The County Executive’s Office is seeking a well-qualified Assistant County Chief Financial Officer (Assistant County CFO) to join a high-performing team of public finance professionals supporting the County of San Mateo’s fiscal stewardship and service delivery.

The Assistant County CFO, a new position, is being added to the County Executive’s Office to help shape the trajectory of finance for the County for the future.  This visionary leader will be expected to look at the County’s finances in their entirety now and in the years ahead.

This executive management role helps lead the Finance Department of the County Executive’s Office, which includes these four divisions: Budget and Performance, Procurement, Assessment and Appeals, and CEO Administration. 

Under general direction of the County Chief Financial Officer, the Assistant County CFO provides day-to-day oversight, integration, and coordination of assigned budget operations and will supervise and mentor staff. The position requires a high level of judgment and discretion within the legal and policy frameworks established by the CFO, the Board of Supervisors, and applicable state and federal laws.

In addition to the responsibilities of complex budget development and oversight, this position plays a key role in helping develop practical, yet creative solutions to modern government funding and cost pressures, identifying options that are implementable, transparent, and aligned with Board and County priorities.

What You Will Do (Key Responsibilities)

Duties may include, but are not limited to:

Fiscal Strategy, Sustainability & Decision Support

• Develop data-informed options to address funding gaps and cost pressures, including scenario planning and clear articulation of tradeoffs and impacts.
• Support strategies to strengthen fiscal sustainability, including evaluation of cost controls, cost recovery, service delivery alternatives, resource reallocation, and other legally permissible approaches to improve revenues and/or reduce expenditures.
• Monitor department expenditures and revenues; identify trends, risks, and mitigation options.
• Review, analyze, and report on pending state and federal legislation with significant fiscal impacts.

Budget Leadership & Performance Management

• Assist in planning, organizing, directing, and reviewing the development and oversight of the County budget.
• Lead development and implementation of budget policies, calendars, tools, and processes.
• Oversee the development and implementation of performance-based/outcome-based budgeting approaches.
• Coordinate budget and fiscal activities with all County departments and special districts.

Organizational Improvement & Implementation

• Identify opportunities to increase efficiency and effectiveness through process redesign, automation, continuous improvement, and improved financial/performance reporting.
• Partner with departments to move from recommendations to implementation, building shared ownership, accountability, and measurable results.
• Lead and participate in high-priority department and county-wide projects and system implementations.

Executive Communications & Representation

• Explain and interpret budget and financial policies, rules, and procedures.
• Represent the County CFO with the County Executive, Board of Supervisors, special districts, media, community, regulatory agencies, and other stakeholders.
• Inform the County CFO regarding overall fiscal condition and emerging issues that could affect the County’s financial position.

Experience and Education:

• Four years of increasingly responsible experience performing a wide variety of fiscal, administrative, and managerial duties in a large, complex public agency, including one or more years in a senior-level administrative or management position.

ABOUT THE OPPORTUNITY:
The Business Operations Coordinator (BOC) is responsible for developing, implementing and monitoring efficient systems to manage the District’s business office, properties, entrepreneurial enterprises, service and vendor contracts, media management, and IT support services. This includes ensuring compliance with regulatory mandates, facility requirements, and workplace safety.

The BOC is a full-time exempt position that reports directly to the CEO.

DUTIES AND RESPONSIBILITIES:

1. 1. Provides comprehensive administrative and operational support to ensure effective implementation and community impact.
   1. Coordinates District-sponsored and community outreach events—in both virtual and in-person formats—in collaboration with District leadership.
   2. Provides oversight of the District office operations to identify opportunities to improve efficiencies, inventory and supplies management, document, and key security, tracking annual policy review and report filing requirements, and utilization of classroom facilities.
   3. Maintains a clean, well-organized office environment for team and visitors.
   4. Assists the Strategic Initiatives Director in managing the Community Health Investment portfolio, including utilizing and maintaining the District’s grant management software to track and support the community grants program.
   5. Oversees and manages district office operations and leasing budgets.
   6. Maintains IT services, triaging issues, tracking performance of various pieces of equipment, and helping identify IT issues that may benefit from more user training.
   7. Assists with accounting tasks as directed by CEO, including processing bank deposits and printing checks with Staff Accountant.
   8. Maintains a system for managing and regularly auditing vendor contracts to ensure compliance with performance obligations and identify opportunities for cost and service improvements.
   9. Contributes to the overall success of the District by providing support to programs and initiatives as assigned by the CEO.
2. Serving as primary PHCD contact for tenants, property manager, and vendors serving the eight District-owned properties This includes such activities as:
   1. Tracks lease terms and rent increases and taking timely, appropriate actions via Doorloop.
   2. Maintains effective tenant relationships with professionals and their staff.
   3. Establishes and carrying out a preventative maintenance program for all buildings in collaboration with the CFO and property manager.
   4. Primary liaison for facilities consultants
   5. Makes periodic rounds to ensure tenants are compliant with their property maintenance obligations.
   6. Works with leasing agent when a vacancy occurs.
3. Overseeing and strengthening all District communication channels, ensuring consistency, compliance, and effective public engagement.
   1. Manages all District websites are compliant with regulatory and special district transparency requirements, content is current, and sites are “user-friendly”
   2. Serves as primary liaison with the District’s communications and website professionals
   3. Serves as primary point person for coordinating, producing, and tracking analytics of external communications for websites, e-newsletter, social media, and related materials, in collaboration with the CEO, Directors, and District communications and marketing professionals.
4. In the absence of the Executive Assistant:
   1. Provides administrative support to Board Members, Board Committees, including scheduling meetings, preparing and distributing noticed meeting materials, and coordinating meeting logistics.
   2. Supports the CEO and Board with daily calendar management, communications, event and conference bookings, annual board policy review, staff meetings, and District transparency recertifications.
5. And all other duties as assigned.

REQUIRED SKILLS AND EXPERIENCE

• Experience supporting administrative staff
• Working for or with government/public agencies in California (preferred, not required)
• Experience with a range of standard office equipment
• Experience with technology modalities, including setting up of devices and light technology troubleshooting
• Excellent experience with PC/ including Microsoft Office Suite, Outlook, Google
• Suite, Adobe Pro, WordPress, BoardDocs, Mailchimp, and virtual teleconferencing platforms (Zoom, Teams, Google)

COMPENSATION & BENEFIT S
This is a full-time position. Compensation range based on experience: $55,000 - $85,000.

The City of Berkeley invites you to apply for the position of Equipment Parts Technician in the Public Works Department! In this role, you will have the opportunity to plan, monitor, and manage the ordering, purchasing, storing, billing, issuing and maintenance control of equipment parts, accessories and supplies utilized in the service and repair of the City vehicles and equipment and to perform other related duties.

There are two shop locations – one at the Corporation Yard which focuses on light duty vehicles and one at the Transfer Station which focuses on heavy duty vehicles. MINIMUM QUALIFICATIONS

The City of Brisbane is seeking a Financial Services Manager to join our dynamic finance team. The Department: 

The Water and Sewer Utilities Department (Department) is a utility enterprise responsible for the planning, design, construction, maintenance, and operation of the City's water distribution, sewer collection, and recycled water systems. The Department ensures the reliable delivery of safe drinking water, the efficient collection and conveyance of wastewater, and the sustainable use of recycled water resources to support the community and protect public health and the environment. The Position: 

This is an entry-level maintenance position within the Department. Incumbents are typically assigned to a crew and perform semi-skilled work related to the maintenance, repair, and operation of water, sewer, or recycled water infrastructure. This position may require working irregular hours and extended shifts when job assignments run longer than expected or during emergency response activities. Employees may be exposed to raw sewage, muddy conditions, trenches, and work environments located on busy city streets.

 

Under direction, this position performs work related to the operation, maintenance, inspection, repair, rehabilitation, and replacement of the City of Santa Clara’s water distribution system, sanitary sewer collection system, and recycled water system. Work includes performing heavy physical labor associated with routine maintenance, system repairs, and emergency response activities related to the City's utility infrastructure and associated appurtenances.

 

This position requires one (1) year of related experience. Related experience may include work involving pipefitting, plumbing, commercial or residential construction, underground utility construction, landscaping, paving, warehouse operations, facility maintenance, steelwork, HVAC work, or heavy equipment operations.

 

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

 • Performs heavy manual labor
 • Operates a variety of hand and power tools and equipment used in public works, water,   recycled water and sewer utility maintenance and construction work  
 • Cuts out sections of asphalt, and removes debris with hand shovel
 • Assists in laying water lines and installing valves, hydrants, meters and services
 • Digs for leaks
 • Repairs leaks in service lines
 • Caulks joints and taps mains
 • Repairs, paints and sets out barricades

The Controller's Office of the County of San Mateo seeks highly qualified candidates for the position of Property Tax Specialist. 

 

Under general direction, performs professional apportionment work relating to secured and unsecured property taxes in the Property Tax Division of the Controller’s Office.

 

DISTINGUISHING CHARACTERISTICS
This Property Tax Specialist is a single classification in the Controller’s Office. The incumbent performs journey-level work in the processing and apportionment of secured and unsecured property taxes. This class is distinguished from the Senior Property Tax Specialist, which is the supervisory level in the Property Tax Specialist series.

 

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Senior Property Tax Specialist.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Explains to other jurisdictions, departments, taxing agencies, and consultants on issues and processes relating to tax apportionment.

• Explains to taxing agencies regarding their revenue allocation and projected revenues for the year.

• Apportion monies, including secured, unsecured, impounded, redeemed, and other taxes.

• Prepares and submits tax revenue reports required by the State Controller, the State Board of Equalization, and Community College Districts.

• Coordinates and maintains continuous contact with the County Assessor's office and the Tax Collector's office to ensure the successful completion of the Auditor's Office portion of the monthly tax processing schedules.

• Calculates estimated levy based on ERAF and AB8 factors.

• Balances and reconciles tax collection data received from the Tax Collector-Treasurer’s Office.

• Reconciles and allocates supplemental tax apportionment to taxing agencies.

• Reconciles and apportions secured and unsecured taxes, including advances and clean up.

• Maintains accurate records of disbursements and reconciling worksheets, ledgers, and journal entries to account for apportionments.

• Analyze and prepare varied tax reports.

• Performs basic accounting processes and functions.

• Regularly engage with taxpayers and other customers, delivering prompt, professional, and high-quality customer service. Perform related duties as assigned.

Qualifications

Experience and Education:
Any combination of education and experience that would likely provide the required knowledge and skills is qualifying.

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, or a closely related field.
  
Experience: One year of responsible accounting work, preferably in a governmental or public agency, which includes work experience in property tax accounting.
 

Knowledge of:

• Working knowledge of the laws, ordinances, and regulations governing the financial operation of the County, especially those regarding property tax accounting. 

• Rules and procedures relating to the compilation, maintenance, and reconciliation of tax rolls.
