The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

• Partners with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

• Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.

• Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

ACM –

• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.

• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.

• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.

• Perform related duties as assigned.

CC-

• Appointed by the City Council.

• Receives general direction from the City Manager on an as need basis.

We're seeking an Industrial Hygienist to join our Safety & Health team at the San Francisco International Airport (SFO). In this position, you'll handle challenging industrial hygiene tasks related to hazardous materials and other health and environmental risks at the Airport. You'll independently conduct regular monitoring of chemical, biological, and physical agents, while also serving as a technical expert and consultant in implementing occupational safety and health regulations. Your responsibilities include assessing industrial hygiene data concerning public health matters, designing and delivering occupational health and safety training sessions, responding to and assessing hazardous materials incidents, conducting ergonomic assessments, and fulfilling any other related duties as needed.

Essential Duties: 

• Serves as a technical advisor to departmental management and other personnel in identifying, containing, and regulating the use and storage of hazardous materials; in developing and implementing inspection practices and procedures.
• Investigates and evaluates health and safety hazards and coordinates remedial action with representatives from various City and County departments, other agencies, businesses, and the public; conducts surveys of potentially hazardous workplace operations, including monitoring for physical, biological, and chemical agents, evaluating results, recommending corrective actions and preparing reports.
• Anticipates, identifies, evaluates, and controls occupational safety and health and environmental hazards for personnel working in proximity to hazardous waste remediation or hazardous materials.
• Develops, modifies, and/or maintains health and safety programs for City and County of San Francisco personnel.
• Develop policies and procedures for responding to hazardous materials incidents and implementation of environmental health and safety laws, codes, and regulations.
• Develops and conducts health and safety training, and conducts programs concerning the proper use, storage, and disposal of hazardous materials and the regulation of hazardous materials according to law.
• Performs assessments to identify and resolve ergonomic issues in a variety of work settings.
• Advises program and departmental management on matters about public health and safety, the handling and containment of hazardous materials incidents, and evaluation procedures.
• Provides technical support in identifying, preventing, and controlling health, environmental, and safety hazards.
• Coordinates compliance with applicable laws, policies, procedures, and regulations.
• Assists in administrative tasks related to the implementation of ordinances, codes, and other regulations.
• Maintains technical reference materials and records compiles data and prepares reports.
• Maintains Respiratory Protection Program, including recommending appropriate respiratory protection, fit testing, and coordinating medical examinations, and maintaining records.
• Conducts and participates in meetings with professional and business groups concerning industrial hygiene and hazardous materials matters.
• Leads industrial hygiene programs – hazard communication, hearing conservation, exposure control, hazardous waste, respiratory protection, ergonomics, radiofrequency
• May supervise industrial hygiene, health and safety, environmental, and/or support staff.

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Education:

Possession of a Master's degree in Industrial Hygiene, Occupational Safety and Health; Environmental Sciences, Health, or Management; or a closely related field from an accredited college or university. Applicant’s college level (undergraduate or masters) coursework must include a minimum of 6 semesters of any combination of chemistry, biology, and/or physics.

Experience:

Two (2) years of professional industrial experience equivalent to the level of City and County of San Francisco classes 6137 Assistant Industrial Hygienist or higher, which must have included professional industrial hygiene activities including either hazardous materials management or identification, evaluation, and control of occupational health hazards, such as noise, radiation, asbestos, various chemicals, etc.

License and Certification:

Possession of a valid driver's license; if not a California driver's license ability to obtain a California Driver’s License within 45 days of hire.

Substitution:

Possession of a baccalaureate degree from an accredited college or university in Industrial Hygiene, Environmental Sciences, Health, or Management; Occupational Safety & Health; or in a closely related major (examples include but are not limited to toxicology; chemistry, physics; biology; or mechanical, chemical, or environmental engineering) which includes a minimum of 6 semesters of any combination of chemistry, biology, and/or physics, if accompanied by three (3) years of professional industrial experience equivalent to the level of City and County of San Francisco classes 6137 Assistant Industrial Hygienist or higher, which must have included professional industrial hygiene activities including either hazardous materials management or identification, evaluation, and control of occupational health hazards, such as noise, radiation, asbestos, various chemicals, etc.

OR

Certification by the American Board of Industrial Hygiene as a Certified Industrial Hygienist in the comprehensive practice of Industrial Hygiene may substitute for the required education and experience.

THE POSITION: The City Manager’s Office at the City of San Mateo has an opportunity for an intern to work on a number of projects. • Program Improvement. Research and prepare findings reports on the effectiveness of our volunteer and ESL City Government Academy programs. Identify best practices and ways to improve both programs to attract and retain more volunteers and participants.
• Age-Friendly Business Certification. Assist in administering a pilot program to promote and inform businesses about the City’s Age-Friendly Business program and certify businesses as “age-friendly”.
• Event Support Assistance. Provide on-site support to help special community events with registration, attendee questions, event setup and other work as needed.
• Emergency Preparedness Planning. Assist in the Citywide effort to plan and prepare for natural disasters, public health emergencies, and other emergencies impacting the community or region.
In addition, the intern may work on a variety of other projects depending upon their time and interests.

THE POSITION

Under supervision of the Public Works Manager, the Maintenance Worker I performs entry level unskilled, semi-skilled, or skilled labor in construction, maintenance, and related service activities applied to the areas of general landscaping, grounds maintenance and street maintenance.

 TYPICAL TASKS AND RESPONSIBILITIES

• Grounds Maintenance:  Operate mowers and other equipment and tools for purposes of cutting grass, trimming trees and shrubs, and planting and transplanting flowers, bulbs, shrubs, and trees.
• Storm Prevention Maintenance:  Assist in cleaning ditches, culverts, and storm drains.
• Street Maintenance: Assist in repainting of pavement markings, basic pothole, and street repair; installation and repair of street signs and markers; mixing and application of Class III pesticide materials.
• Vehicle/Equipment Maintenance:  Assist in the care, maintenance and cleaning of vehicles, tools, and equipment.
• General:  Contact residents concerning maintenance and service problems; refer complaints and requests to proper supervisory personnel. Assist supervisory personnel in preparing and maintaining proper records and logs. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

QUALIFICATIONS

The general knowledge of basic construction methods, materials and terminology, standard hand tools, light equipment, and light vehicles; general knowledge of basic safety precautions and practices necessary in working with hand tools, light equipment, and vehicles; general knowledge of basic methods and practices involved in the care of shrubs, trees and flowers. Ability to learn technically complex construction and maintenance procedures in water systems, streets, parks and building maintenance; use hand and power tools; perform heavy manual labor for extended periods of time under inclement weather conditions; work alone or with small groups.

SPECIAL REQUIREMENTS

Possession of a valid California driver's license and ability to maintain a satisfactory driving history.

EXPERIENCE AND TRAINING

Completion of high school or its equivalent, or completion of a trade or vocational school.  Some directly related experience is desirable.

COMPENSATION AND BENEFITS

• Monthly Salary: $4,855 to $6,269 per month. Placement within the range will be based upon the selected candidate’s experience and salary history.

The Department: 
 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection. The Office of the Assistant City Clerk processes and maintains copies of City contracts, ordinances, resolutions and other official documents. The Office of the Assistant City Clerk manages and compiles City records in accordance with the Records Retention Schedule and in response to Public Records Act requests.  The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

EDUCATION AND EXPERIENCE
Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and

Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire. 

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher in order to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Maintenance Worker I

Education:  High School diploma or equivalent.

Experience:  One (1) year of work experience in construction or related field.

License or Certificate:  Possession of a valid California Driver's License required upon hire.  Class B permit and DMV Medical Certification are required within three months of hire.  A valid Class B California driver's license, Completion of Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR Certifications required prior to permanent appointment.

BENEFITS

The pay cycle is bi-weekly.  With the exception of worker's compensation coverage and sick leave accrual, no other benefits compensations are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

This position is Temporary / Part-Time, working no more than 130 hours per month and no more than 960 hours per Fiscal Year.
