ABOUT THE POSITION

The City of Gilroy is recruiting for a full-time Accounting Assistant I in the Finance Department. This position will primarily be assigned to the Utility Billing/Information Desk area, providing excellent customer service to internal and external customers, and performing cashiering and accounting-related work. The Finance Department’s goal is to provide timely and accurate financial information to City Management, City Council, and the public, while responsibly managing the City’s assets, including cash and investments.

Under the direct supervision of the Finance Manager or Supervising Accounting Technician, the Accounting Assistant will perform a wide variety of accounting and statistical record-keeping assignments related to maintaining financial and statistical records. This position may provide support in one or more of the following areas: accounts receivable, accounts payable, utility billing, and/or the front information desk.

This role offers opportunities to build foundational experience in municipal finance and may serve as a steppingstone to the Accounting Assistant II classification, depending on performance and experience gained.

Under general supervision, to perform skilled carpentry, plumbing, mechanical and electrical work involving rough and finished construction, installation, and repair work

DISTINGUISHING CHARACTERISTICS

This is the skilled level class in the building maintenance series.

SUPERVISION RECEIVED AND EXERCISED

Receive general supervision from higher-level staff.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Operates woodworking machinery such as sanders, planers, and power saws in the construction of cabinets, shelves, stairways, and other wooden articles or structures;
• Hangs doors and installs wooden sashes;
• Lays finished flooring;
• Instels, remodels, repairs and maintains electric, HVAC, wiring and plumbing systems, furniture, roofs, and other general repairds to buildings;
• Installs wall board;
• Prepares walls for plastering and refinishing;
• Maintains and services carpentry equipment and tools;
• Repairs small motors, heaters, boilers, and broken water lines; may do occasional general public works construction and maintenance work.
• Perform related duties and responsibilities as required and other duties as assigned.

QUALIFICATIONS

Knowledge of

• Materials and methods used in both rough and finished carpentry and most other areas of the construction field;
• Plumbing maintenance, installation, and finishing

Skill/Ability to

• Prepare rough sketches of work and estimates of materials and labor;
• Read blueprints and work according to plans and specifications;
• Carry out oral and written directions;
• Use and operate mechanical tools; ;
• Work with others.

EDUCATION AND TRAINING

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way of qualifying is:

Experience: Two years of progressively responsible experience performing public works building maintenance duties

Substitution: Completion of an accredited apprenticeship in the construction field or may substitute for two years.

Training: Graduation from high school and

LICENSE

Ability to drive and possess a valid California driver’s license.  May be required to qualify for and obtain a Class A or Class B driver’s license and be subject to random drug and alcohol testing under the Department of Transportation regulations.

Overview:

Are you an experienced Vegetation Maintenance professional with five or more years of experience and a valid Class A driver’s license? If so, we encourage you to consider this opportunity with Valley Water.

Maintenance Worker III is an advanced journey-level position responsible for operating a variety of light construction equipment in support of Valley Water’s maintenance and construction projects. This role provides agency-wide support for work on creeks, ponds, reservoirs, and other flood control facilities throughout the county.

Assigned to the Vegetation Field Operations Unit, this position performs a broad range of duties supporting Valley Water’s vegetation management programs. Responsibilities include vegetation control, integrated vegetation management, arboriculture, native plant revegetation, invasive plant management, and biotechnical erosion control on Valley Water properties.

This is primarily an outdoor position requiring work in varying and sometimes challenging environmental conditions, including heat, cold, and rain. Incumbents may also be required to respond to after-hours flood control emergencies, including nighttime callouts.

As a light equipment operator, the Maintenance Worker III must possess a valid Class A driver’s license to operate Valley Water commercial vehicles and to transport light equipment used in vegetation management and flood control projects. Daily equipment operation may include a compactor, water truck, tree truck and chipper, dump truck, and wheel loader. Equipment is used to haul vegetative debris, maintain native plant mitigation sites, support invasive plant management efforts, and assist with Valley Water’s sandbag operations.

This position also ultimately requires a Qualified Applicator’s Certificate (QAC) in Category C (Right-of-Way) and Category F (Aquatics) to mix and apply herbicides and calibrate spray equipment for vegetation control on Valley Water managed properties.

• Prepare soil and install native plant revegetation per established plans; maintain mitigation areas to achieve success criteria and meet monitoring requirements. 
• Install, adjust, and repair irrigation systems, including heads, lines, and controllers.
• Operate a variety of small power tools and light equipment, including spray equipment, mowers, chain saws, weed eaters, pole saw, hydro seeder, small trenchers, loader, compactors, water trucks, forklift, straw mulcher, auger, sandbag machine, and chipper; clean, adjust, and perform minor maintenance on light equipment to ensure proper operating condition. 
• Mix and apply herbicides, and calibration of spray equipment to control the growth of vegetation on and around flood control and water distribution facilities and rights of way. 
• Build or remove browse cages or other devices to keep wildlife from damaging native plant revegetation sites. 
• Build phytosanitary benches, fences, irrigation, etc. in support of native plant holding facility. 
• Participate in Valley Water’s sandbag program as needed. 
• Perform calculations of required work materials; document daily application of chemical use; photo documentation of work, complete work order dailies, best management practices checklists, surveys, forms, and time data entries. Maintain paper and electronic records of work performed.

Ideal Training and Education:

Must have a satisfactory driving record and possess a valid California Class A driver's license with tanker endorsement at the time of hire.

Possession of a Qualified Applicator’s Certificate or Qualified Applicator License in Category C issued by the State of California’s Department of Pesticide Regulation at the time of hire.

Possession of a Qualified Applicator’s Certificate or Qualified Applicator License in Category F issued by the State of California’s Department of Pesticide Regulation within 6 months of hire.  

This position requires the individual to be onsite and is typically not a teleworking position.

The Department: 

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions: Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together, these divisions carry out the mission of the Finance Department to ensure that the City's financial and fiscal activities are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department seeks to recruit a Meter Reader with experience working independently, with a high level of motivation, integrity, and customer service. This position will read between 500 and 1,200 analog and digital residential, commercial, and industrial water and electric utility meters to ensure the accuracy of readings entered into a hand-held data entry terminal. This position plays a key role in ensuring accurate utility billing and revenue integrity by collecting and recording meter data while providing courteous, professional interactions with customers in the field.

DISTINGUISHING CHARACTERISTICS

Positions in this class are distinguished from those in maintenance worker by the requirement of the efficient operation of a dump truck, front end loader, light tractor with mower attachment or similar equipment on a production basis and requires a knowledge of the methods, tools and equipment of the department and/or division to which assigned.

 

May include, but are not limited to, the following:

• Operates various equipment involved in the maintenance of golf courses.
• Operates a light tractor with gang or sickle mower attachment, small roller or comparable attachment.
• Operates light equipment such as mowers, aerators, spray rigs, utility vehicles, backhoes, front-end loaders and dump trucks.
• Prunes small trees and shrubs
• Edges ground cover.
• Repairs irrigation, installs plant material, performs landscape construction duties.

General:

• Operates various equipment involved in the maintenance of street, sanitary sewers, storm sewers, water distribution system, parks, street trees, or golf course.
• Operates equipment such as air compressors, pneumatic hammers, power activated hammers, chain saws, concrete saws, pipe cutters, sprayers, compactors, forklifts, painting and spraying equipment and rollers.
• Operates power tools such as air compressors, jack hammers, wet tapping machines and painting and spraying equipment;
• Loads, unloads and operates pick-ups and trucks to transport maintenance supplies and materials.
• Places traffic control flags, signs and cones to direct traffic around work sites; may direct traffic.
• Uses general carpentry and mechanical hand tools such as brooms, rakes, shovels, ladders, hammers, screwdrivers, pliers, saws, drills and wrenches.
• Performs routine maintenance and repair of hand and power tools.
• Tactfully responds to questions and comments from the public.
• Responsible for the safe operation of equipment and tools used.

• May perform some tasks regularly assigned to senior level classes, particularly on a training basis.

WORKING CONDITIONS

Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. The ability to lift, carry and push tools, equipment and supplies weighing up to 70 pounds, such as a jackhammer, is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat, and cold. The incumbent may be exposed to fumes, dust chemicals, biohazard materials and air contaminants. The nature of the work may also require the incumbent to climb ladders, use power and noise producing tools and equipment, work in confined spaces, drive motorized vehicles and work in heavy vehicle traffic conditions. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

The base salary for this classification includes pay for potentially hazardous duties as listed in the essential job functions. 

Education & Experience

The minimum qualifications for education and experience can be met in the following way:

The Executive Assistant/Deputy District Clerk independently performs a wide range of highly responsible, confidential, and complex administrative duties to a small team of Executives. Additionally, this classification supports the District Clerk in preparing and delivering the District Board agenda packets, meeting notices, resolutions, and related materials;  assisting with the District election processes; provides administrative support maintaining the District’s records management system; attends Board and Committee meetings and facilitates streaming technology; and functions as the District Clerk in their absence. WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.
• Experience in a City or Special District Clerk’s Office is highly desirable.

LICENSES & CERTIFICATIONS REQUIRED

Possession of a valid California Driver’s License.

Certified Municipal Clerk designation is desirable.

Under general supervision, performs a variety of complex technical accounting support duties in the preparation, maintenance, and processing of accounting and financial transactions, including payroll, general accounting, and financial reporting; and performs related duties as assigned.

Receives general supervision from the Assistant Finance Director.  Exercises no direct supervision over staff.

This is the advanced-level classification in the Accounting Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Assistant Finance Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of accounting and finance operations within the department.

• Receives, reviews, verifies, and processes time recording documents to prepare payroll for all Town employees; audits documents for completeness, accuracy, and compliance with rules and regulations; prepares and balances payroll reports and records.
• Processes, calculates, and maintains records of a variety of personnel transactions and payroll actions; maintains employee records for voluntary and non-voluntary deductions; sets up, analyzes, and maintains pay, deduction, and tax codes; uploads direct deposit file; prepares journal entries of payroll transactions for posting to the general ledger.
• Prepares reports and payments for various payroll tax, financial, and benefits organizations; processes and files quarterly federal and state tax reports. 
• Interprets, applies, explains, and ensures compliance with provisions of collective bargaining contracts and personnel rules as they apply to payroll.
• Reviews, verifies, posts, balances, reconciles, and records a variety of accounting and financial transactions to the general ledger in accordance with established processes and procedures; calculates and makes adjustments; records and submits journal entries for any necessary adjustments; verifies account balances and available funds; coordinates management review and approval of accounting and financial transactions
• Researches and interprets payroll, accounting, and financial information and materials for various reports and year-end auditing, reconciliation, and closing processes; compiles, reconciles, and verifies information and prepares various payroll, accounting, financial, budget, and state and federal mandated reports, schedules, statements, and analyses; generates and distributes routine monthly revenue and expenditure reports.
• Reconciles receipts from cash register report; processes bank deposits; allocates funds to correct accounts; balances and reconciles accounts; and maintains petty cash.
• Prepares, processes, and issues various bills and invoices; sets up customer accounts; sets up and maintains billing codes; monitors past due accounts and sends to collections as appropriate.
• Generates and analyzes water usage reports; identifies usage patterns, inconsistencies, and discrepancies; recommends field investigations; and recommends account adjustments.
• Maintains accurate, complete, and detailed accounting and financial records and files according to established policies and procedures.
• Drafts procedures as they relate to assigned functional area of responsibility in coordination with assigned management staff.
• Researches and stays current on applicable federal, state, and local laws, rules and regulations and implements the necessary changes into the processes.
• Researches and responds to a variety of customer, vendor, and staff questions and complaints in person and over the telephone; researches and resolves problems; makes appropriate adjustments to accounts.
• Performs related duties as assigned.

Knowledge of:

• Terminology and practices of financial and account document processing and record keeping, including payroll and general accounting.
• Payroll reporting and payment requirements of various state and federal agencies and benefit providers.
