The City of Sierra Madre is seeking an experienced and service-oriented leader to serve as Public Works Director. Reporting to the City Manager, this position oversees the planning, design, construction, and maintenance of the City’s critical infrastructure systems, including streets, water, wastewater, fleet, and facilities. The City of Marysville seeks a multi-tasking, collaborative team player to work in a fast-paced environment which requires juggling a variety of duties and assignments, while supporting the Administration and Finance Department.  Specifically, tasks will include:

• Prepares and processes necessary forms for new hires, workers compensation claims; conducts interviews to obtain information for personnel processing and assists in completing forms; orients new employees.
• Prepares payroll documents for employees and benefit changes; acts a liaison between employees, insurance carriers or retirement system to solve problems and answer questions; refers employees to the proper source for information.
• Reviews payroll documents and tracks performance management by following the City’s procedures.
• Prepares, maintains, or monitors various personnel and risk management programs including worker's compensation, safety, random drug testing and insurance.
• Prepares and processes benefit administration documents, including vendor premium invoices and employee enrollment forms.
• Audits benefit systems for both retired and active employees to ensure accuracy and promptly corrects any errors.
• Provides personnel and risk management information related to procedures, policy, rules, regulations and laws to employees, other organizations, and the public.
• Actively participates in and may lead citywide training in human resource subject areas.
• Conducts research; compiles and prepares statistical information, charts and graphs, and periodic and special reports regarding personnel department activities including classification specification comparisons to determine if other agencies have classifications comparable with Yuba City; responds to salary surveys.
• Plans and participates in recruitment and selection processes; prepares job announcements, advertising materials, places media and internet ads.
• Screens applications to determine that qualifications are met.
• Assists in the preparation and administration of exams, arranges for oral appraisal panels, prepares letters and informational packages for oral boards and briefs members; schedules candidates for testing and interview processes.
• Maintains the applicant tracking system, notifies candidates of the selection procedure results, computes scores, and prepares eligibility lists and certifications.
• Assists in the Completion of annual reporting (ACA) and other benefit-based reporting e.g. Health Insurance based reporting, Deferred Compensation reporting, CalPERS reporting.
• Composing confidential correspondence, letters, and miscellaneous documents.
• Provides support to the City’s negotiations team by taking notes, conducting, and preparing research as directed, filing, and organizing bargaining related materials, formatting of bargaining unit contracts as well as initial contract edits.
• Provides support to a wide variety of City Boards including preparing correspondence, documents for personnel hearings, and setting up for the hearing and other Board functions.
• May provide administrative support to the City Clerk’s office.
• Promotes City wide wellness programs and organizational culture.
• Interprets, applies, and explains applicable City codes, policies and state and federal laws and regulations.
• May plan, organize, supervise, train, or coordinate the work of clerical staff.
• Maintain confidential City personnel files; maintains personnel office files.
• Assists in budget preparation and cost allocation; performs account support duties.
• Preparation of spreadsheets, data entry, processing mail and receiving and screening visitors and telephone calls.

Preschool Teacher

The City of Burlingame is looking for an energetic, caring, creative, and responsible Preschool Teacher. Under direction of a Recreation Supervisor, the Preschool Teacher plans, schedules, and organizes preschool classes for the City’s Village Park Preschool program, assures policies and procedures are maintained, and performs related work as required.

Essential Duties

• Plan, organize, and implement activities that support early childhood education and socialization
• Lead a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time
• Ensure proper safety precautions are observed
• Maintain and care for supplies, equipment, and the facility
• Report any supply requests and facility maintenance needs
• Set up daily snack, change diapers and support toilet training
• Help with preparation of monthly newsletter
• Complete assigned paperwork, including timecards and incident and accident reports

Qualifications

About the Position

Positions in this classification perform work in the organization and implementation of a wide variety of recreation activities. 

The work schedule will be Monday-Thursday 4:00pm-9:00pm but may vary based on the needs of the City.

The Program Coordinator classification is the top-level position in the Recreation Leader Series.  Advancement from Recreation Leader Level II to Program Coordinator requires 500 hours of work experience at Recreation Leader Level II, or equivalent experience.

May provide functional supervision to a Recreation Leader I or II as assigned.  Receives general supervision from a full-time Recreation Department staff member.

Essential Duties

• Provide evening customer support, which includes front desk coverage at the Adult Community Center, processing registrations and payments, processing refunds and transfers, answering phone, contacting customers through emails and calls.

• Room set ups and break downs.

DEFINITION

Under general supervision, inspects a variety of construction projects to ensure conformance with contract plans, specifications, standards, laws, and regulations; performs work related to plan checking, issuing permits, providing construction recommendations, and other technical functions; and performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

Public Works Construction Inspector is a specialized classification that is responsible for a variety of duties related to the inspection of construction projects.

Receives general supervision from higher-level Public Works Department staff.

DUTIES AND RESPONSIBILITIES

The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

· Provides field inspection of public and private improvement projects that involve grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans, specifications, and schedules; stipulates correction of defective work; recommends approval of acceptable work;

· Performs technical functions, such as plan checking, issuing permits, and answering construction questions, preparing checklists, guidelines and specifications;

· Ensures that all required tests, operations, measurements, and inspections are scheduled, ordered, and satisfactorily completed; ensures compliance with applicable safety regulations;

· Reviews submittals and takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interprets results of soils, materials, and operational tests, including asphalt compliance, concrete strength, and soil compaction test reports;

· Inspects traffic control placed within the City right-of-way and ensures compliance with applicable safety regulations;

· Writes letters to contractors, developers, and homeowners regarding inspections; responds to inquiries and requests for assistance in person, in writing and over the phone;

· Performs contract administration duties, including preparation of daily construction reports, weekly statements of working days, change orders, progress payments, general correspondence, and checking of payroll records, material submittals, and certificates of compliance;

· Assists in investigating and resolving disputes and/or problems, and responds to complaints from the public;

· Conducts sidewalk inspections and follow-up inspections; inspects adjacent properties for damage from construction activity;

· Coordinates work with maintenance staff, other City departments, and public utilities;

· Prepares daily activity records and reports manually and in computer-based format; takes photography and prepares site sketches; and

· Prepares, files and retrieves as-built construction drawings, documents and records;

· Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Applicable laws, regulations, codes, and departmental policies governing the construction of assigned projects; materials, methods, equipment, and techniques used in the construction of a variety of construction projects and structures; basic construction safety practices; soil engineering principles; erosion control storm water protection; word processing; spreadsheets; permitting; maintenance management; pavement management; customer service software; the entire range of construction inspection activities; written reports; taking informative photography; maintaining records, logs, and databases; making mathematical calculations and accurate engineering computations and drawings; surveying procedures, instruments, and equipment; basic construction safety practices; approved engineering methods and standards to the design and construction of a variety of public works projects.

Ability to: Evaluate quality of construction; detect and locate faulty materials and workmanship and determine the stage of construction; read and interpret codes, standards, details, plans, and specifications; make oral and written presentations for meetings with consultants, contractors, property owners, staff, and project teams; communicate effectively and tactfully, both orally and in writing; provide excellent customer service to the public, other agencies, and other City employees;; evaluate CCTV video footage for sewer assessments; estimate and calculate amounts and costs of materials used in construction.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training and/or a degree in building inspection technology, civil engineering, or a related field is desirable.

Experience: Two (2) years of progressively responsible experience as an inspector of construction for public works and engineering projects or a Building Inspector with a Municipal Building Department performing combination inspections.

Licenses: Must possess and maintain a valid Class C California Driver’s License issued by the State Department of Motor Vehicles and a satisfactory driving record. Certifications such as Combination Inspector or related are preferred.

SPECIAL REQUIREMENTS

Physical agility adequate to inspect construction sites. Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach, and crouch. Must be able to communicate effectively, both orally and in writing, hear voices, and operate telephones. Must have ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.
