The Position

The Housing Authority of the County of San Mateo seeks a collaborative, innovative problem solver, experienced with housing authority operations for the position of Executive Director to provide exceptional leadership at a high-performing agency.

With general direction from the Department of Housing Director and Housing Authority Board of Commissioners, the Executive Director organizes, coordinates, and directs through management staff all Housing Authority functions and activities; provides policy guidance and strategic direction regarding housing issues; fosters cooperative working relationships with the Board, HACSM staff, the public and other agencies; and performs related work as assigned. This position has overall responsibility for department administration, policy development, financial, operational and planning functions, and other activities of the Housing Authority. The incumbent is responsible for accomplishing all HACSM goals and objectives in an effective, efficient, and equitable manner.

Example of Duties

• Plan, organize, coordinate, and direct through subordinate staff, the work of the Housing Authority.
• Establish organizational priorities; schedule and monitor the quality and timeliness of the work performed.
• Work closely with and advise the DOH Director, the Board of Commissioners, Housing Authority staff, the public and other agencies to implement a variety of efficient and effective housing programs
• Ensure compliance with local-, state-, and federally mandated standards.
• Provide ongoing vision for how HACSM and its programs integrate with the County of San Mateo.
• Direct the preparation of agenda items for the Board of Commissioners.
• Interpret, analyze and defend HACSM policies, procedures and programs.
• Coordinate the preparation and presentation of a wide variety of reports to the Board, the public and other agencies.
• Direct the development and implementation of management systems, procedures and the application of standards for program evaluation on an Authority-wide basis.
• Direct the creation and administration of the comprehensive annual budget for Housing Authority operations.
• Maintain current knowledge of federal, state and local laws and ordinances affecting the Housing Authority.
• Promote racial and social equity within HACSM, its teams and processes, and through the agency’s public-facing programs.
• Provide supervision to the Housing Authority management team and advise the team on federal, state, County and Board policy.
• Foster a positive work environment valuing teamwork, equity, and high-quality work products.
• Represent the Housing Authority before the Board, and in other meetings involving local, regional, state, and federal stakeholders.

Minimum Qualifications

• Three+ years of managerial experience in a social or community service program, preferably in a housing authority program.

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Equivalent to the completion of a Bachelor’s degree from an accredited college or university and four years of professional analytical experience, including developing and administering programs. Desirable qualifications/skills Excellent communication and presentation skills, with the ability to adapt to the audience. Bilingual proficiency in one or more languages commonly spoken in the San Francisco Bay Area. Interdisciplinary knowledge and/or learning agility with respect to state or other incentive programs, mobile sources of air pollution, zero-emission technology and infrastructure, heavy-duty equipment operations at Bay Area ports and other industrial hubs, and/or impacts of air quality regulatory actions on industry.

Other desired experience includes grant program development, project supervision, team leadership, developing RFP/RFQs, contracts, budgeting, grants management, community organizing, and report writing.

The Budgets and Financial Planning & Analysis Section is responsible for developing and managing the organization's budgets, performing financial analysis and forecasting, developing financial plans and supporting effective financial management throughout MTC, ABAG and affiliated entities.

Under the general direction of the Assistant Director, the Associate Budget and Grant Financial Analyst is responsible for preparation and monitoring of the operating and capital budgets, grant management, compliance and reporting of assigned entities. Experience:  Five years of increasingly complex and responsible work experience in treasury, governmental budgeting, governmental fund accounting, or similar field, including the equivalent of two years as an Assistant Financial Analyst in MTC.

Preferred Qualifications

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Assistant Director, specific assignments and responsibilities include, but are not limited to, the following:    

• Develop and manage annual budgets, ensuring accuracy and alignment with agency priorities.
• Monitor expenditures, identify variances and work closely with section and project managers to address financial issues.
• Prepare monthly, quarterly, and year-end financial analysis; assist with monthly and year-end close activities, including financial reconciliation and reporting.

Position Details

Under close supervision, maintain constant watch over a public swimming pool facility to enforce regulations and prevent accidents, assist swimmers in distress and provide emergency and routine first aid. Create a safe and positive atmosphere for all participants and perform basic facility maintenance duties.

Examples of Duties

• Actively scan the pool, deck and locker rooms for safety and potential hazards and address the situation properly to remedy it
• Recognize and respond to emergencies in accordance with the facility emergency action plan
• Know and enforce all facility rules, policies, and procedures while providing a safe and enjoyable environment for all patrons
• Perform daily inspections or equipment and facility; correct and/or report any and all unsafe conditions to supervisor
• Teach swim lessons and aquatic classes to a variety of skill and age levels; evaluate participants according to program outlines and goals

Working Conditions

Work is at the Aquatics Center at San Bruno Park and is performed both indoors and out, with exposure to heat, sun, water, noise, dust, pollens and chemicals/cleaning agents used in an aquatics complex. There is potential for slip hazards when working near water and exposure to blood borne pathogens when rendering first aid. Working hours will include evenings, weekends, and holidays.

Typical Qualifications

• Must be at least 15 and have a valid Red Cross certification in Lifeguarding, CPR, AED & First Aid for the Professional Rescuer

• Lifeguard Instructor certification not required, but a plus and will be compensated at a higher base pay.

• Must pass a Livescan background check if over the age of 18

• Must test negative for Tuberculosis within the past 2 years

• Must submit a valid student work permit if still in high school

• Must be patient and courteous with all members of the public

• Be dependable and punctual

Supplemental Position Information:

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be dismissed at any time. This position does not provide any benefits, apart from paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes.  Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 24 hours (or 3 days) of accrued sick leave in each year of employment.

San Mateo County Health - San Mateo Medical Center and its outpatient clinics are seeking experienced Certified Medical Assistants - Spanish Speaking Preferred to join our care teams. Under direct supervision of licensed staff, Certified Medical Assistants (CMAs) perform a variety of patient care and other services required to treat patients in a health services outpatient or mobile clinic.

The ideal candidate will have experience in an Ambulatory Care Clinic and documenting in an Electronic Medical Record. Knowledge of working in care teams and patient centered medical home terminology is preferred, but not required.

The current vacancies are Regular vacancies and Extra Help vacancies. Future vacancies may include extra-help, limited term, unclassified, and regular classified positions.

Extra Help - Extra-help positions are short-term employment for up to 1040 hours which is equivalent to about six months; however, employment might end sooner depending on the needs of the hiring departments. Extra-help assignments are at-will and the employee is paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra-help workers are not guaranteed permanent status at the end of the extra-help assignment.

Term - Term positions are designated for a specific and limited period of time, anywhere from 6 months to a maximum of 3 years depending on the assignment. Benefits package for term positions are similar to regular positions EXCEPT for retirement. Term employees receive a 401A retirement package and are not eligible for retiree health benefits or a defined benefit pension.

Unclassified - Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. These positions are not covered by San Mateo County Civil Service Rules; and there is no formal probation period. Medical Services Assistants II who are assigned to the clinics and perform advanced patient care duties as defined in the classification specification shall receive a differential of 6.2% in addition to all other compensation.
 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Accurately take and record the condition, respiration, pulse, temperature and blood pressure of patients; record other pertinent information as observed or measured.
• Apply non-sterile dressings and administer non-medicated treatments under the supervision of a registered nurse, licensed physician, surgeon, podiatrist, nurse practitioner or physician assistant.
• Carry out rehabilitation procedures as directed by therapists; perform a range of motion body movement with/for patients; position and exercise patients.
• Assist in therapeutic milieu programs.
• Advise patients on the use of restorative equipment.
• Observe and practice proper isolation techniques.
• Operate various types of sterilization equipment.
• Transport specimens, medical records and related items.
• Enter and retrieve a variety of information in automated systems.
• Greet patients at clinics and escort patients.
• Perform related duties as assigned.

 
With additional training and/or certification(s), some employees may perform the following duties under conditions required by code and department policy:

• Perform injections including immunizations.
• Perform finger stick tests of all types including glucose testing.
• Perform skin tests including PPDs.
• Perform venipuncture and blood draws.
• Perform hearing and vision tests.
• Perform waived CLIA tests including dipstick UAs, and pregnancy tests.
• Provide for proper tracking and recording of laboratory tests.
• Take patient histories including risk factors.
• Set up, administer and record the results of EKGs.
• Follow provider orders regarding prescribed treatments including assisting patients with self-administration of medications.
• Teach and counsel patients on a variety of health related subjects as directed.

 

Qualifications

Certification Requirement:
Possession of a Medical Assistant Certificate or a certificate of completion or degree from an accredited medical assisting program is required. A certificate of completion of an approved medical assisting program must be submitted at the time of application.

Bilingual Fluency:
Some positions may require bilingual skills. Fluency in both English and Spanish is required to be considered for a bilingual position.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

One year of experience in an outpatient clinic or doctor's office as a nurse's assistant or medical assistant.

Knowledge of:

• Principles, techniques and procedures specific to area of assignment.
• Principles and techniques in delivering patient care services related to personal hygiene, comfort, treatment, transportation, rehabilitation and physical or psychosocial needs.
• Infection control.
• Diagnostic imaging.
• Safe lifting techniques.
• Theory and practice of total body substance isolation.
• Patients' rights.
• Elder and child abuse, and domestic violence reporting requirements.

Skill/Ability to:

• Follow oral and written instructions.
• Communicate effectively orally and in writing.
• Perform a variety of tasks and activities.
• Develop and maintain empathetic attitudes toward patients.
• Provide assistance in delivering patient care in a medical setting such as bathing, feeding, bed making, dressing, and sterilization of patient care equipment.

• Lift and transport patients and heavy items such as supplies and equipment.
• Work with patients with multiple diagnoses.
• Work with a culturally, socio-economically diverse patient population of varying ages.

Other Requirements:
These positions may require that employees work weekends, holidays, evenings or other shifts and be on-call.
