The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Application Support Analyst III.

The Controller’s Office

The mission of the Controller’s Office of San Mateo County is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.
   
The Controller's Office maintains the County’s accounting system and records, and prepares independently audited, award-winning annual financial reports (ACFR and PAFR) that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, and performs internal audits of the County’s operations.
  
We are seeking a highly skilled and motivated individual to join our Controller’s Information Systems (CIS) team to support various mission-critical applications for the County as they pertain to finance, expense reimbursements, timekeeping, as well as support Countywide system integrations.  
  
As an Application Support Analyst III, you will leverage your systems expertise to collaborate and consult with colleagues within the Controller’s Office and other County fiscal and/or technical staff and resolve issues related to the systems, improve business processes by recommending and implementing solutions within the systems, process requests such as report and integrations development, and maintain application security at both an authentication and application access level.  
  
This role will entail hands-on support, administration, configuration, and maintenance of multiple related financial systems, including Finance Enterprise by CentralSquare for general accounting, Coupa for accounts payable and vendor onboarding, and Workday Expense for employee expense reimbursements.  
 
While the ideal candidate has experience in all of these systems, we are also accepting candidates who have experience and expertise in at least one of the aforementioned systems but can demonstrate transferable skills to learn the other systems and applications.
   

The ideal candidate will also have:

• 5+ years of proven application support and administration experience, preferably in Finance Enterprise, Coupa, and/or Workday Expense.
• A Bachelor's Degree or higher in Management of Information Systems, Information Technology, or an equivalent field of study is preferred.
• Proven experience leading end-to-end small to medium-sized application projects and implementing solutions for operational improvements and automation.
• Knowledge of VB Script, SQL, and Cognos (or other reporting platform).

Examples Of Duties

Duties may include, but are not limited to, the following:

• Collaborate, consult, and develop solutions with the Controller's Office and other County departmental partners to understand business and functional drivers across various system modules within Finance Enterprise, Coupa, and Workday Expense.

• System administration, including, but not limited to:

  • Account provisioning and user access level assignment.

Qualifications

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. 

A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in applications analysis, design, and development.

Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Overview:

Valley Water is seeking an experienced Information Systems Analyst III to lead the deployment, administration, and long-term governance of Valley Water's new Enterprise Electronic Document and Records Management System (EDRMS). This system represents the capstone of Valley Water’s Digital Transformation Strategy and will serve as the authoritative, enterprise-wide repository for all past, present, and future District documents and records.

This journey-level position plays a foundational role in establishing sustainable information governance practices across the organization. The selected candidate will lead complex system implementation efforts, oversee automated and AI-enabled data classification processes, coordinate secure access controls, administer retention schedules, and design defensible document destruction workflows in compliance with legal and regulatory standards.

Under direction, this position performs the most complex programming, systems analysis, integration, governance, and technical coordination duties. About the Opportunities

We are excited to announce multiple full-time, permanent opportunities for Maintenance Workers in the Water and Sewer / Collections divisions within Public Works. Under general supervision, you will perform a variety of manual tasks to maintain the City's vital infrastructure. The eligibility list created could be used to fill any Maintenance Worker I vacancies within the department of Public Works. 

Water Division

In this division, you will perform manual labor in operational maintenance and repair of leaks, water mains, hydrants, valves, and service lines. You will assist in servicing and reading water meters, testing samples, emergency response, and construction tasks such as laying pipe and excavating trenches.

Sewer / Collections Division

In this division, you will perform manual labor and operate heavy equipment to maintain sewer mains, laterals, and manholes. Duties include cleaning sewer lines, operating combination trucks, performing inspections to prevent flooding, and responding to emergency sewage spills or blocked systems.

Your Key Responsibilities may include:

• Infrastructure Maintenance: Ensuring City infrastructure complies with level of service standards.

• Manual Labor: Performing heavy labor including shoveling, lifting, and digging for the repair of landscaping, sewers, streets, and water lines.

• Equipment Operation: Safely operating hand/power tools in the performance of assigned duties.

Qualifications

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations. 

The purpose of this recruitment is to fill multiple vacancies in both the Water Distribution Division and the Sanitary Sewer/Storm Drainage Systems Divisions of the Public Works Department, as well as establish an eligibility list for future vacancies.  Initial position/assignment and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Department.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground utilities maintenance and repairs and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series. The Utilities Maintenance Worker I often performs many of the duties required of Utilities Maintenance Worker II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment. The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from level I, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list:

Operate a variety of light and moderately heavy construction and maintenance equipment such as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments; Operate a forklift as assigned and trained; Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including (but not limited to) installation, testing, and backfill of service laterals

Sanitary Sewer/Storm Assignments

Use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins.

Water Distribution Assignments

Assist in water tap installations; Install, remove, and repair water meters, hydrants, service valves, and mainline valves.

All Utilities Maintenance Worker I/II

Operate equipment and vehicles with possession of all necessary licenses and certificates; Take meter and gauge readings; Accurately maintain records and reports; Utilize proper safety precautions related to all performed work; Comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP); Regular, predictable, consistent and timely attendance is an essential function of the position, in that the employee must be present to work on facilities and equipment impacting on the public’s health and safety

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public; Prepare as-built sketches when required to convey information to engineering for graphic documentation; Check water meters for proper operation; Troubleshoot registers and repair as necessary; Initiate and discontinue water service to customer accounts as directed; Operate telemetering and flow monitoring equipment; Work cooperatively with others; Perform related duties as assigned; Both assignments will require employees to be “On Call” as needed

Utilities Maintenance Worker I

Education:

Experience:

• Requires at least one (1) year of experience in construction or related field.

License and Certificate:

• Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon permanent employment

• Possession of a valid California Driver's License

• Valid Class B Driver's License with Tank and Air Brake Endorsement
• Work Zone Safety certification issued by the International Municipal Signal Association

Education: 

• Requires a High School Diploma or equivalent. 
• Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable.

Experience: 

• Requires at least one (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:

Sanitary Sewer/Storm Drainage Systems Assignment

• Requires possession of Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association within 18 months of hire.
• A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Water Distribution Assignments

• Requires possession of a DWOCP Grade II Water Distribution Operator (D2) certificate upon hire.

To assist in Wastewater Plant operations and maintenance involving plant process and control, preventative maintenance to include equipment repairs, laboratory procedures.  The purpose of this recruitment is to fill a current vacancy at the Water Pollution Control Facility, as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

Assist in the operation of the Water Pollution Control Facility to ensure compliance with State regulations. Interpret alarms, meters, gauges, SCADA system and test results to determine process and control criteria.  Perform routine maintenance and repair work on pumps, valves, Ultraviolet Disinfection equipment and filtration equipment.  Participate in ongoing preventative maintenance program and accurately maintain and compile records and reports.  Work weekends and holidays as assigned.  Regular and consistent attendance required. 

OTHER JOB FUNCTIONS 

Follow all safety precautions and regulations.  Serve in a stand-by status after regular working hours and respond to emergency callouts.  Perform related duties as assigned.

QUALIFICATIONS

Water Pollution Control Operator-in-Training

Experience: One (1) year of experience in handling mechanical equipment and tools.

License or Certificate: Required upon hire, possession of a valid California Driver's license.  Must obtain an Operator-in-Training certificate, issued by the California State Water Resources Control Board within two (2) months of appointment to this classification.
 

Possession of a Grade I Wastewater Treatment Plant Operators certificate, issued by the California State Water Resources Control Board is required within two (2) years of employment.

Water Pollution Control Operator I
