About The Department
The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Position
Under the direction of the Deputy Director of Facilities, the Capital Programs Manager is responsible for overseeing the staff and activities of the County of San Mateo Public Works Department’s Major Capital Projects team (MCP). Recently created, MCP will ultimately be a team of four positions responsible for the execution of large capital improvement projects for the County and is part of the overall Capital Projects Section which includes a total of 21 positions.  This includes maintaining the County’s long-range capital construction program and tenant improvements, and supervising professional, technical, and support staff involved in major capital project planning and design. The role involves developing, implementing, and evaluating goals, objectives, policies, and priorities for the section, and providing complex staff assistance to the Director of Public Works, their staff, and/or the County Executive’s Office.
 
 Additionally, the Capital Programs Manager directs their team in the programming, planning, design, and construction of building projects or modifications of County buildings and facilities. The position ensures the overall execution of the program’s Capital Improvement Plan (CIP), guaranteeing projects are delivered within scope, timeline, and budget.
 
The ideal candidate will possess:

• Eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.
• Coursework in Construction Management, Building Architecture, Engineering, or a closely related field is preferred. 
• Ability to thrive in a fast-paced, demanding environment.
• Skills in project management, strategic planning, and performance management.
• Experience in public works project management, design, construction, and contracting for complex public works facility construction/improvement projects; and knowledge of standard practices related to public works projects.
• Knowledge of applicable federal, state, and local regulatory codes and rules; and contract development and administration experience related to public works facility improvement activities and operations. 
• Experience in establishing, monitoring, and tracking program budgets and schedules; preparing recommendations and reports related to the capital improvement program; and developing, tracking, planning, procuring, and negotiating consultant services and task orders.
• Knowledge of the State of California and local jurisdiction regulations and permit procedures related to capital improvement projects.
• Knowledge of architectural planning and design practices; building construction materials and methods; and structural, mechanical, and electrical engineering principles as related to capital improvement projects in government buildings including healthcare and correctional facilities.
• Familiarity with the various mechanisms used to finance projects such as state and federal grants, county funding, lease purchase agreements, certificates of participation, and joint powers agreements.
• Experience managing enterprise funds, including setting billing rates.
• Excellent analytical and report-writing skills to formulate and write comprehensive technical reports, specifications, and business correspondence.
• Strong interpersonal skills and ability to establish and maintain effective working relationships with clients and co-workers.
• Effective communication skills, both orally and in writing.
• Experience managing, directing, and overseeing professional service consultants.

As the Capital Programs Manager, your responsibilities will include, but are not limited to, the following:

• Develop, plan, and implement goals and objectives for the Major Capital Projects team in the Capital Project section of the Public Works Department in close coordination with the Deputy Director of Public Works.
• Provide leadership and administrative policy direction to the MCP team.
• Establish and monitor performance goals and key performance indicators for the section.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.

Position Duties:

The total salary range for the Parks, Recreation, and Facilities Supervisor classification $112,563.36 - $137,220.72 annually.

This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience. 

The Parks, Recreation and Neighborhood Services (PRNS) Department is currently seeking to fill one (1) Parks, Recreation, and Facilities Supervisor position in the Recreation Division overseeing the Citywide Aquatics Program. The position will be responsible for the oversight and administration of the Aquatics programs at six (6) city owned facilities including one (1) year-round program. The position is responsible for all related duties to the operation and maintenance of the programs and its facilities. This includes but is not limited to the development and implementation of the Learn to Swim Program, Recreation Swim Program, training programs, staff certifications, contracts with external partnerships, and management of Full Time and Part Time seasonal staff.

The position will also be responsible for the oversight of maintenance and related capital improvements necessary to maintain all City owned pools in good working order consistent with local, State, and Federal requirements. This includes but is not limited to daily pool chemistry checks, pool vacuuming, monitoring of automated pool chemistry systems, development of annual capital plan for pools, and any other necessary duties to maintain the pools in good working order.

The Parks, Recreation, and Facilities Supervisor (PRFS) positions perform duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs, and care and shelter coordination. The PRFS assigned to the Recreation Division performs duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs. The PRFS may be assigned to Community Center operations, Citywide service areas (including leisure, seniors, therapeutics, or aquatics). Community Center operations include responsibilities in leading a team at a multi service HUB including seniors, adults, and youth programs in addition to recreation programming throughout the Council District at satellite sites. PRFS’ assigned to Citywide roles will be responsible for the administration and delivery of major citywide recreation programming related to the areas assigned to that PRFS. The positions must have the ability to constantly adjust to changing conditions and support a wide variety of customers, agencies, partners and department staff. 

In some assignments the PRFS may be responsible for ensuring the proper maintenance and operation of City Parks by supervising interpretive and education programs for City park users, ensuring safe, secure parks; maintaining and conserving natural features and wildlife in City parks and coordinating emergency services within parks, such as search and rescue and fire suppression. The positions must have the ability to constantly adjust to changing conditions and support a wide variety of customers, agencies, and department staff.

  • Ensures that recreation public facilities/structures are maintained in a clean, safe condition. Conserves and preserves natural open space for public enjoyment. Recommending improvements and inspects projects to maintain and restore natural resources in City Parks, undeveloped City/Park lands.
  • Plans, coordinates, and supervises comprehensive recreation activities for all age groups. 
  • Supervises public contact, liaison work, and preparation/presentation of programs related to recreation service programs.
    • Provides information regarding services and programs available through all forms of media.
  • Develops, reviews and/or supervises contracts for development, operations, projects, or sponsorships. 
  • Supervises development of resources through fundraising, solicitation of donations or co-sponsorships, and obtaining grants to support programs.
  • Responsible for administration of revenue generating activities including fee collections, revenue projections, and revenue analysis.
    • May develop proposals for methods to enhance the facility or operation with non-traditional funding sources or alternative manpower resources. 
    • Researches, evaluates, and recommends new and existing policy and/or organizational changes aimed at organizational development and improvements.
    • Aligns program objectives and work plans with the goal of better supporting the department’s cost recovery, fee generation, and financial sustainability targets. 
    • Performs other related work, as required. 
    • If assigned to fieldwork, possess ability lift, carry, push, and pull materials and objects (such as equipment) up to 50 pounds, or heavier weights, in all cases with the use of proper equipment.

    • Annual preseason opening and closing efforts of City owned pools

THE DEPARTMENT 

The Department of Public Works (DPW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s assets and infrastructure. IDEAL CANDIDATE

The Junior and/or Assistant Engineer will support and gradually lead a variety of projects related to infrastructure improvements, traffic system operations and upgrades, development plan review and permitting, and more. • Develops Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.
• Prepares and/or assists in the preparation of plans, specifications and estimates pertaining to construction projects.
• Interprets plans and specifications.
• Makes engineering calculations, completes design drawings, makes and revises maps, charts and diagrams.
• Conducts pre-construction meetings with contractors to establish job requirements, i.e., timing, noise level, traffic impact.
• Performs field inspections of various municipal construction projects, in progress and upon completion.
• Prepares written reports on civil engineering issues/projects for the department.
• Meets with a variety of public and private officials, individually and/or in a group setting, on civil engineering matters.
• Research and make recommendations on civil engineering issues/problems.
• Performs project management on Capital Projects during the design, environmental, bidding, and construction phases of the project.
• Performs Resident Engineer duties on Capital Projects during construction.
• Performs inspection and enforcement duties to ensure compliance with applicable design standards, specifications, contracts and legal documents, codes and ordinances.
• Review plans and maps submitted by private developers for conformity with laws, ordinances, City imposed requirements and accepted professional standards with the goal of protecting the health, safety, and welfare of the community.

EDUCATION/EXPERIENCE

• Junior Engineer is the entry level engineer classification. The position requires a BS degree in Civil Engineering and does not require any formal work experience or engineering certification.
   
• Assistant Engineer is the initial classification in the engineering job class series requiring EIT and two years of Junior Engineer level experience (a master’s degree shall count for 1 year of post degree engineering experience).

LICENSES

• Assistant Engineer requires an Engineer in Training (EIT) certification.
• Both levels: A valid drivers’ license.
