THE POSITION

Under supervision of the Public Works Manager, the Maintenance Worker I performs entry level unskilled, semi-skilled, or skilled labor in construction, maintenance, and related service activities applied to the areas of general landscaping, grounds maintenance and street maintenance.

 TYPICAL TASKS AND RESPONSIBILITIES

• Grounds Maintenance:  Operate mowers and other equipment and tools for purposes of cutting grass, trimming trees and shrubs, and planting and transplanting flowers, bulbs, shrubs, and trees.
• Storm Prevention Maintenance:  Assist in cleaning ditches, culverts, and storm drains.
• Street Maintenance: Assist in repainting of pavement markings, basic pothole, and street repair; installation and repair of street signs and markers; mixing and application of Class III pesticide materials.
• Vehicle/Equipment Maintenance:  Assist in the care, maintenance and cleaning of vehicles, tools, and equipment.
• General:  Contact residents concerning maintenance and service problems; refer complaints and requests to proper supervisory personnel. Assist supervisory personnel in preparing and maintaining proper records and logs. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

QUALIFICATIONS

The general knowledge of basic construction methods, materials and terminology, standard hand tools, light equipment, and light vehicles; general knowledge of basic safety precautions and practices necessary in working with hand tools, light equipment, and vehicles; general knowledge of basic methods and practices involved in the care of shrubs, trees and flowers. Ability to learn technically complex construction and maintenance procedures in water systems, streets, parks and building maintenance; use hand and power tools; perform heavy manual labor for extended periods of time under inclement weather conditions; work alone or with small groups.

SPECIAL REQUIREMENTS

Possession of a valid California driver's license and ability to maintain a satisfactory driving history.

EXPERIENCE AND TRAINING

Completion of high school or its equivalent, or completion of a trade or vocational school.  Some directly related experience is desirable.

COMPENSATION AND BENEFITS

• Monthly Salary: $4,855 to $6,269 per month. Placement within the range will be based upon the selected candidate’s experience and salary history.
• Health/Medical Benefit: Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  Duties may include, but are not limited to the following:
  • Performs operation and maintenance on sanitary sewer pump station.
  • Responds to service requests regarding clogged mainline stoppages, mainline breaks, manholes and related structures.
  • Performs mechanical work in repairing and installing equipment.
  • Operates compressor, air gun tamper, backhoe and other related construction tools.

• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

THE WATER QUALITY CONTROL PLANT:

The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. The Water Quality Control Plant is a division of the Public Works Department staffed by 38 employees including: Plant Superintendent and Assistant Plant Superintendent of WQCP; Maintenance, Laboratory and Environment Compliance Supervisors; Senior Chemist; Chemist; Lead Plant Mechanics; Plant Mechanics; Lead Plant Operators; Plant Operators; Electricians; Senior Environmental Compliance Inspector; Environmental Compliance Inspectors, Utility Workers, and two Administrative Assistants.

What You’ll Do

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

They also coordinate the free shuttles, safety education, and neighborhood traffic calming programs.

• 97 miles of streets
• Drinking water delivery for 16,000 customers

• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees

THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements.  They will also prepare transportation impact analysis reports and transportation sections of environmental impact reports in accordance with local, CEQA and NEPA requirements.

The Assistant Public Works Director – Engineering is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Engineering Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to civil engineering, capital improvement projects, land development engineering, as well as manage related management-level classifications that may also oversee these functional areas such as the City Engineer/Engineering Services Manager.

In managing and coordinating division service for large and complex capital projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain plan review as well as permitting and inspection processes. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements. They will also interpret municipal code related to right-of-way permitting and federal, state, and local regulations for utilities including storm water and water quality.

THE POSITION

The Water Resources Instrument Control Technician installs, operates, maintains, calibrates, and repairs computer hardware, process instrumentation, and telemetry equipment; de-bugs, modifies, and customizes software; modifies, maintains, and repairs all components of a programmable logic controller (PLC) based supervisory control and data acquisition (SCADA) systems/distributed control systems; and performs other duties as assigned.

Examples of duties and responsibilities may include:

• Installs, calibrates, programs, maintains, and repairs instruments, PLC based system/distributed control system components, meters, analyzers, recorders, control and feed systems, computers, monitors, printers, transducers, microprocessors, and data transmission systems
• Maintains and repairs electronics, electrical, pneumatic, mechanical, and hydraulic systems, laboratory and safety equipment including gas detection, alarm systems, pH and DO meters;
• Analyzes and modifies computer programs to optimize plant operations and operator convenience
• Assists system users in solving data and systems problems and suggests alternative methods of operation
