The City is seeking dynamic and committed individuals to perform professional and technical work of moderate difficulty involving the qualitative and quantitative chemical, biological and physical analyses of water, wastewater, industrial waste and related materials.  The Environmental Services Department (ESD) is recruiting for Chemist vacancies at the Watershed Protection Division. 

The Watershed Protection Division provides services that support the City's efforts to protect water quality in local creeks and in the Bay. Key functions of the division include Environmental Enforcement, Pollution Prevention, Stormwater Management, and Laboratory Services. The Chemist position is part of the Laboratory Services work group in the Watershed Protection Division. Chemists provide leadership, direction, supervision, and training of Laboratory Technicians and may be assigned tasks in the development of analytical methodologies, applied research, specific projects or related work as required.  

Key responsibilities of the Chemist include but are not limited to: 

• Develops, implements, directs, and reviews analytical methodologies for instrumental and wet chemical analysis on water, wastewater, industrial waste and related samples.  
• Monitors, evaluates, and recommends solutions for laboratory analytical and sampling problems related to facility operations, pretreatment source control and revenue programs, and SBWR (South Bay Water Recycling) monitoring.  
• Performs complicated and research related biological, chemical and physical analyses of water, wastewater, industrial waste and related samples.  
• Evaluates, determines, and implements sampling programs and procedures; quality assurance/quality control program tenets; and recommends methods and procedures for implementation into normal laboratory operations.  
• Supervises, directs, and reviews the daily work activities within the laboratory including the instruction and training of laboratory personnel, preparation and modification of daily work schedules, assignment of duties to laboratory technicians, laboratory safety, and the maintenance of laboratory supply inventories.  
• Reviews, validates and reports laboratory analytical data using LIMS (Laboratory Information Management System). Reconcile discrepancies and incorporate corrections as required.  
• Assists with the organization, analysis, and summary of information from industry, government agencies and the public, which may include hearings, workshops, seminars, etc.  
• Compiles records and manages laboratory data and records; provides organization of record keeping and data retrieval; supervises clerical and other personnel as directed; prepares written and verbal reports as requested.  
• Reviews, analyzes and implements requirements for laboratory safety, chemical storage facilities, hazardous materials inventory statements and hazardous material management and communication plans. Knowledge and understanding of the laboratory’s Chemical Hygiene Plan (CHP).  
• Incorporates and maintains required laboratory quality control, quality assurance (QA/QC), and Good Laboratory Practices (GLPs) protocols in all laboratory work.  
• Must possess physical characteristics to perform critical and important duties of the job. 
• Must be willing to work weekends, holidays and overtime as needed.

Planning Technician

The City of Lafayette (pop. 24,000) is looking for an entry-level professional in urban planning. The successful candidate will be expected to provide clear analysis and excellent customer service. The planner will have the opportunity to work in the field of current planning, including review of development and land use applications, zoning, site plan and environmental review. • works with Marin County Adult Offender Work Program (AOWP) participants on Saturdays
• constructs or maintains fuel breaks;
• removes exotic plant species and plants native vegetation;
• constructs fish habitat improvement;
• installs erosion control structures;
• may work on a crew preparing for and conducting prescribed burns;
• supports heavy equipment operation and maintenance used in vegetation management;
• maintains radio communications with field staff;
• follows safe work practices and observes safety rules and precautions to ensure a safe work environment;
• drives light trucks to and from various locations throughout the watershed to conduct District business;
• operates construction equipment and a variety of hand and power tools in the maintenance of watershed lands and facilities; and

WATERSHED PROTECTION/RANGER AIDE

• Assist Ranger staff with day to day maintaining of park and watershed cleanliness and order;
• maintain off park watershed property for cleanliness and order;
• inspects facilities for cleanliness and empties trash containers, refills dispensers and cleans restroom facilities as needed;
• replace and update signage as needed;
• repair, maintain or close trails as needed;
• maintains security of radio, cash, materials, and supplies;
• maintains radio communications with field staff and assists watershed personnel as requested;
• performs administrative tasks including completing daily cash summaries, verifying and securing receipts;
• assists with patrol of areas to aid visitors and prevent vandalism and misuse;
• assists in interpretation of  laws, ordinances, rules and regulations;

• maps watershed natural resources using a global positioning system or Calflora’s Observer Pro system;
• enters data into watershed geographic information system or Calflora Weed Manager system;
• conducts natural resource field surveys including habitat assessments, rare plant surveys, and permanent vegetation plots;
• performs administrative tasks including data entry and report production;
• directs interns and volunteers in execution of scientific protocols and habitat restoration activities; and

The City of Thousand Oaks Hill Canyon Wastewater Treatment Plant (HCTP) has an excellent opportunity!   We are seeking a highly motivated, organized and detail-oriented Laboratory Aide to assist with a variety of wastewater analysis, including testing, sampling, research, laboratory cleanliness, and analytical data entry.  The Laboratory Aide will be a team player, and self-starter, and take a proactive and solutions-oriented approach in the support of the day-to-day laboratory operations.

Position Description

Definition

Under general supervision, performs service and repair work on a variety of District vehicles and gasoline and diesel-powered equipment; and to do related work as required.

Distinguishing Characteristics

This is a journey-level position that requires a broad spectrum of experience in the diagnosis and repair of automotive vehicles and equipment. Incumbents in this class perform the full range of vehicle and equipment service and repair work from oil and lubricant changes, engine overhauls, tune-ups, smog checks, to the repair of mobile construction equipment and small gasoline powered equipment. Incumbents are expected to train workers, apply safety regulations to work assignments, and prepare and maintain written documents using a computer.

Examples of Duties

Typical duties may include but are not limited to the following:

• Performs major overhauls on engines, transmissions, transfer cases and differentials for all types of District vehicles and equipment;

• Keeps current of new technology and practices and maintain certifications as required;

• Inspects, diagnoses and repairs automobiles, trucks and related equipment;

• Adjusts and repairs brakes, alternators, starters and other automotive parts;

• Diagnoses and repairs cooling system problems;

• Performs motor tune-ups, replacing or repairing parts as necessary;

• Logs designated vehicle and equipment service and repairs into computer-based fleet maintenance system;

• Diagnoses, repairs, and overhauls hydraulic pumps, valves and cylinders;

• Washes and steams cleans vehicles;

• Utilizes diagnostic programs and performs smog tests;

• Follows applicable federal, state, local and District safety rules, regulations, policies and guidelines at the worksite to ensure the safety of others and the District’s vehicle fleet and equipment.

The Building Efficiency Program Fellow will work closely with Sustainability staff within the Public Works Department to support the launch of the Brisbane Building Efficiency Program (BBEP).

The BBEP is a new program under the city’s Climate Action Plan established through city ordinance in December 2019. It requires commercial, industrial and multi-family buildings larger than 10,000 square feet in Brisbane to benchmark their buildings beginning in 2021. The BBEP is one of the few programs in the state and country to go “Beyond Benchmarking” and require buildings to meet high-performance standards or complete building audits and take action to improve. First of their kind compliance pathways include Green Lease and Distributed Energy Resource options. Get in on the ground floor as we complete development of this innovate program and begin implementation!

Tasks and Responsibilities:
1. Implementation: Facilitate the rollout of the Brisbane Building Efficiency Program through the first benchmarking compliance cycle. Assist in the tracking and reporting of program progress, including suggested improvements.
2. Outreach: Assist with notification of building owners and tenants regarding compliance obligations. Coordinate with the City of Brisbane’s Sustainability and Communications Managers on program marketing activities (e.g. website, social media, and collateral development).
3. Stakeholder Engagement: Assist with in-person and/or virtual stakeholder engagement sessions to inform participants about program requirements and how to comply.
4. Customer Support: Respond to phone and email questions and concerns. Host office hours or technical support sessions to assist stakeholders with compliance.
5. Benchmarking: Work with small businesses to gather facility details and access utility data to complete energy and water benchmarking in Energy Star Portfolio Manager.
6. Communication: Communicate and coordinate with internal staff and external program stakeholders such as building owners/operators, tenants, PG&E, strategic partners, contractors, and community and business organizations to facilitate program objectives.
7. Data Management and Reporting: Compile, organize and present program compliance data and results in both written and verbal form. Assist with reporting to the CA Energy Commission, as well as city leaders and the public.

Minimum Qualifications: Degree in Environmental Science, Environmental Engineering, or related field. Experience in building energy usage and systems and/or Energy Star Portfolio Manager is a plus.

About the Position:  Focus is on a wide variety of planning and capital improvement projects that increase public access and enjoyment of District lands. In addition to supporting senior staff, the Planner II is tasked with analyzing and developing recommendations for land use policies; preparing long-range master and site-specific plans to guide the use and management of District lands; directing the preliminary design phase of capital improvement projects such as parking areas and trails; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; conducting public engagement; preparing requests for proposals; assisting in development and administration of grant applications; preparing and assisting in the preparation of environmental review documents; obtaining planning and environmental permits and initial approvals for District projects; and reviewing external agency projects for impacts on District lands.  The position uses computer-based and/or other systems such as MS Projects, SharePoint, GIS for management and analysis of data regarding District lands, facilities, natural resources and activities.

The ideal candidate is expected to communicate and collaborate closely with other departments to complete project requirements, work with local jurisdictional agencies to coordinate planning and permitting efforts; direct multidisciplinary teams of consultants; prepare and present clear and concise oral and written communications to senior staff, the Board of Directors and public; keep projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintain well-organized and complete project documentation; and build trust with peers, community members, stakeholders, and District leadership. Work Environment:  During this time of COVID-19 restrictions and care for our employees’ health, Midpen employees are working remotely.
