The Principal Financial Analyst – Treasury plays a strategic role in managing the financial planning, analytics, and reporting functions for all agencies: San Mateo County Transit District (SamTrans), the Peninsula Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA), and the San Mateo County Express Lanes Joint Powers Authority (SMC-ELJPA). The incumbent will collaborate with finance and business leaders to lead high-impact analysis and reporting, deliver recommendations on critical decisions, and manage long-term financial projections. The role will design, analyze, and implement management reports to turn analysis into action and insight. 

Essential Functions & Duties:

• Lead and perform advanced treasury functions across cash management, debt administration, investment oversight, and liquidity planning for SamTrans and related agencies (Caltrain/PCJPB, TA, ELJPA).
• Develop, maintain, and analyze short-term and long-term cash-flow forecasts to support operating needs, capital programs, debt service, and liquidity risk management.
• Support and lead activities related to debt issuance, refunding, and ongoing debt compliance, including preparation of financing analyses, debt service schedules, covenant monitoring, continuing disclosure, and arbitrage/rebate coordination.
• Prepare and review Board-level reports, presentations, and staff reports related to treasury, debt, investments, and cash-flow matters, ensuring accuracy, clarity, and compliance with governing policies and disclosure standards.
• Oversee and perform investment analysis and reporting in compliance with California Government Code, District investment policies, and best practices; monitor portfolio performance, market conditions, and interest-rate trends.
• Coordinate with external stakeholders including bond counsel, municipal advisors, underwriters, trustees, banks, rating agencies, auditors, and investment managers.

Examples of Essential Duties:

• Perform advanced, independent treasury analysis in the areas of cash management, debt administration, investment oversight, and liquidity planning to support the District’s financial operations.
• Lead and support debt-related activities for a bond issuance, including preparation of financing analyses, monitoring debt service and covenant compliance, and coordinating continuing disclosure and post-issuance requirements.
• Manage and reconcile banking, trustee, and investment accounts, ensuring accuracy, proper authorization, and adherence to internal control standards.
• Serve as a technical subject-matter expert on treasury-related matters; provide guidance and direction to staff and cross-departmental partners on complex financial issues.
• Coordinate and communicate effectively with external parties including banks, trustees, municipal advisors, bond counsel, investment managers, rating agencies, and auditors.
• Support year-end close and annual audit activities related to cash, investments, debt, and restricted funds, including preparation of schedules and responses to audit inquiries.
• Manage and reconcile banking and trustee accounts, monitor balances and activity, and ensure proper controls, authorizations, and segregation of duties.
• Provide technical guidance on treasury processes, financial analysis, and reporting; may serve as a lead analyst on complex or cross-agency initiatives.
• Support annual audit and year-end close activities related to cash, investments, debt, and restricted funds; respond to audit inquiries and implement recommendations as needed.
• Evaluate and improve treasury policies, procedures, internal controls, and reporting tools, including process automation and system enhancements.
• Conduct special studies and ad-hoc financial analyses related to capital financing, interest-rate risk, liquidity strategies, and funding alternatives, and present findings to management.
• Ensure compliance with all applicable laws, regulations, bond covenants, and internal policies, and maintain accurate and well-documented records. 
• System administrator of all agencies bank accounts.
• Identify, evaluate, and implement process improvements related to treasury systems, reporting, policies, and procedures to enhance efficiency, accuracy, and compliance.
• Ensure compliance with applicable laws, regulations, bond covenants, policies, and disclosure requirements, maintaining thorough and well-documented records.
• Perform related and other duties as assigned in support of the Finance Department and District-wide financial objectives.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in business administration, economics, finance, accounting or closely related field.   
• Four (4) years of full-time relevant and progressive experience in leading financial analysis, financial forecasting/budgeting/planning, and operation/business analysis.

Preferred Qualifications:

• Advanced degree in finance, accounting, business administration, or closely related field.
• Advanced skills in MS Excel, PowerPoint, and Word; experience/knowledge in business intelligence systems (Tableau, Power BI, Hyperion, TM1, etc.).  
• Two (2) years of supervisory experience 
• Experience in the public sector, ideally public transportation. 
• Working knowledge in accounting processes and ERP systems (e.g. PeopleSoft). 
• Outstanding analytical and quantitative skills, experience resolving complex business problems with well-structured analysis.

The San Mateo County Sheriff's Office is seeking experienced individuals for the position of Cook I/II.

There are multiple vacancies in the Sheriff's Office-Food Service Unit, located inside Maple Street Correctional Facility in Redwood City, CA.

 

Responsibilities of a Cook include, but are not limited to, preparing and serving a variety of dishes in large quantities; checking portioning and garnishing of food, and ensuring that it is served correctly and according to instructions; operating and cleaning a variety of industrial food service equipment; calculating ingredients needed; receiving and storing food; training new cooks; mentoring students and/or interns; supervising the work of and working alongside incarcerated persons (IP), assisting with menu planning and recipe development; and keeping all areas clean within the food services operations. 

 

An ideal candidate will possess one or more of the following: ServSafe Food Manager certification, School Nutrition Specialist certification, or Culinary Certification. The candidate will also have the ability to read and follow standardized recipes, have two or more years of experience as a Cook in the institutional or restaurant industry, and be able to work as part of a team in a large scale fast paced kitchen environment. 

 

Additional requirements:

• Possession of ServSafe Food Manager certification or Food Protection Manager Certification is required. If the selected candidates do not possess this certification upon hire, they must obtain it within six (6) months of employment.
• Possession of a valid Class C California driver’s license. Experience driving a delivery truck is preferred but not required.

 

Candidates chosen for these positions must successfully pass a background investigation in order to work in a locked facility around incarcerated persons. Felony and misdemeanor convictions may be disqualifying depending on type, number, severity, and recency.

Qualifications

Licensure/Certification:

• Must possess and maintain a current ServSafe Food Manager or Food Protection Manager Certification for the duration of employment in this classification or obtain certification within six (6) months of employment.
• Some positions require possession of a current and valid Class C California driver’s license or equivalent.

Experience and Education:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: 

• Cook I: Two years of experience in a large commercial or institutional kitchen which has included preparing and serving food and cleaning kitchen equipment and facilities.
• Cook II: Two years of experience as a kitchen worker, including one year as a journey-level cook, preparing and serving food in a large commercial or institutional kitchen.

Knowledge of:

Skill/Ability to: 

• Prepare and serve large quantities of food; read and accurately follow recipes and menus; work rapidly under pressure; work cooperatively with others; and direct the work of assistants.
   

Physical Requirements: 

• Must be physically able to lift, carry or push materials, supplies or equipment weighing up to 50 pounds; and walk or stand for long periods of time.
   

Security Clearance: 

• Positions working in a correctional facility require that the applicant obtain and maintain a security clearance as a condition of employment.
   

Other requirements: 

• Majority of positions require employees to work weekends, holidays, evenings or other shifts and be on-call.

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. About the Role
This position oversees the administration of the Public Authority (PA) for In Home Supportive Services (IHSS) in San Mateo County.

DEFINITION

About the Role

This is more than a traditional accounting role — it’s an opportunity to help steward public resources, strengthen financial integrity, and support the programs and services that directly benefit our residents. As an Accountant with the City, you will perform technical and administrative accounting work and apply accounting principles and methods to maintaining fiscal records and systems of the City.

The current vacancy will have a focus on payroll activities. Other duties may include projects such as internal audit and control, financial analysis, budget preparation, purchasing, fixed assets, reconciliation of accounting records, special projects, and related accounting work.

You possess a thorough understanding of payroll laws, regulations, reporting requirements, retirement reporting, and internal controls, and demonstrate the ability to ensure accurate and timely processing of complex payroll transactions. You exercise strong analytical judgment, maintain strict confidentiality, ensure compliance with applicable laws and MOU provisions, and provide responsive, professional service to employees, departments, and external agencies while safeguarding the City’s financial integrity.

Typical Qualifications

Graduation from an accredited four (4) year college or university with a degree in accounting, finance, business or public administration, or a closely related field, plus three (3) years of professional accounting or municipal finance experience.  Any combination of education and experience that provides the required knowledge, skills, and abilities may also be considered.  Review the complete job description in the document linked here.

Compensation

The annual salary range for this position is currently $96,917 to $118,929. This position is scheduled to receive a general wage increase in January 2027 and January 2028 in accordance with the Teamsters Local 350, IBT Mid-Management Unit Memorandum of Understanding (MOU). This is a represented position.

Note:

• Remote work is not available for this position.
• Later this year the standard work week will transition to four (4) nine (9) hour days for a full-time schedule of 36 hours per week with no impact on annual salary.

Position Summary

This position operates, services and performs minor to major repairs on construction, bridge maintenance and other equipment used by the District to maintain the Bridge and other District properties.  Performs record keeping and written verification of work accomplished as directed.
 

Essential Responsibilities

•    Operates front end loaders, drawbar graders, asphalt rollers, water pumps, travelling scaffolds, air compressors, backhoes, and other machinery and equipment that the District owns or rents
•    Lubricates, services, and performs minor repairs to a wide variety of machinery and equipment, including portable and stationary air compressors, front end loaders, tractors, standby generators, travelling scaffolds, high pressure pumps, sandblasting equipment, fog horns, air powered lifts, air receiver tanks, air tools, air and electric winches, paint spray equipment, permanent bridge air lines, and other machinery and equipment as required
•    Performs major rebuilding, repair, manufacturing and/or removal replacement of mechanical components on machinery and equipment, including engines, transmissions, gear boxes, planetary drives, clutches, differentials, torque converters, pumps, hydraulic systems, valves, electrical systems and associated parts
•    Operates and refuels portable air compressors, front end loaders, travelling scaffolds, air compressors and equipment and other machinery and equipment that the District owns or rents
•    Responsible for normal and reasonable care of all District owned property, equipment and tools provided.  Adheres to shop and equipment safety and housekeeping practices as required by District policy and agencies such as Cal OSHA and Industrial Safety
•    Assists in training apprentices
•    Knows and follows the safety and health rules and safe working practices applicable to his or her job.
•    Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service
•    Performs additional related duties as assigned
