Typical Qualifications

Graduation from an accredited four (4) year college or university with a degree in accounting, finance, business or public administration, or a closely related field, plus three (3) years of professional accounting or municipal finance experience.  Any combination of education and experience that provides the required knowledge, skills, and abilities may also be considered.  Review the complete job description in the document linked here.

Compensation

The annual salary range for this position is currently $96,917 to $118,929. This position is scheduled to receive a general wage increase in January 2027 and January 2028 in accordance with the Teamsters Local 350, IBT Mid-Management Unit Memorandum of Understanding (MOU). This is a represented position.

• Remote work is not available for this position.

The City of Patterson’s Finance Department is seeking to fill two (2) part-time Cashier positions and to establish an Eligibility List.  Under direct supervision, the Cashier receives, accounts for, and reconciles cash, checks, and electronic payments. This position is established for 19 hours a week and will be working weekdays during regular business hours. 

San Mateo County Health is accepting applications for Senior Accountant - Behavioral Health. The Senior Accountant plans, oversees, coordinates, and monitors a major accounting function and performs complex professional accounting work related to the Countywide and departmental financial systems. This advanced specialist and/or supervisory role exercises a high level of independent judgment on complex and specialized assignments and carries significant accountability for ongoing decisions.  Incumbents may lead the implementation or modification of accounting systems, project revenues and expenditures, and support budget development and fiscal reporting.

This position primarily supports Behavioral Health Services Act (BHSA) -funded activities. BHSA was established through passage of Proposition 1 in 2024, with full implementation beginning July 1, 2026. BHSA expands upon the former Mental Health Services Act (MHSA) to integrate mental health and substance use disorder services, address homelessness through housing supports, and strengthen accountability and equity across California’s behavioral health system.

There is currently one regular vacancy in the Behavioral Health and Recovery Services Division located in San Mateo, CA. Occasional travel may be required to attend meetings.

Key Responsibilities

• Monitor, analyze, and report financial data to ensure compliance with BHSA requirements
• Project and track BHSA revenues and expenditures, including monitoring funded projects and related costs
• Review and approve accounting transactions, including deposits, wire transfers, invoices, journal entries, and claims
• Ensure accurate coding of costs to appropriate funding sources, cost pools, and job ledger/object codes
• Develop, maintain, and refine accounting and coding systems to support BHSA fiscal reporting and compliance
• Support month-end and year-end close activities, including reconciliation and financial review
• Monitor BHSA contracts and related fiscal activities

The ideal candidate will:

• An understanding of generally accepted accounting principles (GAAP), the Governmental Accounting Standards Board (GASB), and the Financial Accounting Standards Board (FASB).
• One year of increasingly responsible experience performing a wide variety of financial duties in a large, complex public agency.
• One year of journey level accounting experience and a bachelor's degree in accounting, or finance.
• Experience completing Medi-Cal and other financial reports to the California Department of Health Care Services including administrative, Proposition 30, and Mental Health Services Act etc.
• Experience with healthcare finance and/or governmental financial principles, practices, procedures, and analysis.
• Experience with principles, practices, and procedures of financial compliance and claiming and audit facilitation.
• Ability to analyze, prepare and produce journal entries, worksheets and reports as requested; explain entries and data; use Microsoft Excel and Access; and County systems such as OFAS and SHERPA.
• Experience in coordinating and calculating entries for month-end and year-end closings.
• Experience with government budgeting, forecasting, and monitoring preferred.
• Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.

The City of Lincoln is hiring for a Seasonal Maintenance Worker I position within the Solid Waste Division of the Public Works Department.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under general supervision, learns to perform and performs the full array of duties assigned to classes in the Public Services Maintenance Worker series including maintenance, construction and equipment operation work in one or more Public Services divisions; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

The Public Services Maintenance Worker I is the entry level class responsible for a wide variety of maintenance and construction tasks. This classification is alternatively staffed with Public Services Maintenance Worker II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from a Public Services Supervisor. Incumbents of this class do not routinely exercise supervision.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks and buildings.
• Solid Waste: Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Fills out reports and work orders; climbs or uses hydraulic aerial devices to top, trim, reshape, strip, treat and remove trees; operates airport fueling vehicles; responds to after-hours call outs if assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

Finance Clerk I:  This is the entrance level for clerical accounting employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. Finance Clerk II:  Positions in this class are normally filled by advancement from the lower grade of Finance Clerk I, or, when filled from the outside require prior responsible clerical accounting experience.  A Finance Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of accounting duties with only occasional instruction or assistance.

The Ideal Candidate for the Finance Clerk position will possess excellent customer service skills and maintain professionalism regardless of work environment.  Cash handling experience with proven accuracy and integrity are essential to the position.  Strong communication skills are vital.  Candidates must be able to communicate with internal and external customers with ease and confidence.  The Ideal Candidate will also demonstrate the ability to prioritize multiple competing timelines, remain organized, show attention to detail, as well as being highly trainable.  Regular, predictable, consistent, and timely attendance is an essential function of the position. The ability to communicate in Spanish is highly desirable.

ESSENTIAL JOB FUNCTIONS

Prepare and process utility bills; collect payments over the counter and through the mail; balance cash drawer and prepare deposits; and process delinquent accounts; Set-up and maintain accounts on a computerized accounting system. Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Process fixed asset requests, invoices and purchase order disbursements. Input a variety of data to computerized record keeping/data processing systems; maintain computerized and/or manual files of correspondence, records, and other documents as assigned. Receive, sort, and distribute in-coming and out-going mail as assigned. Order and maintain supplies. Perform related duties as assigned.

QUALIFICATIONS

Experience and Education:

Any combination equivalent to the experience and training that would likely provide the required knowledge and abilities would be qualifying.  A typical manner to achieve the knowledge and abilities would be:

Finance Clerk I

Education:  High School Diploma or equivalent.

Experience:  One (1) year experience performing clerical or accounting support work.

Finance Clerk II

Education: High School Diploma or equivalent. 

Experience: One (1) year experience performing duties comparable to those of a Finance Clerk I in the City of Woodland.

The Management Analyst (MA) will assist in the oversight of SMC EM program budgets, ensuring financial efficiency and policy compliance, with responsibilities including revenue projections, cash flow analyses, cost containment, grant disbursement, and managing annual and mid-cycle budgets. This role, which is primarily fiscal-related with 10-20% dedicated to grants, includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross-departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

Working under general supervision, incumbents perform analytical and technical work within the department. At this level, the impact of decisions is moderate to significant, with work typically involving interpreting, explaining, gathering, and analyzing financial information.

Additionally, the MA will plan and administer SMC EM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

This crucial position will also involve various tasks to support the County's financial integrity and operational excellence, significantly contributing to the overall success of San Mateo County's emergency management mission.

• Strong financial management skills, including budgeting, forecasting, and grant disbursement
• Experience in developing and presenting operating and capital budgets, including preliminary estimates and salary projections
• Proficiency in tracking and monitoring budgets, preparing periodic reviews, and ensuring adherence to timelines
• The ability to resolve cross-departmental budget issues and propose procedural solutions
• Analytical skills to conduct financial analyses and special research projects, evaluate alternatives, and make recommendations
• Excellent written communication skills for preparing technical records, reports, and recommendations
• Computer skills and knowledge of a variety of software programs

Examples Of Duties:

The MA's responsibilities may include, but are not limited to, the following:

• Develops and manages program, annual, and mid-cycle budgets, including revenue projections, forecasting, multi-year cash flow analysis, cost containment, distribution, grant funds disbursement, and salary and benefits projections
• Tracks and monitors the adopted budget and prepares periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC)
• Formulates, prepares, and communicates budget completion schedules, calendars, and deadlines
• Facilitates and coordinates the resolution of cross-departmental budgetary issues, including identifying and proposing procedural solutions
• Balances expenditures and revenues and identifies funding gaps; assists departments in resolving funding issues; prepares status reports and manages budgetary control systems; recommends and processes budget amendments
• Ensures compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices
• Attends meetings, conferences, workshops, and training sessions and reviews publications and related materials to become and remain current on principles, practices, and new developments in assigned work areas
• Performs other duties as assigned

This is a limited term position.  Limited term positions are full-time, fully benefited, temporary positions. This current position is funded for up to one year, depending on the department’s needs.  Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

Qualifications:

Knowledge of:

• Project and/or program management, analytical processes, and report preparation techniques
• Organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures
• Principles of mathematical and statistical computations
• Record-keeping principles and procedures, modern office practices, methods, and computer equipment and applications related to the work
• Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to the assigned area of responsibility
• Principles and practices of contract administration and evaluation; public agency budget development and administration, and sound financial management policies and procedures

Skill/Ability to

• Coordinate and oversee programmatic administrative, budgeting, and/or fiscal reporting activities
• Perform responsible and difficult fiscal administrative work involving the use of independent judgment and personal initiative
• Conduct research on a wide variety of administrative topics including grant funding, contract feasibility, budget and staffing proposals, and operational alternatives
• Prepare clear and concise reports, correspondence, policies, procedures, and other written materials
• Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations
• Establish and maintain a variety of filing, record-keeping, and tracking systems
• Use English effectively to communicate in person, over the telephone, and in writing

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify could be:

• Education: Degree from an accredited four-year college or university with major coursework in business administration, finance, accounting, or a related field.  Master of Finance or equivalent degree preferred.
• Experience: At least five years of fiscal administrative experience.
