The Town of Woodside is seeking a Director of Public Works/Town Engineer to join the Public Works and Building Department under the direction of the Town Manager. The Town of Woodside:
Woodside is a rural residential community of approximately 5,300 residents located on the San Francisco Peninsula in San Mateo County. The Town is bordered by Redwood City to the north, Atherton and Menlo Park to the east, Portola Valley to the south, and the Santa Cruz Mountains to the west. Residents of Woodside are highly educated and active in local government. The Town maintains an intricate equestrian trail system and many residents keep horses.

Woodside spans 14 square miles and is a largely affluent residential community in Silicon Valley. It has an intentionally small and rural historic business district and is home to the Village Pub, Firehouse Bistro, Buck’s of Woodside and Alice’s restaurants. The Town is currently updating its Town Center Area Plan and is seeking resident input for possible improvements to circulation, pedestrian safety, parking, development, open space, land uses and more.

The Opportunity:
The Director of Public Works/Town Engineer will provide seasoned leadership to advance progressive Town initiatives. The Director of Public Works/Town Engineer will plan, organize, and provide administrative direction and oversight for all public works functions and activities, including infrastructure engineering, design and construction, streets and traffic control, engineering plan checking, permit approval, facility, parks and infrastructure maintenance.

The duties include, but are not limited to, the following:

• Assume full management responsibility for all department services and activities including engineering, capital improvements, streets, sewer, storm drain systems, building permitting, and vehicle and equipment maintenance; recommend and administer policies and procedures.
• Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
• Establish, within Town policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
• Plan, direct and coordinate the Public Works Department's work plan; assign projects and program areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
• Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
• Provide for the selection, training, professional development, and work evaluation of department staff, authorize discipline as required; provide policy guidance and interpretation to staff.
• Oversee the development and ensure proper implementation and progress of capital improvement projects.
• Review, edit and sign off on reports to the Town Manager regarding capital improvement projects for submission to the Town Council.
• Develop and maintain familiarity with Federal, State, County and regional funding programs and maximize grant acquisition for capital projects.
• Supervise long-term and complex assignments with responsibility for project development, establishing priorities, developing timelines, evaluating work assigned to staff and assuring quality and accuracy of departmental output.
• Review and analyze claims and potential liability matters and provide professional assistance to the Town Manager, Town Attorney, Town Council and insurance claims adjusters.
• Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; timely approval of expenditures; annual review of capital assets; implement budgetary adjustments as appropriate and necessary.
• Prepare and administer operating and capital improvements program budget.
• Explain, justify and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues.
• Represent the Public Works Department to other departments, Town Council and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
• Provide staff assistance to the Town Manager; participate on a variety of committees; prepare and present staff reports and other necessary correspondence.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works maintenance and capital improvement project administration.

• Direct the preparation of engineering plans and specifications, bidding, competence of contractors and vendors, and the selection criteria for public contracts.

THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

IDEAL CANDIDATE

The ideal Community Resource Clerk possesses excellent communication and interpersonal skills and will be comfortable working in a diverse community setting, providing customer service to community members of various ages, ethnicities, and abilities.  Candidates with bilingual skills are strongly encouraged to apply. TYPICAL DUTIES:

• Assists in implementing the day-to-day operations at the Library | Parks and Recreation Center.
• Helps oversee use of the facility, ensuring appropriate security is maintained, policies and procedures are followed; appropriate equipment and materials are available, and building is operating efficiently.
• Registers participants in programs and assists patrons with Library or Parks and Recreation account inquiries.
• Performs typical service desk duties including but not limited to patron registration and account management, checking in/out materials, utilization of self-check equipment, assisting patrons with fines and fees, payments and placing reserves, and answering patron questions and requests.
• Maintain the posting of current promotional materials, such as flyers, brochures, guides, and other printed materials.
• Assists in coordinating the scheduling of classes, activities, meetings, events, and rentals in the facility.
• Assists patrons in using and locating library materials and equipment; explains library services, rules, and procedures.
• Works cooperatively with staff, parents, children, and other public and private sector employees and volunteers; coordinates with appropriate agencies to ensure that necessary services are provided to clients.

• Performs general housekeeping duties related to the organization of materials and equipment in the common areas of the facility.

Training:  Equivalent to graduation from high school.

The Air District is currently accepting applications for the position of Principal Air Quality Engineer. This is an open recruitment for three (3) full-time, represented positions: one (1) vacancy in the Regulatory Development Division and two (2) vacancy in the Engineering Division. 

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions
• Verification of emissions inventories
• Database development and data management 
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work such as, but not limited to:

• Processing permit applications for complex facilities
• Analyzing air emissions and other metadata
• Evaluating program effectiveness
• Providing project leadership

This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies. The Principal Air Quality Engineer also represents the Air District in multi-agency working groups.

ABOUT THE POSITION

There are multiple positions full-time (38-hours per week) and part-time (20-hours per week). The current vacancies are at our family-friendly Redwood Shores Branch Library performing a wide variety of customer service and technical library work, providing services for children, adults, and families. The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

ABOUT THE POSITION

 

The Redwood City Public Library is looking for a community-centered, values-driven person who will deliver active and engaged customer service, with a focus on supporting self-service and delivering a top-notch experience for each visitor of the library. The ideal candidate will work well with others to achieve goals in a fast-paced, innovative team environment. The candidate will be friendly, outgoing, enthusiastic, creative, technologically savvy and able to consistently provide superb service to a diverse community of library users. This selected candidate will work year-round 5-15 hours per week including nights and weekends, at any of our library facilities – Redwood City Downtown Library, Redwood Shores Branch Library and Schaberg Branch Library. 

 

Typical duties may include, but are not limited to the following: 

• Greet customers when entering and leaving the library;
• Provide customer service at all service points;
• Assist customers with self checkouts and other self service needs;
• Perform library services using new technologies;
• Issue library cards to new customers;
• Collect fines and fees; answer routine in-person and telephone information questions;
• Explain library policies and resolve problems and complaints;
• Assist customers with computers and other devices;
• Follow opening and closing procedures;
• Assist in preparation and maintenance of displays of library materials;
• Collect statistics;
• Assist with preparing library materials for circulation;
• Perform routine clerical assignments and perform related duties as assigned

Typical duties may include but are not limited to the following: Check in library materials; assist with sorting and shelving library materials; assist customers with use of computers, databases and web searches; troubleshoot computers and printers; perform minor cleaning; and other related duties as assigned.
