The Port of San Francisco is embarking on a multi-year project to replace the organization’s legacy enterprise business applications with a modern, unified platform built on Salesforce. This project will lead the replacement and migration of Port Enterprise technologies that have reached end-of-life with modern systems that support and promote the department's business capabilities. The project is focused on building and implementing data-rich, constituent-and user-focused, integrated systems. The successful candidate for this role will set technical direction, write software and make crucial decisions about software architecture as well as providing general technical leadership, mentoring and general supervision to the team. 

Under direction, the Modernization Engineering Project Lead:  

• Plans, organizes, performs, delivers, directs and/or controls highly complex technology-related work products requiring industry or product expertise in broad areas of information technology.  
• Collaborates closely with the Technology Project Manager, Senior User Research Analyst, business stakeholders, and technical teams to design and deliver modern solutions. 
• Provides technical leadership across Salesforce, Kahua, Snowflake, and related technologies while helping balance technical, business, and end-user needs, and guides a small team of technical professionals supporting the modernization effort.  
• Supervises, managing the work of four technical positions, and will be responsible for building a highly performing team inclusive of their direct reports, partners within Port Technology, alongside stakeholders and end users. 
• Be the technical lead on modernization work, leaning on the team’s Senior User Research Analyst to balance technical, business, and end-user needs into a balanced data-first, user-centric ecosystem that elevates the work of the Port.

• Evaluates the impact of the incremental improvements in the Port’s platform and suggest course correction and incremental improvement to maximize its effectiveness.   
• Responsible for developing and maintaining system requirements for all Port Modernization projects. 
• Collaborates closely with product, technology, and business stakeholders to ensure user research findings inform requirements, prioritization, and product decisions throughout the Port Modernization program.  
• Directly contributes, as the voice of the end-users, in project and work prioritization discussions with the technology project management and leadership team, ensuring that user needs are always considered up-front.    
• Leads the development and delivery of technology oriented organizational change management, including establishing relationships with and elevating change champions across the organization, developing training materials, and leading user adoption.

The Department of Public Works is seeking experienced individuals for the position of Road Equipment Supervisor. 

The ideal candidate will have at least 4 years' of increasing responsible experience overseeing a crew involved in the operation of heavy equipment in road construction and maintenance activities, as well as experience in planning, organizing, coordinating, directing and participating in projects involving heavy equipment in construction and maintenance of roadways, bridges, channels, landscape areas, and storm drains and sewers. Additionally, the ideal candidate will have experience utilizing e-mail, word processing, spreadsheets, databases, project management, maintenance management systems.

 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, prioritize, and coordinate projects with the Road Maintenance Managers.
• Supervise, train, evaluate and instruct a group of equipment operators, drivers, and laborers.
• Ensure compliance with safety practices and procedures.
• Estimate and order materials.
• Assist the Vehicle and Equipment Manager with writing specifications for new equipment.
• Coordinate with Vehicle and Equipment Section on equipment repairs to ensure equipment is available when needed.
• Make work assignments, requesting additional labor as needed.
• Oversee projects such as road repair, major overlays and repaving projects.
• Serve as point of contact for Road Supervisors and the public if there are questions or concerns about work being performed.
• Make requests for appropriate training and new equipment.
• As a working supervisor, perform the more difficult or complex Operator tasks.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 
 Four years of experience in the operation of rollers, bulldozers, backhoes, mowers and graders.
 
Knowledge of:

• Supervisory principles and practices, including work planning, scheduling, employee training and evaluation.
• Basic mathematics.
• Provision of the California Vehicle Code applying to the operation of vehicles.
• Safety practices in the operation of heavy construction equipment.
• Capabilities of all types of heavy equipment.
• Road maintenance and construction operations, materials and procedures.
• Operation of and preventative maintenance for trucks and road maintenance equipment.

Skill/Ability to:

• Plan, supervise and inspect the work of others.
• Determine personnel, material and equipment requirements for construction or maintenance projects.
• Read blueprints, read and interpret grade stakes, and use instruments to check grades.
• Operate a wide variety of complex road construction and maintenance equipment and light and medium duty trucks including graders, bulldozers, large loaders, backhoes, hydraulic excavators, rollers and mowers.
• Make minor adjustments and emergency repairs to equipment.
• Perform road maintenance duties which require strength, agility and endurance.
• Work courteously and effectively with the public and with co-workers.
• Follow oral and written instructions.
• Climb, bend, stand and walk for extended periods of time.
• Lift and carry equipment and supplies used in construction and maintenance work.
• Meet Department of Transportation (DOT) drug testing requirements and standards.

Licensure/Certification: 

• Possession of a Class A California-issued Commercial Driver License or equivalent with tank vehicle endorsement.

PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

Under the general direction of the Community Development Director, the HCSM will plan, direct, and oversee the operations and programs of the Housing and Community Services Division and provide leadership and oversight of the development and administration of housing programs and grant-funded initiatives that support long-term housing affordability and stability for residents, including unhoused and at-risk populations.
