GENERAL DESCRIPTION:

Under direct supervision of a Recreation Coordinator or Recreation Specialist and indirect supervision of a Recreation Supervisor, assist, plan, organize, and lead the physical, recreational, and social activities of assigned recreation programs.  Program areas include, but are not limited to, Adaptive (Special Needs), Adult and/or Youth sports, After School Program, Cultural Arts, Facility Attendant, Senior Center, Special Events, Summer Camps, and Youth Center/Youth Services.  This position may be a year round part-time position or seasonal position, depending on the recreation program. As related experience is gained as noted in the job qualifications and requirements, and with the recommendation in the employee’s performance evaluation, Recreation Leaders can advance from Recreation Leader I to Recreation Leader II or from Recreation Leader II to Recreation Leader III.  As the employee advances through the job series the employee will take on more responsibility and more challenging work assignments.

THE OPPORTUNITY

The City of San Bruno is seeking an energetic and forward thinking leader to serve as its next Police Chief. The Police Chief reports directly to the City Manager and is responsible for leading the Police Department's delivery of a broad scope of services to the community. The Department includes 70 full-time employees comprised of 50 sworn officers and 20 non-sworn employees. The Department’s Command staff currently includes the Chief, one Commander, two Lieutenants, and a Records and Communications Supervisor.  The City is currently exploring transitioning the command structure to a Chief/Captain model. Under the proposed structure, the command staff would include the Chief, three Captains (Patrol, Administration, and Investigations), and a Records and Communications Manager. The new Chief will have the ability to guide and implement changes to the command structure.

The Police Chief is responsible for all functions of the department, including areas of administration, patrol, traffic and parking, investigations, community support services, records and dispatch services, and contract services. With a total budget of approximately $19.6 million dollars, the San Bruno Police Department patrols an area of 5.5 square miles. The  Department has an outstanding and collaborative relationship with other City departments, the community, and public safety partners in San Mateo County.

THE DEPARTMENT

The San Bruno Police Department is a full service law enforcement agency with a community oriented policing philosophy. In addition to protecting life and property, the Department is committed to the prevention of criminal activity through highly visible patrols, systematic gathering and documentation of intelligence information, and the enforcement of laws and regulations throughout the City. MINIMUM QUALIFICATIONS

Graduation from a college or university with a Bachelor’s Degree in  Police Science, Law Enforcement, Criminal Justice, Public Administration or a closely related field.  Must possess, or be eligible to possess, a California P.O.S.T Management Certificate. Must possess, or be able to obtain by time of hire, a valid California Driver's License.

DEFINITION

Under general supervision, the Plant Operator II during an assigned shift is responsible for operation of the wastewater treatment plant and for maintaining a variety of machinery and equipment.

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. The Department

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

• You have up to 18 months to obtain a Grade I WWTP Certificate to promote to WWTP Operator I.

The WWTP Operator I:

• You have graduated from high school or equivalent and have six months experience in handling mechanical equipment tools.
• You possess a Grade I WWTP Certificate and work under direct supervision of the WWTP Shift Supervisor or WWTP Operator II and perform more routine operation work.
• You may be promoted to WWTP Operator II upon obtaining a Grade II WWTP Certificate and completing qualifying training.

The WWTP Operator II

• You possess a Grade II Wastewater Treatment Plant Operator Certificate issued by the State of California.
• You have graduated from High school or equivalent and a minimum of one year of experience in the operation of a wastewater treatment plant.

The Library Clerk position available is an hourly, non-benefited, temporary assignment which operates out of the Community Learning Center, a branch of the Library Department. TYPICAL DUTIES AND RESPONSIBILITIES:

• Assists in the computer lab with Internet use, word processing, and computer software.
• Supervises volunteers.
