About the Position:  The Facilities Maintenance Specialist is responsible for performing all aspects of facilities maintenance for Midpen’s Administrative Office, including building operations, vehicle fleet inspections, landscaped grounds, parking areas, and various physical systems such as HVAC, plumbing, painting, assembly, construction, electrical, data cabling, and security systems.  This unique position has a foundation in older residential property improvements in a rural setting, including spring systems, old style construction including log framing, historic farm building construction, multiple materials and additions to the buildings are all aspects and considerations for repairs and tenant improvements. This position is also responsible for non-routine repairs and improvements at Midpen’s field properties and performs preventative maintenance tasks, repairs, and minor improvement projects. The Facilities Maintenance Specialist will coordinate  and oversee Midpen’s utilization of contractors and act as a point of contact for a wide range  of maintenance and repair tasks. Successful performance in this role requires broad  knowledge of facility maintenance trades and technical principles, as well as a professional background and the ability to effectively collaborate  with other Midpen departments. Work Environment:  This position is part of the  Facilities & Fleet Department and will be required to work onsite Monday through Friday on a 9/80 schedule.  Work will be performed at Midpen’s administrative office in Los Altos, field facilities, and also at residential properties located primarily in the field. May be required to work evenings, weekends, and holidays, be called back after hours and on weekends or respond to and perform work in emergency situations as required.  When conducting field assignments, work may include traversing rough, difficult terrain in inclement or hot weather with exposure to poison oak, wildlife and rodent inhabitants.  Duties will include building and facility work that will require climbing ladders and entering confined spaces.  Ideal candidates will be comfortable working in these types of conditions, as well as in an office environment. Positions in this classification must possess the ability to lift and carry materials and objects weighing up to 60 pounds and must possess the ability to push and pull objects weighing up to 100 pounds, with the use of proper equipment. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Education and Experience: 

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by college-level coursework in facilities management, construction project management or a related field or training in applicable trades, and
• Three (3) years of experience in construction, maintenance, and/or repair of buildings, structures and/or related facilities.

Completion of an apprenticeship program or the equivalent training in one or more of the construction trades is highly desirable.

DESCRIPTION 

The City of Thousand Oaks has an excellent opportunity for an Assistant Analyst within the Facilities Division of the Finance Department. This position supports the analytical, administrative, and operational functions of the Facilities Division, which oversees City Hall, the Civic Arts Plaza theaters, libraries, and other municipal facilities.

This role supports a range of analytical and operational responsibilities, including contract administration, procurement preparation, budgeting support, and data analysis. The Assistant Analyst applies analytical judgment to manage vendor contracts, prepare draft staff reports and RFP materials, and analyze operational information to support effective facilities operations.

PRIMARY RESPONSIBILITIES

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.

Representative Duties

Facility Maintenance Worker I - This is the entry level class in the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Facility Maintenance Worker II - This is the full journey level class within the Facility Maintenance Worker series. This class is distinguished from the Facility Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

Launched in July 2025, the Office of Labor Standards and Enforcement (OLSE) promotes fair labor practices throughout San Mateo County. OLSE’s core functions include conducting outreach and education to workers and employers within San Mateo County about their rights and obligations in the workplace and enforcing labor standards that protect San Mateo County workers through coordinated investigations and efforts to secure compliance.

THE POSITION

Reporting to the Labor Standards Manager, the Outreach and Enforcement Associate will lead OLSE’s community outreach and engagement work, support civil investigations and enforcement actions, and manage projects to support OLSE’s implementation. Spanish fluency is required for this position. 

The Outreach and Enforcement Associate’s key responsibilities will include:

• Outreach and Community Engagement:
  • Plan and implement culturally and linguistically appropriate labor standards outreach campaigns targeting low-wage workers and their employers, prioritizing outreach consistent with geographic and industry priorities, with buy-in from key stakeholders. 
  • Execute a wide range of outreach activities, including mass mailings, door-to-door canvassing, flyering, tabling, presentations, workshops, and events.
  • Deliver presentations to and facilitate discussions with low-wage workers and small businesses, providing clarity on workplace rights and resources available to support labor compliance.
  • Develop and maintain educational materials that present information responsive to community need in an accurate, accessible, and engaging manner.
  • Build partnerships and cooperative working relationships with County departments and various community, public, and regulatory organizations.

• Enforcement Support and Intake Coordination:
  • Receive and respond to complaints, inquiries, and requests for support from workers, employers, and members of the public, implementing OLSE’s intake procedures and best practices for ensuring all stakeholders who contact OLSE receive clear, helpful, in-language, and timely information and complaints are investigated promptly.
  • Conduct initial interviews with workers seeking OLSE assistance by phone and in-person; identify worker priorities and make recommendations for appropriate next steps.
  • As assigned, and under supervision, conduct investigations of potential violations of laws within OLSE’s jurisdiction, including interviewing workers, engaging with employers, calculating damages, and drafting investigation reports.

• Project Management:
  • Support the development and implementation of OLSE workflows and processes, including the implementation of a case management database.
  • Coordinate contract solicitations and assist with the maintenance and monitoring of OLSE contracts.
  • Prepare reports on OLSE activities and outcomes.

Additional duties include but are not limited to:

• Assist in developing goals, objectives, policies, procedures, and work standards.

• Ensure compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices.
• Prepare and submit Board of Supervisor agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
• Attend meetings, conferences, workshops, and training sessions and review publications and related materials to become and remain current on principles, practices, and new developments in labor standards, labor laws, and enforcement.
• Communicate orally, in writing, or through graphic representations and statistical summaries with colleagues, managers, employees, the public, organized employee groups, and representatives of various organizations.
• Participate, as requested, in selecting, training, motivating, and evaluating assigned staff and interns; direct the work activities of assigned staff; prioritize and coordinate work assignments; provide or coordinate staff training; review work for accuracy; and work with employees to correct deficiencies.

The City of Newark is hiring a Community Preservation Specialist I/II. This role is essential to protecting the health, safety, and quality of life in our community. Working under general supervision, the Specialist enforces City codes related to health and safety, nuisance abatement, housing, and zoning. The position combines investigative work with public education and involves frequent interaction with property owners, businesses, community organizations, and residents.

Community Preservation Specialist I is an entry-level role focused on enforcing City ordinances and abating nuisance conditions. Under close supervision, incumbents learn City systems, procedures, and practices, gradually taking on more varied duties with increased independence. While they may perform many tasks similar to a Community Preservation Specialist II, they work at a developing skill level and exercise less independent judgment and discretion.

Community Preservation Specialist II is a journey-level role responsible for performing the full range of duties independently, with judgment and initiative. Incumbents receive minimal supervision, are fully knowledgeable of unit procedures and policies, provide training and technical support to Community Preservation Specialist I staff, and may serve in a lead role over entry-level personnel.

In these positions, you will:

• Advise property owners, businesses, and residents on City code requirements and compliance.

• Educates the public and professional groups on code regulations to encourage voluntary compliance.

• Investigates complaints from City staff, the public, and officials regarding zoning or nuisance issues such as signs, fences, rental housing, home occupations, vehicle storage, trash accumulation, noise, and odors.

• Conducts field inspections to ensure compliance, providing clear guidance on corrective actions when necessary.

• Prepares notices, correspondence, and detailed reports documenting investigations.

• Represents the City in court proceedings, hearings, and other official forums.

• Manages difficult and confrontational situations with professionalism and diplomacy.

• Provides lead direction and reviews the work of assigned clerical staff or coworkers, as needed.

EXPERIENCE AND TRAINING

Community Preservation Specialist I - Possession of a high school diploma or equivalent, and one (1) year of experience serving the public in enforcement, inspection or investigation of local, state, or federal codes and/or regulations in areas such as housing, building, zoning, environmental, vehicle and penal codes, or a similar field.

Community Preservation Specialist II - Possession of a high school diploma or equivalent, and two (2) years of experience performing code enforcement for a public agency at the level equivalent to a Community Preservation Specialist I with the City of Newark.

Bilingual skills are desirable.

License and Certificate:
Possession of a valid driver license and a satisfactory driving record throughout employment.

The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of valid Combination Residential Inspector or Combination Commercial Inspector, and Plans Examiner certification from an approved agency. 

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. The City of Thousand Oaks has an exciting opportunity for a Senior Code Compliance Officer in the Community Development Department! We are seeking a highly motivated and results-oriented individual to lead and support staff in the enforcement of municipal code compliance, investigation techniques and practices, and interpretation of regulations.

Primary responsibilities:

• Assists in planning, organizing, prioritizing, scheduling, coordinating, supervising and evaluating the work of code compliance staff; provides technical assistance to staff as necessary.
• Assists in providing staff training and development; training assigned employees in their areas of work including methods, procedures, and techniques.
• Assists in verifying the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and regulations; assists in ensuring adherence to safe work practices and procedures.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the section; participates in long-term planning to assess future needs.
• Conducts technical field inspections and investigations to determine compliance of residential, commercial and industrial buildings with zoning ordinances, conditions of zoning variance, special use, and other conditioned permits.
• Issues administrative citations as needed.
• Oversees and responds to citizens submitting concerns through MaintStar.
• Performs other duties as required.

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Participate in and often coordinate joint code enforcement activities with other agencies. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

License: Possession of a valid Class C California Driver's License.
