THE POSITION
The Deputy Director of the Public Works Agency plays a critical leadership role overseeing the Roads and Engineering Divisions. This position is responsible for the planning, execution, and oversight of major infrastructure projects, public works programs, and disaster recovery initiatives. Working under the general direction of the Agency Director, the Deputy Director provides strategic direction, operational oversight, and interdepartmental coordination to ensure efficient service delivery, regulatory compliance, and community engagement. The role also serves as Acting Director in the Director’s absence and represents the agency in meetings with officials, stakeholders, and the public. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months.

• Oversees the preparation of solicitation documents for construction projects, manages the bid process including pre-bid conferences and site walk-throughs, responds to bidder inquiries, and administers construction contracts, including budgeting and assisting with regulatory permitting.
• Supervises consultant contracts for public works services, monitors project performance, and ensures departmental processes comply with contract provisions and standards.
•  Coordinates with consultants, staff engineers, and other stakeholders to guide the preparation of plans and specifications for public works projects
•  Identifies alternative funding sources, coordinates grant and loan applications, secures funding, monitors expenditures, and tracks project outcomes.

Glenn County is seeking a highly skilled and experienced public sector Personnel professional to serve in this working Personnel Director role. Given the County’s small personnel staff, the successful candidate will be both a strong leader and a hands-on manager, capable of balancing strategic oversight with day-to-day responsibilities.

The ideal candidate will bring a thorough understanding of Personnel fundamentals and the ability to navigate complex matters within a public agency. They will be politically astute, adaptable, and skilled at building strong professional relationships. This individual will be a flexible and strategic thinker who applies common sense, critical thinking, and sound judgment when addressing both routine and difficult decisions. Experience in labor negotiations and collaborative bargaining is essential.

As Personnel Director, the successful candidate will oversee all aspects of the County’s personnel functions, including workers’ compensation, employee and labor relations, leaves administration, recruitment, and selection.

JOB DUTIES

• Formulates and recommends policies, regulations and practices for carrying out the program; administers personnel rules; coordinates the various phases of implementation for policies, practices, ordinances and resolutions.
• Directs the maintenance of personnel records, personnel transactions, applications, examinations, eligibility certifications, appointments, promotions, transfers, resignations, terminations and layoffs; directs in-service training programs for employee and management development and employee work performance and evaluation;
• Consults with and advises county staff in personnel matters.
• Maintains awareness of current labor laws, practices and new developments in the field of personnel;
• Consults with and advises department heads on policy compliance and individual departmental personnel matters, including collaborating in the development of alternate strategies when issues arise and assisting with the implementation of solutions;
• Selects, trains, motivates and evaluates the work of department personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures as required.
• Negotiates with representatives of labor organizations; develops cost data and research materials, and analyzes and prepares county response; consults with Board of Supervisors during negotiations; prepares Memoranda of Understanding.
• Assists departments through the interactive accommodation process in determining the appropriate accommodations for employees who have serious medical conditions or disabilities.
• Supervises and participates in the development and administration of the department budget; directs the forecast of additional funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements mid-year adjustments.
• Receives and reviews employee accident reports; monitors compensation and injury reports; prepares OSHA reports; maintains related records.
• Performs other related duties as assigned.

This position performs moderately difficult and complex administrative and analytical work that may involve and/or emphasize the functional areas of general and administrative support, fiscal, and contract management, program analysis and compliance, staff development and training. The incumbent will gather, tabulate, analyze, and chart data; interview and consult with departmental officials, employees, and others, to give and receive information; prepare reports and make recommendations on procedures, policies, and program/functional issues and alternatives in the Emergency Preparedness Program at the Glenn County Health and Human Services Agency. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Coordinates and oversees the administrative functions of the department; compiles materials; develops and prepares moderately complex reports, correspondence, manuals, publications, and other documents; obtains management review and approval as needed.
• Coordinates departmental activities with other departments, divisions, units, and outside agencies; represents the department in committee meetings; responds to complaints and requests for information.
• Plans, identifies, and analyzes program administration problems and develops solutions.
• Analyzes complex administrative systems and practices, develops and recommends modifications and enhancements; coordinates implementation of changes.

The Emergency Dispatcher I/II position in the Sheriff’s Department performs a variety of difficult work in the provision of 24-hour-per-day, seven-days-per-week public safety emergency dispatch service, including all 911 communications. Emergency Dispatcher I is the entry level class in the Emergency Dispatcher series.  It differs from Emergency Dispatcher II in that the II level is fully trained as a dispatcher and may provide training for the Dispatcher I. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Receives incoming calls from the public; determines type of assistance required, including law enforcement, fire or ambulance personnel, etc., and dispatches emergency and non-emergency radio and telephone communications to appropriate jurisdictions and agencies.
• Operates a law enforcement 911 communications network.
• Maintains radio communications with field personnel as necessary to relay messages and information, and to determine the location and safety of field personnel.
• Performs a variety of clerical duties as required, including but not limited to answering business telephones; processing and/or maintaining department records, including case files; compiling information and statistics for reports; preparing criminal history reports; entering/cancelling/retrieving data on computer; ordering supplies, copying and filing documents, etc.
• Processes civil, misdemeanor, juvenile and felony warrants.

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

EXAMPLES OF DUTIES

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.
• Inspects facilities regularly.
• Monitors the condition and activities of prisoners.
• Prepares prisoners for court appearances; provides transportation as necessary.
• Administers First Aid in emergency situations.
• Performs general office work, including but not limited to entering computer data, copying and filing documents, etc.
• Prepares and submits required records and reports.
• Performs related duties as assigned.

THE POSITION

The Assistant County Counsel performs a wide range of complex and high-level legal work with significant independence and discretion. This executive-level position serves as a key member of the County Counsel team and is responsible for overseeing and providing legal services on a broad spectrum of matters. The Assistant County Counsel regularly exercises sound judgment in managing assignments with minimal supervision and plays a critical role in supporting the strategic objectives of the department. This is a full-time at-will position and scheduled for forty (40) hours per week.  

EXPERIENCE:
Five years of experience in professional legal work, including or supplemented by three years of practice of public law is desired.

EDUCATION:
Juris Doctorate from an accredited Law School.

LICENSE or CERTIFICATE: 
Current member in the State Bar of California. 
Possession of, or ability to obtain, an appropriate California driver’s license.

DEFINITION
Under administrative direction, plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the Administrative Services Department, including Human Resources, Clerk of the Board and Risk Management; formulates departmental policies, goals, and directives; coordinates assigned activities with officials and outside agencies; fosters cooperative working relationships among Agency departments and with intergovernmental, regulatory agencies, and various public and private groups; provides highly responsible and complex professional assistance to the General Manager in coordinating and directing Agency-wide departmental activities and operations and in executing the long-term vision for the Agency; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the General Manager. Exercises supervision over management, supervisory, professional, technical, and administrative support staff through subordinate levels of supervision. 

CLASS CHARACTERISTICS
This is a department director classification that oversees, directs, and participates in all activities of the Administrative Services Department, including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the General Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, Agency functions and activities, including the role of the Board of Directors and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering the Agency’s mission, goals, and objectives within general policy guidelines.

Duties may include, but are not limited to the following: Assume full management responsibility for all Finance Department Services and activities including general accounting functions, investment portfolio,  fiscal reporting, treasury, cash and debt management, utility billing, accounts payable, accounts receivable, payroll, citations, business licensing, collections, taxes, internal accounting controls, external audit coordination, annual budget preparation, presentation, analysis, and update, any and all other related financial matters as they occur; recommend and administer policies and procedures; administer the day-to-day activities of the City’s insurance programs including health, liability, workers compensation, life, and casualty insurance. Manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; direct, supervise, train, and evaluate department employees; recommend and administer policies and procedures; assume responsibility for the City’s budget process; analyze expenditures and revenues for budgetary purposes; prepare the annual budget documents for submittal to the City Manger and City Council. Represents the department to outside groups and organizations; participates in outside community and professional groups and committees; provides technical assistance as needed.
