THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work. 

This position performs the following essential job duties (including but not limited to):

• Exercises enforcement and abatement responsibilities under the land use regulations of the City’s Municipal Codes.
• Conducts field investigations of reported complaints of municipal code, ordinance and resolution violations.
• Advises individuals of violations and methods of abatement.
• Seeks abatement (remedies) through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Conducts field inspections to uncover violations, gathers supporting evidence, inform individuals of code provisions and encourage compliance.
• Issue warnings and violation notices and see remedies through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Explains and interprets municipal codes, ordinances, and resolutions at the counter and in the field to City staff, to property owners and the generic public.
• Confers with other agencies and City departments, verbally and in writing, on the investigation and disposition of related violations.
• Prepares written staff reports and presents evidence at hearings before the Planning Commission, City Council, Hearing Officer, and/or Courts of law related to current code enforcement administrative and judicial proceedings.
• Complete forms, prepare reports, investigation narratives and related correspondence.
• Maintains case records, program statistics, and related materials.
• At the Level III, function as a lead work supervisor over other Code Enforcement Official (I/II) employees.
• Performs related duties as required.

Code Enforcement Official I:

• Graduation from an accredited high school or equivalent.
• Community College coursework in communications, law enforcement, planning, business, or public administration, or a related field preferred.
• One (1) year of full-time experience involving the enforcement and interpretation of administrative rules and regulations and direct public contact.
• Valid driver’s license.

Code Enforcement Official II:

• Graduation from an accredited high school or equivalent.
• Three (3) years of full-time experience involving the enforcement and interpretation of administrative rules and regulations, two (2) years of which must be in a code inspection capacity.
• Valid driver’s license.

The Intergovernmental Relations (IGR) Senior Executive Analyst (SEA) reports to the Chief Intergovernmental Relations Officer in API. The SEA will serve on the API Intergovernmental Relations team, and work with City staff, the City's legislative advocates, policy makers and stakeholders to advance the City's legislative agenda. The SEA will analyze legislation, develop policy positions to take to City Council, and create and execute legislative strategy in a team environment.

The position requires exceptional written and oral communication and interpersonal skills, strong decision making and strategic thinking ability, a commitment to exceptional customer service, and the ability to simultaneously manage multiple projects and issues. The position also requires the development of complex analysis, memos, talking points and trainings. Due to the complexity and scope of authority involved, this position requires someone who has the ability to work both independently and interdependently to ensure work is completed in an accurate, complete, and timely fashion.

The ideal candidate will have significant experience in policy analysis, community and government relations, convening stakeholders, testifying, and coalition building. Additionally, the ideal candidate will have a keen understanding of state and federal legislative processes, the ability to use research methods, and highly skilled communication skills to convey legislative details to issue-area experts and translate technical feedback to policy makers. Critically, the ideal candidate must excel in coordinating information across different stakeholders and facilitating meetings with inter-disciplinary teams.

This is an on-going position with the City Manager's Office. Occasional evening and weekend work is required.

Key Responsibilities:

• Identify emerging issues, coordinate legislative proposal monitoring; ensure all representation on intergovernmental issues is aligned with the City's overall strategic plan, vision, adopted legislative priorities and policies.
• Maintain awareness of legislative activities affecting City operations and the potential impact on City operations; track state and federal legislation; anticipate legislative issues and identify opportunities to develop and influence policy to best meet the needs of the City.
• Serve as a liaison by developing and enhancing positive, effective relationships with other agencies and elected representatives.
• Coordinate, develop, and lead strategies on legislative and regional issues with the City Council, lobbyists, and City staff.

The City of Auburn is seeking an accomplished municipal finance professional to serve as the Finance Director!

This position will lead the City’s fiscal health and sustainability.  The City of Auburn has 100 full-time employees serving 15,000 residents.  Auburn operates administrative services, police and fire public safety, community and economic development, transit and public maintenance services.  The City currently has 16 enterprise, special revenue and trust funds, and has a total operating budget of $31.3M for FY23-24.

What You Will Do

The incumbent will be accountable for the City’s fiscal sustainability, financial integrity and transparency and regulatory compliance.  Under direction from the City Manager, the Director is a strategic partner with City Council and executive staff on capital planning to ensure Auburn meet its long-term plans and maintain fiscal stability.

Upon hire, the incumbent can expect to work with the City Manager in accurately addressing budgetary and financial needs involving CIP, economic growth initiatives and appropriate staffing levels to continue a high-level of public service and safety.  As we approach the new calendar year and mid-budget cycle, the Director will quickly be needed to provide financial expertise and reporting of current fiscal status and planning for departments and long-term city programs during the uncertain economic climate.

The Finance Department implemented the ERP Pro10 system this year and the incumbent will participate in completing the post-implementation phase.  The position currently has goals in place to identify areas to improve internal controls and systems, and department and citywide financial policies.

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Participate in and often coordinate joint code enforcement activities with other agencies. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

License: Possession of a valid Class C California Driver's License.

THE POSITION

The City of Rocklin is looking for a seasoned IT professional with a passion for leading teams, driving innovation, and transforming City services through technology. MINIMUM QUALIFICATIONS

Possession of a bachelor’s degree from an accredited four-year college or university with major coursework in Computer Science, Information Technology, Management Information Services or a closely related field;

Eight (8) years of increasingly responsible infrastructure and enterprise applications management experience in an IT environment consisting of multiple platforms, large-scale applications with multiple operating systems which included a minimum three (3) years of supervisory experience.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Microsoft Certified System Engineer (MCSE), VMware Certified Professional (VCP), or Project Management Professional (PMP) certifications are highly desirable.
