POLICE CADET

$13.00 - $15.80/hr.

(Part-time, at-will, no benefits)

DEFINITION:  The Cadet Program is designed to introduce recent high school graduates (ages 18 to 24) to a law enforcement career and to prepare them for entry into the Police Academy.   Under direct supervision, the Cadet position performs a wide variety of police support duties and clerical assistance for the Fontana Police Department.

ESSENTIAL FUNCTIONS:  The employee must have the ability to:

• Perform reception duties; greet visitors and direct to appropriate staff; answer questions and provide general information to the public; answer phones and forward calls as appropriate.
• Provide assistance in property control as needed; log incoming property into computer, release property, transport evidence to crime lab, appear in court to testify regarding the validity of evidence.
• Provide support assistance and learn the duties performed in the following areas:  lobby reception, records, crime prevention, dispatch, patrol, and property control.
• Provide clerical support as needed; type, file, provide requested forms and reports; release vehicles to individuals as appropriate.
• Maintain current enrollment and satisfactory completion of at least 9 semester units of law enforcement related college courses in order to participate in the Cadet program.
• Communicate clearly and concisely, both orally and in writing.
• Learn, understand, interpret and apply Police Department policies and procedures.
• Understand and carry out oral and written instructions.
• Must meet the Peace Officer medical standards recommended by the Commission on Peace Officer Standards and Training. 
• Establish and maintain cooperative working relationships with those contacted in the course of work.
• Employee must perform any other tasks or functions deemed necessary to the daily operations of the employer, and

WORKING CONDITIONS:  Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  This position also requires grasping, gripping, repetitive hand movement and fine hand coordination in using a computer keyboard.  The need to lift, carry and push supplies weighing 25 pounds or more is also required.  May be required to work outside in the elements; hot, cold and rain.  Additionally, the position requires near and far vision in reading written documents.  Acute hearing is required when providing telephone and counter service.

EXPERIENCE AND TRAINING GUIDELINES:  Successful candidates will have some basic knowledge of modern office procedures, methods and computer equipment and effective public communication techniques.

EXPERIENCE/EDUCATION:  Equivalent to the completion of the twelfth grade and current and continuous enrollment in an accredited college or university with college level course work in law enforcement.  The incumbent must be a minimum of 18 years old and a maximum of 24 years old.

LICENSES AND/OR CERTIFICATIONS: Possession of, and continuously throughout employment, a valid CA Class “C” Driver’s License.

DEFINITION

To perform semi-skilled and skilled duties in the trimming, maintenance, and planting of City trees.

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Tree Trimmer series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from the Senior Tree Trimmer in that the latter performs advanced journey level work and provides technical and functional supervision to assigned staff.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from an assigned supervisor; receives technical and functional supervision from the Senior Tree Trimmer or Arborist Technician.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Using aerial lift and through skilled climbing, trim and structurally prune trees to provide clearance of streets, sidewalks, signs and lights as well as to ensure the continued health of the trees.
• Perform tree trimming using chainsaws, hand/pole saws and loppers; remove trees, stumps, hangers, branches and related debris; perform stump grinding and plant healthcare duties.
• Plant, spray, stake and maintain trees on City owned property and in the public right-of–way.
• Operate tree trimming and maintenance equipment such as boom trucks, chippers, stump grinders, and power tools, such as chain saws and hydraulic loppers.
• Clean, sharpen, maintain tools, ropes, and other tree maintenance equipment.
• Collect debris from tree trimming and removal operations into piles, using shovels, rakes, or other tools.
• Load debris onto trucks or into chipper and haul it away for disposal.
• Inspect trees for public safety and wildlife; respond to requests and inquiries from the general public.
• Identify equipment needs for each assigned project.
• Utilize proper safety precautions related to work performed.
• Work multiple shifts during emergencies, seasonally caused circumstances, or special projects in varying climate and temperature conditions.
• Perform general natural resource maintenance work when not assigned to tree trimming duties.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Operate tree trimming and maintenance equipment such as boom trucks, chippers, stump grinder, dump trucks, and power tools, such as chain saws and hydraulic loppers.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Safety rules and work practices used in operating and maintaining tree maintenance equipment.
• Uses and purposes of tools and equipment related to tree trimming and maintenance.
• Basic methods, tools, materials, and equipment used in trees maintenance.
• Basic principles and practices of record keeping.
• Safety rules and work practices used in operating and maintain tree maintenance equipment and trucks.

• ANSI standards and ISA best management practices for tree planting, plant healthcare and pruning.

Ability to:

• Perform skilled tree trimming and maintenance work; climb trees at heights necessary to perform trimming activities.
• On a continuous basis, know and understand tree trimming and removal operations; observe safety rules.
• Intermittently, sit at a desk while studying or preparing reports; twist to reach equipment or materials; stand, walk, balance, stoop, kneel, climb, crawl, and bend while performing tree trimming and removal duties; perform simple grasping and fine manipulation; and lift or carry weight of 50 pounds or less.
• Use and operate vehicular and stationary mechanical equipment, hand power tools, mechanical equipment, and equipment required for the work in a safe and efficient manner.
• Prepare and maintain simple records of activities.
• Perform heavy physical labor.
• Establish and maintain cooperative working relationships with those contacted in the course of work.
• Community clearly and concisely, both orally and in writing.
• Independently perform work in tree maintenance and pruning or removing large trees using aerial lift and skilled climbing.
• Operate a vehicle requiring a Class B license.

Experience and Training

Experience:

• One year of increasingly responsible experience performing tree trimming and maintenance duties, including demonstrated ability to climb trees.

Training:

• Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree.

License or Certificate

• Possession of a valid California driver’s class B license by date of promotion or appointment.

• Efficiently patrols assigned routes throughout the City to identify and resolve parking violations and traffic hazards, and enforce applicable laws; issues parking citations utilizing an electronic ticket writer and updates records as necessary.  May write warnings and amendments to previously issued citations.
• Responds to citizen complaints and concerns regarding parking and traffic issues and abandoned vehicle laws; tag and arrange transportation of abandoned vehicles; refers issues to supervisor or law enforcement as necessary;
• Chalks tires of vehicles parking in timed spaces, records time, and returns at specified intervals to ticket vehicles remaining in spaces illegally;
• Explains California State laws, California Vehicle Code, and City ordinances to the general public regarding parking citations and parking in general;
• Provides guidance to residents on how to obtain Residential Parking Permits and assists residents on permit questions and issues;
• Reports missing or damaged traffic signals and signs; reports improperly operating traffic signals; submits work order requests for signage, curb painting, and repairs;
• May perform traffic control duties at accident scenes and special events, including directing traffic and diverting flow of traffic by erecting temporary barricades and posting temporary signs; and
• Perform related duties and responsibilities as assigned.

This is a journey-level class in the Police Records Specialist classification series responsible for maintaining information in specialized departmental databases, preparing and assembling reports, processing payments, and preparing and processing subpoenas, requests for information, and other documents. THE POSITION:

The City of San Rafael is recruiting for the position of Police Cadet (2 positions available).  This is an excellent job opportunity for students interested in law enforcement.  Under direct supervision, this entry level, limited term, civilian position provides general and specific information and assistance to the public.  The position also provides logistical assistance to all police department functions.  The primary assignments for the Cadet position are crime prevention, patrol support, and records/front office support. 

This position performs the following essential job duties:

• Maintains inventory of supplies and equipment
• Photocopies documents, files reports and manages additional work requests
• Uses personal computers and software applications for data entry and records maintenance
• Ensures proper calibration and maintenance of technical equipment and instruments
• Cleans and maintains work areas and machinery
• Assists with vehicle fleet cleaning and maintenance
• Performs related duties as required

• Must accept “limited term” appointment requirement as a condition of employment. 
• Must possess a valid California drivers’ license and have a safe driving record. 
• Preference given to college students preparing for a career in law enforcement.

JOB SUMMARY

Under direction this person instructs fitness classes at the San Dimas Recreation Center in a safe, enjoyable, and positive environment.  Instructor will promote wellness and create appropriate and challenging workouts for participants at the appropriate and safe level.  They will instruct participants about exercise activities that improve strength, cardiovascular endurance and flexibility.  They demonstrate correct movements and technique, while offering tips on improving form to maintain or improve physical fitness.
