The City of San Jose’s Parks, Recreation and Neighborhood Services Department (PRNS) is looking to fill two (2) Deputy Director positions for the Parks Division and the Recreation & Neighborhood Services Division.

THE PARKS, RECREATION, AND NEIGHOBRHOOD SERVICES DEPARTMENT

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Senior Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.  

Under direction of a Division Manager, the Senior Analyst position will manage the Compliance Unit of the Rental Stabilization Program including three Analyst positions and a Staff Specialist. This role will be overseeing the Rent Registry and Administrative Citations with a focus on Policy Development and Outreach throughout the community. The Rent Stabilization Program provides mediation and arbitration services to landlords and tenants in rent-controlled apartments, oversees rent controlled mobile homes, and provides information and referrals for non-rent controlled apartment units in San José. 

This position shall:

• Manage Administrative Citations and compliance of the Apartment Rent Ordinance, Mobilehome Rent Ordinance, Ellis Act, and Tenant Protection Ordinances.
• Oversee annual Rent Registry filing of units’ subject to the Apartment Rent Ordinance.
• Administer the required Notification filings subject to the Tenant Protection Ordinances.
• Support and develop public outreach efforts to inform tenants and landlords regarding their rights and responsibilities under the various ordinances.  Language access and cultural sensitivity will be critical in the development of outreach materials.
• Research, analyze, and recommend housing policy changes related to tenant and landlord ordinances.  Prepare complex reports and presentations to inform City officials, Housing Department management, and the public regarding changes in housing policy.
• Develop a positive team environment within the Program, investing in staff and building team dynamics.
• Confer with department mangers on difficult management/administrative problems, supervises or leads in gathering facts and data problem resolution; evaluates, prepares reports and recommendations for resolving issues between land lords and tenants as defined by City ordinances and state and federal law.
• Provide impartial assistance to all parties in preparing their petitions and responses for the hearing processes.
• Prepare and monitor program budget; prepare revenue estimates; establish fees and charges; prepare and monitor grants, contracts, and other financial transactions.
• Analyze organizational structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels services provides by City government, authorized workforce, and other budgeted resources.
• Negotiate, develop contracts, grants and special funds to meet City or department needs; prepare bids and specifications. 
• Manage, supervise, and coordinate administrative and analytical staff support activities in a variety of department functions, providing the direct planning, management and monitoring of services.
• Consult with administrative, supervisory and line personnel of City department in determining staff training and educational needs; establish and monitor in-service training programs; participate in employee relations matters as required.
• Utilize automated data processing applications, including spreadsheets and databases to analyze and present information.
• Perform related work as required.

The ideal candidate will have experience with general management/administrative analytic work and providing information to the public that has involved the interpretation and applications of laws, rules, and regulations.  Familiarity with rent control and/or issues regarding housing is highly desirable.

The Parks Division of the Department of Parks, Recreation and Neighborhood Services is recruiting to fill multiple full-time Gardener positions available in various park districts. Under direct supervision of the Parks Facilities Supervisor, Gardeners are responsible for performing various gardening and grounds keeping duties in parks, municipal grounds, and trails within a Regional Park or Park District. Candidates must be willing and able to work weekends, holidays and/or other shifts as needed.

Duties of the Gardener position include, but are not limited to:

• Inspecting shrubs, trees, and various landscaped areas for insect/disease problems and fertilization requirements.
• Determining the type and amount of applications required.
• Applying fertilizers, insecticides, herbicides, and other chemicals as needed.
• Determining appropriate irrigation required for turf, plants, shrubs, and trees.
• Planting, cultivating and transplanting areas within the park's landscaping as required.
• Operating a broad range of equipment such as; tractors with attachments, various types of trucks, backpack blowers, turf sweepers, lawn rollers, aerators, renovators, thatchers, mowers, power edgers, sprayers, rototillers, power augers, power sod cutters, power brush cutters, fertilizer spreaders, and other equipment and hand tools used in grounds maintenance.
• Checking and monitoring areas, equipment, and operations for safety, cleanliness, and security.
• Assisting visitors to public areas with basic information and directions as requested.
• Providing lead direction to classifications such as Groundsworker, Maintenance Assistant, and court referred program participants or volunteers.
• Duties will also include preparing routine reports (oral and written) and data entry using work order system.

Happy Hollow Park & Zoo (HHPZ) and Emma Prusch Farm Park (EPFP) Position

PRNS is seeking a Parks Manager for Happy Hollow Park & Zoo (HHPZ) and Emma Prusch Farm Park (EPFP). This senior level manager oversees and park operations, maintenance, animal care and outdoor nature programming at HHPZ and EPFP. The Parks Manager is also responsible for oversight of all business operations of HHPZ including amusement park ride operations, concessions, and guest services. In this context, specific areas of responsibility will include the development and administration of operating and revenue budgets, recruitment and supervision of staff, contract management and all business aspects of both destinations.

This position directly supervises an amusement park, business operations, and maintenance staff, education and conservation programming and animal care for Happy Hollow Park & Zoo, and Emma Prusch Farm Park.

This senior level manager will play a key role in developing and advancing plans to operate and maintain HHPZ and EPFP. This will involve coordinating a large, diverse set of stakeholders including operations staff within PRNS, counterparts in other departments, such as the Public Works Department; City Council members and commissioners; and, external stakeholders, such as vendors, contractors, corporate partners, community based

organizations, and park foundations.

With this in mind, the City is seeking a strong, innovative, and politically sensitive leader to juggle numerous priorities in a way that promotes PRNS as a national leader in Parks and Recreation. Key near-term projects will include oversight of the following:

• • Developing and maintaining a strategic partnership with the Happy Hollow Park and Zoo Foundation, and multiple non-profit partners at Emma Prusch Farm Park;
  • Develop and promote HHPZ’s memberships, concessions, and other revenue generating programs and service packages in order to attract and retain a strong customer base;
  • Large and small Capital Improvement projects for HHPZ and EPFP; including animal exhibit renovation, historical site preservation and facility infrastructure projects;
  • Zoo enhancement projects including development of new exhibits and acquisition of new animals to make HHPZ a nationally recognized leader in zoo programming and conservation;
  • Installation of an inclusive playground at EPFP, management of multiple horticulture and agricultural sites and facilitation of the mission and vision of both Destinations with a focus on accessibility and equality.

Parks Division Operations Team Position

PRNS is seeking a Parks Manager for its Parks Division Operations Team. This senior level manager oversees an $8.6 million dollar and is responsible for Region 1 operating area, which includes 166 parks and facilities, and covering over 800 acres of parkland located throughout the City’s Council Districts 1,2,6,7,8,9 and 10.

This position directly supervises an operations staff, including a three Parks Facilities Supervisors, who oversee a total program crew of 46 full time staff, and 13.02 full time equivalent of part time staff. Together, the group is charged with maintaining and operating parks, providing park ranger services and leisure programs, and collecting park fees.

This senior level manager will play a key role in developing and advancing plans to operate and maintain parks throughout the positions assigned area. This will involve coordinating a large, diverse set of stakeholders including operations staff within PRNS, counterparts in other departments, such as the Public Works Department; City Council members and commissioners; and, external stakeholders, such as vendors, contractors, corporate partners, community based organizations, and "Friends of... " groups.

With this in mind, the City is seeking a strong, innovative, and politically sensitive leader to juggle numerous priorities in a way that promotes PRNS as a national leader in Parks and Recreation. Key near-term projects will include oversight of the following:

• • Oversite of installation of automatic irrigation system
  • Implementation of Park Maintenance standards
  • Renovations of various sports fields;
  • Support amenity-based data metrics for the Business Intelligence Program; and
  • Facility improvements, repairs, and renovations of parks.

THE POSITION

The Park Maintenance Worker I will work in the Parks Division within the Public Works Department, performing semi-skilled and skilled labor to: maintain turf, trees, shrubs, groundcover, top dressings, irrigation systems, playground equipment, park furnishings, restrooms, and sport field equipment; operate and understands basic maintenance procedures for various power turf equipment, including but not limited to mowers of various sizes, edgers, blowers, chainsaws, and related equipment as required; perform a wide variety of skilled tasks involving the use of power equipment and hand tools in the areas of park and grounds maintenance, irrigation system installation, programming, and maintenance, tree/shrub trimming maintenance; perform the installation, maintenance and repair of various parks and grounds improvements, planting and trimming of trees/shrubs; understand fertilizer and herbicide products and application related to turf and ornamental plant care; and may performs other related duties as assigned.

The normal work schedule will be 20 hours per week (0.5 FTE), with the specific schedule determined based on the needs of the Division. Operations and Maintenance Superintendent

The Operations and Maintenance Superintendent (O&M Superintendent) oversees all aspects of wastewater conveyance system operations and maintenance. This position reports to the Operations and Maintenance Manager and supervises and directs assigned staff.

Under the direction of the Operations and Maintenance Manager, the Operations and Maintenance Superintendent is responsible for managing the daily operations of the District wastewater collection and conveyance system, maintenance on infrastructure such as cleaning of gravity lines, operation and maintenance of pump stations, inspection and testing of air valve assemblies, customer service calls requiring field personnel response, overseeing the Computerized Maintenance Management System (CMMS) of the Operations and Maintenance Department.

Sample Essential Duties and Responsibilities Include:

• Recommend and implement District goals and objectives; establish performance standards and methods for the operation and maintenance of the District’s sewage conveyance system and the maintenance of District facilities and fleet; develop and implement policies, procedures and metrics.
• Evaluate operation and maintenance activities; implement improvements and modifications; prepare various reports on operation and maintenance activities.
• Direct and supervise safe and effective operations and maintenance of sewage collection systems and staff.

• Principles and practices of supervision, training, and performance evaluation.
• Principles and procedures of emergency response preparedness.
• Adept at using good personal judgment and discretion; remaining calm in crisis, emergency, and/or other stressful situations, and using discretion when handling and disseminating sensitive information.
• Providing excellent customer service and emergency response.

Required Qualifications:  Any combination of education and experience that provides the knowledge, skills, and abilities required for this position. A typical way of obtaining the required qualifications is to possess the equivalent of:

• Equivalent to graduation from high school supplemented by CWEA certification or courses in water/wastewater resources, project management, or a related field. A college degree is desirable.
• Three years of experience as a supervisor, preferably in water or wastewater operations.

Licensing, Certification, and Registration Standards: 

• Must possess and maintain a valid California Class C Driver’s License with a satisfactory driving record and insurability under the District’s vehicle liability insurance coverage.
• Possession of California Water Environmental Association (CWEA) certifications such as Collection System Maintenance Grade III, Grade IV and/or Mechanical Technical Grade I is desirable.

MINIMUM POSITION REQUIREMENTS:

KNOWLEDGE OF: Uses and purposes of various hand tools employed in basic laboring; safety precautions and practices necessary in working with hand tools and heavy equipment; the operation and maintenance of a variety of light and heavy equipment.

SKILL AND ABILITY TO: Perform routine maintenance activities related to park, street or facility maintenance; understand and follow oral and written instructions; establish and maintain effective working relationships with those contacted in the course of work; work with the variety of tools related to maintenance; learn to operate a variety of maintenance equipment; and perform heavy manual labor.; work indoors or outdoors under adverse weather conditions.

PHYSICAL REQUIREMENTS AND GENERAL WORKING CONDITIONS: While performing maintenance activities, the Maintenance Worker is required to stand; walk; use hands and fingers to handle, feel, or operate objects, tools, or controls; reach; climb or balance; stoop, kneel, crouch or crawl; lift and/or move 80 lbs. Heavy physical indoor or outdoor work is required during the course of a normal maintenance work day. Work in inclement weather is also required. Work on holidays, weekends, and nights may be required.

EXPERIENCE AND EDUCATION: Any combination of the listed experience and education requirements may lead to a qualifying application. A typical way to obtain the knowledge and abilities would be:

• High school diploma or GED equivalent
• One year of related experience in public works maintenance and/or construction work is related but not required
• Must possess a valid California driver’s license and have a satisfactory driving record

The City matches this 3.75% for a total contribution of 7.5% of your gross compensation per pay period.
