The Office Technician I/II position at the County Counsel Office performs a wide variety of specialized technical duties. This position will also work with Personnel, where they will provide information and assistance to the public regarding departmental policies and procedures. The Office Technician II position is distinguished from the class of Office Technician I by the responsibility to perform the most complex technical duties in the program to which assigned. DESCRIPTION

The City of Thousand Oaks has an excellent opportunity for a Landscape Maintenance Worker I/II in the Public Works department.

 

Primary Responsibilities:

• Perform skilled work in the pruning, care, and maintenance of trees and grounds maintenance, including chemical application duties
• Perform heavy manual labor in the care and maintenance of trees and in performing grounds maintenance
• Install, repair, and program irrigation systems and controllers

The County Executive’s Office seeks qualified candidates for the position of Outreach and Enforcement Associate in the Office of Labor Standards and Enforcement.

 

Launched in July 2025, the Office of Labor Standards and Enforcement (OLSE) promotes fair labor practices throughout San Mateo County. OLSE’s core functions include conducting outreach and education to workers and employers within San Mateo County about their rights and obligations in the workplace and enforcing labor standards that protect San Mateo County workers through coordinated investigations and efforts to secure compliance.

THE POSITION

Reporting to the Labor Standards Manager, the Outreach and Enforcement Associate will lead OLSE’s community outreach and engagement work, support civil investigations and enforcement actions, and manage projects to support OLSE’s implementation. Spanish fluency is required for this position. 

 

The Outreach and Enforcement Associate’s key responsibilities will include:

• Outreach and Community Engagement:
  • Plan and implement culturally and linguistically appropriate labor standards outreach campaigns targeting low-wage workers and their employers, prioritizing outreach consistent with geographic and industry priorities, with buy-in from key stakeholders. 
  • Execute a wide range of outreach activities, including mass mailings, door-to-door canvassing, flyering, tabling, presentations, workshops, and events.
  • Deliver presentations to and facilitate discussions with low-wage workers and small businesses, providing clarity on workplace rights and resources available to support labor compliance.
  • Develop and maintain educational materials that present information responsive to community need in an accurate, accessible, and engaging manner.
  • Build partnerships and cooperative working relationships with County departments and various community, public, and regulatory organizations.

 

• Enforcement Support and Intake Coordination:
  • Receive and respond to complaints, inquiries, and requests for support from workers, employers, and members of the public, implementing OLSE’s intake procedures and best practices for ensuring all stakeholders who contact OLSE receive clear, helpful, in-language, and timely information and complaints are investigated promptly.
  • Conduct initial interviews with workers seeking OLSE assistance by phone and in-person; identify worker priorities and make recommendations for appropriate next steps.
  • As assigned, and under supervision, conduct investigations of potential violations of laws within OLSE’s jurisdiction, including interviewing workers, engaging with employers, calculating damages, and drafting investigation reports.

 

• Project Management:
  • Support the development and implementation of OLSE workflows and processes, including the implementation of a case management database.
  • Coordinate contract solicitations and assist with the maintenance and monitoring of OLSE contracts.
  • Prepare reports on OLSE activities and outcomes.

 

Additional duties include but are not limited to:

• Assist in developing goals, objectives, policies, procedures, and work standards. 
• Analyze programmatic practices and procedures and make recommendations for organizational, operational, policy, and procedural improvements.

• Represent the Office in interdepartmental, community, and professional meetings and confer and coordinate with other County staff on a wide variety of administrative analyses and planning issues.
• Ensure compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices.
• Prepare and submit Board of Supervisor agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
• Attend meetings, conferences, workshops, and training sessions and review publications and related materials to become and remain current on principles, practices, and new developments in labor standards, labor laws, and enforcement.
• Communicate orally, in writing, or through graphic representations and statistical summaries with colleagues, managers, employees, the public, organized employee groups, and representatives of various organizations.
• Participate, as requested, in selecting, training, motivating, and evaluating assigned staff and interns; direct the work activities of assigned staff; prioritize and coordinate work assignments; provide or coordinate staff training; review work for accuracy; and work with employees to correct deficiencies.

The Public Works Program Manager leads and supports a diverse team of professional, technical, and administrative staff while overseeing a key functional area within the Public Works Department. This role plays a critical part in planning, coordinating, and delivering high-quality public services that positively impact the community. The Program Manager receives direction from the Public Works Director or designee and exercises direct supervision over professional, technical, and clerical staff, ensuring work is completed efficiently, collaboratively, and in alignment with departmental goals and regulatory requirements.

The Maintenance Worker performs a variety of janitorial duties, including semi-skilled and unskilled carpentry, plumbing, electrical, painting, basic mechanical, and general building maintenance tasks; Operates various tools and facility equipment, including but not limited to carpentry tools, plumbing tools, HVAC and electrical testing equipment, and related equipment as required; Performs routine maintenance on facility equipment as needed, and other related duties.

9180 Senior Operations Manager of Rail Maintenance: Under policy direction of the San Francisco Municipal Transportation Agency (SFMTA) Director of Transit, the Senior Operations Manager of Rail Maintenance plans, organizes, directs and coordinates the major activities of the Rail Maintenance unit. The Rail Maintenance unit represents more than 8 maintenance sections with skilled craft personnel responsible for the service, maintenance and repair of fleet comprised of more than 250 light rail vehicles, cable cars, and historic street cars including support facilities. 

9180 - Manager VI: Senior Operations Manager of Maintenance: The positions are responsible for leading overall vehicle and equipment maintenance, collaborating with fleet engineering for rubber-tire and/or rail cars, developing vehicle fleet plans to support revenue service requirements and monitoring activities related to vehicle procurement. These positions direct activities to ensure compliance with local, state and federal guidelines, safety and regulatory policies including leading investigation of activities directly related to field safety and overall vehicle maintenance.

The 9180 Senior Operations Managers of Maintenance are responsible for implementing programs and processes to enhance all aspects heavy and light-duty transit vehicles, and/or light rail and historic service. These positions provide leadership and guidance to a team of skilled craft personnel and supervisors, deliver highly complex management and policy support, and may be required to perform duties in the absence of the Deputy Director of Fleet Maintenance. The positions are subject to 24-hour callback during emergency situations.

Essential Duties and Responsibilities for Bus and Rail Maintenance:

• Provides direction, planning and management of the daily activities of Transit’s Bus/Rail Maintenance section and coordinates the work of professional and technical personnel;
• Oversees heavy-duty transit vehicle maintenance/ light rail vehicle maintenance by monitoring daily fleet availability and vehicle maintenance reports for trends and coordinates with supervisory staff to ensure maintenance programs are developed and implemented to ensure vehicle availability;
• Ensures adherence to heavy-duty transit, light rail, historic, and/or cable car vehicle safety programs and re-evaluates existing programs;
• Assists in developing and implementing strategies for safe, accessible and reliable transit service;
• Analyzes operations to improve productivity within various work sections;
• Coordinates workforce planning through staffing analysis and required adjustments to work schedules and staffing levels to ensure maximum efficiency for fulfillment of vehicle service requirements and demands;
• May be involved with the design and review of engineering plans and specifications for SFMTA vehicle procurement plans and construction projects;
• Oversees the training function including the development of new training programs for rail staff;
• Develops, implements and evaluates policies and procedures to ensure unit activities align with division objectives;
• Assists in the development, preparation and modification of short and long-range strategic plans in support of the SFMTA’s goals;
• Interprets and applies the provisions of the labor agreements in accordance with SFMTA guidelines and serves as a member of the management team in meetings and negotiations with labor unions;
• Develops, monitors and manages the operating budget for area of responsibility and assists in the development, analysis and administration of department’s capital budget;
• Develops detailed technical reports for various internal stakeholders and external regulatory agencies; 

The 9180 – Manager VI may perform other duties as assigned/required. 

How to qualify

Minimum Qualifications:

1. Education: Possession of a bachelor’s degree from an accredited college or university; AND
2. Experience: Eight (8) years of experience at a mass transit agency in the operation, maintenance, and repair of transit buses, and/or light rail transit vehicles, and/or related systems, and/or heavy-duty vehicle maintenance.  This experience must include at least four (4) years in a second-level supervisory and/or management-level position with responsibility for supervising staff. AND
3. License: Possession of a valid driver’s license.

Substitution: Additional qualifying experience in the functional areas listed above at any level (i.e., non-supervisory, any supervisory level, management level) may be substituted for the required degree on a year-for year basis. One year (2,000 hours) will be considered equivalent to thirty semester units or forty-five (45) quarter units.

Notes:

THE POSITION

The City is currently seeking General Maintenance Workers. This temporary position works with the City’s maintenance staff to perform: unskilled labor in the parks and landscape medians, street and sidewalk maintenance, street sign maintenance, and fleet building maintenance. Duties include, but are not limited to: raking, emptying trash cans and litter removal, irrigation repair, weeding, edging, street sign maintenance and graffiti removal. Work is closely supervised; work methods are explained in specific terms and work is subject to frequent review. 

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

KNOWLEDGE, SKILLS, ABILITIES

• Knowledge of methods, materials, and equipment used in landscaping, street and sidewalk maintenance, and building maintenance, as well as safety practices and precautions to be used in work.
• Skill in operating hand and power tool equipment such as rakes, pick and shovel, etc.
• Ability to work outdoors in all weather and to follow oral and written instructions. Intermittently, sit while studying or listening to training; bend, squat, climb, kneel and twist when performing maintenance, repair, or installation tasks; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry heavy weights up to 90 lbs.; work in conditions of various outdoor exposure.
• Capable of working independently.

Role description

The SFMTA Transit Division’s Maintenance of Way (MOW) Section is seeking an experienced, dependable, and strategic Deputy Chief Maintenance Officer (DCMO) of MOW Operations. The DCMO will provide high level leadership and strategic oversight for three functional units responsible for critical maintenance of all transit assets and infrastructure; Mechanical Infrastructure (comprised of Cable Car Track, Cable Car Propulsion, Light Rail Track, and Mechanical Systems), Electrical Infrastructure (comprised of Motive Power, Overhead Lines, Signals and Digital Systems) and Facilities Maintenance (comprised of Custodial Operations, Building Systems Maintenance, Skilled Trades, External Program Support and Shelter Platform and Maintenance). This position directs the work of Senior Operations Managers of these units and provides leadership across a workforce of maintenance professionals spanning multiple technical classifications. The ideal candidate is highly self-motivated, professional, with extensive experience working at a large transit agency with both rail and trolley vehicles.

Leads the development and execution of complex, high-impact programs that ensure safe, reliable, and high-quality transit infrastructure in support of SFMTA’s multimodal operations. The DCMO advises and reports to the CMO on the state of critical guideway systems. The DCMO works closely with SFMTA engineering and project delivery stakeholders on capital projects, including review and recommendations related to all aspects of the projects. The DCMO provides direction on emergency response and resolution strategies for critical infrastructure incidents. The DCMO may be called upon to act on behalf of the CMO during their absence and cover the operational needs of the MOW section.

The DCMO oversees the implementation of robust preventive and corrective maintenance programs and provides strategic direction to MOW functional units Senior Operations Managers. The DCMO ensures all standard operating procedures and regulatory requirements are upheld and serves as representative to regulatory bodies and key stakeholders, including the California Public Utilities Commission (CPUC), Federal Transit Administration (FTA), Pacific Gas & Electric (PG&E), and San Francisco Department of Public Health (SFDPH).

The MOW section of the SFMTA Transit Division directly oversees the fixed guideway infrastructure to ensure smooth and safe operations of our rail and trolley-bus lines. MOW is comprised of three functional operation units (Mechanical Infrastructure, Electrical Infrastructure, Facilities Maintenance) as well as Engineering, Compliance and Administration units. Together these teams directly support four of the five SFMTA transit modes including trolley bus, light rail, historic streetcar, and cable car. The mission of the SFMTA Transit Division is to provide safe, reliable, clean, efficient, accessible, and convenient public transportation to any destination in San Francisco. The Maintenance of Way Section works collaboratively with other SFMTA divisions and other city departments to provide services to our customers by operating and maintaining over 100 track miles of railway, 500 miles of electrical overhead and critical supporting systems.

Examples of Important and Essential Duties for the 9182 - Manager VIII:

• Provides high-level oversight on all day-to-day Maintenance of Way infrastructure functions.
• Provides direction to subordinate managers regarding activities and operations of their functional areas; assumes responsibility for improving the maintenance measures; coordinates with maintenance manager to maintain an effective maintenance program.
• Adjusts plans and programs activities to meet maintenance needs and emerging problems; establishes new programs, while continuing to address major departmental policies; plans, organizes, directs, controls, and reviews the operation of departmental functions and activities.
• Coordinates with MOW Administration Manager to monitor and make recommendations to the CMO on the efficiency and effectiveness of the departmental organization structure, staff assignments and service levels.
• Identifies and analyzes opportunities for improvement and implements those improvements.
• Contributes to budget development with strong justifications for proposals; manages and monitors operating budgets across multiple divisions.
• Oversees and supports Senior Operations Managers in planning, assigning, and directing the activities of a large group of subordinate personnel engaged in the maintenance and repair of transit infrastructure.
• Coordinates and directs subordinate supervisory personnel in the maintenance and repair of a variety of MOW fixed guideway facilities.
• Approves requisitions for materials and supplies; prepares and checks cost estimates and makes recommendations for repairs.
• Directs investigation of complaints and makes recommendations as to their adjustment; investigates fieldwork in process for compliance with proper procedures and methods; ensures that all facilities of the SFMTA MOW unit are inspected at regular intervals for compliance with safety laws, rules, regulations, and fire protection safeguards; confers with engineering personnel, Transit Division management, consultants, contractors and vendors on maintenance and repair projects, methods and procedures.
• Assists in the development and advancement of subordinates through training and effective use of employee development program; through subordinate supervisory personnel directs the work of janitorial, maintenance and repair crews and related support staff.

The 9182 – Manager VIII may perform other duties as assigned/required. 

How to qualify

1. Possession of a bachelor’s degree from an accredited college or university; AND

2. Eight (8) years of full-time experience at a mass transit agency in the operation, maintenance and repair in any of the following:  power generating and related distribution systems; and/or electronic  systems; and/or  buildings, stations or passenger infrastructure; and/or  use of heavy construction equipment; and/or track work; and/or maintenance engineering, which must have included five (5) years at the second supervisory level or management level which includes responsibility for supervising staff; AND

3. Possession of a valid driver’s license.

Education Substitution: Additional years of qualifying experience (both second-level supervisory/management or non-supervisory) may be substituted for the required education on a year-for-year basis. One year (2,000 hours) will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

2. One (1) year full-time experience is equivalent to 2,000 hours. (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
