The Management Analyst will oversee environmental service programs, solid waste, and affordable housing/CDBG. This position will work closely with the Planning Director and gain valuable experience interacting with other City Executives. The Planning Department oversees five major activity areas including Planning, Environmental Services, Housing Authority, Community Development Block Grant (CDBG), and the Village Business Improvement District (BID) and supports the Project Review Committee, Planning Commission BID Board, and City Council in their review of activities overseen by the Planning Department.

Under general supervision, the Management Analyst is responsible for a variety of professional level duties and responsibilities, including but not limited to administering assigned programs, developing new administrative procedures, analyze information and participate in the preparation and implementation of division budgets.  Positions allocated in this class may direct subordinate staff in execution of assigned duties.

Some of the typical duties of the Management Analyst include but are not limited to, the following:

• Conduct assigned programs and specialized department programs such as solid waste recycling or other programs as assigned.
   
• Participate in the development and implementation of new or revised programs, systems, procedures, and methods of operation; compile and analyze data and make recommendations.
   
• Assist in the drafting and implementation of policies and procedures; assist in the preparation of ordinances, resolutions, manuals, reports, and other supporting program documents.
   
• Participate in the preparation and administration of assigned operating and capital budget(s); maintain and monitor appropriate budgeting controls.
   
• Collect, compile, and analyze information from various sources on a variety of specialized topics related to programs administered by the position or by the management staff, including complex financial, budget or administrative issues or questions; prepare comprehensive technical records and reports to present and interpret data, identify alternatives, and make and justify recommendations.
   
• Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems or issues; monitor legislation and analyze proposed legislation.
   
• Direct the work activities of others involved in related activity, prioritize and coordinate work assignments; review work for accuracy; recommend improvements in work flow procedures and use of equipment and forms.
   
• Serve as a liaison with employees, public and private organizations; represent the City in a variety of community groups, boards, commissions, State and Federal agencies, and other organizations; provide information and assistance to the public regarding the assigned programs and services; receive and respond to complaints and questions relating to assigned area of responsibility; review problems and recommend corrective actions.
   
• Prepares staff reports, Committee and Council agendas and memos; attends meetings and performs presentations.
   
• Participates in special projects, including research of new programs and services, budget analysis preparation, and feasibility analysis.
   
• Provides training in various areas to department employees including updated procedures, rules, laws and other areas as required.
   
• Coordinate activities and special events with other City departments, the public and outside agencies; attend meetings as a representative for assigned department.
   
• Assist in Public Agency contract negotiations; monitor compliance with applicable contractual agreements.
   
• Apply for grants, prepare and monitor programs grants and related proposals.
   
• Perform related duties and responsibilities as assigned.

Education and/or Experience

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge would be a Bachelor’s degree in public administration or a closely related field, and two years of administrative and analytical experience, preferably within a local government environment, in the collection, compilation, and analysis of data involving financial, budgetary, or administrative issues.

Knowledge and Skill Levels

Organizational, analytical and management practices as applied to the analysis, evaluation development and implementation of programs, policies and procedures; working knowledge of research methods and techniques; report and grant writing; modern office practices and procedures and financial record keeping.

THE POSITION

The Human Resources Department is accepting applications for the temporary and part-time position of Interpretive Services Program Leader (Museum Educator) in the Environmental Utilities Department at the Roseville Utility Exploration Center. The position’s primary responsibilities are to lead school programs, conduct exhibit/utility facility tours, and plan/present adult & youth programs.  This position is limited to 1,500 hours per fiscal year.  This position requires availability to work weekdays and Saturday shifts, as needed.

Training:

THE POSITION

The City of Fremont is seeking an Environmental Specialist I (ES I) to support the City’s solid waste and stormwater permit programs.  This is a journey-level technical position within the Environmental Services Division of the Community Services Department. Under the general supervision of the Solid Waste Administrator, the ES I will perform technical level work in the development, implementation and promotion of solid waste management programs with a particular focus on commercial and multi-family waste diversion programs. The candidate may also perform specialized work in stormwater permit compliance, solid waste management, or other related environmental programs and will serve as a source of information and problem solving for incoming customer service calls.

EXAMPLES OF DUTIES

- Design and develop a variety of methods and materials to promote, implement, and evaluate assigned commercial/industrial waste reduction, recycling, and stormwater permit compliance projects and programs.
- Understand division programs, services, and applicable municipal codes in order to provide effective and accurate customer service. Coordinate with services providers or other agencies as needed to resolve issues.
- Evaluate design plans and collaborate with other City departments to insure that new developments comply with waste management and stormwater permit requirements.

- Produce/coordinate public education and multi-media outreach including web pages and social media for the Environmental Services Division.

Parks, Recreation and Neighborhood Services, is accepting applications for the position of Maintenance Assistant.  This recruitment will be used to fill multiple positions within the department. 

Maintenance Assistants perform a variety of entry level maintenance tasks. Positions with the Parks, Recreation and Neighborhood Services Department are responsible for building, grounds, and parks maintenance.  Individuals in this classification are expected to work weekends, some evenings, and holidays.  Some positions require working alternate shifts, including, weekends, holidays, overtime, and on-call. 

Part-time positions are available in Parks, Recreation and Neighborhood Services Department. POSITION

The Maintenance Services Division of the Public Works Department is seeking an experienced Building Maintenance Worker II to provide maintenance support for all public facilities, such as City Hall, Historic Homes, Fire Stations, Police Department, Recreation facilities and Rental Housing.  

This is a full-time (40 hours/week) temporary position.

- Build, assemble, transport, install, and/or repair facility furnishings and fixtures.

Electrical Assignment
- Perform maintenance and repair work on building power and lighting systems, sewage and storm pumps and motors.
- Independently install, troubleshoot, repair, service, and maintain equipment and apparatus, including electronic card access control devices and various types of security devices.
- Access, update, and maintain an electronic access database.

Summary Description

Distinguishing Characteristics

This is the advanced journey level class in the Water Distribution series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, and complexity of duties assigned. Employees perform the most difficult and responsible types of technical duties assigned to classes within this series including performing technically complex maintenance duties related to area of assignment, performing administrative duties related to budget, contract administration and support of City ordinances, performing duties with heavy equipment and/or providing technical and functional supervision over assigned staff. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

REPRESENTATIVE DUTIES: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Coordinate and provide daily work assignments to water maintenance personnel; review work and control quality of work; may provide input on performance evaluations.

THE POSITIONS

Under direct supervision, the Public Service Assistant II will perform litter/trash pick-up, barbeque maintenance, leaf/debris pick-up, and miscellaneous park duties in Central Park and other community parks. The Public Service Assistant II will also perform related duties as assigned.

WORK SCHEDULE

The positions work up to a full-time schedule of 40 hours per week and may be required to work a regular shift that includes evening and weekend hours. These temporary assignments are limited to 999 hours per fiscal year (July 1 - June 30).

EXAMPLES OF DUTIES

 Pick up and remove trash and litter from various City of Fremont parks

 Maintain park barbeques

 Leaf/debris cleanup

 Perform other related duties as assigned.
