San Mateo County Parks is currently seeking a part time (20 hours/week) extra help Interpretive Specialist Intern for the Department’s Interpretive Division.

The Interpretive Division has an environmental education and community engagement focus. It hosts a variety of events and activities throughout the year, including the Take A Hike Challenge, library and community partnerships, camping trips, seasonal large scale festivals, and more! The Interpretive Division staff also assist in creating content for the Department’s social media pages.

Examples Of Duties:

The Interpretive Specialist Intern position is responsible for assisting Interpretive Division staff with the following:

• Organizing and co-leading programs/events for the general public
• Creating interpretive materials and content for the Department
• Other duties as assigned

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

About the Opportunity

The City of Millbrae is looking for a full-time Planning Manager based in Millbrae, California.

Reporting to the Community Development Director, you will play a pivotal role in managing planning functions, leading staff, and shaping the city’s land use, housing, and environmental policies.

More About You

Education: Graduation from a four-year college or university with major coursework in urban planning, architecture, public administration, housing, or a closely related field. A Master’s degree in a related field may be substituted for one year of required experience.

Experience: At least 5 years of professional experience in urban planning or housing, including 1 year in a supervisory or project lead role.

Licenses: Possession of a valid California Class C Driver’s License and a satisfactory driving record is required. Certification through the American Institute of Certified Planners (AICP) is highly desirable.

San Mateo County Health is seeking a well-qualified individual for the position of Chief Animal Control & Licensing and Chief Deputy Registrar of Vital Records (Health Services Manager II). This high-level manager will plan, coordinate, implement and manage activities of County-wide programs and services; recommend, develop, implement and evaluate goals, objectives, policies and procedures; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs.

There is currently one regular vacancy within the Public Health, Policy & Planning Division located in San Mateo, CA. This position will travel/drive within the County to perform duties of the job and will provide oversight to the following programs:

Animal Control and Licensing 

• Coordination of animal control services among the 20 city partners. Oversight includes contract and fiscal management of a $6.5 million contract annually, program implementation, reporting compliance, and evaluation.
• Management of the County’s 4,300-square-foot animal shelter, which houses stray and owned animals as well as wildlife. Annually, the shelter receives approximately 4,200 live dogs and cats and provides care for an additional 750 domestic animals.
• Response to nearly 10,000 field services calls and collection of approximately 1,700 live wild animals in the field each year.
• Oversight of the Veterinary Wellness Program to provide access to vaccinations, veterinary services, and necessary medical care for animals within homeless and low-income communities.
• Maintenance of the Fostering Wellness Program to ensure individuals entering rehabilitation programs or hospitals can access essential services without surrendering their pets by temporarily placing their animals in foster care.
• Emergency Operations Center (EOC) Animal Control Branch Director responsibilities to coordinate effective and unified emergency response in collaboration with Peninsula Humane Society, SPCA, and the San Mateo County Large Animal Evacuation Group.
• Knowledge of animal control laws to support enforcement and provide community education.

 

Vital Records

• Ensuring compliance with all applicable regulations for birth and death records.
• Maintaining awareness and knowledge state and federal laws and regulations.
• Timely submission of accurate birth and death records to aid epidemiology in the reduction of negative health outcomes through research, community education, and health policy development.
• Oversight of the distribution of medical marijuana ID cards.
• Coordination with County Coroner, County Attorney, Board of Supervisors, funeral homes, and County residents for vital records requests and requirements.

This position reports to the Director of Public Health, Policy & Planning and directly supervises nine staff and manages a team of thirteen professional and support staff. 

The primary responsibilities include, but are not limited to, the following:  

• Plan, direct, monitor and evaluate the effectiveness of activities, services and programs for Animal Control and Licensing/Vital Records. 
• Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both mandated services and public health needs.
• Ensure accurate data collection and reporting to fulfill legal obligations.
• Ensure services are coordinated with programs of other County Health divisions and County departments.
• Maintain effective working relationships with a wide variety of public and private organizations such as internal and external county divisions and departments, external government agencies, community-based organizations and private contractors.
• Conduct public relations to promote program goals, objectives and regulations.
• Establish, facilitate and maintain effective communication, internally and externally.

Ideal candidate will possess:

• At least three years’ experience supervising animal control and licensing programs and/or vital records services. 
• Experience in animal care, husbandry, or related fields, or with a proven track record in administrative support and office operations.
• Experience in managing programs with multiple funding streams, including grants and fees.
• Experience in emergency action planning and management.
• Knowledge of applicable Health and Safety Codes (for example, CA HSC 122322, CA HSC 121690, CA HSC 122331, CA HSC Division 102).
• Ability to implement change management principles and practices.
• Experienced with analyzing and presenting data in ways that are easily understandable for a diverse array of audiences.
• Experience developing solicitations for services or vendor agreements and developing, implementing, and monitoring contracts. 
• Knowledge of invoicing and reimbursement practices (for example, Accounts Payable Invoice Automation, Coupa, Relish AI).
• Experience with Microsoft Suite applications including Excel, Power BI, SharePoint.

A little about Central County Fire Department:

The Central County Fire Department proudly serves the communities of Burlingame, Hillsborough, and Millbrae and its members come from different backgrounds to share the common goal of providing exceptional emergency/non-emergency services to members and visitors of our communities. Formed in April 2004, the Central County Fire Department (CCFD) provides all-risk fire protection, emergency medical and community risk reduction services to 70,000 residents and tens of thousands of visitors each year.

Our service area encompasses approximately 15 square miles, and our communities are a primary stopping point for San Francisco International Airport’s 53 million-plus passengers each year. Our jurisdiction has wildland urban interface areas and neighborhoods consisting of single-family homes, multi-residential buildings, retail and business districts, schools, hotels, a regional hospital, care facilities, as well as a large industrial area. Our two major highways, 101 and 280, and two commuter railways (BART and Caltrain) are vital transportation links between San Francisco and Silicon Valley.

We have seven strategically located and professionally staffed fire stations, in addition to an administrative headquarters and a training facility. Our daily staffing model consists of seven engine companies, one ladder truck, and one Battalion Chief, 24 hours a day, every day. We maintain a State of California Type I heavy rescue Urban Search & Rescue (USAR) unit that is cross staffed daily in addition to a Type 6 wildland unit. Many of our Special Operations trained personnel are members of California Urban Search and Rescue Task Force 3. The Department responds to approximately 9,000 calls for service annually.

Our Prevention Division manages several significant community risk reduction initiatives including vegetation and hazard abatement programs, plan reviews, comprehensive code enforcement activities, and fire investigations. They also produce and deliver numerous programs throughout the community.

The County of San Mateo Coroner's Office is accepting applications for the position of Forensic Autopsy Technician.
 
Forensic Autopsy Technicians assist pathologists in the performance of autopsies where trauma, unnatural, or suspicious deaths are examined, maintain the morgue and autopsy room in sanitary and orderly condition, and provide temporary care of decedents in the custody of the Coroner’s Office.

• Will have at least one year of experience in a hospital setting (nursing, laboratory, or health sciences), a Coroner or Medical Examiner’s Office, or a morgue.

• Prepare specimens for laboratory testing.
• File pathologic specimens and perform minor laboratory work.

San Mateo County Health's Behavioral Health and Recovery Services (BHRS) Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician – Crisis and Outreach Team.
 
Supervising Mental Health Clinicians supervise and coordinate the professional work of licensed/license eligible mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration, and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth. Supervising Mental Health Clinicians are members of the BHRS Leadership Team and work with collaborative partners on initiatives focused on improving services and service delivery of their respective programs.  The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team which is a field-based team that includes the Psychiatric Emergency Response Team (PERT), Healthcare for the Homeless (HCH), and Homeless Engagement Assessment Linkage (HEAL) team.
 
Services provided by the Crisis & Outreach Supervising Mental Health Clinician include supervising the program specialist, clinicians, and paraprofessionals who are working in tandem with city law enforcement for behavioral health crises and/or other homeless outreach programs throughout the county, , conducting annual performance evaluations of these supervisees,  conducting trainings and presentations for various partner agencies and the community, and supporting BHRS in the operation of a Crisis Response Team (CRT) deployment as needed.  This position reports to a Clinical Services Manager.
 
The teams include psychiatrists, social workers, marriage and family therapists, mental health counselors, and community worker/peer specialists who are consumers or family members. The clinical teams may also work with clinical interns.  

There is currently one vacancy for this team. The position is based in San Mateo, with travel throughout the county as needed.

Key Responsibilities 

As the Supervising Mental Health Clinician, your responsibilities will include, but are not limited to, the following:

• Provide regular administrative and clinical supervision of all staff members of the Crisis and Outreach Team.
• Perform annual or as-needed employee performance evaluation of all supervisees.
• Consult with clinicians and staff members in the field to determine appropriate courses of action during crises that may involve law enforcement.
• Tracking data for established programs and pilot programs and reporting these statistics to leadership.
• Facilitating regular team meetings and program-related meetings with system partners collaborating with the Crisis and Outreach Team.
• Providing ongoing clinical training for field clinicians and law enforcement, including the Quarterly Crisis Intervention Training (CIT).
• Responding to active crisis scenes when required.
• Responding to and supporting requests for the deployment of the BHRS Crisis Response Team (CRT).
• Overseeing the daily operations of programs under the Crisis and Outreach umbrella.
• Performing all other duties or projects as assigned.

The San Mateo County Health’s Behavioral Health and Recovery Services (BHRS) Division is seeking a compassionate and experienced individual to join our Youth Services Center (YSC) BHRS Team and our Child Welfare Mental Health Team as a Mental Health Program Specialist. 

In this vital split role providing clinical and administrative leadership across two interconnected programs that serve vulnerable, children, youth, and young adults involved in the juvenile justice and child welfare systems. Working in close partnership with Supervising Mental Health Clinicians, you will help coordinate and strengthen services for youth ages 6 – 25 and their families who are involved with Children and Family Services (CFS), Juvenile Probation, and Specialty Mental Health Services.  

In this role, you will support multidisciplinary clinical teams, maintain a small caseload, and help shape the delivery of child and youth mental health services across San Mateo County.

Youth Services Center (YSC) BHRS Team

The YSC BHRS Team provides behavioral health services to youth and young adults involved with the Juvenile Probation Department. Clinicians deliver coordinated, culturally responsive, and trauma-informed care that promotes safety and healing, reduces recidivism and helps prevent unnecessary out-of-home placements.

Child Welfare Mental Health Team

The Child Welfare Team focused on improving behavioral health outcomes for children, youth, young adults and families involved with the child welfare system. Services emphasize coordinated delivery of Intensive Care Coordination (ICC), Intensive Home-Based Services (IHBS), and Therapeutic Foster Care services (TFC).

Key Responsibilities 

The Mental Health Program Specialist for the YSC BHRS Team and Child Welfare Team will:

• Coordinate services for justice-involved youth through established partnerships with Juvenile Probation and Juvenile Institutions as well as partners with Child and Family Services (CFS).
• Coordinate and support mental health assessments for youth involved in detention or re-entry, working closely with probation, healthcare, and community partners.
• Participate in scheduled on-duty and after-hours mental health coverage as assigned for the Youth Services Center. 
• Maintain a small caseload, providing direct support to youth and families as needed.
• Provide administrative supervision and guidance to staff, ensuring high-quality services, accurate documentation, and compliance with policies and regulations.
• Support Supervising Mental Health Clinicians with daily operations, including policy development, implementation and monitoring. Design and facilitate staff meetings, trainings and professional development activities.
• Collaborate with schools, clinics, community-based organizations, contractors, CFS, and justice partners to ensure coordinated referrals and continuity of care.
• Plan, coordinate and support implementation of the Pathways to Well-Being program, including the implementation of Intensive Care Coordination, Intensive Home-Based Services, and Therapeutic Foster Care Services.
• Collect data, prepare reports and contribute to program evaluation and continuous quality improvement efforts.
• Support family engagement and continuity of care after youth transition back to the community.
• Obtain and maintain certification in Trauma-Focused Cognitive Behavioral Therapy (TF-CBT).
• Perform other related duties as needed.

The ideal candidate will bring:

• At least two years of post-licensure experience providing direct clinical care to youth and adults, including assessment, treatment planning, and ongoing therapeutic services.
• Experience working with juvenile justice–involved youth and children and families involved in Child and Family Services, with an understanding of both systems.
• Strong skills in collaboration, partnership-building and multidisciplinary teamwork.
• Experience providing crisis intervention and de-escalation to youth and families.

San Mateo County Health’s Behavioral Health and Recovery Services Division (BHRS) is excited to launch a new and innovative role supporting individuals newly eligible for services under Senate Bill (SB) 43.  This position is part of a brand-new team created specifically to serve a historically underserved population, expanding access to care for individuals with severe mental illness (SMI) and/or severe substance use disordered (SUD). 

This role offers a unique opportunity to help shape how SB43 is implemented locally, from building systems and partnerships to developing policies, procedures and outcome measures that will define success for this pilot program and beyond. 

The SB43 Program Specialist will work collaboratively with the Facilities Utilization Management, Collaborative Care teams and partners across San Mateo County Health, including Aging and Disability Services, San Mateo Medical Center and regional hospitals and licensed facilities. This position requires strong clinical judgement, systems thinking and the ability to build trust across disciplines and organizations.

About SB43

Senate Bill (SB) 43 expands the definition of Grave Disability, one of the criteria used to place individuals on involuntary holds. 

Under SB43:

• Severe substance use disorder is added as a qualifying condition.
• Inability to provide for personal safety or necessary medical care is included as a criterion.

• Individuals may be considered gravely disabled when a mental health disorder and/or severe substance use disorder prevents them from meeting basic survival needs, such as maintaining housing or adequate nutrition. 

This legislation enables earlier intervention and expanded pathways to care for individuals who previously fell outside the system, requiring counties to build new processes, partnerships and clinical approaches to serve this population effectively and compassionately. 

Key Responsibilities 

The SB43 Program Specialist may be responsible for, but not limited to, the following: 

Clinical Care & Coordination

• Conduct regular visits to in-county and out-of-county (OOC) facilities to review cases and assess appropriate Level of Care (LOC)
• Meet with facility staff and clients to support engagement, transitions and treatment planning
• Participate in treatment reviews and provide clinical recommendations, including individualized behavior plans
• Initiate and coordinate case conferences for high-utilizing clients complex needs

Serve as a clinical resource related to substance use disorder and severe mental illness 

Systems Building and Collaboration

• Build and maintain strong relationships with hospitals, licensed facilities and contracted providers within and outside San Mateo County
• Act as primary liaison between BHRS, San Mateo Medical Center, Aging and Disability Services and partner hospitals
• with the SMMC, BHRS and AAS to facilitate and coordinate appropriate level of care and placement
• Participate regularly in multidisciplinary team meetings, hospital coordination meetings and SB43 meetings
• Facilitate planning groups to address SB43 implementation priorities and emerging system needs

Program Development and Oversight

• Contribute to the development, refinement and implementation of SB43 policies and procedures
• Identify Service gaps, system challenges and operational shortfalls, and support solutions in collaboration with partners

• Assist with monitoring and consulting with in-county and OOC contract providers
• Train facilities on new SB43 placement criteria and compliance requirements
• Develop, update and maintain an electronic facility database to support data tracking and outcomes analysis

Leadership and Support

• Participating in required leadership meetings
• Providing coverage and support for other supervisors as needed
• Provide clinical supervision and training to interdisciplinary staff as needed
• Apply basic knowledge of Listen, Empathize, Agree, and Partner (LEAP) Methodology and other engagement strategies to support client-centered care
