BUILDING MAINTENANCE WORKER II

THE POSITION

The Human Resources Department is accepting applications for the Regular and Full-time position of Building Maintenance Worker II in the Public Works Department.  The normal work schedule is Monday through Friday, 8 –5 pm; a flex schedule may be available.

DEFINITION

To perform a variety of semi-skilled and skilled tasks related to the maintenance and repair of City buildings, mechanical equipment, and related facilities.

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Building Maintenance Worker series and is distinguished by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from the Senior Building Maintenance Worker in that the latter performs advanced journey level work and provides technical and functional supervision to assigned staff.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Building Maintenance Supervisor and receives technical and functional supervision from the Senior Building Maintenance Worker.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Perform semi-skilled and skilled building maintenance work involving carpentry, painting, plumbing, and heating/ventilation/air conditioning (HVAC) tasks in the repair and maintenance of City buildings, equipment, and facilities.
• Maintain and repair mechanical systems such as boilers and air conditioners and other air cooling systems; maintain and repair lighting systems in buildings and other city facilities, including parking lots.
• Install, repair, and troubleshoot electrical systems; set-up, test, and maintain burglar and fire alarm systems; repair and maintain a variety of power generators and power compressors.
• Install, repair, and maintain plumbing fixtures/equipment including toilets, pumps, and faucets.
• Install and modify modular furniture configurations, including electric supply; install, repair, and paint/stucco sheetrock.
• Inspect and repair doors, locks, windows, floors, lockers, gates, roofs/down spouts/gutters, and ceilings; inspect various maintenance projects; build forms and mix/pour concrete.
• Work collaboratively with outside vendors and contractors in identifying unusual problems and/or maintaining and repairing City facilities and buildings.
• Report potential safety problems related to City facilities, clean up spills and unsafe conditions as identified; lock and unlock doors of City facilities.
• Repair and maintain ice machines, high pressure wash systems and pumps, and a variety of stoves, refrigerators, dishwashers, laundry washers/dryers and related small appliances.
• Perform set up for events and classes including stage and podium, audio-visual and public address systems, lighting, generators and related equipment.
• Evaluate job needs; purchase parts and supplies if not available in Central Stores.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• General methods and practices used in a variety of building trades, such as carpentry, general construction, electric, plumbing, painting, and heating/air conditioning systems.
• Tools and equipment used in a variety of building construction and maintenance trades; use and purpose of general construction tools and equipment.
• Basic computer skills related to data entry/retrieval.
• Basic principles and practices of record keeping.
• Principles and practices used in the performance of a variety of skilled building trades work, involving carpentry, general construction, electrical, plumbing, painting, and heating/air conditioning systems.

Ability to:

• Learn to perform semi-skilled and skilled work in the maintenance and repair of City facilities, equipment, and related facilities.

EXPERIENCE AND TRAINING

Experience:

• Two years of increasingly responsible experience performing building maintenance and repair work similar to that of a Building Maintenance Worker I with the City of Roseville working in operations and maintenance of a commercial or institutional facility performing building maintenance work such as electrical, carpentry, painting, plumbing, and heating/ventilation/air conditioning (HVAC) tasks.

Training:

• Equivalent to completion of the twelfth (12th) grade GED, or higher level degree; course work or training in one or more of the building trades is highly desirable.

License or Certificate

• Possession of a valid California driver’s license by date of appointment.

Happy Hollow Park & Zoo (HHPZ) is a 16-acre amusement park and Association of Zoo's & Aquariums (AZA) accredited zoo located in San José, California. Happy Hollow is open year-round catering to families with children. It operates eight amusement park rides, displays various endangered species, and operates one of the oldest classical puppet theaters in California, as well as offering many other playgrounds and attractions emphasizing play and imagination in a natural conservation setting.

Under the direction of the Amusement Park Supervisor, the Rides & Attractions Safety Coordinator position is responsible for multiple park operational areas such as customer service, concessions, cash handling, ride maintenance/inspections, playground maintenance/inspections, and puppet theater productions.
 

This is a highly visible City wide facility and program with focus on the day to day safety operations for the rides and attractions at Happy Hollow Park & Zoo.
 

This position regularly works weekends, evenings, and holidays, during all climatic conditions as assigned.

Rides & Attractions Safety Coordinator job duties include:

- Prepare reports, evaluations, memorandums, and correspondences

-Initiate, maintain, and develop effective working relationships with ground maintenance, park rangers, zoo staff, Public Works, ride & playground manufacturers and state inspectors to foster good relations and partnerships to ensure consistent guest safety.

-Initiate, establish, and implement policies and procedures as they relate to Ride and Playground Safety regulations. Ensure compliance with California Department of Occupational Safety and Health (CAL DOSH) mandated (scheduled and unannounced) rides safety inspections, annual qualified safety inspection (QSI), records audit of rides maintenance and training. Provide oversight of operational procedures and create and update policies including ride operations manuals, emergency, and evacuation procedures, tag out/lock out procedures, certification sheets and training aids to ensure compliance with multiple ride manufacturers, state guidelines (CAL DOSH) and ASTM F-24 industry standards. Completion of records management function for mechanical, preventative, corrective, and modification maintenance.

- Direct, monitor and approve expenditures as allocated in the budget. Prepare and implement part time staff budgets for Rides and Attractions team. Recommend and help develop operating budget revenue projections and expenditures and monitors spending for personal and non-personal services. Supervise and assign Part Time staff, plan and coordinate training. Create work schedules and monitor work performance. Recommend employment, retention, promotion, demotion, and completes performance evaluations. Work with other co-workers, department staff and City departments to insure safer visitor and staff conditions.

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Rides & Attractions Safety Coordinator classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The City of Morgan Hill currently has a vacancy for a Maintenance Worker in the Community Services department. The Maintenance Worker classification is a flexibly-staffed classification of Maintenance Worker I/Maintenance Worker II and the City can fill the position at either level.

JOB SUMMARY:
Under direct supervision of the Maintenance Supervisor, performs a variety of labor and skilled work in the maintenance of streets, parks, street medians, storm drains and related facilities; performs related work as required.

CLASS CHARACTERISTICS:
The Maintenance Worker I is an entry level class in the maintenance series.  This class requires individuals with an aptitude for street and park maintenance work, good physical condition, and a willingness to learn with the opportunity to obtain skills in a variety of maintenance areas.  This class is distinguished from the Maintenance Worker II class in that the Maintenance Worker II is the journey level class of this series who are fully competent to independently perform a number of assigned tasks skillfully and safely, operate equipment, vehicles and power tools as a regular responsibility, and serve as a lead on work projects and crews.

The Maintenance Worker II is a journey level class of this series. Incumbents are competent to independently perform a number of assigned tasks skillfully and safely.The operation of equipment, vehicles and power tools is a regular responsibility of this class, and provide limited lead responsibilities for small crews as required. This class is distinguished from the Senior Maintenance Worker class in that the Senior Maintenance Worker class has supervisory skills and provides day-to-day lead responsibilities and training to other Maintenance staff, directs field work through a crew leader, and performs the most complex work assignments.

Under general direction, this positions plans, coordinates, and directs the cleaning, service maintenance, repair, and overhaul of District vehicles for an assigned operating division. REPRESENTATIVE FUNCTIONS:

• Develops and implements performance goals, objectives, policies, procedures, and work plans for the assigned Maintenance division.

• Initiates and signs all department turn-around documents, including job vacancies and job postings. Ensures the confidentiality and security of all division personnel records.
• Performs periodic personal inspection tours of all division maintenance facilities, including individual shops and buses, during on-duty hours.
• Initiates and responds to correspondence, telephone calls, and emails.
• May be required to temporarily replace or act in the position of the senior District staff member to whom this position normally reports, and may be required to perform some or all the senior staff members representative functions in these situations.

MINIMUM QUALIFICATIONS:

Education: Equivalent to a Bachelor's degree from an accredited four-year college or university in Business Administration, Management, or a similar field.

Experience: Six (6) years of progressively responsible experience in heavy duty-coach maintenance, at least three (3) years of which involved supervisory and/or management level experience and responsibilities equivalent to an AC Transit Senior Maintenance Supervisor.

Representative Duties

Under general supervision, assists in organizing, leading, and conducting recreational programs and provides highly responsible and technical professional staff assistance in the development and conduct of specialized recreational programs, in accordance with District policies and procedures.

Essential Duties and Responsibilities:

• Assists in the supervision, planning, organizing and conducting of specialized recreation programs in the area of fine and performing arts, sports, outdoor activities, therapeutics, inclusion or other areas.
• Prepares written public correspondence, speaks to school and community groups and promotes participation in scheduled activities through marketing plans and outreach efforts.
• Schedules and assigns subordinates to supervise specific activities and evaluates progress.
• Instructs participants in various athletic and recreational activities.
• Supervises, trains, and appraises staff; prepares work schedules.
• Prepares and maintains a variety of records and reports on participation, equipment and facility use.
• Coordinates and participates in equipment selection, physical set-up for special activities and the issuing and collecting of materials.
• Serves as assistant to the supervisor responsible for Inclusion services by helping to evaluate, develop and make recommendations to implement services and programming for those with special needs based on research, trends and best practices; assists in monitoring their effectiveness in the area of program assignment for implementation.

Other Duties and Responsibilities:

• May coordinate activities, finances, and meetings of a Community Advisory Council.
• Assists in preparation of program budget.
• May be required to transport materials or participants.
• Performs other related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. *

Education/Experience:
Bachelor’s Degree with emphasis in Recreation or a closely related field; two years (2) in public group recreational activity leadership experience including supervisory, public relations, marketing skills. For Therapeutic Recreation Unit, preferred degree in Therapeutic Recreation and/or two years (2) experience working with individuals with developmental disabilities, preferably with ABA (Applied Behavior Analysis); and the ability to learn/implement applicable laws and inclusion methods and practices. Knowledge of principles and techniques pertaining to the specialized program activities and, program marketing and evaluation methods; or an equivalent combination of education and experience.

Language Ability:
Ability to read, analyze, and interpret documents in area of expertise, technical procedures, or government regulations. Ability to write reports, correspondence and procedure manuals. Ability to communicate effectively in written and oral form. Ability to present information and respond to questions.

Math Ability:
Ability to calculate figures and amounts such as percentages and costs. Ability to determine cost of contractors and provide budget input.

Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in standardized situations. Ability to interpret a variety of instructions furnished in written or oral form.  

Certificates and Licenses:
First Aid and CPR certificates within 6 months of employment; California Driver’s License. Therapeutic Recreation Unit requires a California Commercial Class C Driver License within 6 months of employment. All positions working with children under 18 require fingerprint clearance.

Directly supervises employees. Number of employees supervised will vary depending on Unit assignment. The City of Albany has an immediate opening for the position of Maintenance Worker II.

Under general supervision, the Maintenance Worker II performs a variety of tasks in maintaining streets; storm drainage and sewer systems; parks, landscaped areas, and grounds; buildings; and vehicles, equipment, and tools. May serve as a team leader when working on a specific project with other Maintenance Workers. May be asked to provide informal guidance and “coaching” to new Maintenance Workers.

This is the journey-level classification in the Maintenance Worker series, and requires thorough knowledge, experience, skills, and abilities to perform all or most of the typical City maintenance tasks listed below, either independently or working as part of a team with other Maintenance Workers.

• Performs sewer and storm drain maintenance including:  flushing, rodding, and cleaning
• Operates hand and power tools, and light and heavy construction equipment. 
• Paints traffic lanes, markers and curbs; paints by hand, and operates power paint spraying equipment.

• Operates pressure washing and steam cleaning equipment.

• Removes and disposes of trash and litter. 
• Maintains and repairs park equipment and irrigation systems, including time clocks. 
• Operates small trucks, dump trucks, ride-on mowers, walk-behind mowing equipment, weed eaters, edgers, and similar power equipment. 
• Utilizes a variety of tools and related mechanical equipment.

• Operates, and performs basic maintenance and repair, as required.

Minimum Requirements

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• High school diploma or GED, or completion of a job or technical training program in general construction, street maintenance, grounds keeping, building trades, or a closely related field; and

• Four years of directly-related work experience; and

• Must be able to work occasional nights and weekends; and

• Must possess a valid California Class C Driver's License and a satisfactory driving record; and

• Must possess knowledge of the basic principles, methods, materials, tools, terminology, techniques, safe work practices, and problems associated with the maintenance of streets, sewers, storm drains, grounds, landscaping, buildings, vehicles and equipment. 

SPECIAL REQUIREMENTS

The Maintenance Worker II may be exposed at times to raw sewage and associated waste matter.  In the event the State of California issues regulations requiring technical certification of sewer maintenance workers, employees in this classification will be required to obtain and maintain the technical certification required by the State.

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Department

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.
• Foster and maintain good working relationships and provide excellent customer service in the course of their work.
• Assist in the inventory, requisition, and purchase of supplies and materials.
• Supervise and train less experienced operators on assigned shift.
