Finance Director - City of American Canyon, California

Located in the southern portion of world-famous, wine-growing Napa County, approximately 35 miles northeast of San Francisco, American Canyon first developed following World War II and incorporated in 1992. American Canyon plays an important role in the Napa Valley wine industry with continuous growth in wine logistics, wine making, storage and distribution. American Canyon is also home to growing major food production industries, such as Coca Cola, Barry Callebaut Chocolate, Mezzetta, and a new IKEA E-Commerce Distribution Center. With a current population of 20,500 in more than 6 square miles, the City plans for a population of 30,000 by 2030.

American Canyon has a mix of original and newer housing stock including single-family residential units, apartments, and manufactured homes. The City’s residential growth rate justified the 2010 construction of LEED- certified American Canyon High School, home of the “Wolves,” with its extensive athletic facilities. A new elementary school is under construction.

American Canyon is poised for future growth in two industrial parks and two specific plan areas. The parks include 5 million square feet of space for industrial users; a Broadway District Specific Plan to include 1,200 homes and 850,000 square feet of commercial development along Highway 29; and the Watson Ranch Specific Plan, which includes 1,250 homes and rejuvenation of century-old mine ruin structures into a tourist and entertainment center known as the Napa Valley Ruins and Gardens.

The Finance Department

American Canyon’s Finance Department provides a range of financial services to internal and external customers. Major functions include financial forecasting, budget development, financial management and reporting, accounts payable, citywide payroll, utility billing, business license, administration, purchasing, cash flow management, and investment management. 

The department has a FY 2020/21 operating budget of approximately $1.3 million and a total staff of eight employees within the two divisions of Accounting and Budget, which is each managed by a Management Analyst II.  Additional staff within the department include one Accounting Technician and four Accounting Assistants. 

With recent retirements at the leadership level, the Finance Department has proactively rallied to cross train and support technical staff in order to ensure the continuation of quality services. The Finance Director will be a “working” director and will be a leader and member of the team.

Under general supervision, provides excellent customer service, performs complex clerical work in connection with keeping and reviewing financial and statistical records, provides support to the benefits processing and payroll administration functions, and performs related duties as required.

Class Characteristics

This is the journey-level class in the Account Clerk series that performs the full range of account maintenance and administrative duties to support financial accounting and human resources.  This class applies Library financial procedures to resolve a variety of issues.  Assignments include the performance of a wide variety of record-keeping, reconciliation, and account support activities.  Incumbents at this level work independently, exercising judgment and initiative.  Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  The Senior Account Clerk is distinguished from the Accounting Coordinator in that the latter independently coordinates and is responsible for one or more fiscal areas such as accounts payable and receivable and/or payroll administration.

Physical Demands

Must possess mobility to work in a standard office and library setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; hearing and speech to communicate in person, and over the telephone.  This classification primarily works indoors and requires movement between work areas.  Finger dexterity is needed to access, enter, and retrieve materials and data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information.  Positions in this classification occasionally lift and carry reports, records, and materials that typically weigh less than twenty-five (25) pounds.

Environmental Elements

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may interact with staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

The Organization

The City operates as a Council/City Manager form of government and is a general law city. There are four elected Council Members and a separately elected Mayor. The Department

The City of San Rafael Fire Department is seeking to fill the position of Wildfire Mitigation and Emergency Preparedness Specialist.  Fixed-term appointments may be made for up to a three-year period. Continued appointment in this position is contingent upon funding and job performance.  This is an “at will” position.  This position has limited benefits available. 

Under supervision, the Wildfire Mitigation and Emergency Preparedness Specialist will support the implementation of the San Rafael Wildfire Prevention and Protection Plan and Marin Wildfire Prevention Authority (MWPA) goals; work to improve community disaster preparedness through outreach, education, and engagement; support the San Rafael Community Emergency Response Team (CERT) program; support Firewise communities, and Neighborhood Response Groups (NRG’s); support Emergency Operation Center (EOC) functions); and augment designated fire prevention and emergency management staff on strategic projects and programs.       

Essential Duties and Responsibilities:

• Draft policies and procedures, plans, and ordinances related to wildfire prevention and emergency services.
• Deliver training and provide subject matter expertise on fuel reduction measures in alignment with environmentally sound/safe practices and existing ordinances.
• Represent the department through collaboration with multiple community-based organizations, partner agencies and varied stakeholders involving emergency and non-emergency settings.
• Support and coordinate San Rafael CERT and San Rafael-hosted CERT trainings.
• Support emergency alerting and notifications, including educational endeavors and outreach, and database management.
• Support, coordinate, and conduct disaster preparedness and mitigation through public outreach and training opportunities.
• Support the development and implementation of Emergency Operation Plans, including evacuation planning and continuity of operation plans. 
• Support the implementation of the Wildfire Prevention and Protective Action Plan.
• Other duties as assigned.

Knowledge of:

• Emergency, environmental and fire hazard prevention; principles and practices of emergency management, including hazard identification, mitigation and disaster preparedness; urban interface education/training,

• Bachelor’s degree from an accredited college or university with major coursework in emergency management, fire management, public administration, or a related field, AND/OR
• Three (3) years of technical-level experience in an organization performing emergency management, disaster planning, and/or response, which has provided knowledge of emergency management concepts, terminology and basic procedures, OR
• An equivalent combination of education and experience sufficient to successfully perform the duties and responsibilities of the position.
• Must possess and maintain a valid California driver’s license, with a satisfactory driving record.

THE CITY

The City of American Canyon is seeking an entry level Maintenance Worker to perform a variety of maintenance and construction duties and operates public works/parks equipment.  Initial hire and assignment will be for the Park’s division.  Maintenance Worker I’s may advance to the Maintenance Worker II level with a salary range of $4,625-$5,620 per month, after a minimum of two years of successful service and upon the recommendation of the supervisor.

THE POSITION

Maintenance Worker I is an entry-level class position. Initially, under close supervision, incumbents learn basic maintenance, construction, and safety procedures. As experience is gained, there is greater independence of action within established guidelines and incumbents are expected to perform a broader scope of duties.

The ideal candidate will possess the ability to:

• Provide manual labor as directed, including digging holes, removing trees, raking, removing trash/litter/debris/graffiti, and planting trees and shrubs.
• Take daily pool readings and perform maintenance activities including cleaning injection systems and strainers, replacing chemical injection lines, and adjusting chemical dosages.
• Perform carpentry work to replace or repair wooden fences, picnic tables, benches, signs, and par course facilities.
• Plant, prune, and maintain plants and trees.
• Assist in the repair and maintenance of irrigation facilities including controllers, drip systems, pipes, and sprinkler heads.

ASSISTANT PLANNER

JOB CHARACTERISTICS:  The Assistant Planner is an entry-level position. It is characterized by the responsibility for providing staff support in land use planning activities and policy development under close supervision. Incumbents learn to apply professional planning principles within a municipal government setting. As experience and proficiency are gained, incumbents are expected to work with less supervision.

The Assistant Planner is involved in a variety of customer service activities including design review of residential and commercial projects, assistance at the public counter, and enforcement of City regulations, and presenting written and oral reports in a variety of public settings.   

THE COMMUNITY DEVELOPMENT DEPARTMENT: 

The Community Development Director oversees a Planning Division and Building Division which are staffed by Senior Planner, two Assistant Planners, Building Inspector, Permit Technician and Administrative Aide. Contract staff provide Building Plan Check and Code Enforcement services.  The Planning Division provides staff support to the Planning Commission, the Sustainability Commission, the Historic Preservation Commission, and the City Council.

• Check construction plans to ensure conformity with City regulations and project conditions.
• Prepare reports and studies and represent the Department before the public, other agencies, and developer representatives.
• Attend, participate, and present reports at meetings of the Historical Preservation Commission, Planning Commission, City Council, special committees, and neighborhood groups.

Requirements:

Any combination of education, experience, and training which demonstrates possession of and competency in requisite knowledge and abilities may substitute for the education (degree) on a year-for-year basis. A Master’s degree in planning or a related field may substitute for one year of the required work experience.

Bachelor’s degree from an accredited college or university with major coursework in planning, urban studies, geography or a related field and at least a long-term internship, with one to two years of full-time work experience in municipal or regional planning preferred.

The Marin Municipal Water District (District) is recruiting for a Natural Resources Program Manager who will be assigned to the District’s Fisheries Program. This mid-management class serves as a subject matter expert and program manager with responsibility for directing District staff and consultants in activities involved with natural resource management, environmental planning, regulatory compliance, fisheries monitoring, and stream restoration design and implementation. This key manager will lead all aspects of the District’s Lagunitas Stewardship Plan.  The ideal candidate will have effective oral and written communication skills necessary to develop and maintain lasting partnerships with resource agencies, government entities and community representatives, and keep partners informed and engaged. He/she will have in depth knowledge of fisheries stewardship with experience complying with drinking water and environmental regulations and will possess a proven track record of representing an organization’s interests while facilitating regional environmental stewardship initiatives.

The District:

The District is a medium sized, municipal, water agency with a Board of Directors/ General Manager form of government, 240 full time employees and a $105,000,000 combined annual operating and capital budget for FY 2020. Annually, the District delivers water to 190,000 residents and businesses in the central and southern portions of Marin County and has stewardship responsibilities for 21,000 acres of pristine watershed lands on Mt. Tam. The District operates seven water supply reservoir in Marin County, five of which are within the Lagunitas Creek Watershed.

The Job:

This is a mid-management level job class. This manager is responsible for the following:

· Manages all aspects of the District’s Lagunitas Stewardship Plan and all fisheries and aquatic resource management in watersheds within the District’s sphere of influence;

· Analyzes, implements, and monitors the District’s watershed management operations in relation to fisheries and aquatic resources, wildlife, hydrology, geomorphic conditions, and other environmental factors;

· Conducts environmental review for projects and programs in coordination with the District’s Division and Department Managers pursuant to local, state and federal laws, policies and regulations, acquires regulatory permits and clearances, provides environmental consultation and services;

· Leads planning of fisheries habitat and stream restoration projects; manages the implementation of habitat restoration projects, including permitting and compliance,  and long-term monitoring plans;

· Manages fisheries monitoring programs, field activities, safety, and equipment; conducts aquatic resource surveys and analyzes species census data to determine population status and trends; identifies, analyzes, and catalogs field specimens;

· Coordinates biological monitoring  responses to water infrastructure discharges into waterways, analyzes location of discharge, directs field staff regarding fisheries and aquatic resource monitoring requirements, and as needed responds to discharges within sensitive creeks to document impacts to aquatic resources;

· Prepares and administers grant applications relating to planning and implementing projects within watershed in the District’s sphere of influence; conducts environmental assessments to inform project planning, develops resource agency permit applications, and communicates project details with agency partners;

· Directs and participates in the development, negotiation, and administration of contract services, monitors the work of contractors and consultants, reviews and approves payments, and implements appropriate contractual changes;

· Provides professional level staff support to a variety of boards, commissions, and committees; prepares and presents reports and other necessary correspondence to stakeholder groups and resources agencies;

· Coordinates the Lagunitas Technical Advisory Committee (TAC); assists with the administration of TAC meetings.
