DESCRIPTION:

Perform a variety of responsible accounting support and administrative duties involving the preparation, processing, maintenance and verification of accounting documents and records, related to accounts payable and accounts receivable activities and performs other duties as required.

DISTINGUISHING CHARACTERISTICS

This is the journey level position in the Accounting Technician series. It differs from the Senior position in that the Senior position exercises a significant amount of decision making and functions with a higher degree of independence.

ESSENTIAL DUTIES
Accounts Payable

• Verifies, audits and edits employee time entry in Telestaff; reviews and finalizes daily rosters for payroll
• Reviews all invoices for appropriate documentation and approval prior to payment
• Pays vendors by; verifying Federal ID numbers; scheduling and preparing checks; resolving purchase order, contract, invoice or payment discrepancies and documentation; insuring credit is received for outstanding memos; issuing stop-payments or purchase order amendments
• Processes check requests, wire transfers and ACH payments Audits and processes credit card statements for payment
• Responsible for maintenance of 1099 and W9 records throughout the year and prepares and reports annual 1099 information
• Responds to vendor inquiries, reconciles vendor statements, researches and corrects discrepancies when necessary
• Compiles sales and use taxes by calculating requirements on paid invoices Maintains files and documentation thoroughly and accurately, in accordance with department policy and generally accepted accounting practices; assists in month and year end closing

Accounts Receivable

• Maintains billing system, customer files and records; generates monthly/quarterly billing
• Processes billing, collections and reporting activities in accordance with accounting policies and procedures
• Runs monthly A/R reconciliation and aging reports; monitors customer accounts for non- payments and other irregularities
• Researches and resolves payment discrepancies and customer inquiries
• Initiates collections efforts and works with collection agency to ensure collection of monies owed
• Assists with month/year end closing

MINIMUM QUALIFICATIONS

• Graduation from high school or GED equivalent
• Completion of 12 units of relevant accounting classes 
• Experience can be substituted on a year for year basis

• Three (3) years of experience in bookkeeping and accounting with at least two (2) years of experience in accounts payable and in accounts receivable

REQUIRED QUALIFICATIONS

• Knowledge of financial record keeping, bookkeeping and governmental accounting practices and procedures
• Thorough knowledge of applicable accounts payable practices and procedures

The Maintenance Worker performs a variety of tasks related to the care and maintenance of City facilities and equipment. There is currently one (1) vacancy which will be filled at either the Maintenance Worker I or II level, depending on the incumbent’s training and experience.

The Maintenance Worker performs a variety of janitorial duties, including semi-skilled and unskilled carpentry, plumbing, electrical, painting, basic mechanical, and general building maintenance tasks; Operates various tools and facility equipment, including but not limited to carpentry tools, plumbing tools, HVAC and electrical testing equipment, and related equipment as required; Performs routine maintenance on facility equipment as needed, and other related duties.

The normal work week will be a 9/80 schedule (9-hour days Monday-Thursday, 8-hour Friday with every other Friday off).

Role description

The San Francisco Municipal Transportation Agency is looking for two 9180 Manager VI Senior Operations Managers of Maintenance: one manager for Bus Maintenance and one manager for Rail Maintenance.

9180 Senior Operations Manager of Bus Maintenance: Under policy direction of the San Francisco Municipal Transportation Agency (SFMTA) Director of Transit, the Senior Operations Manager of Bus Maintenance plans, organizes, directs and coordinates the major activities of the Bus Maintenance unit. The Bus Maintenance unit represents more than 8 maintenance sections with skilled craft personnel responsible for the service, maintenance and repair of fleet comprised of more than 850 bio-diesel hybrid buses, electric trolley coaches and over 500 non-revenue vehicles and equipment including support facilities. 

9180 Senior Operations Manager of Rail Maintenance: Under policy direction of the San Francisco Municipal Transportation Agency (SFMTA) Director of Transit, the Senior Operations Manager of Rail Maintenance plans, organizes, directs and coordinates the major activities of the Rail Maintenance unit. The Rail Maintenance unit represents more than 8 maintenance sections with skilled craft personnel responsible for the service, maintenance and repair of fleet comprised of more than 250 light rail vehicles, cable cars, and historic street cars including support facilities. 

9180 - Manager VI: Senior Operations Manager of Maintenance: The positions are responsible for leading overall vehicle and equipment maintenance, collaborating with fleet engineering for rubber-tire and/or rail cars, developing vehicle fleet plans to support revenue service requirements and monitoring activities related to vehicle procurement. These positions direct activities to ensure compliance with local, state and federal guidelines, safety and regulatory policies including leading investigation of activities directly related to field safety and overall vehicle maintenance.

The 9180 Senior Operations Managers of Maintenance are responsible for implementing programs and processes to enhance all aspects heavy and light-duty transit vehicles, and/or light rail and historic service. These positions provide leadership and guidance to a team of skilled craft personnel and supervisors, deliver highly complex management and policy support, and may be required to perform duties in the absence of the Deputy Director of Fleet Maintenance. The positions are subject to 24-hour callback during emergency situations.

Essential Duties and Responsibilities for Bus and Rail Maintenance:

• Provides direction, planning and management of the daily activities of Transit’s Bus/Rail Maintenance section and coordinates the work of professional and technical personnel;
• Oversees heavy-duty transit vehicle maintenance/ light rail vehicle maintenance by monitoring daily fleet availability and vehicle maintenance reports for trends and coordinates with supervisory staff to ensure maintenance programs are developed and implemented to ensure vehicle availability;
• Ensures adherence to heavy-duty transit, light rail, historic, and/or cable car vehicle safety programs and re-evaluates existing programs;
• Assists in developing and implementing strategies for safe, accessible and reliable transit service;
• Analyzes operations to improve productivity within various work sections;
• Coordinates workforce planning through staffing analysis and required adjustments to work schedules and staffing levels to ensure maximum efficiency for fulfillment of vehicle service requirements and demands;
• May be involved with the design and review of engineering plans and specifications for SFMTA vehicle procurement plans and construction projects;
• Oversees the training function including the development of new training programs for rail staff;
• Develops, implements and evaluates policies and procedures to ensure unit activities align with division objectives;
• Assists in the development, preparation and modification of short and long-range strategic plans in support of the SFMTA’s goals;
• Interprets and applies the provisions of the labor agreements in accordance with SFMTA guidelines and serves as a member of the management team in meetings and negotiations with labor unions;
• Develops, monitors and manages the operating budget for area of responsibility and assists in the development, analysis and administration of department’s capital budget;
• Develops detailed technical reports for various internal stakeholders and external regulatory agencies; 

The 9180 – Manager VI may perform other duties as assigned/required. 

How to qualify

Minimum Qualifications:

1. Education: Possession of a bachelor’s degree from an accredited college or university; AND
2. Experience: Eight (8) years of experience at a mass transit agency in the operation, maintenance, and repair of transit buses, and/or light rail transit vehicles, and/or related systems, and/or heavy-duty vehicle maintenance.  This experience must include at least four (4) years in a second-level supervisory and/or management-level position with responsibility for supervising staff. AND
3. License: Possession of a valid driver’s license.

Substitution: Additional qualifying experience in the functional areas listed above at any level (i.e., non-supervisory, any supervisory level, management level) may be substituted for the required degree on a year-for year basis. One year (2,000 hours) will be considered equivalent to thirty semester units or forty-five (45) quarter units.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Summary Description

Under immediate supervision performs semi-skilled to skilled maintenance, repair, and construction work assigned to the streets division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

Distinguishing Characteristics

This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. PHYSICAL DEMANDS

The ability to maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties. 

WORKING CONDITIONS

This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard.  Additionally, the position requires near vision in reading correspondence, statistical data and using a computer.  Acute hearing is required when providing phone service and communicating in person.  The need to lift, drag and push files, computer reports or other materials weighing up to 25 pounds also is required.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

 

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger. 
• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of semi-skilled maintenance-related duties involving manual labor of facilities, parks, storm drains, streets, etc.
• Repair irrigation systems, tools, recreation, and maintenance equipment
• Operate various motorized equipment such as  a tractor, gang mower, power mower, and other equipment
• Plants, waters, mows, prunes, sprays, and maintains hedges, lawns, trees, flowers and shrubs
• Maintains parks, restrooms, and common spaces. 

Willing to assist in these areas:

• Participates in the construction, maintenance and repair of streets, curbs, gutters, sewers, storm drains, catch basins, barricades, sidewalks, parks, landscaped areas, and recreation equipment and facilities;
• Pours and finishes concrete;
• Operates cleaning equipment;
• Cleans out catch-basins and other storm-related preventive maintenance and removes litter from parks and other facilities;
• Operates compressors and pneumatic tools;
• Operates and makes minor repairs and adjustments to heavy power-driven equipment;
• Constructs forms for and does cement work;
• Performs brick work and building construction and maintenance work;
• Builds retaining walls;
• Repairs irrigation systems, tools, recreation and maintenance equipment; drives a truck, tractor, gang mower, power mower, and other light motorized construction equipment; plants, waters, mows, prunes, sprays and maintains hedges, lawns, trees, flowers and shrubs;
• Applies, tamps and rakes asphalt and related street construction and maintenance tasks;
• Repairs and replaces sewer and storm drainage pipe
• Performs basic carpentry, painting, plumbing and pipe-fitting work;
• Performs excavations and shoring for CCTV and underground utilities
• Performs street traffic control and sign painting which may include inventory,
• Operates storm water pumps
• May assist in purchasing
