THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.  

This individual will possess strong analytical and strategic thinking skills enabling them to navigate complex human resources issues and develop practical, innovative solutions.  Exceptional interpersonal and communication skills are essential to building and maintaining productive relationships with department leaders, elected and appointed officials, employees, and labor representatives.

• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department, assists in administering the department's budget.
• Plans, organizes, administers, reviews and evaluates the activities of professional and technical support staff.  Assist the Human Resources Director in employee relations and labor negotiations.

• Manages and directs the City's employee benefits program, including leave management programs; negotiates with insurance carriers on rates and coverage; works with insurance brokers to obtain the best rates and coverage for a variety of products.
• Participate in labor relations activities, including contract negotiations, meet and confer sessions and meet and consult sessions.
• Serve as the HR lead regarding Information Systems/Technological management
• May be required to conduct investigations into discrimination complaints and make recommendations for resolving complaints; coordinates City response to state and federal enforcement agencies when required.

EDUCATION/EXPERIENCE

Human Resources Operations Manager

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of increasingly responsible work in the areas of labor and employee relations and/or Worker's Compensation.

To perform a variety of semi-skilled and skilled work involving the construction, maintenance, and repair of the City's traffic signs and markings.  The purpose of this recruitment is to fill a current temporary/part-time vacancy in our Public Works Department. Candidates who do not currently meet the minimum qualifications for the Signs and Markings Technician I position may be considered for an Intern position instead.

IDEAL CANDIDATE
The Ideal Candidate will have experience with equipment, materials and methods utilized in general construction, maintenance, and repair of traffic signs and markings. This individual will be able to work independently with limited supervision, and make sound decisions.  It is important that this person can follow directions properly, be flexible, communicate clearly and have a positive, professional attitude.

ESSENTIAL JOB FUNCTIONS
Paint, install, and maintain city street signs, striping and reflective markers. Design and manufacture street name signs, City facility signs, and regulatory signs. Interpret and apply relevant codes, rules, and regulations as specified in the Traffic Control Handbook, Caltrans Specifications and California Manual on Uniform Traffic Control Devices (MUTCD). Provide general information to the public, other city departments, and vendors pertaining to area of assignment; investigate and respond to citizen inquiries and complaints regarding area of assignment. Comply with the policies and procedures in the Department Illness and Injury Prevention Program; utilize proper safety precautions and set a positive example for others. Regular, predictable, consistent and timely attendance is an essential function of the position. Employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS
Assist in the planning and layout of traffic control devices including safe work zones. Be aware of the Underground Service Alerts (USA) guidelines.  Perform preventive maintenance and minor repairs on assigned equipment such as compressors, paint sprayers, thermal applicators and stencils. Install new or modified signing and/or striping as directed by Senior Signs and Marking Technician. Requisition and purchase materials and supplies; assist in maintaining expenditure records for materials and services; maintain records and prepare reports regarding work performed. Prepare detailed designs for installation of traffic control devices. Assist in the training of assigned crew members. Work cooperatively with others. Drive vehicles and equipment as required. Perform related duties as assigned. Meet stand-by requirements and serve in a stand-by status after working hours. Respond to emergency callouts as required.

QUALIFICATIONS
Signs and Markings Technician I

Education: High School Diploma or equivalent. Specialized coursework in signs and markings or related field is desired.

Experience: One (1) year of experience performing duties in general construction or maintenance work related to signs and markings. 

License or Certificates: Must acquire and be able to retain a valid Class B California Driver's License with Tank and Air Brake Endorsement, Signs and Markings Specialist I and Work Zone Safety certifications from the International Municipal Signal Association (IMSA), First Aid, CPR, ICS 100 and NIMS 700 certifications prior to permanent appointment.

BENEFITS
All of these positions are temporary part-time.  Temporary employees work no more than 130 hours per month AND no more than 960 hours in a Fiscal Year. 

The pay cycle is bi-weekly. With the exception of worker's compensation coverage and sick leave accrual, no other benefits compensations are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

Definition: Under supervision, to provide facility support to recreation programs, activities or services; understands and adheres to facility policies and procedures; and performs related work as required.  This temporary part-time non-benefited position works an average of 5 - 25 hours per week during the program year.  Available shifts are Saturday and/or Sunday afternoons/evenings.

Recreation Leader II:  Current enrollment in high school, with minimum age of 16 at time of appointment.  Equivalent to three (3) months of full-time experience (approximately 500 hours) of volunteer or paid work experience in recreation programs or equivalent. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable. 

Recreation Leader III:  Equivalent to completion of the twelfth (12) grade.  Equivalent to six (6) months full-time experience (approximately 1,000 hours) of volunteer or paid work experience equivalent to a Recreation Leader II with the City of Millbrae. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable.

Certificates:  Must possess a first aid/CPR certification or be willing to obtain one. 

Service Standards:  

Must successfully complete background process.  All candidates will be fingerprinted pursuant to California State Law.  All successful candidates under age 18 must possess a work permit prior to hire.

                               MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

• Equivalent to the completion of the twelfth grade supplemented by college-level
  course work in electronics or a related field.

Experience:

• Four years experience performing duties equivalent to Instrumentation Technician, including design, repair, installation and maintenance of electrical equipment such as instrumentation systems, transformers, switches, control panels, electronic components of telemetry systems and components utilized in the water and wastewater industry.

License or Certificate:

• When assigned to Waterworks - Possession of, or ability to obtain within one year of employment, a State Water Resources Control Board, Grade 1 Distribution certificate.
