There is currently one (1) Full-Time 2-Year fixed-term position in the Department of Public Works supporting both the Water Resources and Road Maintenance Divisions.  

The Natural Resources Senior Planner will be housed in the Water Resources Division and will primarily support environmental compliance for Department of Public Works (DPW) Road Maintenance Division projects, including maintenance, repair, and replacement of roads, bridges, and drainage infrastructure (i.e., culverts, ditches and drainage channels).  
The work is dynamic, requiring strong written, verbal, and interpersonal skills to accomplish the following tasks that range among:

• coordinating with the Road Maintenance Division managers to develop permitting strategies. 
• analyzing project impacts on species and the environment. 
• preparing permit applications and negotiating with agencies. 
• hiring and managing consultants. 
• working with project managers to identify and implement best management practices and develop mitigation strategies to off-set impacts. 
• conducting pre-project biological surveys. 
• report writing. 
• post-construction monitoring.

This classification is for the City Clerk (CC) and Assistant to the City Manager (ACM); due to this caveat this classification specification will list duties and responsibilities for the two (2) positions.
To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

SUPERVISION RECEIVED AND EXERCISED
Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:
• Maintains records and prepares daily reports related to work performed.
• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.
• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.
• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.
• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.
• Serve as custodian of the city seal and city archivist for official records.
• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.
• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.
• Assist City Manager in responding to various inquires related to city operations, policies, and programs.
• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.
• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.
• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.
• Perform related duties as assigned.

In the Land Use Division of the Planning Department, incumbents are responsible for: Tracking permit activity; Researching zoning history, land use policies, development trends, and precedents; Supporting commission meetings; Preparing written reports and presenting to commissions, committees, community members, and other boards; Assisting in preparing amendments to the General Plan, Municipal Code, and/or other policy and procedure documents. In the Transportation Division of the Public Works Department, incumbents are responsible for: Assisting with research, planning, conceptual design, and delivery of transportation and parking projects; drafting public notification materials, assisting with organizing and/or attending outreach events, and conducting in-person outreach; producing maps and graphics for transportation projects and parking operations; assisting with the City's coordination and monitoring of privately-operated shared mobility programs, including bicycle sharing and scooter sharing; assisting with preparation of transportation plans and policy documents, including the Pedestrian Master Plan Update, transportation impact analysis guidelines, and Complete Streets Policy implementation guidelines; and supporting the ongoing operation of the City's demand-based parking pricing program (goBerkeley), including conducting periodic data collection, analyzing data in Excel and GIS, and assisting with preparation of parking policy documents.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four-year college with major coursework in city, regional, or urban planning, or a closely related field. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

A valid California driver's license is desirable. Must be able to attend evening meetings as required.

The Associate Planner administers complex current and advanced planning activities, including serving as project manager for complex development applications and special projects. In the Transportation Division, the Associate Planner works on a variety of projects, programs, and initiatives, such as developing, implementing, and updating the City's transportation plans; analyzing transportation and traffic safety data to identify and prioritize projects and policies that will improve public safety; developing Complete Streets projects and supporting the implementation of transportation capital improvement projects; and coordinating with transit providers, primarily AC Transit, on transit projects affecting Berkeley, including service planning and bus stop improvements. Additional duties may include leading grant applications and assisting with grant compliance, procurement of consultants, and consultant and contract management.
