About the Position
 
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance.
  
 Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but not limited to:

• Emissions modeling of toxic air contaminants including Health Risk Assessments
• Verification of emissions inventories
• Data/database development and management 
• Technical support for rules and regulations

The City/County Association of Governments (C/CAG) is seeking qualified candidates for the position of Senior C/CAG Transportation Program Specialist to perform a variety of program administrative and technical support functions related to C/CAG transportation and land use programs.  

 

As part of an interdisciplinary team and under general supervision, this role involves managing and executing high-level, specialized projects. Responsibilities include planning, developing, and implementing countywide programs and policies, particularly those related to C/CAG initiatives. The role demands providing expert-level analysis and technical support on related legislation, along with overseeing a range of complex C/CAG programs and projects. The candidate will serve as a subject matter authority in transportation program areas, demonstrating broad expertise. 

 

The Senior C/CAG Transportation Program Specialist is the lead or specialist level class in the C/CAG Program Specialist Series. In the lead assignment, incumbents provide direction to C/CAG Program Specialist I/II staff, including assigning, directing, and reviewing their work. At this level, incumbents may provide supervision and leadership on a project or program basis to consultants/contractors, volunteers, and other staff including assigning, directing, and reviewing the work of professional staff. In the specialist assignment, incumbents work on dedicated projects or the largest, most visible, complex, and political assignments within the program. 

 

This position will support key program areas, including airport land use compatibility planning, transportation demand management (TDM) policy, community-based transportation planning, and active transportation (bicycle and pedestrian) programs.

 

The ideal candidate will possess the following knowledge, skills, and abilities:

• Self-starter who has demonstrated the ability to independently perform the full scope of required duties.
• Familiarity with making presentations and recommendations to governmental agency boards, commissions, and committees.

Examples Of Duties

 

Primary responsibilities and duties of the Senior C/CAG Transportation Program Specialist may include, but are not limited to, the following:

• Assist with the development and implementation of transportation plans, policies, programs, and projects, and the linkage of transportation, land use, and environmental goals.
• Coordinate with C/CAG partner agencies on reports, joint studies, and projects.
• Assist with preparing, updating, and administering planning documents, grants, funding recommendations, and projects.
• Act as liaison and participate in a variety of local and regional committees/task forces related to transportation, housing, and/or land use planning.
• Maintain contract agreements, review invoices, and track budgets for C/CAG projects.
• Track and analyze proposed policies from other government agencies and legislations related to transportation and housing.
• Coordinate the development of State and Federal transportation improvement plans and programs at a county level.
• Oversee request for proposal (RFP)/request for qualification (RFQ) processes.
• Monitor the regional transportation planning and delivery process for conformance with State and Federal requirements.
• Establish, maintain, purge, and run reports on various office files including minutes from public or private meetings and hearings.
• Draft documents such as C/CAG Board Resolutions, Board and committee staff reports, consultant contracts and agreements, and RFP/RFQs.
• Prepare, or coordinate with consultants to prepare staff recommendations on consistency determination to committees and C/CAG Board on referrals for airport/land use compatibility in accordance with C/CAG airport land use compatibility plan (ALUCP) policies.
• Assist with management of C/CAG’s Transportation Demand Management (TDM) policy.
• Staff various committee meetings including coordinating the distribution of agenda packets and preparation of meeting minutes.
• Set up meetings, coordinate attendee calendars, make reservations, and set up meeting rooms.
• Promote bicycle and pedestrian mobility and safety.
• Recommend policies and programs to promote and enhance active transportation.
• Maintains awareness of current federal, state, and local regulations as it pertains to transportation.
• Perform related duties as assigned.

 

Qualifications

 

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education: A bachelor’s degree in Transportation Planning, City/Regional Planning, Traffic Engineering, Environmental Policy or Studies, Civil or Environmental Engineering, Political Science, Public Administration, or a closely related field. A master’s degree is preferred but not required.

Knowledge of:

• Principles and practices of transportation planning, city/regional, and environmental planning or environmental science, engineering, financing and/or policy.  
• Principles and practices of program and project planning, management, implementation, and evaluation.
• Research methods and techniques, including conducting or participating in planning studies.
• Transportation Demand Management practices and policies.
• Principles, practices, trends, and technical information related to assigned program areas. 
• Principles and practices related to contract management.
• Pertinent federal, state, regional, and local laws, codes, regulations, and requirements.

 

Skill/Ability to:

DEFINITION

Under general supervision, plans, organizes, publicizes, coordinates, and administers community and recreation services for various age groups; organizes and conducts special events.

DISTINGUISHING CHARACTERISTICS

This classification provides support to the City’s diverse range of recreation and community service programs.  This classification is distinguished from the Recreation Supervisor in that the latter is a full supervisory classification that has broader responsibility for a wider range of programs.

 

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from higher-level supervisory staff and oversees assigned staff, contractors, and volunteers.

 

ESSENTIAL FUNCTION REQUIREMENTS

• Plans, coordinates, evaluates, organizes, and implements diversified recreation services and special events of assigned area(s).
• Ensures compliance of standards and regulations for assigned programs, as required by Agency, Contracts, County, State, etc.
• Recommends alternatives for improving services as needed, considering factors such as cost/benefit and marketing analysis, availability of resources, safety of personnel and effects on operations and level of service; recommends or implements improvements as directed.
• Keeps accurate records, maintains program budgets, completes city paperwork and other administrative tasks.

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

Must possess American Red Cross First Aid certificate and CPR Adult, Child, and Infant CPR within six months of appointment.

Climate Protection – The program accelerates the County’s and countywide transition to a fossil fuel-free future with high-impact initiatives in clean energy, zero emission buildings and transportation, and climate beneficial agricultural practices.

Waste Reduction and Management – The program advances the County’s commitment to zero waste through innovative source reduction, diversion and sustainable materials management programs across County operations and the broader San Mateo County community. The program provides essential integrated solid waste management and community services for residents and businesses in the County’s unincorporated areas and manages the Pescadero Transfer Station. 

Climate Resilience – The program builds a climate-ready San Mateo County by reducing emissions and climate risks in County operations and championing regional and community-led solutions to protect residents and ecosystems from escalating impacts of extreme heat, drought, sea level rise, and wildfires.

This position will lead the County’s implementation of the Community Climate Action Plan for unincorporated areas. Analyst: Sedrick Dixon (04172026) (Librarian I/II – K001/K002)

Role description

Under general supervision, incumbents in this journey-level position function as plant operators and/or plant mechanics and are responsible for operating and maintaining a wide variety of complex machinery and equipment in a sewage treatment plant.

The essential functions of this classification include, but are not limited to, the following:

1. Makes regular visual, audio, olfactory and tactile inspections and/or manual tests of all plant machinery and equipment, including auxiliary equipment, in an assigned area or pumping station, maintaining logs and records of required maintenance, completed maintenance, equipment and work order history by taking periodic readings of gauges and meters to ensure that sewage plant is working safely, efficiently and properly; and to provide an accurate record of maintenance, preventive maintenance, equipment, and work order history.
2. Performs a variety of manual tasks requiring the handling of equipment exposed to raw sewage; collects and performs simple assessments of raw sewage and chemical samples on prescribed schedule at specific locations by making chemical and physical assessments to assess the efficiency of the treatment processes and to ensure compliance with the NPDES Permit (National Pollution Discharge Elimination System, Permit).
3. Operates, inspects, maintains, overhauls and makes major and minor repairs to wide variety of pumping, heating, ventilating, process machinery and equipment in a wastewater treatment plant or pumping station, including pumps, bar racks, grit collectors, conveyors and washers, chlorinators, evaporators and storage tanks, sludge collectors, drive units, deodorizing equipment and a wide variety of metering and recording devices to assure the safety and efficiency of equipment and facilities; includes lubricating and greasing machinery and equipment; cleaning and maintaining machinery, equipment and facility to ensure safety and equipment reliability.
4. Inspects sewage pipelines, tanks and gates to check for the condition of equipment, for infiltration and blockage of debris and build-up of mineral deposits, etc., by draining tanks, by monitoring pressure and flow indicators and by visual inspection to determine any problem areas to ensure proper operation.
5. Operates, inspects and maintains solids treatment and flocculating chemical systems by monitoring and adjusting flow indicators or controllers, by visual inspection and by analysis of samples to ensure optimum treatment.
6. Operates, inspects and maintains disinfection and dechlorination systems by performing tests and analyzing sample to determine proper chemical dosages to ensure that effluent or final discharge meets Regional and State pollution control requirement.
7. May assist in training and in supervising work of apprentices or other trainees by oral instruction and hands-on demonstration in the operation and maintenance of sewage treatment processes to ensure competent performance of required skills by apprentices and other trainees.
8. Perform duties as listed in the 7372 Stationary Engineer, Sewage Plant class specification, which can be found on DHR’s website.

• Four (4) years of verifiable journey-level Stationary Engineer, Plant Operator and/or Plant Mechanic experience in the operation, maintenance, and repair of a variety of mechanical and electrical pumping, heating, air-conditioning, ventilating, and related plant machinery of wastewater treatment plant; government establishment; hospital; industrial, production, or commercial building; OR
• Completion of a recognized four-year Stationary Engineer Apprenticeship Program; OR
• Graduation from a recognized four-year Maritime Academy with a degree in Engineering or Technology; OR
• Possession of at least a 3rd Assistant Marine Engineer's License of any unrestricted horsepower (experience as an Oiler or Firetender will not be accepted as qualifying); OR
• Possession of an FAA Airframe or Power Plant Certificate AND four (4) years of verifiable experience in an Airframe or Powerplant mechanic or maintenance technician capacity that utilizes the certificate; AND

2. License and Certification:

• Possession of a valid driver's license; AND
• Grade I or higher California Wastewater Treatment Plant Operator Certificate or Grade I or higher California Water Environment Mechanical Technology Certificate.

The County Executive’s Office is seeking highly qualified candidates for the position of County Procurement Program Services Manager II.

 

The Procurement Division of the County Executive’s Office provides procurement services to all County departments and acts as a regulatory mechanism to help county departments obtain maximum value for each dollar spent, while maintaining compliance with all relevant County, State, and Federal laws, ordinances, and policies.   The Procurement Division (Division) also connects with and assists vendors in conducting business with the County.   

 

The Division successfully operates under several ordinances, codes, and policies designed to heighten worker standard of living, support local business, protect tax-payor dollars, and support eco-friendly practices.  The following are examples:

• The Living Wage Ordinance sets a minimum wage, which contractors are required to pay employees providing services under County contracts.  
• To support interested vendors, the Procurement Division offers a variety of trainings that review and explain the County’s Request for Proposals (RFP) process, contracting, and OpenGov.  
• The Procurement Division follows a Code of Ethical Conduct to ensure that expenditures of public funds, through the procurement and contracting process, occur in an ethical and responsible manner.

The Position

The Program Services Manager II (PSM II) will have the opportunity to coordinate the day-to-day operations of the office including managing staff, overseeing OpenGov - the County’s electronic procurement system, developing and facilitating special projects, such as the Vendor Fair and, collaborating with the cities in San Mateo County regarding procurement and purchasing services, and updating policies and procedures, including the Procurement Handbook.  

 

The PSM II will supervise and manage a dedicated team within the Division. In addition, the PSM II will develop and deliver trainings, act as procurement consultant to all county departments and special districts, and work to increase office efficiency and effectiveness.  The PSM II will be part of the management team helping lead the dedicated team of lead, professional, technical, and clerical subject matter experts committed to exceptional customer service and fair, open, competitive, timely, and ethical procurement practices.

This is a limited-term position. Limited-term positions are full-time, fully benefited, temporary positions. Employee and Labor Relations serves as a strategic partner to departments by providing guidance on employee performance and conduct, interpreting labor agreements and policies, and supporting the resolution of workplace issues and investigations.

 

Human Resources Information Management (HRIM) supports the County’s HR systems and workforce data, including maintaining HR information systems, supporting system users, managing access and security, running reports, and contributing to workforce analytics and data-driven decision-making.

Classification and Compensation manages a competitive and fair compensation system, as well as standardized and equitable classifications that define the scope and skills required of all County jobs.

 

Risk Management and Workers’ Compensation focuses on employee safety and well-being by supporting workers’ compensation programs, managing claims processes, and assisting with compliance and risk mitigation efforts.

 

Talent Acquisition manages recruitment and selection processes to attract and hire a qualified and diverse workforce. Responsibilities include coordinating recruitments, supporting examinations, managing applicant tracking systems, and assisting with outreach and recruitment marketing strategies.

 

Training and Development supports employee growth through training programs and professional development initiatives, including coordinating training logistics, managing learning management systems, tracking participation and outcomes, and supporting the delivery of learning opportunities across the organization.

 

Workforce Engagement and Community Partnerships supports the County’s workforce and the community through talent pipeline and internship programs designed to foster equity and inclusion; organizational development and employee retention programs.

 

Mail Services distributes internal and postal mail for all County departments; and provides accurate, timely, and cost-effective services to enhance communication and operational efficiency across the County.

 

Strategic Support and Partnerships advances department-wide initiatives and organizational priorities by supporting projects, partnerships, and programs that enhance HR service delivery and organizational effectiveness.

THE CURRENT OPPORTUNITY: EMPLOYEE BENEFITS AND WELLNESS

 

There are currently two vacancies within the Employee Benefits and Wellness Division, one is a regular, classified position and the other is a limited term position. Limited term positions are full-time fully benefited, temporary positions. Limited term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).  This current limited term position is funded for up to one year. 

 

The Employee Benefits and Wellness division administers comprehensive benefits programs and provides direct support to County employees and retirees.

 

Key Responsibilities of the Human Resources Technician:

• Provide frontline customer service via phone, email, and in-person support regarding employee benefits
• Conduct benefits education sessions, trainings, and presentations
• Interpret and explain benefits programs, eligibility, and policies
• Reconcile benefits reports and assist with audits
• Develop dashboards and reports using Excel and other tools
• Analyze and communicate complex benefits data in a clear and concise manner
• Support events such as the annual Benefits Fair
• Collaborate with vendors, healthcare providers, and internal stakeholders

 

THE IDEAL CANDIDATE

• Strong customer service skills and commitment to public service (Call center experience is helpful but not required)

• Intermediate to advanced Excel skills (pivot tables, formulas, data visualization)

• Strong communication skills, both orally and in writing, with the ability to engage effectively and present comfortably with a large and diverse audience
• Knowledge of HR-related systems and applications and a willingness to embrace technology
• Ability to quickly learn new processes, policies, and systems
• Team-oriented mindset and the ability to work effectively with a wide variety of personalities
• Flexibility and adaptability in a fast-paced, dynamic environment
• Initiative and accountability for completing work accurately and timely
• High attention to detail and sound judgment when handling sensitive and confidential information

 

QUALIFICATIONS

Education and Experience:
Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of increasingly responsible administrative support work
• At least two years of human resources-related experience

 

Knowledge of:

• Principles and practices of human resource/personnel administration and management
• Federal, State, and local legislation involving human resource/personnel functions
• Organization, procedures, and operating details of the County or similar public agencies
• Correct English usage, spelling, grammar, and punctuation
• Modern office methods, procedures, and equipment, including computer systems and HR-related programs and applications

 

Skill/Ability to:

• Work independently with minimal supervision
• Employ good judgment and make sound decisions in accordance with established procedures and policies
• Learn and interpret laws, rules, and regulations
• Communicate effectively both orally and in writing
• Understand and carry out oral and written directions
• Achieve operating efficiency in an administrative office environment
• Work under pressure and meet deadlines
• Establish and maintain positive and cooperative working relationships with employees, departments, and the public

Anyone may apply. Current San Mateo County and San Mateo County Superior Court employees with at least six months (1040 hours) of continuous service in classified regular, probationary, SEIU or AFSCME represented extra-help, or temporary positions prior to the final filing date will receive five points added to their final passing score on this examination.

• Pass/Fail Application Screening (which may include a short phone interview screening) where your submissions are evaluated for relevance to the position and needs of the County
• Civil Service Panel Interview, which will determine your ranking on an eligible list and referral to the hiring manager for consideration, should you pass the interview. Depending on the number of applicants, the interview may be waived, and eligibility list ranking will be based on the Application Screening

 

All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination process. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense.
