THE DEPARTMENT

The Finance Department provides critical financial services citywide, setting the policy controls over the use of City funds. It leads the fiscal accountability efforts and ensures the responsible and legal use of City funds through thoughtful appropriations and implementation and management of policies and procedures. It is responsible for numerous vital City services, including maintaining the City’s accounting system, managing payroll and purchasing procedures, issuing business licenses, managing parking districts, and collecting occupancy taxes and other City fees. Other services include financial planning and analysis, risk mitigation and strategic consulting.

The City’s total adopted appropriated budget for FY2020-21, excluding transfers between funds, totals $192.8 million. With a staff of 14.5 FTEs, the Finance Department is a strategic business partner to every City department and central to City operations. 

Management Analyst II – Budget

Hourly Pay: $56.86 - $68.21

Annual Salary (for half time schedule): $59,136 - $70,938

ABOUT THE FINANCE DIVISION

Redwood City’s Financial Services Team shares an exceptional spirit of camaraderie, always finding ways to bring fun and laughter into the financial backbone of the organization. The Division manages payroll; accounts payable; accounting; budget preparation and annual financial reporting; and treasury management, including investments and debt administration. The divisions of Financial Services, Revenue Services and IT form the Administrative Services Department and work closely with the Human Resources Department.

ABOUT THE POSITION

Reporting directly to the Financial Services Manager, this half-time, benefited permanent position will have primary responsibility for preparation and coordination of the City’s operating budget as administered by the Finance Division. This Management Analyst will be responsible for providing professional, administrative and technical assistance in the development and interdepartmental coordination of departmental budgets across all funds of the City; and providing analytical staff assistance regarding policies, procedures, financial practices, and administrative systems that support these functions. The position is the subject matter expert for the City’s budget, including the systems used to prepare the budget. Financial public agency budget experience is strongly preferred, but not required. Geographic proximity is not required for this position; partial or full remote work may be accommodated.

YOU WILL ENJOY WORKING ON:

• Producing the City operational budget, which includes: Coordinating calendar and training citywide; compiling and analyzing data for inclusion in the budget; making formal recommendations regarding budget content; consulting with City departments regarding individual department budgets; developing personnel, revenue, and expenditure schedules; and coordinating budget production, in conjunction with the finance team, through the use of financial software and publishing software.
• Preparing memoranda for City Council meetings; providing oral briefings to senior executives and the City Manager.
• Partnering with fellow Finance division staff on areas of their responsibility such as Capital Improvement Program budget and oversight, implementation of ERP software, and development of internal service charges.

• Leading the annual audit process, ensuring timely issuance of the CAFR;
• Supporting the biennial budget development process;
• Supervising and mentoring accounting, front office, and mail service staff;
• Reviewing the City’s internal controls, ensuring adherence with best practices; and
• Assisting on special projects as directed by the Director of Finance, such as an enterprise resources planning system implementation or bond issuance.

DEFINITION

PC/LAN Technician I: Under supervision, performs skilled technical work on the City’s Personal Computers and Local Area Network, and network servers, including hardware, software and peripherals, and performs other duties as assigned.

PC/LAN Technician II: Under general supervision, performs complex technical work on the City’s Personal Computers and Local Area Network, and networks servers, including hardware, software, and peripherals, may supervise the work of lower level staff, and perform other duties as assigned. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability. Duties do not always follow standard routines; the employee recommends changes in methods and procedures when necessary. The class is required to have operating knowledge of computer systems and greater overall experience.

Positions in the PC/LAN Technician II classification are flexibly staffed and normally filled from advancement from the PC/LAN Technician I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of PC/LAN Technician duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s computer systems.

EXAMPLES OF DUTIES

Analyzes, troubleshoots, and repairs computer systems and peripherals; provides end- user support for hardware and desktop applications; assists end-users in understanding personal computer functions and software application features; installs, replaces, and upgrades personal computer hardware, software and peripherals; may assist in developing and presenting training programs for end users; provides day-to-day support and maintenance of the City’s phone system.

MINIMUM QUALIFICATIONS

Knowledge of: Microsoft Office automation applications and operating systems; network infrastructure devices such as hubs, routers, and switches; TCP/IP and other network protocols; antivirus and other security precautions; PC hardware/software troubleshooting and resolution; network security; system backup and recovery techniques; file system management; hardware setup and configuration.

Ability to: Apply industry-standard techniques for servicing personal computers, including installation, upgrade, and replacement of hardware, software, and peripherals; lift and move computers and related equipment safely; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

PC/LAN Technician I: A minimum of one year of full-time experience in maintenance of personal computers.

PC/LAN Technician II: Three years of full-time experience in maintenance of personal computers.

Education:

PC/LAN Technician I: Graduation from high school or equivalent.

PC/LAN Technician II: Graduation from high school or equivalent.  An Associate Degree or vocational training in Computer Science or a related field, and/or an A+ Certification is desirable.

License: Possession of a valid Class C California Driver’s License.

ABOUT THE POSITION

In working for the Distance Learning Program, individuals will have the opportunity to be a part of a team of dedicated development leaders who are passionate about the community and inspiring students to reach their full potential.

The City of Redwood City is working with schools to provide youth with opportunities to excel in school and participate in recreation activities. The City is looking for youth development leaders to help support distance learning program in planning, organizing and conducting structured academic support, recreation enrichment activities in a variety of settings selected by the Parks, Recreation and Community Services Department. Youth Development leaders typically assist in conducting academic support and academic enrichment recreation activities, as well as assisting with two other components of the after-school program, life skills and health awareness. This position will report directly to the Recreation and Community Services Program Coordinator and will work approximately 20-28 hours per week, Monday - Friday during the school year (August 2020 to June 2021 depending on site assignment). The distance learning programs will be closed all school holidays and district-wide teacher training days.

Typical duties may include, but are not limited to the following:

• Provide structure academic support, plan, organize and conduct recreation enrichment activities for youth.
• Supervise recreation participants, insuring that proper safety precautions are observed in assigned activities.
• Maintain and care for equipment; prepare activity calendars, bulletin boards, lesson plans and/or coaching strategies as appropriate to help promote and plan activities effectively.
• Assist in organizing, promoting, directing and staffing; report to supervisors orally and in writing.

MINIMUM QUALIFICATIONS

Must be 18 years of age; any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education & Experience

• Completion of 48 units of college or pass Instructional Aid Test
• Completion of AA degree or Early Childhood Education certificate is highly preferred

The City of Belmont Finance Department is recruiting for the position of Deputy Finance Director (Assistant Finance Director).

The Deputy Finance Director (Assistant Finance Director) directs, manages, supervises, and coordinates the City's day to day finance operations and activities including budget, payroll, purchasing, business licenses, accounts receivable, accounts payable, general ledger, fixed assets, financial planning and records maintenance, reporting, tax administration, and annual audit functions.  The position also coordinates activities with other divisions, departments, and outside agencies and provides highly responsible and complex administrative support to the Finance Director.  In addition, this position is responsible for treasury operations and debt management.  The position receives administrative direction from the Finance Director and exercises direct supervision over professional and technical staff.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Direct, manage, supervise, coordinate and evaluate the work of staff responsible for the City's day to day financial operations and activities including the functions of budget, payroll, purchasing, business licenses, accounts receivable, accounts payable, general ledger, grants, treasury and debt management, computer systems applications, internal control and annual audit functions.
• Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
• Participates in the maintenance of the indirect cost allocation plan and performs accounting work related to the integration of the plan with the automated financial system.
• Plan, direct, coordinate and review the work plan for accounting staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
• Oversee and participate in the development and administration of the annual operating and capital budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
• Prepare, review and evaluate a variety of financial reports and statements including general ledger, bank reconciliation, budget variances, monthly and annual reports.
• Manages, coordinates and accounts for all long-term debt, pass-through agreements, and tax rebate programs.
• Oversees all internal accounting control functions.
• Develop and implement policies, procedures and controls to ensure compliance with laws, regulations, City policies and generally accepted accounting procedures; analyze fiscal transactions and records to ensure conformity and compliance with generally accepted accounting principles, procedures, practices and City codes and ordinances.
• Research and develop new revenue opportunities, support revenue diversification through economic development, enterprise cost recovery, fee for service programs and tax enforcement.
• Review monthly journal entries; allocate investment earnings to funds; allocate other cost and expenses and review employee expense accounts.
• Oversees year-end close of City, Successor Agency, Special District, and other agencies’ books and annual audit.
• Assist independent auditors with their annual review of financial records; prepare and provide support documentation and answer questions concerning financial records and accounting practices; ensure audits are completed in a timely manner.
• Provide the financial information for and assist with the administration of debt, issuance of municipal bonds, tax and revenue anticipation notes, tax allocation bonds and other forms of debt.
• Oversees operation, implementation or deployment of finance related computer systems applications.
• Provide staff support to the Finance Director; provide accounting services to the joint ventures of the City; perform the duties of Finance Director in the absence of same.

THE PROPERTY TAX DIVISION
The Property Tax Division of the County Controller's Office is responsible for computing tax rates based on assessed property values provided by the County Assessor, distributing property taxes to local taxing agencies and processing roll corrections and refunds. The Division also handles accounting for special districts.

The Property Tax Division Manager, under the Assistant Controller's direction, will oversee the responsibilities of the Division and the accounting services provided to the special districts. In this role, the Property Tax Division Manager will have the opportunity to work with and supervise a team of ten dedicated and experienced property tax personnel.

The Property Tax Division Manager position requires the ability to understand complex property tax law, provide this information to staff and incorporate changes into the property tax system. The ever-changing laws, rules and regulations require a keen ability to consider and solve-for the impacts the changes will make throughout the property tax system.  The person in this position should have demonstrated success is such collaborative efforts.

Duties will include, but are not limited to:

• Manage the annual calculation of debt service tax rates, annual tax levy, apportionments of all property tax dollars, and roll maintenance.
• Manage preparation and filing of periodic property tax reports.
• Address inquiries from internal and external stakeholders.
• Be responsible for maintaining compliance with State laws and regulations.
• Ensure proper accounting of property tax transactions and of jurisdictional changes.
• Determine, track, and report budget and performance measurement standards for the division.
• Possess supervisory experience which includes hiring, training, evaluating, counseling, disciplining, and assigning work to staff.
• Maintain a cross-training program for staff development that provides backup support for the functions within the unit.
• Create, establish, revise and maintain written policies, procedures, and job instructions for all aspects of the Property Tax Division process.
• Research complex technical property tax related questions or issues and apply knowledge to designing and communicating viable solutions.
• Develop and maintain controls to ensure property tax apportionments, related schedules and work papers are computed accurately and timely.
• Analyze, evaluate and coordinate system programs and formulations and make appropriate recommendations to enhance current processes.
• Consult with management, officials from other government agencies and other interested parties on policies, practices and matters related to property tax administration.
• Monitor, review, and assess implications of changes in laws and regulations.
• Provide opinions and procedures for implementation of changes in laws and regulations.
• Manage the property tax system which includes collaborating with IT personnel to develop improvements, implement design changes, and design necessary training for the user community.
• Perform related work as required.

Qualifications

Knowledge of:

• Advanced principles and practices of financial administration and resource planning, including public budgeting and reporting.
• Advanced principles of financial forecasting and financial analysis.
• Theories, principles and practices of accounting and auditing and their application to governmental accounting.
• Generally accepted accounting principles and/or auditing standards including those specifically applicable to government agencies.
• Basic principles and practices of County-wide operations and its administration and organization.
• Advanced principles and practices of operational, financial and EDP auditing.
• Advanced principles and practices of management and organizational effectiveness.
• Principles of personnel training, supervision and evaluation.
• Relevant automated fiscal/financial information systems, applications and terminologies.
• Federal, State and local laws and regulations applicable to assigned area of responsibility as well as laws and regulations governing the financial operations of public agencies.

• Experience: Three years of increasingly responsible experience performing a wide variety of administrative, financial, or managerial duties in a large, complex public agency including at least one year of direct experience managing and/or supervising an accounting or auditing function related to assigned division.
