Under general supervision, the Juvenile Hall Counselor is responsible for the care, custody, safety and welfare of young people detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Working Conditions:
Individuals must be willing and able to respond to emergency conditions, which may involve physically subduing and restraining hostile youth and young adults who often have the size and strength of adults.  Vision and hearing must be sufficient to perform the duties of the position. May involve considerable amounts of standing, walking and/or when necessary, running. This includes the ability to lift and/or move with assistance objects weighing up to 50 lbs or more. The Counselor may be assigned to work day, swing and graveyard shifts, holidays and weekends.

Under general supervision, a Police Officer is responsible for the performance of law enforcement duties to protect life and property in accordance with applicable laws, to carry out special assignments as necessary, and other related duties as assigned. A wide variety of assignments are available which include Patrol, Traffic, Narcotics, Detectives, Off-Road and Surface Street Motorcycle Patrol, Bike Patrol, Special Weapons Team, Crisis Negotiation Team, Canine, Background Investigations, School Liaison, Gang Suppression, Special Enforcement Section and Intelligence.

This position participates in a 4/10 work schedule. Must be available to work nights, weekends, and holidays.

Requirements:

Candidates must have completed a California P.O.S.T. Certified Police Academy. Must be 21 years of age as of the appointment date, high school graduate or G.E.D., (as recognized by the U.S. Department of Education), and U.S. citizen or a permanent resident alien who is eligible and has applied for citizenship.

Out-of-State Candidates:

The California Commission on Peace Officers Standards and Training (POST) will conduct an evaluation of all out-of-state training. POST is the sole authority on applicable training and determines whether the candidate must attend an abbreviated academy, or a regular police academy. If an academy is required, the candidate will be hired as a Police Officer Trainee. Upon completion of the academy, promotion will be made to Police Officer.

Selection Process:

All qualified applicants will be invited to appear before an Oral Appraisal Board. Applicants passing the Oral Board examination will be placed on the eligibility list based on their Oral Appraisal Board rankings. Prospective employees will be required to pass a physical agility examination and undergo a thorough background investigation including a medical, psychological, polygraph and drug/alcohol screening.

The Sheriff’s Activities League Executive Director plans, coordinates, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to youth programs; provides leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs; provides highly complex staff support to senior level management within assigned area of specialization. As the Executive Director, your responsibilities will include:

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Three years of experience in a health, social or community services organization, including at least two years of significant responsibility for one or more of the following: program and budget development or coordination of community resources or program evaluation.

This vacancy is specifically for the Field Operations CSO position.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Field Operations.

Field Operations Assignment:
Performs vehicle abatement duties, provides parking enforcement, performs evidence collection and processing in accordance with departmental procedures, prepares police and operational reports. Responds to subpoenas as necessary. Handle a variety of department fleet maintenance and equipment maintenance duties; run errands in support of department operations, and other duties as assigned.

Education and Training Guidelines:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education:  A high school diploma or equivalent with courses in office administration or specialized job training, with undergraduate college course work, specialized administrative or law enforcement education and/or training. An associate degree is desirable.

Experience:  Two (2) years of full-time experience using computers, telephones, radios and other modern office equipment and programs including preparing, compiling and distributing records, budgets, reports and statistical information. Prior experience in Property/Evidence is desirable.

Licenses and Certifications: Possession of a valid California Class C Driver’s License and a good driving record.

Special Requirements

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. Applicants selected for a Departmental interview must complete a background investigation which includes a polygraph and fingerprinting. After a conditional job offer, applicants must also complete a psychological examination and pre-employment medical examination.
