The City of Marysville is excited to announce the employment opportunity for a Firefighter!  We are seeking energetic and outstanding individuals to join our team. 

This particular recruitment will be a 56 hour (Monday-Friday) position - with the exception of emergencies and Strike Teams.  The base weekly schedule will resemble the following example: 

Monday - 8 hours

Tuesday - 8 hours

Wednesday - 8 hours

Thursday - 24 hours

Friday - 8 hours

Our Firefighters perform firefighting, rescue, fire prevention, equipment operation and equipment maintenance activities to protect life and property; provide emergency medical and rescue services to the community; and perform related duties and responsibilities as required. The Firefighter classification receives direct supervision from the Fire Captain and may receive functional direction from the Fire Engineer.

This is the entry level paid classification in the field of firefighting. It is distinguished from the classification of Fire Engineer in that the latter is assigned more responsible and varied duties which require knowledge and experience in driving motorized fire fighting vehicles and operating related pumping, hydraulic and other specialized fire equipment.

EXAMPLES OF ESSENTIAL FUNCTIONS

• Responds to fires, emergency rescues, first aid, fire alarms, natural and man-made disasters, and public assist service calls.
• Operates a variety of tools, power driven equipment and vehicles related to fire suppression and rescue activities.
• Connects and lays hose lines; assists in holding nozzles to direct streams of water; carries and operates various fire extinguishers and other firefighting appliances; operates engine pumping equipment as required.
• Raises, lowers and climbs ladders; makes forcible entry into buildings when necessary; ventilates buildings and searches for victims.
• Assists in overhaul, salvage and cleanup operations at any incident.
• Performs housekeeping and station maintenance.
• Studies Fire Department rules and regulations, fire hazards, firefighting techniques and related subjects.
• Participates and assists in administration of on-going training programs; attends drills, meetings, and staff conferences.
• Operates ventilation equipment; administers first aid.
• Cleans, services, inspects and test firefighting equipment and apparatus.
• Conducts inspections of building, structures, and properties for compliance with building, safety and related City codes.
• Answers general questions from the public.
• Prepares and updates reports, logs, maps, and other departmental records as needed.
• Makes recommendations to improve the manner in which the job is performed and to deliver the highest quality of service to the public.
• Studies and trains on Fire Department rules and regulations, fire hazards, firefighting techniques, and other related emergency subjects.
• Maintains regular, consistent, and timely attendance.
• May be assigned to drive and operate fire department vehicles.

KNOWLEDGE, SKILLS, AND ABILITIES (position requirements at entry) *

Knowledge of:

• Principles, practices, and procedures of modern fire prevention and suppression methods.
• Operation and maintenance of firefighting equipment, tools, and devices.
• Applicable local, State and Federal laws, and departmental rules and regulations.
• Water hydraulics, principles of fire streams and proper pump pressures, and fire behavior.
• First aid, CPR, and other rescue procedures.
• Safety practices, fire hazards, and potentially dangerous situations as they relate to fire prevention, fire suppression, fire investigation, rescue, emergency situations and hazardous materials.
• Geography of the local area including location of hydrants and mains, major traffic areas, and fire hazards.

Ability to:*

• Perform fire suppression, fire prevention and fire inspection activities in emergency situations in accordance with applicable laws, codes, rules, and regulations.
• Demonstrate a high degree of mechanical aptitude as required in the operation and maintenance of the firefighting and rescue equipment.
• Think and act quickly and effectively in emergencies within established guidelines.
• Administer first aid including CPR.
• Drive fire and rescue vehicles with care and safety in accordance with traffic laws and ordinances.
• Keep simple records and prepare reports.
• Utilize basic arithmetic, including decimals, ratios, percentages, and fractions.
• Understand and carry out oral and written instructions.

This classification is for the City Clerk (CC) and Assistant to the City Manager (ACM); due to this caveat this classification specification will list duties and responsibilities for the two (2) positions.
To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

SUPERVISION RECEIVED AND EXERCISED
Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:
• Maintains records and prepares daily reports related to work performed.
• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.
• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.
• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.
• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.
• Serve as custodian of the city seal and city archivist for official records.
• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. Incumbents work independently in the research and analysis of planning issues, in the preparation of planning reports, studies and recommendations, and in the supervision and coordination of assigned planning functions and processes. Incumbents are responsible for coordinating grant activities.

ESSENTIAL POSITION FUNCTIONS

• Assists the City Manager and Contract Planner in performing and administering a variety of current and advanced planning projects.
• Receives, reviews, and prepares reports and recommendations on applications for zone changes, use permits, variances, planned developments, subdivisions, signs, boundary adjustment and other planning matters.
• Interprets, applies, and explains federal, state, and local laws, codes, and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.).
• Meets property owners, developers, architects, planners, and others concerning zoning and related codes, standards, and requirement.
• Conducts plan check of building permit-level plan submittals associated with complex projects to verify compliance with project approvals and zoning requirements; conducts over-the-counter plan check of less complex development proposals and land uses; approves minor development plans.
• Performs regular mapping functions with the use of the City’s Geographic Information System (GIS) software.
• Reviews Business Licenses for compliance with Zoning and Municipal Code.
• Assists in the preparation and distribution of Planning Commission Agenda. Makes oral presentations before City Council, commissions, committees, community groups, and boards of other governmental agencies.  
• Evaluates environmental impact reports for accuracy and sufficiency and prepares reports and recommendation.
• Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs.
• Conducts financial and program monitoring to ensure compliance.
• Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City Management or Council for approval.
• Works closely with granting agencies in preparing grant applications, budgets environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports.
• Explains program requirements to potential applicants and ensures their activity meets existing program guidelines.
• Assists with the preparation of the grant budgets for City Council Approval.
• Performs duties as assigned.

The City of Marysville is excited to announce that we are looking for Intern Fire Fighters.  Currently, we have 3 positions looking to be filled.

This is a NEW program within the Marysville Fire Department.  The Marysville Fire Department is hiring continuously for twelve (12) Firefighter Reserves.  These positions will be funded for four (4) years through the SAFER Grant.  

For each 24 hour shift worked, you will receive $60 for food and mileage, that will be paid monthly in accordance with the City of Marysville's established pay schedule.  

The Community:

The City of Lincoln is a rapidly growing community with a population of 46,000+. It is located northeast of Sacramento, just minutes from I-80 and the Sierra Nevada foothills. The small-town atmosphere features affordable housing, nearby lakes, three local golf courses, and nearby hunting.

THE POSITION:
The purpose of this program is to augment full-time staffing in the City of Lincoln Firefighting program, but mostly the intent is to provide opportunity to develop the skills and abilities necessary for a candidate to gain employment in the fire services industry. The non-sworn Reserve Firefighter will gain the valuable work experience needed to obtain the California State Firefighter I certification. The City of Lincoln will benefit from producing well trained reservists who assist the department with the gained skills, knowledge and abilities. The Reserve Firefighter will receive on-going training.
