Position Duties and Responsibilities

Salary Information: The Public Works Department is currently seeking to fill one (1) part-time unbenefited Undergraduate/Graduate Student Intern in the Development Services Division. Salary ranges for this classification are:

Student Intern Salary Range - $15.86- $22.65/hourly (unbenefited)

Graduate Student Intern Salary Range - $20.52- $30.30/hourly (unbenefited)

This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

About the City Facilities Architectural Services Division Internship:

The Development Services Division Intern will be assigned to assist for the following projects and perform duties such as: provide counter support for Development Services, including greeting customers and directing inquiries, respond to general email and phone inquiries, ensuring timely and accurate information is provided, assist with initial intake of requests, helping route items to the correct staff or workflow. The Development Services Division Intern  will also support administrative and clerical tasks, including filing, data entry, document preparation, and processing refund requests and maintain organization of shared workspaces and assist with routine operational tasks that keep the counter functioning efficiently.

The Engineering & Program Delivery Division:

This division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Eastridge to BART Regional Connector, that connects light rail system to  regional transit systems.

Under general direction, the Transportation Engineering Manager manages staff engaged in a variety of activities, such as the planning and design of transportation systems and facilities, administering large capital budgets, including supervising consultant services; and performs managerial and administrative duties.
 

Distinguishing Characteristics

A position in this classification has direct responsibility for project management and development of VTA projects. This position supervises VTA and consultant staff including mentoring and advising staff, administers large project budgets, and is responsible for projects that range widely in level of complexity, involving management of VTA staff and multiple professional planning, engineering and/or architectural agreements.

Essential Job Functions:

• Plans, organizes, and directs the work of professional and technical employees involved with the planning, design, construction, and support of activation of transportation systems including guideways, roadways, systems elements, and other transit facilities;
• Mentors and advises subordinate engineers in the area of career development, rotating section assignments, monitoring training, and related professional growth opportunities;
• Supervises the preparation of resolutions, agreements, and other legal documents and the coordination of legal assistance;

• Represents VTA in planning, design, construction, and operations related legal and financial issues, contractual matters, and related issues;

Minimum Qualifications:

Employment Standards

Development of the required skills, knowledge and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in engineering and six (6) years of increasingly responsible experience in engineering with experience with transportation systems or projects, including at least one year of experience at the Senior Transportation Engineer or comparable level for a transportation agency, public works department, public agency or similar organization.
 

Registration as a professional engineer or professional architect in the State of California is required at the time of appointment.

Overview:

Do you want to be part of a dynamic team that helps ensure sustainable groundwater supplies? Valley Water is seeking qualified candidates to join the Groundwater Management Unit. This position uses and maintains groundwater models to simulate current and future groundwater conditions, supporting groundwater supply and planning programs and contributing to sustainable water management. Related analyses include mass balance, statistics, or other methods to prepare or review hydrogeologic reports and engineering analyses. Work directly supports water supply operations, managed aquifer recharge, drought response, Sustainable Groundwater Management Act (SGMA) compliance reporting, and the Water Supply Master Plan. Two (2) years of professional level experience with responsibility for compliance with environmental permitting, water supply planning or distribution, groundwater management, mitigation of natural resource impacts, or hydrogeology or engineering civil.

• Proficiency using and maintaining groundwater flow models. 
• Project based work experience in groundwater management and hydrogeology including issues like groundwater overdraft, managed aquifer recharge, groundwater/surface water interaction, and/or seawater intrusion. 
• Proficiency in Microsoft Excel, including experience with functions, graphs, and pivot tables in Excel. 
• Experience using GIS and performing statistical analysis (e.g., trend test), and use of computer programming language.

Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Registration with the State of California as a Professional Geologist (PG) or Professional Engineer (PE) is a plus. (if registered, a 2.5% differential will apply).

Valley Water is seeking a strategic and collaborative leader to serve as the Real Estate Asset Administrator (Supervising Program Administrator), responsible for overseeing the stewardship, compliance, and operational integration of the district’s extensive land portfolio, including fee-owned lands, conservation properties, and easement interests. Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. THE POSITION
Under the supervision of a shift lead, the Public Safety Dispatcher processes emergency and non-emergency calls for service; dispatches police, fire, medical, and other emergency equipment, by telephone or radio, utilizing complex technical aids, such as Computer Aided Dispatch systems (CAD); and performs other related duties as assigned.
 
The ideal candidate will possess a POST Basic Certificate, EMD Certificate, EFD Certificate, and knowledge in all disciplines of Police/Fire and EMS dispatching and one year as a Public Safety Dispatcher with a demonstrated background in the operation of modern Computer Aided Dispatch (CAD) systems.  Note:  The POST Basic Certificate is required at time of application. Work Schedule: Public Safety Dispatchers work a 48 hours on/96 hours off schedule.

DUTIES

Dispatches Police/Fire and EMS personnel and equipment on both routine and emergency calls utilizing a CAD system, multiple video display terminals, radio dispatching consoles, and related equipment.

Monitors and maintains status of public safety personnel and equipment; analyzes situations accurately and takes effective action to help ensure officer and firefighter safety; handle the reassignment of fire equipment to ensure adequate district-wide fire protection.

Provides operational support for police, fire, and medical operations; facilitates outside agency assistance and mutual aid requests; as requested, enters, updates, and retrieves information from teletype networks relating to wanted persons, stolen property, vehicle registration, stolen vehicles; handles tow requests and other information.

DEFINITION

Responsible for the day-to-day responsibilities related to municipal traffic operations within the Town of Danville. Perform a variety of professional and technical level traffic and transportation engineering tasks, including traffic system planning, design and operation, and traffic control systems.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Conduct technical and administrative work in the functional areas of traffic operations, Downtown area, residential parking, and transportation planning and design.
• Manage the Town’s traffic signal and traffic control devices network in conjunction with the Transportation Manager.
• Serve as the public interface for matters related to traffic safety and circulation; develop and implement solutions with creative and professional use of acceptable traffic engineering standards. 
• Prepare traffic studies related to local traffic circulation and review traffic studies generated through the development review process, as directed.
• Review civil and public improvements plans for transportation related infrastructure.
• Review collision reports and prepare and maintain collision diagrams.
• Conduct and maintain Traffic and Engineering Surveys.
• Review and comment on traffic signal plans and assist with oversight of traffic signal construction and modifications, as directed.
• Work in collaboration with traffic signal maintenance personnel to manage and troubleshoot issues related to traffic signal operations/equipment and electronic traffic control devices.
• Monitor traffic signal network operations through the Town’s centralized traffic signal monitoring system.
• Serve as project manager for transportation-related Capital Improvement Projects and studies, as directed.
• Conduct special research projects, including compiling and analyzing information; develop recommendations on courses of action; deliver concise, effective presentations to the Town Council, Town Commissions and members of the public.
• Coordinate with Police Department personnel to respond to public concerns related to traffic safety and circulation and parking.

QUALIFICATIONS

Knowledge of:

• Fundamentals of traffic engineering inclusive of multi-modal transportation applications and practices.
• Signs and pavement markings standards; intersection and roadway capacity practices; intersection design; residential street design and traffic control.
• Transportation impact study elements and preparation processes; traffic signal operations; on‑ and off‑street parking standards; traffic control devices; and pavement management.
• GIS, AutoCAD, Bluebeam, Microsoft Office and general software applications.
• Traffic engineering-related software such as Synchro/SimTraffic, HCS, and Crossroads is preferred.

Ability to:

• Interpret plans and specifications; some GIS knowledge.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Prepare clear and concise written reports and correspondence, deliver presentations before the Town Council and members of the public, and facilitate meetings.
• Design and review traffic control plans.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five (5) years of increasingly responsible full-time experience or eight (8) years of part-time experience in traffic engineering, or closely related field, including drafting, surveying, and other specialized traffic training, licensure, etc. Background in transportation, planning, transportation engineering, or public administration in a community development environment is desirable. Public sector experience preferred. 

Education:

An Associate degree in transportation planning, transportation engineering, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Professional Engineer, Professional Traffic Operations Engineer, or California Traffic Engineers license is preferred. Valid Construction Zone Safety Certification. Valid Signs and Markings Certification.

Currently, the Library and Recreation Services Department has an opening in the Marketing and Customer Services Unit; however, this recruitment may also be used to fill future Recreation Services Manager vacancies.

Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of an assigned Recreation Division within the Library and Recreation Services Department, including recreation, arts, and community services programs; participates in the development of policies and strategies for division operations; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the Deputy Director of Recreation Services in areas of expertise; and performs related duties as assigned.

Minimum Qualifications:

Education and Experience:
The minimum qualifications for education and experience can be met in the following way:

A bachelor's degree from an accredited college or university in recreation, leisure, arts administration, public administration, business administration, hospitality management, or related field; AND

Four (4) years of increasingly responsible professional experience in the field of recreation, arts, and/or community services, including prior experience in a lead or supervisory capacity.

Salary: 

ANNUALLY - $132,526.00 - $165,658.00

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources.

The Position

The Quality Assurance Senior Program Coordinator oversees quality assurance activities of the behavioral health programs (Mental Health and Substance Use Treatment) for the Youth and Family Services Division and other divisions providing behavioral health services. The incumbent will perform routine audits of clinical client records, tabulation and reporting of audit results to individual programs, to ensure the programs comply with State Medi-Cal standards. This position is a core member driving the Human Services Department’s quality assurance and improvement processes in partnership with the department’s clinical and billing management team.

Examples of Job Duties

• Oversee clinical quality improvement processes and behavioral health record review.
• Develop internal audit processes to ensure compliance with state mental health and drug Medi-Cal documentation and timeliness requirements are met.
• Represent department at all county-based QA meetings/events and state conferences for larger system changes such as California Advancing and Innovating Medi-Cal (CalAIM) and Substance Use Disorder (SUD) services.
• Develop working relationships with county QA to provide continual improvements to City of Fremont work-flow and compliance issues.
• Review, gather and synthesize county policies, contract and documentation requirements to ensure compliance including Site Certification requirements.
• Develop training manuals/materials and evaluation processes to align with employee performance standards.
• May be required to supervise clinical program staff.
