The City of Burlingame is accepting applications for the position of Temporary Parks and Tree Worker.

The Position

Under the direct supervision of a Lead Worker, or higher level staff, the Parks and Tree Worker performs a variety of gardening, landscape and tree maintenance duties associated with the development, repair, and maintenance of public landscaped areas and trees, and performs related work as required.

Examples of Duties (include but are not limited to the following)

• Maintain grounds and plantings in City parks, recreation facilities, playground areas, municipal building grounds, and street median islands.
• Maintain designated landscape effects through mowing, edging, pruning, weeding, and planting lawns, shrubs, ground cover, trees, and flower beds.
• Pick up, clean and remove trash and debris from parks and public property; clean restrooms and park buildings; remove graffiti.
• Operate various power equipment including mowers, edgers, line trimmers, backpack blowers, chainsaws, chippers, Hedging equipment, sweeper, stump grinder, and shop tools.
• Prepare athletic fields for seasonal sports events; paint park benches, buildings, signs and fences.
• Assist Tree Workers by lowering cut limbs with ropes, pruning from ground, chipping brush.
• Drive, load and unload vehicles used to transport materials, tools and equipment.
• Set-up and maintain safe work areas.
• Perform traffic control.
• Work cooperatively and effectively with coworkers.
• Respond to inquiries from the general public. 

Minimum Qualifications
Knowledge of: Basic methods, tools, materials, and equipment used in grounds and tree maintenance work; basic construction and repair methods; and safe work practices.

Ability to: Perform semi-skilled landscape maintenance work; learn to operate the full range of light and heavy equipment used in landscape and tree maintenance work; work off of ladders; set up safe work sites; learn geography of the City and sites of City parks and maintenance areas; work cooperatively and effectively with co-workers and provide general assistance to the public; work weekends and holidays as required; learn multiple safety procedures and practices related to landscape maintenance, tree maintenance and tree removal.

Skills: Ability to efficiently use hand and power tools listed above required in general park and tree work, and learn to use new equipment as required.

Education and Experience: Sufficient education and experience to perform the above duties which is typically obtained through prior experience in gardening, grounds keeping, landscape, construction or tree work and completion of the twelfth grade or equivalent.

License/Certificate: Class C driver’s license issued by the California Department of Motor Vehicles.

Physical, Mental and Environmental Working Conditions

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting trees and operating assigned equipment. The need to lift, carry and push tools, equipment, and supplies weighing 55 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold. The incumbent may be exposed to fumes, dust, and air contaminants, and may be exposed to mechanical and electrical hazards. The nature of the work also requires the incumbent to use power and noise producing tools and equipment, including the frequent use of chainsaws, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions, use proper safety equipment when using noisy and dangerous equipment, hear well enough to follow directions, and see well enough to read instructions.

Definition: Under general supervision, the Maintenance Worker performs a variety of unskilled, semiskilled, and skilled manual tasks and related work as required in the water, streets, storm, facilities and collection system divisions of Public Works Utilities and Operations.

Essential Duties: The Public Works Maintenance Worker duties include:

• Operating jack hammers to break up concrete sidewalks, curbs and gutter asphalt roadways, storm drains, and street light bases.
• Mixing and finishing cement including sidewalks, curbs, gutters and containment walls.
• Using appropriate equipment to apply traffic paint and maintain and fabricate street signs.
• Performing heavy labor, shoveling and lifting, in the construction and repair of sewers, streets, water and storm drain lines and services.
• Performing in and responding to emergency calls including repair and installation of sewers, streets, water and storm drain lines and services.
• Operating small trucks with manual or automatic transmissions, two-ton dump trucks, personnel hoists, and tamping equipment.
• Helping construct forms, boxes, fences, walls, and barricades.
• Performing cleaning and minor maintenance of buildings and facilities.
• Keeping simple records of daily activities, purchase receipts, and inventories including reading meters and test samples.
• Using construction tools including asphalt rakes, shovels, hammers, tapping equipment, cement finishing equipment, chain saws and light mechanical equipment.
• Cleaning City easements and right-of-ways of weeds, trees and debris.
• Read water meters.
• Must maintain a thirty-minute response time to the job site, in order to answer after hours and weekend service calls as required.

Special Requirements: Vision, hearing and physical ability adequate to obtain and maintain a CALIFORNIA "Class B" Operator's License and operate in high vehicle traffic areas and construction sites; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, carrying and/or handling up to one hundred (100) pounds. Work in confined spaces and wear protective garments. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater. Ability to report to work at any hour of the day or night as required during a disaster or other emergency situation. MUST maintain a thirty-minute response time to the job site when answering after hour and weekend service calls. Shall be a second responder to support supervisors in emergencies. Carry communication equipment after work hours.

Minimum Qualifications:
Knowledge of: Basic construction techniques; basic building maintenance and repair; asphalt and cement finishing techniques; general tools used in construction or maintenance work; construction, repair and maintenance.

Ability to: Think and act quickly in emergencies; judge situations and people accurately; understand and carry out oral and written directions; meet standards of adequate physical stature, endurance and agility; establish and maintain cooperative relationships with fellow workers.

Education: High School Diploma or GED.

Experience: At least one year full-time or four years part-time experience in semiskilled construction maintenance work.

License: Must possess and maintain a valid Class C California Driver's License with a satisfactory driving record and within six (6) months of hire, must possess and maintain a Class B California Driver's License with required air break endorsements. Those assigned to the Water Division within one (1) year must possess and maintain a Class D-2" Water Distribution Certificate from the California Department of Health Services. Those assigned to the Collection Division, within one year must possess and maintain a California Water Environment Associations (CWEA) Grade I Collections Certificate.

Plans, directs and manages the staff and operations of the Facilities Maintenance Division. Develops, implements, administers and monitors systems, programs, policies and procedures for the Division. Oversees, organizes and manages the maintenance and repair of recreational facilities and city buildings for the Facilities Division. Develops policy recommendations, communication and maintenance plans, funding mechanisms and approaches to service delivery. Manages staffing and budget for the division, coordinates assigned activities with other divisions, outside agencies and the general public; provides highly responsible and complex staff assistance to the Director of Parks and Recreation; and performs other related duties as required.

1. Manages, assesses and oversees the maintenance of City buildings and facilities through the use of a systematic maintenance management plan. Prepares, administers, and monitors the Facilities division budgets; forecasts additional funds needed for staffing, equipment, materials, and supplies.
    
2. Ensures that assigned facilities are in compliance with Federal, State and Local government, health, safety and occupational standards.
    
3. Develops and recommends policies, procedures, and fees and schedules for services and facilities.
    
4. Ensures continuous improvement and innovation of facility maintenance and programs by examining best practices, soliciting feedback from staff, collecting data from customers and the community, and reviewing market trends.
    
5. Prepares, monitors and analyzes the effectiveness of the Facility Maintenance Division’s budget, expenditures and performance metrics. Develops funding request for capital improvement projects as needed to ensure proper facility needs.
    
6. Attends public meetings and prepares and/or edits a variety of reports for submission to the City Council, Parks and Recreation, and Senior Commission.
    
7. Assists in the development of Department goals, objectives and performance metrics.
    
8. Keeps abreast of current technology, trends and changes to regulations in the field of maintenance management.
    
9. Selects, trains, evaluates, and supervises subordinate personnel. Implements staff development and effective customer service.
    
10. Coordinates use of facilities with other Parks and Recreation Department sections, City Departments and outside organizations.
     
11. Maintains records and prepares and presents oral and written reports concerning facilities activities.
     
12. Manages contract maintenance agreements and ensures compliance with work standards and specifications.
     
13. Represents the Facilities Division on boards, committees and commissions; meet with commissions, community organizations, outside agencies and the public to discuss Facilities program agendas and community needs.
     
14. Responds to emergency situations as required.

THE COMMUNITY

 Suisun City is located midway between San Francisco and Sacramento in south central Solano County.  The City, which was among the first to incorporate in California, developed around a waterfront that has direct access to San Francisco Bay and the Pacific Ocean.  Although the City is largely developed, several large parcels exist and a large annexation is on the horizon that signals ongoing development activity will continue to be in the City’s future.

THE POSITION

 The primary job responsibility for this temporary Building Maintenance Worker I/II-I will be to perform general cleaning, janitorial services, basic maintenance and landscaping in and around the City’s Train Depot. This position is grant-funded through December 31, 2021 specifically to provide a higher level of care and attention for this key transit gateway to Suisun City. We’re looking for creative problem-solvers to perform high-quality skilled work with a variety of tools and equipment types under the direction and guidance of more experienced lead workers and managers in both individual and team projects. To be successful, candidates will need to demonstrate pride in their work, and an ability to focus on completing assigned routines with limited supervision. The assigned work shift is expected to be 6:30 a.m. to 3:30 p.m. Monday through Friday.            *This is a temporary, unrepresented, at-will position funded by a limited term grant.

About the Position

The City Manager’s Office is recruiting for an Assistant to the City Manager position to serve as the City’s Capital Budget Coordinator.  This is an unclassified, salaried position, which means that the position is not part of the Civil Service system.  This management position is not represented by a bargaining unit.  This is a permanent at-will position with the City Manager’s Office reporting to the Deputy Budget Director.

Key Responsibilities

This position is responsible for the following:

• Manages the capital budget process, including, but not limited to, budget development, revenue and expenditure tracking and monitoring, financial status reporting, and capital revenue forecasting for approximately 50 funds at a combined annual budget of approximately $1.3 billion.
• Coordinates capital budget activities across all City departments, develops annual capital budget training manuals/instructions and leads city-wide trainings.
• Working collaboratively with City departments, solves capital budget issues and oversees capital funds management for inclusion in various budget documents such as the Annual Report, Mid-Year Budget Review, City Manager’s Budget Request and Five-Year Forecast, Proposed and Adopted Capital Budget and Five-Year Capital Improvement Program.
• Administers the Hyperion capital budgeting software system for the production of various Capital Program budget documents.
• Leads the update and administration of the organization's Hyperion capital budgeting software system; researches and understands reporting requirements and ensures that systems are modified to meet these requirements; establishes best practices for system use, and ensures that these practices are used throughout the organization; and trains departmental staff as needed.
• Coordinates memorandum review activities and provides staff support for budget/fiscal implications for all City Council memoranda.
• Monitors economic-sensitive information affecting City capital funds.
• Serves as a liaison for capital budget issues for various workgroups/committees.
• Effectively supervises and motivates a team of Budget Office staff to ensure timely and accurate completion of assignments. 
• Ensures alignment of the Capital Program with City Council priorities, policies, and budget principles and City Manager directives and budget guidelines.
• Authors, reviews, and edits budget documents, reports, memoranda and briefing materials.
• Studies City organizations, operations and services to make recommendations to improve quality and effectiveness of service delivery. 
• Completes high-level special projects.
• Resolves and facilitates major issues which are confidential, controversial or of major significance to the organization.
• Represents the Budget Office or City Manager’s Office as assigned at public events including community groups, City Council sessions, Committee meetings, and Planning Commission budget review.

Water System Supervisor

THE POSITION

The City of Chowchilla is seeking a full time Water System Supervisor who, under general direction, supervises, develops, and directs the work of staff performing difficult and complex technical and administrative support related to all programs and activities of the City’s water distribution division; assists with long- and short-term project planning and overseeing the design, construction, maintenance, and operations of water utility systems, facilities, and related appurtenances and other programs; works with technical and engineering staff to monitor and maintain water quality in accordance with State requirements; coordinates assigned activities with other City departments and outside agencies for services such as meter reading and repair; provides complex and responsible support to the Public Works Director and others in areas of expertise; and performs related work as required.

Incumbents serves as the Division Manager to the City’s water distribution system. Responsibilities include planning, organizing, supervising, reviewing, and evaluating the work of water quality, maintenance, and operations staff either directly or through lead workers. Incumbents are expected to independently perform the full range of water quality, maintenance and operations duties. Performance of the work requires the use of considerable independence, initiative and discretion within established guidelines. This classification is distinguished from the water worker series in that it has direct supervisory responsibilities.
