The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Minimum Qualifications

Education & Experience

Equivalent to the completion of a Bachelor’s degree from an accredited college or university and four years of professional analytical experience, including developing and administering programs. Some positions may require more specialized education, training, and experience. A graduate degree may substitute up to two years of the required experience. Desirable qualifications/skills Excellent communication and presentation skills, with the ability to adapt to the audience. Professionalism and good judgement in representing an agency/company with external stakeholders including the public, businesses, and other agencies. Training or experience working with and for the public and community groups to advance equity and environmental justice. Reading and interpreting laws, policies, procedures, regulations, guidelines, maps, specifications, and other data. Bilingual proficiency in one or more languages commonly spoken in the San Francisco Bay Area. Interdisciplinary knowledge and/or learning agility with respect to state or other incentive programs, mobile sources of air pollution, zero-emission technology and infrastructure, heavy-duty equipment operations at Bay Area ports and other industrial hubs, and/or impacts of air quality regulatory actions on industry.

Other desired experience includes grant program development, project supervision, team leadership, developing RFP/RFQs, contracts, budgeting, grants management, community organizing, and report writing.

Under the direction of the IS Operations & Support Assistant Manager, the Database Administrator architects, tests, implements, maintains, and documents Agency databases. The database administrator collaborates closely with IS development and Agency operations personnel to provide backend database solutions for custom applications, including real-time, scheduling, and settlement programs. The database administrator troubleshoots and provides solutions for database problems.

Level III
This classification supports and maintains the Agency’s database infrastructure and related applications. Administers all database objects, including but not limited to schemas, tables, clusters, indexes, and views. Performs database re-organizations as needed to improve performance. Performs impact analysis of changes to be made to database objects before implementing significant schema changes. Ensures security for all databases by creating roles and associated privileges. Controls and monitors user access to databases. This is a journey-level position and is given minimal direction in job duties and responsibilities.  

Level IV
Architects and designs the Agency’s database infrastructure and ensures the highest levels of availability. Leads database projects to establish new database architectures. Oversees upgrades and implementations of new databases or related software.   Position can perform all lower level requirements and works independently with very little direction May be called upon to provide reports or present to the Agency’s Information Technology Committee. May direct the work of lower classifications.     

ESSENTIAL DUTIES AND RESPONSIBILITIES
This position requires that the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments for the Assistant Manager, Information Services or others as assigned. Responsibilities:
Design, create and maintain all Oracle databases required for development, testing, and production usage. 

Install, configure, upgrade, and troubleshoot Database server software for both stand-alone instances and Real Application Clusters (RAC). Includes patching both Oracle and Windows. 

Administer all database objects, including schemas, tables, clusters, indexes, views, sequences, constraints, packages, and procedures. This includes creating primary database storage structures (tablespaces) and primary objects (tables, views, indexes). Manage the sharing of resources between applications. 

Troubleshoot problems regarding the databases, servers, applications and development tools. Open technical support cases with support as needed and serve as primary support contact for NCPA. 

Perform capacity planning for all databases. Work closely with IS storage and system administration staff to plan and allocate database system storage. 

Experienced with creating, managing, and maintaining data warehouse technologies.

Perform ongoing monitoring and tuning of all database instances and Windows servers to optimize database performance and reliability. 

Plan and implement backup and recovery of Agency databases. Maintain remote standby databases using archive logs.

Implement and enforce security for all of the Databases through creating and maintaining users and roles, and assigning privileges. Control and monitor user access to the database. 

Perform database re-organizations as required to improve performance and ensure maximum uptime of the database. Modify the database structure from information given by application developers. Gather statistics, create indexes, create or expand tablespaces as needed. 

Perform SQL and PL/SQL tuning and performance monitoring. 

Set up and maintain documentation and standards for database practices and procedures. 

Provide technical support to application developers and database users. 

Perform impact analysis of changes to be made to database objects. Approve and implement/oversee significant schema changes and changes to database design. 

Provide support during non-standard hours (on an as-needed basis, on-call 24x7x365). 

Provide a strategic database direction for the organization.

The Department of Transportation (DOT) is seeking to fill 16 full-time Maintenance Assistant positions.

The Maintenance Assistant total salary range is $24.74 to $31.56 hourly or $51,459.20 to $65,644.80 annually . The actual salary shall be determined by the final candidates' qualifications and experience.

The Infrastructure Maintenance Division of DOT is looking to fill 16 full-time vacant positions. These positions perform work in the maintenance and repair of concrete, pavement, sewers, landscaping, traffic signs, and traffic markings. Duties include digging holes, trenches, and ditches. They also operate a wide range of hand, mechanical, and power tools, as well as a variety of light and heavy vehicles, trucks, and equipment relevant to work performed, ensuring compliance with safe working practices. Maintenance crews provide services seven days a week. Individuals in this classification may be required to work alternate work shifts, including grave and swing, weekends, holidays, overtime, and on-call.

This department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division.

This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of megawatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:

• Evaluate, review, and validate the accuracy of market positions and risk metrics such as mark-to-market, value at risk, gross margin at risk.
• Perform quantitative and analytical data modeling to quantify risks, evaluate risk reduction strategies, aid strategic/ operational decision making and provide insights.
• Update, manage and validate accuracy of Power BI business intelligence dashboards related to energy risk management such as risk limits, forward prices, collateral.

Salary Information:

Power Resources Specialist I is $99,503.04 - $121,255.68.

Power Resources Specialist II is $108,282.72-$131,913.60.

The City of Sausalito Police Department is seeking a dedicated and detail-oriented individual to join our team as a Police Community Service and Evidence Technician. This vital role supports our mission to maintain public safety and maintaining evidence, as well as enforcement of parking rules and regulations

This is a journey-level non-sworn classification in the Police Department that performs the full range of duties related property and evidence as well as assists the patrol officers with minor evidence collection, reporting writing and responding to related calls for service as needed to effectively provide police services. Incumbents are expected to work independently and exercise judgment and initiative.

THE POSITION

Under supervision of the Public Works Manager, the Maintenance Worker I performs entry level unskilled, semi-skilled, or skilled labor in construction, maintenance, and related service activities applied to the areas of general landscaping, grounds maintenance and street maintenance.

 TYPICAL TASKS AND RESPONSIBILITIES

• Grounds Maintenance:  Operate mowers and other equipment and tools for purposes of cutting grass, trimming trees and shrubs, and planting and transplanting flowers, bulbs, shrubs, and trees.
• Storm Prevention Maintenance:  Assist in cleaning ditches, culverts, and storm drains.
• Street Maintenance: Assist in repainting of pavement markings, basic pothole, and street repair; installation and repair of street signs and markers; mixing and application of Class III pesticide materials.
• Vehicle/Equipment Maintenance:  Assist in the care, maintenance and cleaning of vehicles, tools, and equipment.
• General:  Contact residents concerning maintenance and service problems; refer complaints and requests to proper supervisory personnel. Assist supervisory personnel in preparing and maintaining proper records and logs. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

QUALIFICATIONS

The general knowledge of basic construction methods, materials and terminology, standard hand tools, light equipment, and light vehicles; general knowledge of basic safety precautions and practices necessary in working with hand tools, light equipment, and vehicles; general knowledge of basic methods and practices involved in the care of shrubs, trees and flowers. Ability to learn technically complex construction and maintenance procedures in water systems, streets, parks and building maintenance; use hand and power tools; perform heavy manual labor for extended periods of time under inclement weather conditions; work alone or with small groups.

SPECIAL REQUIREMENTS

Possession of a valid California driver's license and ability to maintain a satisfactory driving history.

EXPERIENCE AND TRAINING

Completion of high school or its equivalent, or completion of a trade or vocational school.  Some directly related experience is desirable.

COMPENSATION AND BENEFITS

• Monthly Salary: $4,855 to $6,269 per month. Placement within the range will be based upon the selected candidate’s experience and salary history.

Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, water meters, sewers, storm drains, pump stations and tree maintenance. 

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire. 

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher in order to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Maintenance Worker I

Education:  High School diploma or equivalent.

Experience:  One (1) year of work experience in construction or related field.

License or Certificate:  Possession of a valid California Driver's License required upon hire.  Class B permit and DMV Medical Certification are required within three months of hire.  A valid Class B California driver's license, Completion of Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR Certifications required prior to permanent appointment.

BENEFITS

The pay cycle is bi-weekly.  With the exception of worker's compensation coverage and sick leave accrual, no other benefits compensations are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

THE POSITION

The City Attorney's Office seeks a well-qualified, motivated attorney for the position of Assistant City Attorney. This is an at-will position that serves as part of the City's executive management team. 

The Assistant City Attorney will provide legal advice, counsel, and representation to the City in areas including, but not limited to, land use, real estate, housing, and environmental law. Duties include drafting and reviewing contracts, ordinances, resolutions, deeds, permits, licenses, and other legal documents, conducting research, interpreting and updating the City Municipal Code, and providing advice to City staff. 

The Assistant City Attorney will provide counsel to the Planning Commission, the Community Development Department, other City departments, and assist with the enforcement of City Municipal Code. The Assistant City Attorney receives general direction and supervision from the City Attorney and may provide oversight and supervision to support staff. THE IDEAL CANDIDATE

The ideal candidate will have a broad base of knowledge and experience in a variety of areas of municipal law such as the Brown Act, Political Reform Act, Public Records Act, contracts, personnel matters, public safety, public works, and advisory and litigation services. Extensive expertise in land use, Planning and Zoning, the Subdivision Map Act, CEQA, and Housing is especially desirable. However, applicants without land use expertise are also encouraged to apply.

THE DEPARTMENT

The City Attorney's Office advises the Rocklin City Council, City Boards and Commissions, and City Departments on the legal propriety of proposed municipal actions. The City Attorney's Office also prepares and/or reviews all ordinances, resolutions. contracts and other documents and represents the City in civil litigation and acts as liaison to outside special counsel.

MINIMUM QUALIFICATIONS

Graduation from a law school accredited by the American Bar Association with a Juris Doctorate degree;

AND

Five (5) years of increasingly responsible experience as an attorney in the practice of civil or municipal law.

• Active membership, in good standing, in the State Bar of California.
