Summary Description

Under immediate supervision performs semi-skilled to skilled maintenance, repair, and construction work assigned to the streets division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

Distinguishing Characteristics

This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Handle complaints and answer questions from the public.
2. Remove blight and illegal dumps from city property such as parks, right of ways, roadways, alleys, walkways, sidewalks and refuse disposal. 
3. Remove debris, shrubbery, brush, trash, tires, appliances, electronics, and miscellaneous items.
4. Make minor adjustments on service equipment; maintain tools and equipment in working order.
5. Abates graffiti.
6. Maintain logs of daily activities.
7. Assist in other areas as needed.
8. Perform related duties as required.
9. Repair and replace street surfaces, sidewalks, curbs, and gutters including back filling trenches and evacuations.
10. Perform the maintenance, repair, construction, and installation work of streets, storm drain, parking lots, street lights, traffic striping, and traffic control signs and signals.
11. Remove hazards from the roadway and other public rights of way.
12. Operate a variety of motorized equipment and specialized maintenance equipment.
13. Perform repaving, patching, overlaying, chuck hole, and crack sealing repair of asphalt.
14. Perform underground service alert locating, marking and notification.
15. Lay out and install traffic signs and pavement markings.
16. Repair and maintain storm drain lift stations.
17. Conduct traffic count surveys.
18. Maintain storm detention ponds, including cleaning, repairing, and spraying weeds.
19. Respond to hazardous materials spills.

QUALIFICATIONS

Glenn County is recruiting individuals to fill one full time position and multiple Part Time/Extra Help positions in the Public Works Agency. The Public Works Maintenance Worker I/II/III position performs a variety of semi-skilled and skilled labor in the construction, maintenance and repair of County roads, bridges, and other related structures, and in various traffic control maintenance and  repair activities of the Public Works Agency; operates a variety of construction, maintenance and transportation equipment as necessary to complete daily tasks at the Glenn County Public Works Agency. The Public Works Maintenance Worker III position is the journey-level class in the series, and is distinguished from the Public Works Maintenance Worker II by the primary responsibility to operate heavy diesel and gasoline-powered construction equipment in the maintenance of roadways, drainage systems. 
 

WHAT YOU’LL DO

• Prepares roads for patch repairs, overlays, or chip seals; prepares mix for patching roads; repairs and reconstructs roads.
• Cleans roadsides and drainage systems; inspects and clears debris from drainage systems; conducts roadside burning as needed.

• Collaborates with Full Service Partnership agencies in the service area to appropriately outreach, engage, and refer individuals to these agencies; engages in promotion and collaboration amongst interagency departments in an effort to promote all Authority programs and events when out in the community.

• Provides outreach services; engages with people who need services and their families to help them identify currently available services, including formal and informal supports and services tailored to the particular cultural, ethnic, age, and gender identity of those seeking them; provides information on community resources and referrals; links individuals to agencies, health care providers, and other community networks; follows up with those individuals to ensure they have connected with support structures and are receiving assistance for their needs.

• Provides information and uses Authority resources to meet with agencies, faith-based organizations, and attend other community events; recruits community-based organizations, faith-based organizations, and other community groups to become part of an active and ever growing locally-based support network for people, including those most challenged by behavioral health issues.

• Performs visits to individuals and their families in their homes, shelters, or on the streets to provide information and education; provides support to individuals who are unsheltered or at risk of becoming unsheltered; provides advocacy for at-risk tenants in contacting property managers to prevent or delay evictions; identifies and provides transitional housing options to individuals and their families

The Department of Public Works is seeking qualified candidates for the position of Road Equipment Operator I.

The Road Equipment Operator performs construction and maintenance of roadways, creeks, bridges, channels, associated landscape areas, storm drains, and sewers using bulldozers, large loaders, rollers, and mowers. Road Equipment Operators also operate medium and light duty equipment and heavy-duty trucks used to transport equipment and materials. Additionally, Road Equipment Operators make minor adjustments and emergency repairs to equipment and perform road maintenance work involving manual labor as needed.

 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Operate heavy road maintenance and construction equipment, including graders, bulldozers, large loaders, backhoes, hydraulic excavators, rollers and mowers.
• Operate medium and light duty equipment and all types of trucks used to transport equipment and materials.
• Service and make minor adjustments and emergency repairs to equipment.
• Prepare records and reports.
• Perform general road maintenance worker duties as necessary.
• Direct the work of a crew in the absence of the Road Equipment Supervisor as necessary.
• Assist in training subordinate personnel in equipment operation.
• Perform related duties as assigned.

Qualifications

Licensure/Certification: 

• Possession and maintenance of a valid California-issued Class A Commercial Driver License with tank vehicle endorsement.

Education and Experience: 
 Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

Road Equipment Operator I: Two years of experience in road maintenance and construction work.  Satisfactory completion of the Department-sponsored training program in the operation of rollers, loaders, bulldozers, etc. or one year of experience in the operation of rollers, loaders, bulldozers, etc.

Knowledge of:  

• Provisions of the California Vehicle Code applying to the operation of vehicles.
• Safety practices in the operation of heavy construction equipment.
• Road maintenance and construction operations, materials and procedures.
• Operation of and preventive maintenance for trucks and road maintenance equipment.

Skill/Ability to: 

• Operate a wide variety of complex road construction and maintenance equipment and light and medium duty trucks including graders, bulldozers, loaders, backhoes, excavators, rollers and mowers.
• Make minor adjustments and emergency repairs to equipment.
• Perform road maintenance duties which require strength, agility and endurance.
• Instruct and train personnel in road maintenance tasks.
• Work courteously and effectively with the public and with co-workers.
• Follow oral and/or written instructions.
• Climb, bend, stand and walk for extended periods of time.
• Lift and carry equipment (50 lbs. min.) and supplies (50 lbs. min.) used in construction and maintenance work.
• Meet U.S. Department of Transportation (DOT) drug and alcohol testing requirements and standards for holder of a commercial driver’s license.

• Determines needs for and assignment of personnel and/or contractors; oversees the day-to-day work performance and coordinates work with contractors and internal departments.

Qualifications:
 To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED, and two years of relevant experience, specialized training and at least 30 units completed in recreation or a related field, or an equivalent combination of education and experience. An associate's degree is preferred.

When assigned to Inclusion: an associate degree from a two-year college with an emphasis in Applied Behavior Analysis (ABA), Therapeutic Recreation, Special Education, or a closely related field, along with two years of experience working with individuals with developmental disabilities; or an equivalent combination of education and experience.

Language Ability: Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability: Ability to add, subtract, multiply, and divide whole numbers, fractions and decimals.

Certificates and Licenses:

• Responsible for developing and maintaining system requirements for all Port Modernization projects. 
• Collaborates closely with product, technology, and business stakeholders to ensure user research findings inform requirements, prioritization, and product decisions throughout the Port Modernization program.  
• Directly contributes, as the voice of the end-users, in project and work prioritization discussions with the technology project management and leadership team, ensuring that user needs are always considered up-front.    
• Leads the development and delivery of technology oriented organizational change management, including establishing relationships with and elevating change champions across the organization, developing training materials, and leading user adoption.

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet rodder/vacuum truck, loader backhoe, compressor, boom truck, CCTV truck, pneumatic and electro-mechanical controls, and related equipment and tools for a variety of construction and maintenance operations.
• Perform on-call duties and work in emergency situations as required.
• Install, repair and modify pump station machinery and controls.
• Check pump stations for proper operation; troubleshoot and remedy malfunctions and stoppages.
• Read and interpret maps of underground sewer and drainage systems.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate airless line striping equipment.
• Manufacture and install traffic signs and remove signs no longer required.
• Design and manufacture special signs for municipal facilities.
• Install and remove traffic barricades and cones as required.
• Repair surface failures, utility cuts, chuckholes and seals cracks in asphalt pavements properly and competently.
• Break out and replace concrete sidewalks and gutters using a concrete saw, pavement breaker, wooden forms, and hand tools to finish the surface.
• Clean sanitary sewer lines using hand tools, a hydraulic jet rodder/vacuum and mechanical rodder.
• Excavate, remove, and install sanitary sewer pipes utilizing hand tools, power tools such as pneumatic pavement breakers, compaction equipment and loader backhoe.
• Repair storm drains, catch basins and storm drain pipes.
• Drive dump trucks to haul material to and from the job sites.
• Rake leaves, shovel and digs holes.
• Pick up and dispose of trash and debris from parks and roadsides.
• Control the growth of weeds in lawn areas, shrub areas and flower beds using hand tools, spray equipment and weed eaters.
• Trim trees, hedges, and shrubs using appropriate equipment, remove debris.
• Check irrigation sprinkler systems and ensures their proper functioning, by cleaning and adjusting heads and digging up and repairing broken lines.
• Clean City's park buildings by sweeping and mopping floors, carpets, and cleaning restroom facilities. Replaces light bulbs.
• Provide set up of tables and chairs for City functions.
