The City of Pacifica is seeking a seasoned, collaborative, and forward-thinking leader to serve as Deputy Director of Public Works - Field Services & Engineering. This senior management role offers the opportunity to guide essential municipal infrastructure programs that support public safety, community livability, environmental stewardship, and the long-term resilience of a beautiful coastal city.

As second-in-command of the Public Works Department, the Deputy Director provides strategic, administrative, technical, and operational leadership for both the Field Services and the Engineering Division. DEFINITION: Under general supervision from Preschool Instructor(s) and the Recreation Supervisor, the preschool aide assists in planning, organizing, and implementing preschool programming for children ages 2-5 years old in a range of classes from introductory drop-off preschool classes to Kindergarten preparedness preschool classes. Program hours are M-F PM 8:30am – 1:00pm. Approximately 20– 23 hours a week. Preschool aides must be willing and able to both take direction from the Preschool Instructor and work independently when fulfilling tasks. Substitute and on-call positions also available.

EXAMPLES OF DUTIES:

• Assists in the development, coordination, planning, implementing and supervising the day-to-day activities, themes and special events for an ongoing preschool program.

• Create and maintain a safe, nurturing, and creative environment.

• Supervise and engage preschool students during preschool program hours.

• Demonstrate excellent customer service and communicate effectively with co-workers, parents, and children.

• Maintain registration, attendance, and activity records; ensure the proper pick-up/drop-off of children. 

• Encourage good behavior, appropriate manners, read books and engage with all preschool students. 

• Implement and lead appropriate activities for preschool-aged children.

• Possess strong leadership skills in one or more of the following areas: art, crafts, sports, drama, cooking.

• Practice proper hygiene, with self and children, to deter the spread of disease (colds, flu, etc).

• Render first aid in case of minor injuries.

Essential Duties:

What you will do: 
Duties may include but are not limited to the following:

• Plan, prioritize, and review the work of staff assigned to various utilities operations and maintenance activities including electrical, mechanical and distribution system operations, repair and maintenance functions and activities.
• Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
• Participate in evaluating the activities of staff, recommending improvements and modifications.
• Provide and coordinate staff training; work with employees to correct deficiencies. 
• Organize, prioritize and coordinate Utilities operations and maintenance special construction projects including, but not limited to, in-house or in-house/contracted tank repairs and modifications, sewer lift station replacement projects, earthwork at tank sites; grade separation upgrade and replacement projects; large scale aqueduct and sewer force main repair projects; pump station upgrade and replacement projects; pressure-regulating station construction projects; and large scale bypass pumping efforts involving potable water, raw sewage. reclaimed water, and storm water.
• Coordinate and participate in Utilities maintenance activities, ensuring that the work is performed correctly and in accordance with all safety regulations.
• Confer with and make recommendations to management personnel regarding repair, maintenance and operation of the water distribution, sewer collection and storm sewer systems.
• Recommend capital improvement and replacement projects.
• Ensure that daily work assignments are completed.
• Operate the computerized maintenance management system (CMMS).
• Operate the Supervisory Control and Data Acquisition (SCADA) system as it relates to the operations of the City’s storage, transmission, pumping, wastewater, and stormwater systems.
• Assist Utilities Electrical and Mechanical O&M Manager in the selection and oversight of outside consultants and contractors, including evaluating vendors and sole source recommendations. 
• As assigned, review, evaluate and prepare comments on construction plans, drawings and specifications related to area of responsibility.
• Respond to emergencies as required and, in coordination with higher level management personnel, implement appropriate measures to address emergency conditions resulting from equipment and system malfunctions.
• Assume a working lead role for the Division’s special construction projects and large scale temporary bypass pumping efforts.
• Identify utilities maintenance needs, review with management personnel and initiate proper action to resolve the problems.
• Actively participate in safety meetings and special trainings.
• Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public. 
• Foster an environment that embraces integrity, service, inclusion and collaboration.

Position Duties

The Parks, Recreation and Neighborhood Services Department is currently seeking to fill one (1) full-time Parks, Recreation Facilities Supervisor vacancy in the Parks Division at Happy Hollow Park & Zoo.

The total salary range for the Parks, Recreation, and Facilities Supervisor classification is $112,563.36 - $137,220.72 annually.

The Parks, Recreation and Facilities Supervisor at  HHPZ plans, directs, coordinates, and supervises park operations (Parking, Admission, Membership, Guest Services, Food & Beverage, Entertainment, Celebrations, Admin services, Rides, Facility Maintenance, Park Maintenance), programs, budgeting, hiring, and contract management. 

The Parks, Recreation and Facilities Supervisor plays a critical role in developing the future strategic plan which includes managing facility improvement projects that support the mission of HHPZ. The ideal candidate will have at least 4 years' of increasing responsible experience overseeing a crew involved in the operation of heavy equipment in road construction and maintenance activities, as well as experience in planning, organizing, coordinating, directing and participating in projects involving heavy equipment in construction and maintenance of roadways, bridges, channels, landscape areas, and storm drains and sewers. Additionally, the ideal candidate will have experience utilizing e-mail, word processing, spreadsheets, databases, project management, maintenance management systems.

 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, prioritize, and coordinate projects with the Road Maintenance Managers.
• Supervise, train, evaluate and instruct a group of equipment operators, drivers, and laborers.
• Ensure compliance with safety practices and procedures.
• Estimate and order materials.
• Assist the Vehicle and Equipment Manager with writing specifications for new equipment.
• Coordinate with Vehicle and Equipment Section on equipment repairs to ensure equipment is available when needed.
• Make work assignments, requesting additional labor as needed.
• Oversee projects such as road repair, major overlays and repaving projects.
• Serve as point of contact for Road Supervisors and the public if there are questions or concerns about work being performed.
• Make requests for appropriate training and new equipment.
• As a working supervisor, perform the more difficult or complex Operator tasks.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 
 Four years of experience in the operation of rollers, bulldozers, backhoes, mowers and graders.
 
Knowledge of:

• Supervisory principles and practices, including work planning, scheduling, employee training and evaluation.
• Basic mathematics.
• Provision of the California Vehicle Code applying to the operation of vehicles.
• Safety practices in the operation of heavy construction equipment.
• Capabilities of all types of heavy equipment.
• Road maintenance and construction operations, materials and procedures.
• Operation of and preventative maintenance for trucks and road maintenance equipment.

Skill/Ability to:

• Plan, supervise and inspect the work of others.
• Determine personnel, material and equipment requirements for construction or maintenance projects.
• Read blueprints, read and interpret grade stakes, and use instruments to check grades.
• Operate a wide variety of complex road construction and maintenance equipment and light and medium duty trucks including graders, bulldozers, large loaders, backhoes, hydraulic excavators, rollers and mowers.
• Make minor adjustments and emergency repairs to equipment.
• Perform road maintenance duties which require strength, agility and endurance.
• Work courteously and effectively with the public and with co-workers.
• Follow oral and written instructions.
• Climb, bend, stand and walk for extended periods of time.
• Lift and carry equipment and supplies used in construction and maintenance work.
• Meet Department of Transportation (DOT) drug testing requirements and standards.

Licensure/Certification: 

• Possession of a Class A California-issued Commercial Driver License or equivalent with tank vehicle endorsement.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.
