Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.
• Experience operating boats
• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.

THE DEPARTMENT

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which includes moving furniture, set-ups, and many other miscellaneous tasks as required. 

The Construction Services Manager will directly perform a variety of new construction, skilled building and grounds repair and restoration work, supervises construction crews of staff, and manages the work of licensed contractors. The Construction Services Manager is responsible for the management and completion of repair and improvement projects at a variety of park facilities and locations.

This is skills-based physical labor work, in all weather conditions, for a person at an intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

The position reports to the Division Chief. Assorted tasks may be supervised by the Deputy Executive Officer. The position supervises 6-12 other staff.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Position Summary

Under general direction of the Director of Transit Training and Safety for the Bus Transit division, contributes to the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. This position will monitor Bus Operator instructors, including observing the road operations to ensure adherence to Operating and Safety Policy and Procedures; monitor Bus Operators for safe operations of vehicles, uniform compliance; and enforcement of District rules, regulations, policies, and procedures. It will also monitor and document Bus Operator Students’ performance, responds to and investigate accidents.

Essential Responsibilities

• Oversees training classes for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Monitors classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators and for other bus training requirements.
• Oversees the following training: 
  1. Refresher training for bus operators returning to work after extended absence. 
  2. Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain V.T.T. status. 
  3. Re-train bus operators as directed by disciplinary hearings on accidents or rule violations. 
  4. Trains Driver Instructors and Transportation Supervisors on new equipment and provide them with outlines and checklists. 
  5. ADA training for persons with disabilities in partnership with passenger relations and planning department. 
• Acts as designated D.M.V. examiner in the testing and certification of bus operators and/or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Ensures maintenance of complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Monitors progressive trainees and performs regular individual coaching/counseling and progress evaluations of student operators. 
• Provides training and guidance as well as work assignments to Driver Training Instructors
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.
• Works with the Director of Transit Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Prepares and/or attends D.M.V. or CHP audits.
• Handles terminations and separations of trainees who fail to meet minimum standards during the program.
• Coordinates local Bus Roadeos, represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo
• Instructs and monitors operations of G.F.I farebox and radio systems.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations. 
• Issues infractions for violations of safety policy and procedures as well as testifies on training or related fields at bus operator hearings, arbitrations, or trials. 
• Ensure employees under their supervision follow established safe work practices and obey all safety rules.
• Assists in collision investigations as required or requested.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance are required.

Minimum Qualifications

Education and Experience equivalent to:

• Bachelor’s degree in transportation studies, public administration, education, or related field. Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement.
• Position requires a minimum of five-years commercial driving experience as an inter-city transit Full Time Bus Operator.
• In addition, must have two-years of classroom training and/or instruction experience and three-years supervisory experience that includes staffing, counseling, coaching, training, motivating and disciplining others. 
• Must have intermediate and proficient computer skills. including, but not limited to, Word, Excel, and Power Point. Computer aided dispatching software experience is preferred.
• Experience in traffic collision investigation and or safety enforcement is preferred. 
• Experience as a Transit Transportation Supervisor is desirable.

• Long periods of standing and walking.
• Must be able to lift 50 pounds. Reach above your head, bend at the waist, stoop and kneel.
• Sit at computer workstation and use the computer to type reports, manuals, etc.
• Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations.
• Must be available to work weekends and nights.

Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.

Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.

4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.

7. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.

The Belmont Parks and Recreation Department is recruiting for part-time Building Attendants. Building Attendants provide operational supervision of facilities during the absence of full-time staff.

Building Attendant I - This is the entry level class in the Building Attendant series.  Incumbents in this class work under close supervision.  As experience is gained, incumbents may be granted more independence of action under established guidelines.

Building Attendant II - This is the journey level class in the Building Attendant series. Incumbents are expected to work independently in the absence of close supervision.
