlined in the San Rafael Economic Development Strategic Plan.
• Develop a business support communications plan in collaboration with business support partners.
• Support Division Manager to activate outreach to businesses.
• Learn and assist with contract management.
• Evaluate resources available to various business groups through an equity lens.  Research strategies for business support for underserved sectors in San Rafael.
• Support activation of the Downtown San Rafael Arts District Strategic Plan.
• Administrative tasks as assigned.

HOURS, COMPENSATION & BENEFITS:
This position will work approximately 12-20 hours per week.  The candidate will have hands-on learning and work experience at San Rafael City Hall and outreach in the community.

This is a temporary position and hours worked may not exceed 1,000 hours in a fiscal year (July 1 thru June 30).

In accordance with the salary resolution, this position receives no benefits with the exception of Paid Sick Leave and a retirement plan.  

• Temporary employees are entitled to receive sick leave in accordance with California's Paid Sick Leave Law (AB 1522).
• Participation in a retirement plan is mandated by Federal Law and you will be enrolled in the Public Agency Retirement System (PARS):

The Planning Division in the Department of Planning, Building and Code Enforcement (PBCE) is responsible for both long range planning--which involves guiding the City's future by stewarding Envision San Jose 2040 (the City's General Plan) and preparing Urban Village plans and other area plans--as well as current planning through the review of development proposals. The Planning Division implements policies and plans that determine where and how the City will grow and how that growth will be balanced with the availability of infrastructure and services.

PBCE internship program is designed to offer professional learning opportunities to undergraduate and graduate students who are interested in the urban planning field. Interns may be assigned to specific projects in the sub-disciplines of urban village planning, development review, zoning, urban design, transportation, economic development, housing, sustainability, historic preservation, Geographic Information Systems, and data analytics. Interns will gain exposure to the operations of a planning department and have the opportunity to work on "real life" projects.

Finance Department - The Finance Department has over 100 employees who are dedicated to serve the needs of our customers throughout the City of San Jose. Our mission is to manage, protect, and report on the City of San Jose's financial resources to enhance the City's financial condition for our residents, businesses, and investors. Our services are provided to the organization and community through four separate divisions which include Treasury, Revenue Management, Accounting, and Purchasing. The range of services includes debt management, investments/cash management, payment processing, billing, accounts receivable, delinquent tax/revenue collections, payroll, accounts payable, financial reporting, risk management, and procurement services.

The Housing Department's mission is to strengthen and revitalize our community through housing and neighborhood investment. Since the Housing Department was established in 1987, the City has been a leader in affordable housing , creating more than 21,000 new housing opportunities for San José residents.
A major function of the Housing Department is its work as a funder. The Department utilizes numerous financing vehicles to bring new affordable housing to fruition and rehabilitate older affordable housing. The position of Administrative Analyst is a fully qualified journey-level professional classification. Administrative Analyst is distinguished from Management Analyst in that the Management Analyst has a higher level of managerial, budgetary and program administration responsibility. The current vacancy is in the Information Technology Department; however, the eligibility list established from this recruitment may also be used to fill future Administrative Analyst vacancies in other Departments throughout the City.

This position is assigned in the Administration, Fiscal and Performance Management Division, reporting to the IT Admin, Fiscal and Performance Manager. The incumbent will perform professional analysis, administrative support, and conduct research including statistical analysis of the results.  They will be responsible to assist with budget development and management, track and oversee the purchasing process, and manage the department's equipment replacement schedules as well as miscellaneous other management duties as assigned.

Under the direction of the Director of Public Works or their designee, the Management Analyst I performs a variety of journey-level, professional and technical administrative duties in support of Public Works. Work assigned may be in a specific program area and/or to perform administrative duties in support of a division of Public Works or the department as a whole, including research and analysis. The incumbent plans, manages, implements, and evaluates assigned programs, systems, procedures and operations; and coordinates assignments with other departments and outside agencies. Performs other duties as assigned.

The Management Analyst I plays a vital role in supporting the efficient operation of the Public Works department and will be responsible for:

• Asset Management and Tracking: Facilitating the acceptance of new streets and utilities into the City’s inventory and maintaining meticulous records of maintenance activities through ArcGIS. 

• Optimizing Fleet Operations: Ensuring adherence to regulatory standards and requirements such as annual use reporting, emissions, registration, vehicle/fuel procurement and inventory systems. 

• Public Communications, Marketing, and Stakeholder Outreach: Assisting in the development and execution of public communication strategies, marketing campaigns, and stakeholder outreach initiatives to enhance community engagement and awareness of Public Works programs and projects.

• Department and Division Budgeting: Collaborating with departmental stakeholders to assist in budget preparation, tracking, forecasting, and contributing to the development and publication of the Capital Improvement Program (CIP) bi-annually.

• Sanitary Sewer System Program Management: Supporting the management and implementation of the Sanitary Sewer System program by overseeing tasks such as managing and updating sewer lateral ordinances, updating sewer rates, calculating and tracking Equivalent Dwelling Units (EDUs), and updating the Sanitary System Management Plan and annual reporting Plan in compliance with regulatory requirements.

• Lead the design, planning, and management of the campus-wide cable plant and IT physical infrastructure to support the Airport improvements, airlines, and tenants, addressing both current & future needs.
• Provide a comprehensive understanding of technology offerings, implementation constraints, and costing. Ability to propose technology recommendations and solutions by providing a solid and complete justification for each solution.
• Assess the voice and data needs of the Airport, develop Airport technical standards, determine where the cable infrastructure should be installed, and oversee the installation.
• Serve as Subject Matter Expert and liaison to Airport divisions, airlines, and tenants for requests, requirements, RFP/Qs, and new construction projects as required.

Highly Desirable Qualifications:

 

• Possess a BICSI RCDD (Registered Communications Distribution Designer) certification.
• Be an Outside/Inside Plant specialist. Airport experience preferred.
• Ability to determine the scope, cost, and time for existing and new OSP/ISP projects that are moderate to complex in a matrix environment.
• Outside/Inside plant construction and project management experience and inventory management experience.
• Familiarity with data center industry standards, building codes, and safety standards.
• Demonstrates in-depth knowledge of fiber optic engineering principles with OSP job-related functional areas to include general best practices, procedures, and industry standards.
• 5 years or more experiences working in mission critical environments (e.g., airports, utilities, telecommunications carriers, etc.) requiring coordination across multi-disciplines for delivering a common goal.
• 5+ years mission critical Data Center operations experience.
• 5+ years' Telecom industry experience.
• 5+ years' experience with Outside Plant cabling (OSP) & Inside Plant cabling (ISP), structured cabling systems.
• Experience coordinating with GIS teams to ensure as-builts are reflected in existing mapping tools.
• Experience working with GIS teams to document all fiber paths, terminations, and splices for all cabling projects.

Salary range for this classification is: $130,515.84 - $159,017.04 annually

Provide complex and advanced technical assistance in support of managing and implementing Valley Water’s cyber security systems on the Enterprise network and SCADA/ Industrial Control System/ Operational Technology network. Monitor cyber security logs, respond to cyber security incidents, plan design, and implement a variety of complex cyber security systems assists with determining hardware and software systems requirements and specifications; performs a variety of complex technical tasks relative to assigned area of responsibility.
 
Serves as the technical lead on the design and implementation of Valley Water’s most complex and highly integrated Cyber Security systems involving new, unfamiliar, or emerging technologies; to perform the most complex professional level duties in the development, installation, coding, integration, documentation, testing, and maintenance of Cyber Security controls and systems; and to perform a variety of tasks relative to assigned areas of responsibility.

Key Responsibilities include, but are not limited to:
Cyber Security: monitor and maintain security on infrastructure systems including IT security applications and appliances. Example: Microsoft security patching, updating appliance firmware, maintaining Cyber Security definitions, monitoring Anti-Spam solution, monitoring Cyber Security appliances, and recommending modifications to existing Cyber Security hardware, software, and overall security stance. Manages and monitors vulnerability scanning tools and makes recommendations to remediate identified Cyber Security vulnerabilities. Manages Cyber Security audits and makes recommendations to remediate identified threats.
IT infrastructure: ensuring the network perimeter is protected, investigates security breaches and threats and recommends changes to address security issues; manages processes for operating system hardening, and intrusion detection; manages security configurations for server, database, and application systems; conducts electronic discovery searches, manages reporting on security enterprise tools; manages security software server/client updates, supports the Unit Manager in maintaining the Cyber Security program and policies.
IT/OT/ICS operational technology: Monitor network and security appliances for security breaches, updating firmware, maintaining security patches keeping security policies up to date, and maintaining documentation.

The Department: 
 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection. The Office of the Assistant City Clerk processes and maintains copies of City contracts, ordinances, resolutions and other official documents. The Office of the Assistant City Clerk manages and compiles City records in accordance with the Records Retention Schedule and in response to Public Records Act requests. The Office of the Assistant City Clerk administers campaign and disclosure laws, the Campaign Finance Ordinance, Regulation of Lobbying Activities program and the Calendars of Certain City Officials program.  The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

The annual salary range for this position is $119,994.36 - $155,300.16.  This position will be filled at or near the minimum of the salary range.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and
• Three (3) years of progressively responsible supervisory or lead administrative/management experience in a City Clerk's Office. 

Desirable Qualifications

• A Bachelor's degree in a related field and/or possession of a Certified Municipal Clerk certification or required within two (2) years of hire.

LICENSE
Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.

OTHER REQUIREMENTS
Must be able to perform all of the essential functions of the job assignment.

THE POSITION

The current opening is for a full-time position and is under the direction of the Police Records Supervisor. The Police Records Clerk will provide a wide variety of clerical, typing, and computer data entry tasks related to Police records; maintaining accurate Police statistics, records, and files; conducting business and transactions with the public, in person and by telephone; is available for occasional night and/or weekend duty as required, and performing other related work as required.

 

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Responsible for all Police statistical record keeping.
