Job Summary:  Under the direction of the Executive Director of Early Learning Support Services (ELSS), plan, organize and manage the operations and activities of early learning quality improvement initiatives with a focus on supporting children with special needs and disabilities; provide leadership and coordinate communications, meetings, budgets, grants, data collection, and project reporting requirements, collaborate with program staff, schools, and community partners in project planning, implementation and project evaluation activities; serve as a technical resource and liaison to staff and community partners on early learning initiatives; supervise and evaluate the performance of assigned personnel.

Essential Job Functions:              

• Ensure quality preschool services for all children by implementing project objectives that promote significant improvement in school readiness and achievement of children of color, children living in poverty, English learners and children with special needs and disabilities
• Work with the ELSS Executive Director in managing the initiatives, including budget development, compliance monitoring, data and fiscal reporting
• Plan, organize, and manage the timely and effective implementation of initiative’s operations and activities including services provided by subcontractors and consultants
• Work with staff and partner agencies to implement and refine initiative goals and objectives; coordinate the development of policies, procedures, and plans for human and resource allocations
• Develop subcontract documents and serve as lead for subcontractor and consultant agreements needed to implement the initiatives
• Provide leadership, coordinate and facilitate communications, meetings, reporting functions, partnerships and information
• Provide consultation and technical assistance to subcontractors, administrators, and personnel and outside agencies; respond to inquiries, assure proper and timely resolution of issues or concerns related to initiatives policies and procedures, and modify services to ensure compliance with required standards
• Research information and prepare project funding proposals; develop, write and review agreements with outside service providers; participate in contract monitoring procedures and ensure subcontractor compliance with project policies and procedures
• Prepare and maintain a variety of records, reports and files related to financial activity, budgets, grants, contracts, meetings, and assigned duties; assure mandated reports are submitted to appropriate administrator, funding agency or governmental organization in accordance with established time lines and requirements
• Establish, develop and maintain partnerships with community resources and outside agencies to facilitate and enhance support the Early Learning field
• Plan, schedule, coordinate and arrange meetings according to established time lines and requirements; prepare and develop meeting agendas; assure proper recording of meeting minutes; attend and participate in The Big Lift and other meetings related to Quality Improvement Initiatives; present materials, data, research and information related to needs, issues, operations and activities
• Develop annual preliminary budgets for Quality Improvement Initiative contracts; analyze financial data and reports and authorize expenditures
• Provide consultation and technical assistance to contractors, personnel, administrators, outside agencies and others relating to Early Learning quality initiatives’ services; respond to inquiries and provide detailed and technical information
• Monitor the quality of preschool programs participating in Quality Initiatives to assure compliance with established standards, requirements and contract specifications; visit preschool sites to observe classroom activities, confer with assigned consultants and staff, provide technical support, review documentation and assure child development needs are being met; identify and assure proper and timely resolution of compliance issues
• Develop, implement and conduct staff development, and public information activities concerning Early Learning Quality Improvement Initiatives; prepare and deliver oral and written presentations using a variety of media, to explain related principles, theories, standards, guidelines, requirements, practices, procedures and techniques
• Maintain current knowledge of educational methods, research, practices and standards related to quality early childhood education and related laws, codes, and regulations
• Participate in a variety of community outreach activities to facilitate and enhance community awareness of Early Learning Quality Improvement Initiatives; prepare and distribute a variety of promotional and informational materials
• Manage assigned contracts and grants and budgets and reports to funders on contract deliverables
• Act as project liaison within the community representing both the County Office of Education and Big Lift program
• Supervise and evaluate the performance of assigned personnel

Qualifications:  Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification.  Typical qualifications would be equivalent to:

EDUCATION:   Bachelor’s degree in Early Childhood Education, Human Development, Social Science or related field.  A special education degree or specialization, and a CA Child Development permit are preferred.

EXPERIENCE:   Three to four years of professional-level experience in an organization serving at-risk families with young children including responsibility for program coordination, project planning and management, fiscal oversight, grants management, and project evaluation.

LICENSE:         Possession of/or ability to attain a valid California Driver’s License

AFTER SCHOOL COMMUNITY SERVICES ASSISTANT (ASCSA) I & II

ASCSA I: $13.39 - $16.28/hr.

DEFINITION: Under supervision, staff will perform duties in our After School Program consisting of an educational, enrichment and recreational environment. The Position

The City of Union City is seeking a highly experienced financial leader to help guide the City during a unique time of challenges and opportunities. Union City, like all communities throughout the country, is facing a substantial impact from the Coronavirus and the new  Assistant City Manager/Chief Financial Officer (ACM/CFO) will be expected to provide strategic leadership guidance, organizational expertise and a high level of financial acumen to help the organization successfully meet those challenges.

The City of San José is looking for a highly motivated individual to administer a uniform Citywide Open Government and Records Management Program. This position is part of the City Manager's Office, in consultation and collaboration with the City Clerk's Office, City Attorney's Office, and the Information Technology Department, to ensure a consistent and effective program applicable to all City departments, Council appointees, elected officials, and their staff.

Responsibilities of the Open Government Manager include:

- Create and maintain policies and procedures related to the City's Open Government and Records Management programs.

- Make recommendations and revise Open Government and Records Management policies and practices as needed based on professional best practices, legal and legislative issues, and technology tools and trends.

- Monitor and report to the City Administration and City Council regarding adherence to the City’s policies concerning records and open government.

- Provide training to the staffs of City departments, Council appointees, and elected officials to support a consistent Citywide approach to the storage and retrieval of inactive records, records retention and destruction (including paper and electronic records), and the timely release of public records in accordance with legal and policy requirements.

- Maintain an effective network of departmental Public Records Coordinators and Records Administrators to ensure consistent standards for customer service and compliance with the City’s Sunshine policies and California laws.

- Assist City departments, appointees, and elected officials to develop, implement, and revise, as necessary, records retention and management programs in accordance with City policy.

- Provide technical oversight of the City Records Storage Center, including destruction of obsolete records.

- Coordinate cross-department responses to California Public Records Act requests received by the City, assist with the appropriate review and delivery of City records and information to the public and news media, and respond to and assist requestors regarding particularly sensitive or complex requests.

- In conjunction with the City Attorney's Office and the Information Technology Department, develop, and revise as needed, procedures for e-discovery and other electronic records issues.

- Work with the Information Technology Department and other City departments as appropriate to provide and maintain methodologies for the indexing, storing, and accessing of records and information.

- Consult with federal, state, county, and other governmental agencies on open government public records, and information management issues, regulations, technology, and trends.

Knowledge of: Principles and methods used in organizing, conducting, and supervising recreational activities; recreation development, organization, and planning; operation of a recreation facility; City policies and procedures; record keeping techniques; cash handling techniques; basic first aid and safety practices and procedures; customer service principles; recreation activities and services; basic event management and principles; effective leadership and standard safety rules and practices; how to deliver effective recreation services; common crafts, sports, games, and recreation activities appropriate for all ages; basic youth development principles; computer skills to include Microsoft Office.

Ability to: Implement and organize recreation program elements; conduct daily activities of assigned recreation program or function; work independently; prioritize and handle multiple program tasks; think and act quickly in emergencies; judge situations and people accurately; understand and carry out oral and written directions; establish and maintain effective and cooperative relationships with subordinates, peers, supervisors, and the public; communicate to customers clearly and understandably; use basic math skills; operate office equipment including computers, scanners, calculators, printers, and copiers; perform work in a safe manner; perform the physical duties of the job.

EDUCATION AND TRAINING GUIDELINES

Education: A minimum of current enrollment in high school, with minimum age of 15 at time of appointment.  Must possess a work-permit if required by law.

Experience: No previous work experience is required. Depending on area of assignment, previous experience participating in or assisting with the activity and/or sport is desirable.

Licenses: Depending on area of assignment a valid, Class C California Driver’s license may be required. Possession of or ability to obtain a first aid certificate. Possession of or ability to obtain a CPR certification. Ability to obtain Mandated Reporter Training Certification may be required.

SPECIAL REQUIREMENTS

Vision adequate to perform assigned tasks; speak clearly; ability to bend, stoop, or crouch; physical stamina to complete assigned tasks; ability to work off-hours, shifts, or events as required; strength to lift and carry materials weighing up to 20 pounds; and the ability to work outdoors in a variety of weather and temperature conditions.
