The City seeks a collaborative, humble, and team-oriented professional to serve as its next Finance Director. Both experienced Finance Directors and emerging leaders looking to advance their careers in municipal finance are encouraged to apply.

Under administrative direction, the Finance Director plans, manages, oversees, and directs the operations and services of the Finance Department. The Finance Director coordinates activities with City officials, departments, outside agencies, and community organizations while providing complex and responsible staff support to the City Manager and City Council.

Additional duties include, but are not limited to:

• Assuming full responsibility for all Finance Department operations and services, including budgeting, accounting, payroll, cash management, and centralized purchasing.
• Developing, implementing, and maintaining departmental goals, objectives, policies, and procedures; evaluating work methods and processes to improve organizational performance and service delivery; and ensuring departmental goals are achieved.

• Overseeing the recruitment, training, development, and evaluation of Finance Department personnel; coordinating staff training; addressing performance issues; administering discipline as necessary; and ensuring compliance with applicable federal, state, and local laws, regulations, and policies.
• Participating in the development and administration of the City’s annual budget; monitoring expenditures; preparing long range financial forecasts; and supervising mid-year budget reviews.
• Planning, directing, and participating in audits of City finances; performing the technical duties of Treasurer; managing City cash and assessment district investments; and overseeing the preparation of quarterly investment, redevelopment, and other financial reports.
• Preparing and managing the department budget; forecasting staffing, material, and supply needs; presenting and defending departmental programs and expenditures; monitoring expenditures; and implementing budget adjustments as needed.
• Serving as a resource to City staff, department personnel, and external organizations by coordinating information, resources, and collaborative efforts that support a productive and positive work environment.
• Attending professional and community meetings; remaining current on developments in municipal finance and administrative services; fostering a customer-service oriented culture; and responding to sensitive and complex inquiries and concerns.
• Establishing and maintaining positive working relationships with community representatives, business organizations, governmental agencies, and City staff.

The Manager, Grants & Fund Programming is responsible for developing short and long-range bus and rail capital/operating program funding strategies. The Manager, Grants & Funding Programming will manage the development of a robust transportation grant program to support projects, programs, and services; serve as the agency representative on local and regional fund programming forums; and provide expert advice on funding and grant matters for SamTrans, the Peninsula Corridor Joint Powers Board (PCJPB) and Transit Authority (TA).

Salary Range: Five (5) Steps: $35.47 - $43.12/ hour; $6,148 - $7,474 / month (effective 6/27/26)

Summary
Under general supervision, performs a variety of journey-level skilled maintenance and limited construction of the District’s buildings, park amenities, playgrounds and community pools; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Inspects assigned facilities for deficiencies and safety-related issues.
• Performs rough and finish carpentry; installs and repairs fascia, siding, roof and wall members, cabinetry and office furniture, doors, jambs and hardware.          
• Performs minor to moderate roofing repairs using underlayment, sheet metal, tile and composite materials.
• Repairs and installs plumbing systems, which may include copper, galvanized steel, plastic or cast iron; installs, repairs, maintains and adjusts commercial plumbing fixtures.
• Performs electrical installation, repairs and maintenance such as indoor and outdoor light fixtures, new circuitry, contactors, ballasts/drivers, lighting control and fixture upgrades, sub-panels, sport lighting controls and facility lighting timers.
• From drawings, sketches or oral instructions, alters, repairs and constructs improvements in materials such as wood, metal, plastics, concrete and masonry.
• Designs and fabricates various parts from a variety of construction materials.
• Operates torch, plasma cutter, grinder and welding equipment to cut or join metal parts such as fences, gates, bollards and benches.
• Installs, maintains and repairs heating, ventilation and air conditioning (HVAC) systems and equipment, as needed.
• Painting of interior and exterior surfaces.
• Repairs and installs various flooring materials.
• Inspects, maintains and repairs aquatic equipment including pool circulating and boost pumps, sensors, controllers, filters, boilers, chemical feed pumps and feed lines.
• Installs, maintains and repairs play structures, swings, electronic features and related equipment.
• Operates trucks, tractors and other special equipment, including aerial lift to heights of sixty feet.
• Weekend work and rotating schedules may be required.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• Corrects damage from graffiti and vandalism.
• Cleans, maintains and repairs work tools.
• Purchases necessary materials for assigned tasks.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED equivalent and four years of related work experience performing building, facility and pool maintenance and repair, with a specialty in at least two building trades; or an equivalent combination of education and experience.

Language Ability: Ability to read and interpret documents such as safety rules, operating and mainten­ance instructions, and procedure manuals. Ability to write routine reports and corres­pondence. Ability to speak effectively with other District employees, patrons and vendors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

Reasoning Ability: Ability to use common-sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Certificates and Licenses: 

• Certified Pool Operator.
• Valid California driver’s license with a good driving record and current automobile insurance.
• All full-time candidates require satisfactory completion of a pre-employment functional capacity examination.

The Housing Authority is seeking an exceptional, team-oriented candidate to oversee projects and initiatives in support of the Alameda Housing Authority (AHA)’s affordable housing development and neighborhood revitalization programs in the City. This may include new construction development, acquisition and rehabilitation of properties, and development for projects for AHA’s nonprofit development affiliate, Island City Development. AHA’s pipeline of multifamily projects includes serving family, homeless, workforce, and senior populations and managing major renovation of occupied properties within AHA’s portfolio. The Senior Project Manager will also manage a wide range of consultant relationships and may supervise one or more junior staff.

AHA is particularly interested in applications from candidates with a strong track record in successful management of affordable real estate development and housing new construction, and familiarity with various related federal, state, and local regulations. Desirable candidates will be knowledgeable about zoning and environmental regulations 
related to affordable development, experienced with development and administration of consultants and contracts, and have experience with public, private and non-profit affordable housing funding sources such as the Low-Income Housing Tax Credit program, Project based Section 8 and Tax-exempt bonds.

THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. The Director will offer recommendations and solutions to the City Manager and will advise the City Council on long-term financial planning on policy matters. Working collaboratively with other members of the executive team and staff, the Director will take a proactive approach to identifying opportunities for new ideas, creativity, innovation, and technological advances. In addition, the Director will foster a team approach of customer service and problem solving as well as a culture that accepts and embraces change. Exceptional communication skills and a strong desire to provide superior services to both internal and external customers are critical. The Director will be comfortable in an organizational culture that welcomes input, engagement with, and participation of the community. The city utilizes a two-year, budget and currently faces budgetary challenges due to changing CalPERS retirement costs and laws, decreased tax revenues, and other structural issues. The Director will work closely with the City Manager, executive team, and staff in order to address these issues, identify necessary solutions, and facilitate highly efficient services and programs to the community.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

This is an excellent career opportunity for individuals who have a breadth of financial management experience in various agencies as a division head, Deputy Director, or Director. While experience in municipal finance is highly desirable, a combination of public and private sector experience is acceptable as well.
