The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. The position is also responsible for ensuring project compliance with appropriation availability periods, recommends reappropriations when needed, forecasts cash flow to ensure cash flow loans remain sufficient and advises Facilities Services staff on project scope, cost, and budget changes during the bi-monthly budget meetings with Facilities Services management.

This position prepares and review materials required by the State Public Works Board and the Department of Finance for the ongoing phases of Capital Outlay projects, including memos, fiscal displays, and agenda items. These package submissions are done approximately eight times annually. The role also updates and escalates project costs for Executive staff to support accurate advocacy for project funding. In addition, the position manages the twice-yearly bond sales process, a 3.5 month cycle involving extensive preparation, detailed bond document review, meeting participation, and coordination with the Judicial Council Facilities Program, Department of Finance, the State Treasurer’s Office, Judicial Council Legal services, and the tenant courts. The position also prepares and reviews budget documents and fiscal displays containing Capital Outlay budget data for inclusion in the budget galley, published three times per year, and provides backup support to other areas within the State Budget Unit.

RESPONSIBILITIES

Summary
Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal entries; corrects discrepancies.
• Compiles timesheets from District and MRCA employees, inputs payroll data into payroll system, prints proof list and verifies hours; corrects errors in time reporting; processes payroll and allocates payroll costs to budget appropriation accounts.
• Calculates and prepares payment for a variety of taxes including sales tax, payroll taxes and income withholdings; assists with issuance of employee, contractor and vendor tax statements.
• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.
• May be required to drive District or personal vehicle.
• Participates during disasters or when emergency response is needed.

DEFINITION

Performs a variety of advanced technical and specialized accounting duties in the preparation, maintenance, and processing of accounting records and financial transactions. Analyzes accounting records to assess accuracy, completeness, and conformance to standards defined by federal, local, and state regulations as well as the Finance department. Trains and provides technical advice to lower-level accounting personnel, and performs related work as required. ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Prepare and maintain payroll function for the Town; manage records for employee deductions; create reports and arrange payments to various taxing and financial organizations; and interpret and implement guidelines provided by other agencies related to payroll and deductions.
• Prepare quarterly and yearly payroll reports for federal and state agencies; responsible for capital asset accounting and reporting.
• Prepare journal entries and reconciles general ledger and subsidiary accounts.
• Makes wire transfers and journal funding transfers and reconciles monthly bank statements.
• Respond to inquiries from Town employees and vendors (if necessary) and explain processes and systems; compose correspondence as necessary.

Temporary Maintenance Worker – Parks & Roadsides 

Salary: $20.00/hour

DEFINITION 

Perform a variety of general maintenance services for parks and roadsides and other areas as assigned within the Town.   

• This is a part-time temporary, non-benefitted position.

ABOUT THE POSITION

The City of Gilroy is recruiting for a full-time Accounting Assistant I in the Finance Department. This position will primarily be assigned to the Utility Billing/Information Desk area, providing excellent customer service to internal and external customers, and performing cashiering and accounting-related work. Maintenance Worker III is an advanced journey-level position responsible for operating a variety of light construction equipment in support of Valley Water’s maintenance and construction projects. This role provides agency-wide support for work on creeks, ponds, reservoirs, and other flood control facilities throughout the county.

Assigned to the Vegetation Field Operations Unit, this position performs a broad range of duties supporting Valley Water’s vegetation management programs. Responsibilities include vegetation control, integrated vegetation management, arboriculture, native plant revegetation, invasive plant management, and biotechnical erosion control on Valley Water properties.

This is primarily an outdoor position requiring work in varying and sometimes challenging environmental conditions, including heat, cold, and rain. Incumbents may also be required to respond to after-hours flood control emergencies, including nighttime callouts.

As a light equipment operator, the Maintenance Worker III must possess a valid Class A driver’s license to operate Valley Water commercial vehicles and to transport light equipment used in vegetation management and flood control projects. Daily equipment operation may include a compactor, water truck, tree truck and chipper, dump truck, and wheel loader. Equipment is used to haul vegetative debris, maintain native plant mitigation sites, support invasive plant management efforts, and assist with Valley Water’s sandbag operations.

This position also ultimately requires a Qualified Applicator’s Certificate (QAC) in Category C (Right-of-Way) and Category F (Aquatics) to mix and apply herbicides and calibrate spray equipment for vegetation control on Valley Water managed properties.

Key Responsibilities include, but are not limited to:

• Operation of vehicles and equipment associated with vegetation management activities.
• Support of skilled labor contract work on vegetation management activities.
• Calibration of herbicide spray equipment, interpreting pest control recommendations, calculation of herbicide tank mixes, mixing loading and application of herbicides to control undesirable plants.
• Supporting the monitoring and assessment of success criteria on mitigation sites.
• Providing input on and assisting lead and supervisory staff in tracking daily work accomplishments associated.
• Participate in a variety of integrated vegetation management activities using chemical, mechanical, and biological controls to manage native plant revegetation projects, invasive plant management projects, vegetation control projects, tree removals, biotechnical erosion control projects, and overall integrated vegetation management work on Valley Water properties. 
• Clear brush, weeds, and debris from worksites, canals, ponds, creeks, reservoirs, pipelines, water treatment plants, dams, and other open areas; prune vegetation, perform tree removals including standing or downed trees. 
• Prepare soil and install native plant revegetation per established plans; maintain mitigation areas to achieve success criteria and meet monitoring requirements. 
• Install, adjust, and repair irrigation systems, including heads, lines, and controllers.
• Operate a variety of small power tools and light equipment, including spray equipment, mowers, chain saws, weed eaters, pole saw, hydro seeder, small trenchers, loader, compactors, water trucks, forklift, straw mulcher, auger, sandbag machine, and chipper; clean, adjust, and perform minor maintenance on light equipment to ensure proper operating condition. 
• Mix and apply herbicides, and calibration of spray equipment to control the growth of vegetation on and around flood control and water distribution facilities and rights of way. 
• Build or remove browse cages or other devices to keep wildlife from damaging native plant revegetation sites. 
• Build phytosanitary benches, fences, irrigation, etc. in support of native plant holding facility. 
• Participate in Valley Water’s sandbag program as needed. 
• Perform calculations of required work materials; document daily application of chemical use; photo documentation of work, complete work order dailies, best management practices checklists, surveys, forms, and time data entries. Maintain paper and electronic records of work performed.

Five (5) years of experience in a regulated integrated vegetation management program performing vegetation control activities, invasive plant management, and native plant revegetation projects.

Ideal Training and Education:

Equivalent to the completion of the twelfth grade. 

Must have a satisfactory driving record and possess a valid California Class A driver's license with tanker endorsement at the time of hire.

Possession of a Qualified Applicator’s Certificate or Qualified Applicator License in Category C issued by the State of California’s Department of Pesticide Regulation at the time of hire.

Possession of a Qualified Applicator’s Certificate or Qualified Applicator License in Category F issued by the State of California’s Department of Pesticide Regulation within 6 months of hire.  

This position requires the individual to be onsite and is typically not a teleworking position.
