The Recreation Services Division provides programs and activities for Half Moon Bay residents of all ages ranging from infants to seniors.  Program elements include fitness, enrichment, cultural events, special events, sporting events, trips, and community events. 

About The Position

We are seeking highly motivated, highly skilled, innovative and enthusiastic individuals to join the Recreation and Human Services Division with the City of Half Moon Bay.  As a critical member of this team you’ll be responsible for assisting in organizing and conducting a variety of recreation programs and activities.

You will report to the Recreation Supervisor and work alongside the Recreation Leader and other Building Attendants.  You will have the opportunity to work in a beautiful community and a tremendous opportunity to build and expand on the organizational and community success that has transformed the City over the past several years.   

What You Will Do

• Open, secure and close City facilities.
• Arrange chairs, tables and other equipment for events held at City facilities.
• Arrange audio system and room set-up for City Council, Planning Commission and Recreation Committee meetings.
• Monitor activities during the facility rentals and other facility usage including monitoring the time of access and departure of the group, monitoring set up and clean up quality provided by the group to ensure that department standards are met. Inspect facilities after usage ends. 
• Accept and file facility rental paperwork and drop in fees. 
• Provide customer service in person or by phone by orienting users, answering questions and resolving problems.
• Enforce department rules including facility rental policies.
• Communicate with the community in both English and Spanish (preferred).
• Work evenings and weekends as needed. 
• Perform related duties as assigned.

What You Bring

Sufficient education and experience to satisfactorily perform the duties of this classification. Knowing that any combination of experience and training that would likely provide the required knowledge and abilities would be qualifying. Such as:

Building Attendant I: Possession of a High School Diploma, or equivalent, and no experience working in a recreation setting.  Experience working in a recreation setting can substitute for the diploma or equivalent.

Building Attendant II: Possession of a High School Diploma, or equivalent; and two (2) year’s paid or unpaid work experience, or two (2) years of experience equivalent to the level of Building Attendant I.

Building Attendant III:  Possession of a High School Diploma, or equivalent; and four (4) year’s paid or unpaid work experience, or four (4) years of recreation leadership experience equivalent to the level of Building Attendant I.

Knowledge of:

• Basic mathematical functions.
• Equipment, facilities, operations and techniques used in a comprehensive community recreation program.
• Modern computer equipment and Microsoft Office suite programs and browsers.

Skill to:

• Set up audio and video systems and other devices as needed.
• Maintain an even disposition under pressure and trying circumstances.
• Read general diagrams for event set ups.
• Communicate clearly and understandably, both verbally and in writing.

Ability to:

• Provide excellent customer service to internal and external customers including, vendors, renters and instructors.

Physical Demands

The ability to maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned. The ability to move tables, chairs, and equipment; lift equipment and supplies from 5 to 50 lbs. in weight is required.

Working Conditions

This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard.  Additionally, the position requires near vision in reading correspondence, statistical data and using a computer, and acute hearing is required when providing phone service and communicating in person.

The position will be filled at either the Water Distribution Operator I or Water Distribution Operator II classification, dependent upon candidate qualifications. The salary ranges for each classification are as follows:

• Water Distribution Operator I: $34.83 – $47.02 hourly
• Water Distribution Operator II: $38.30 – $51.72 hourly

This salary range is anticipated to be adjusted by 3% in January 2026, pending the CHWD Board of Directors’ approval for the proposed Cost-of-Living Adjustment (COLA).

WORK SCHEDULE AND BENEFITS:
The District observes a 4/10 work schedule, Monday-Thursday, 10-hour days. The regular work schedule for the Water Distribution Operator I/II position is 6:30 a.m. – 5:00 p.m. Water Distribution Operators also perform Standby Duty on a rotating basis. Standby Duty begins at 5:00 p.m. on Tuesday and shall end at 5:00 p.m. on the following Tuesday.

POSITION DESCRIPTION, DISTINGUISHING CHARACTERISTICS, AND QUALIFICATIONS:
Water Distribution Operators are directly involved in the installation, maintenance, and repair of valves, mains, services, and related potable water distribution system facilities and equipment. Performs related work as required.

Water Distribution Operator I - This is the entry-level class in the Water Distribution Operator series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Water Distribution Operator I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of the assigned area of responsibility are learned.

Experience:

• One year of responsible experience similar to a Water Distribution Worker with the District

License and Certificate:

• California Class C Driver’s License
• Possession of, or ability to obtain, a Grade D1 Water Distribution Operator certificate from the State of California Water Resources Control Board within one year of hire.

Water Distribution Operator II - This is the journey-level class in the Water Distribution Operator series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the incumbent meets the qualification standards of the II level, demonstrates an ability to perform the full scope of the work, and meets performance standards.

Experience:

• One year of responsible experience similar to a Water Distribution Operator I with the District

License and Certificate:

• California Class C Driver’s License
• Possession of, or ability to obtain, a Grade D2 Water Distribution Operator certificate from the State of California Water Resources Control Board within one year of hire.

ABOUT THE POSITION

The Community Development Department (CD) is seeking a value-driven team player to fill the position of Planning Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic City Planning Division. The Planning Division of the Community Development Department administers City Council policies contained in the General Plan, Zoning Ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Division provides staff, professional service, and administrative support relating to the development, improvement, and preservation of affordable housing opportunities.

The Planning Intern will assist with a number of projects and efforts throughout the Division, which may include:

• Review of minor planning applications and building permits for compliance with required standards
• Prepare approval letters, staff reports, and presentations to the Zoning Administrator
• Shadowing and assisting Planning staff during public counter hours
• Conducting research for various strategic planning studies that could include Redwood City Greater Downtown Area Plan, Historic Preservation Ordinance updates.
• Preparing updates to forms, handouts, and other materials.
• Other appropriate tasks as needed.

Special Requirements:

Must be willing to work at City Hall for a minimum of three business days from Monday- Thursday per week. Of the three workdays, one day must be Tuesday.

Position Summary

Under general direction of the Director of Engineering Contracts, performs technical work related to preparation of contract documents, requests for proposals and formal bids, and administration of professional services agreements and construction contracts. May act as a liaison between District staff and professional consulting engineering firms or construction contractors. May serve as a contract administrative assistant to project engineers on design and construction projects. Maintains detailed and accurate records of contract compensation invoices, progress payments, status and schedules. Communicates with other District departments regarding engineering contracts. Performs related work as required.

Essential Responsibilities

• Assists in preparation of requests for proposals and formal bids, professional services agreements, and construction contract documents
• Assists with the preparation of contract amendments and contract change orders
• Performs invoice reviews and confirms invoices comply with contract requirements
• Reviews contractors' certified payrolls for compliance with contract requirements; performs labor and Small Business Enterprise / Disadvantaged Business Enterprise (SBE/DBE) compliance duties, such as, but not limited to, verifying certified payrolls with inspection daily diaries, performing contractor and sub-contractor employee interviews, verifying on-site postings of Federal and State required notices, keeping current records of Federal and State Wage Determination changes
• Assists with the review of extra work bills from contractors
• Assists with maintaining Engineering Department budgeting and accounting records
• Types correspondence, reports, forms and specialized documents related to the engineering contracts
• Researches information on the Internet and in the electronic and hard copy files for government rules, regulations and codes, historical information and certified documents
• Composes contract correspondence
• Assists with compiling Daily Diaries, matching them to their respective Extra Work Bills and entering the information onto a spreadsheet
• Prepares spreadsheets and reports for project status, summary of submitted invoices, requests for anticipated budget increases, etc.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service

DISTINGUISHING CHARACTERISTICS:

Accounting Assistant I

The Accounting Assistant I is the entry-level classification in the accounting support series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine accounting support and customer service duties while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. Upon successful completion of one year as an Accounting Assistant I and gaining experience in at least two of the functional areas of the department, incumbents are eligible for promotion to the class of Accounting Assistant II. This classification is distinguished from the next higher level classification of Accounting Assistant II by the performance of work requiring a knowledge of at least two support function areas listed below and a greater degree of independence of action.

Accounting Assistant II

The Accounting Assistant II is the journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, and related support duties with minimum supervision. Assignments are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision when required. Upon successful completion of one year as an Accounting Assistant II and gaining experience in all accounting support functional areas of the department, they are eligible for promotion to the class of Accounting Assistant III. This classification is distinguished from the next higher classification of Accounting Assistant III in that the latter is the advanced journey-level class that has experience in and can work independently in all accounting support functional areas.

Accounting Assistant III

The Accounting Assistant III is the advanced journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, customer service, treasury and related support duties with minimum supervision. Incumbents are expected to be able to fully perform the duties and responsibilities in all of the department’s assigned functional areas. This classification is distinguished from the next higher classifications of Accounting Technician, Payroll Technician and Treasury Technician in that the latter are the para-professional level classes that perform a variety of specialized and complex task related to their assigned program area. 

SUPERVISION RECEIVED/EXERCISED:

Accounting Assistant I

Receives immediate supervision from one or more higher-level Finance staff, depending on assignment. Incumbents in this class do not routinely exercise supervision.

Accounting Assistant II

Receives general supervision from one or more higher-level Finance staff, depending on assignment. Incumbents may exercise technical and functional supervision over assigned staff.

Accounting Assistant III

Receives general supervision from one or more higher-level Finance staff, depending on assignment.  Incumbents may exercise technical and functional supervision over assigned personnel.  

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant I/II/III. A typical way of obtaining the required qualifications is to possess the equivalent of:

Accounting Assistant I

One year of clerical accounting experience, including public contact and some financial record keeping and report preparation, and a high school diploma or equivalent, supplemented by bookkeeping or accounting course work.

Accounting Assistant II 

In addition to the above, one year of experience equivalent to an Accounting Assistant I with the City of Burlingame, including the ability to perform the duties of at least two of the listed functional areas.

Accounting Assistant III

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant III. A typical way of obtaining the required qualifications is to possess the equivalent of one year of experience equivalent to an Accounting Assistant II with the City of Burlingame, including the ability to perform the duties of all of the functional areas.  

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

ABOUT THE POSITION

This class is distinguished from the Chief Water Operator in that the latter is the full supervisory-level class in the division, acts as the Chief Operator, and is responsible for organizing, assigning, supervising, and reviewing the work of assigned staff involved in water quality and maintenance operations and activities.

The Department of Public Works is looking for a highly motivated Information Technology (IT) Technician. Under general supervision, the IT Technician will be responsible for supporting the IT staff with general desktop support and access control systems support. General duties include imaging PC's, installing software and hardware, documenting procedures, keeping accurate records, providing advice to users of application software, and training users to make appropriate and safe usage of the IT infrastructure. The IT technician will also be responsible for providing superior customer service in working with both internal users and other departments in maintaining records in the card key management software.

The Department 
The Department of Public Works is unique by being one of the few departments in San Mateo County to have its own internal, full-service IT unit, Business Systems Section. BSS is a small group of dedicated IT staff who are responsible for a wide range of roles in Information Technology: from handling core IT functions to providing GIS support to handling access control.

Working in BSS, staff have the opportunity to learn and work with many different aspects of technology including desktop support, enterprise application support, design/ implement/ maintain server, and network infrastructure, creating GIS maps and spatial applications, internet/ intranet web design and support, databases, and even some programming opportunities.

The ideal candidate:

• Has strong desktop support, troubleshooting and “break-fix” skills; familiarity using helpdesk ticketing systems (Samanage, JIRA, ServiceNow, etc.) and knowledge bases (Confluence)
• Has working knowledge of enterprise software platforms (Microsoft O365) and directory services (Active Directory)
• Has thorough knowledge of computer software and hardware and a variety of internet applications, networking, and operating systems (Windows); ability to image Windows workstations using imaging tools (Windows ISO, Clonezilla) and/or deployment platforms (SCCM, MDT) to deploy and maintain computers and laptops.
• Has familiarity with public sector procurement; experience purchasing software licenses, technology equipment and supplies.
• Has great troubleshooting skills, attention to detail, and have the ability and interest to quickly master new technology.
• Has the ability and interest to quickly master new computer applications.
• Is a problem solver with strong interpersonal, verbal, and written communication skills to effectively communicate with diverse groups.
• Is able to maintain confidentiality with sensitive customer and internal information.
• Has the ability to work well and independently in a multi-disciplinary, fast paced environment.

Expected position hours: 8:00 A.M. to 5:00 P.M, Monday through Friday. Time subject to change based on organizational need. Occasional on-call duties may be required. This position will be fully on-site at 555 County Center, Redwood City, CA 94063.

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Managing technology asset inventory; deploy, setup, and maintain inventory of technology devices such as laptops, workstations, servers and peripheral equipment; prepare decommissioned equipment for surplus pickup and/or storage; order equipment and supplies as required.
• Manage technology procurement; purchase software licenses, computers and related hardware, conference room equipment, and supplies as needed.
• Write user operating instructions for departmental applications and equipment; present training, documentation and other materials to user groups and individuals.
• Participate in departmental systems planning activities.
• Perform related duties as assigned.

User Support

• Maintain helpdesk service tickets; Serve as technical resource and primary point of contact for departmental system users; provide desktop and end-user support by in person (including visits to remote sites), remote session, telephone, or email.
• Troubleshoot and assist users in solving operational hardware and software application problems; evaluate problem severity and resolve or escalate to appropriate personnel or vendor for resolution.
• Support the department’s use of audio-visual systems including laptops, televisions, and projectors; set up and provide technical support for presentations, virtual meetings and conference rooms (Teams, Zoom Room, etc.)

Desktop Support

• Install, configure, maintain, troubleshoot and upgrade department computers and peripheral equipment. Deploy and maintain computer images, drivers and software packages.
• Using Active Directory maintains and establishes user accounts and profiles; Onboard and offboard users
• Through end-point management software (SCCM, XDR, Tenable, etc) performs routine system administration functions according to desktop security policies, which include monitoring and adding applications, users and devices, monitoring and deploying security patches.
• Provision and support mobile devices (Apple).

Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. 

A typical way to qualify is:

• Education: Possession of a high school diploma and technical certification from an accredited college in a specified area with coursework in computer science, information systems, or a closely related field.
• Experience: One year of full-time experience performing information systems equipment installation, system support, and/or user support duties.

For the Desktop support area

• Computer networks and systems, their operation, support, development and migration.
• Computer hardware and software products in use on the department and across the industry.

Physical Requirements:

• Stoops, kneels, crouches, crawls, walks, sits, and reaches by extending hands and arms in any direction on a consistent and daily basis.
• Communicates verbally by listening and talking on a consistent and daily basis.
• Uses finger dexterity to pick, pinch, and type; grasps objects with fingers and palms; and perceives attributes of objects by touch on a consistent and daily basis.
• Occasionally uses upper extremities to exert force to push and pull objects weighing up to 50 pounds or more; lifts and carry items weighing up to 50 pounds on a frequent basis.

The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions (weight: pass/fail). Candidates who pass the application screening may be invited to a panel interview (weight:100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. Applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
