General

The Principal Transportation Planner, Multimodal Corridor Programs will report to the San Mateo County Transportation Authority (SMCTA) Manager, Planning and Fund Management, and will be responsible for leading strategic planning initiatives for the Corridor Connect Program, managing the Highway Program Call for Projects, and leading major multimodal safety and congestion relief planning projects. This Principal Transportation Planner will work in partnership with jurisdiction staff across San Mateo County to support local agencies with complex transportation projects, community engagement, and grant or funding strategy development. This role will also support the Planning & Fund Management team members with other SMCTA managed programs, as needed, including the Pedestrian & Bicycle Program and Transportation Demand Management Program. 

Essential Functions & Duties

Examples of Essential Functions: 

• Coordinate on-going initiatives and programmatic activities, monitor progress of priority projects, and communicate updates regularly to stakeholder groups along SMCTA Corridor Connect major highways include US 101, El Camino Real, and Highway 1   
• Manage complex and multi-disciplinary planning projects, or significant portions of such projects, involving a high level of technical complexity, public visibility, and coordination with numerous stakeholders.
• Compile, arrange, analyze, and interpret transportation, demographic and financial data, and presenting them in both quantitative and qualitative formats.
• Facilitate public meetings/workshops and assist with promoting community-based organization partnerships in planning efforts.
• Provide technical assistance to stakeholder agencies on various transportation subject areas by leading projects on behalf of outside agencies, managing consultant contracts, and providing strategic guidance on an as needed basis.
• Lead the development of funding strategies to assist with advanced planning for implementing projects.
• Work collaboratively with internal and external teams to help advance and support mobility initiatives with a focus on multimodal safety and congestion relief for highways and major arterials.
• May supervise staff including hiring, mentoring and taking appropriate corrective and/or disciplinary action. Ensure EEO and affirmative action policies and procedures are followed. Coordinate staff training and professional development, establish performance objectives, monitor and evaluate employee performance. 

• Advance planning work related to a number of wide-ranging topics including but not limited to the following: mobility hubs, transportation demand management, bicycle and pedestrian planning and concept design, signal operations, and/or multimodal highway planning efforts.

• Manage projects and/or programs in partnership with outside agencies, including but not limited to cities, County of San Mateo, and City/County of San Mateo Association of Governments (C/CAG).

• Prepare or coordinate the research, analysis and writing of reports for the SMCTA Board and/or advisory committees.

• Develop and present oral reports in relation to SMCTA planning and program initiatives.

• Assist with the strategic development and preparation of grant applications.

• Establish and maintain working relationships with key partners at the local, regional, and state levels.  

• Assist with the development of strategic planning efforts.

• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Public or Business Administration, Transportation/Urban Planning, Public Policy, Economics, Engineering, and/or other related field. 

• Four (4) years of increasingly responsible experience in providing professional-level multimodal transportation planning and concept designs. 

• Knowledge of transportation planning and/or engineering for bicycle/pedestrian, transit, transportation demand management, multimodal highways and the environmental process for transportation projects is preferred.
• Knowledge of Caltrans Local Assistance Procedures Manual and best practice design standards such as NACTO, AASHTO, and other sources.
• Knowledge of local, regional, state, and federal grant funding opportunities.  
• Experience with GIS and proficiency with Microsoft Office Suite.
• Proven experience utilizing analytical, written and verbal communication and presentation skills at many different levels of an organization.
• Effective oral and written communications skills.

Position Summary

Under general direction from the Director of Planning, manages projects, leads and supervises staff and performs difficult and complex transit planning studies, investigations and analyses. Supports the three elements of the department work program: Short-Range and Service Planning, Long-Range Strategic Planning, and Facilities Planning. Develops various transit and traffic analyses, plans, and projects which include complying with requirements of Title VI and ADA. Develops environmental compliance documents in support of CEQA and/or NEPA approvals. Develops, executes, analyzes and summarizes complex planning projects or manages consultant efforts to accomplish such projects. Coordinates the District’s data using sources from, Golden Gate Bridge Traffic and Toll Revenue Collection System and data from outside the District, and will plan for new data resources to be integrated into the District’s systems as they become available on-line. Provides District data regarding bridge, road and transit facilities, traffic data and performance, transit ridership and performance, and toll and parking policies to outside and partner agencies. 

Makes regular personal contact with District staff to interpret planning policy and interacts with outside public works and transit partner agency representatives to exchange planning and conceptual design information.  Regularly works with the public and other agencies to develop and implement District programs. Receives general assignments or objectives from the Director of Planning, and performs related duties as required or assigned.

Essential Responsibilities

• Develops environmental compliance documents in support of CEQA and/or NEPA approvals

• Researches, compiles, analyzes and interprets complex technical, demographic, economic, financial and other statistical data for the development of various roadway and transit facility plans and projects such as the District's transit service plan, transit capital improvement program, proposed bridge tolls  or parking facilities.
• Monitors and evaluates transit service performance, bridge traffic patterns, parking occupancy and trends, and transit service patronage, including the use of computer techniques or models where appropriate
• Prepares, or supervises preparation of, routine evaluations of the efficiency and effectiveness of bus on-street operations, major transit facilities and bus stops.  Recommends specific improvements based on these evaluations
• Assists in the preparation of the District's Short-Range Transit Plan and other federal and state required reports, including the organization of meetings between various staff providing input to these reports on an as-needed basis
• Leads teams of planning and other staff working on planning projects.  Develops project staffing requirements and timelines
• Prepares official recommendations and informational reports for consideration by the general public, the District's Board of Directors, technical staff of the District or other agencies and other groups on technical and planning subjects. Prepares or assists with verbal presentations to staff groups, public groups, and the boards of local municipalities and advises District personnel on matters related to interactions with these groups
• Supports and coordinates staff responsibilities with regard to monthly meetings of the District’s Service Review Committee and other internal and external coordination meetings as directed
• Acts, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence and providing technical information to public agencies and other transit groups.  Communicates with the general public on technical matters related to facility planning and District data
• Supervises or provides staff support and coordination to certain advisory groups to the District, including the District’s three Passenger Advisory Committees (Bus Passengers Advisory Committee, Ferry Passengers Advisory Committee, and Advisory Committee on Accessibility), as appropriate when specific questions related to bus, ferry, or bridge traffic operations or facilities need a response.
• Prepares scopes of work for planning projects to be undertaken by consultants; coordinates the process of consultant selection; provides technical liaison with consultants and coordinates contract administration
• May assist District Engineering Department with development of capital projects related to transportation and traffic support facilities
• Represents Director of Planning in their absence at various District meetings, meetings with other public agencies, and with the Planning Department  
• May assign and supervise work of Senior Planner and Associate Planners
• Performs related duties as assigned
• Ensures that employees under his or her supervision follow established safe work practices and obey all safety rules

Position Summary

Under the general direction of the Supervising Vessel Master, this position is responsible for the safe navigation of the vessel in accordance with Division policy and the requirements of law.  Responsible for the start-up and shut down of engines and generators plus the in-service care and maintenance of machinery and auxiliaries.   Supervises crew in general upkeep and cleanliness of vessel when in-service crew is aboard and performs other related duties as required by management policy.

Essential Responsibilities

• • Navigates the vessel and is responsible for the safety of the passengers and crew.
  • Supervises crew-members in safety procedures.
  • Monitors and inspects the engine room and carries out servicing and maintenance procedures as directed.
  • Conducts and supervises emergency drills prescribed by the US Coast Guard at intervals set by management.
  • Assists with US Coast Guard and FCC inspections when required.
  • Ensures that all US Coast Guard and FCC certificates are valid for vessel operation.
  • Maintain an accurate daily vessel log and prepares such reports and documents as are required by law and District policy. 
  • Knows and follows the safety and health rules and safe working practices applicable to his or her job
  • Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

The Department of Public Works is seeking experienced individuals for the position of Road Equipment Supervisor. 

The ideal candidate will have at least 4 years' of increasing responsible experience overseeing a crew involved in the operation of heavy equipment in road construction and maintenance activities, as well as experience in planning, organizing, coordinating, directing and participating in projects involving heavy equipment in construction and maintenance of roadways, bridges, channels, landscape areas, and storm drains and sewers. Additionally, the ideal candidate will have experience utilizing e-mail, word processing, spreadsheets, databases, project management, maintenance management systems.

 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, prioritize, and coordinate projects with the Road Maintenance Managers.
• Supervise, train, evaluate and instruct a group of equipment operators, drivers, and laborers.
• Ensure compliance with safety practices and procedures.
• Estimate and order materials.
• Assist the Vehicle and Equipment Manager with writing specifications for new equipment.
• Coordinate with Vehicle and Equipment Section on equipment repairs to ensure equipment is available when needed.
• Make work assignments, requesting additional labor as needed.
• Oversee projects such as road repair, major overlays and repaving projects.
• Serve as point of contact for Road Supervisors and the public if there are questions or concerns about work being performed.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 
 Four years of experience in the operation of rollers, bulldozers, backhoes, mowers and graders.
 
Knowledge of:

• Supervisory principles and practices, including work planning, scheduling, employee training and evaluation.
• Basic mathematics.
• Provision of the California Vehicle Code applying to the operation of vehicles.
• Safety practices in the operation of heavy construction equipment.
• Capabilities of all types of heavy equipment.
• Road maintenance and construction operations, materials and procedures.
• Operation of and preventative maintenance for trucks and road maintenance equipment.

• Plan, supervise and inspect the work of others.

• Perform road maintenance duties which require strength, agility and endurance.
• Work courteously and effectively with the public and with co-workers.

Licensure/Certification: 

• Possession of a Class A California-issued Commercial Driver License or equivalent with tank vehicle endorsement.

About the Opportunity

The Position

The Town of Los Altos Hills is seeking an experienced and highly motivated Principal Planner to serve as a key leader within the Community Development Department. Reporting to the Community Development Director, the Principal Planner will assist in the management and administration of planning operations, provide leadership and technical guidance to planning staff, coordinate consultant resources, and oversee the Town's most complex current and long-range planning initiatives.

This position is intended to strengthen the Town's planning capacity by providing senior-level expertise and project management support across a broad range of planning activities. The Principal Planner will play a critical role in advancing major policy initiatives, implementing state-mandated planning programs, managing complex development projects, and ensuring the Department remains responsive to the needs of residents, elected officials, and stakeholders.

The Principal Planner serves as a strategic partner to the Community Development Director and works closely with planning staff, consultants, the Planning Commission, City Council, advisory committees, outside agencies, and community stakeholders to advance the Town's priorities and maintain compliance with evolving State planning requirements.

Qualifications

Equivalent to graduation from an accredited four-year college or university with major coursework in urban planning, city planning, environmental planning, public administration, architecture, geography, or a closely related field.

Eight (8) years of increasingly responsible professional planning experience, including substantial experience managing complex planning projects, coordinating multidisciplinary teams, and leading policy development and implementation efforts.

Experience in both current planning and long-range planning is highly desirable.

A master's degree in urban planning, public administration, environmental planning, or a related field is desirable.

Certification by the American Institute of Certified Planners (AICP) is preferred. Candidates without AICP certification must demonstrate equivalent senior-level professional planning experience and expertise.

Demonstrated experience with Housing Element implementation, General Plan updates, Safety Element planning, wildfire resilience, climate adaptation, zoning administration, CEQA compliance, consultant management, and public engagement processes is highly desirable.

Experience supervising, mentoring, or providing technical leadership to professional planning staff is desirable.

Possession of a valid California Class C Driver's License and a satisfactory driving record.
