The Position:

The City of Santa Clara is seeking an experienced, energetic, and collaborative leader to serve as its next Senior Inspector supporting the daily operations of the Building Division. This critical role provides both technical expertise and supervisory leadership to ensure the City’s high standards for safety, service, and professionalism are consistently met.

The Senior Inspector is a supervisory-level classification responsible for performing the most complex building, electrical, plumbing, and mechanical inspections, while also providing guidance, coordination, and training for less experienced inspectors and support staff. Depending on expertise, incumbents may be assigned to one or more specialty areas, including Building, Electrical, Plumbing, Mechanical, Permit Center, or Code Enforcement.

This position requires an individual who can operate as a subject-matter expert and exercise sound, independent judgment in daily operations. The role is distinguished from the Inspection Manager classification, which carries broader responsibility for division-wide planning, field operations, and strategic technology initiatives. MINIMUM QUALIFICATIONS:

Minimum Education Requirements: 

Graduation from high school or possession of a GED.

Minimum Experience Requirements:

Five (5) years of increasingly responsible experience in building inspection with a city and/or county agency.

Desirable Qualifications

• Depending on position assignment, the required experience and certification may be required in a particular specialty such as building inspection, electrical inspection, or plumbing and mechanical inspection.
• MEP plan review experience.  
• Certified Access Specialist (CASp) certification.
• Minimum one (1) year of supervisory experience that includes supervising building inspectors.

Licenses/Certificates
 The following are required at time of appointment and for the duration of employment:

• A valid California Class C driver's license.
• Certification as a Building Inspector, Electrical Inspector, Plumbing Inspector, Mechanical Inspector, or Combination Inspector by the International Code Council (ICC) or International Association of Plumbing and Mechanical Officials (IAPMO), or equivalent.

Other Requirements

• Required to file a Conflict of Interest statement upon assuming office, annually and upon leaving office, in accordance with City Manager's Directive 100.

The Department: 

The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system. The Position: 

This is the entry level maintenance position for the Water and Sewer Utility. Typically, you will be assigned to a crew, and will perform semi-skilled work on water or sewer infrastructure. This position will require odd hours and sometimes extended days if jobs run long. You will come in contact with raw sewage, working in knee deep mud, and working around trenches, often on busy city streets.
  
 Under direction, this position operates, maintains, inspects, repairs, and rehabilitates or replaces the water, sanitary sewer, and/or recycled water systems of the City of Santa Clara. This position performs heavy physical labor while performing planned maintenance and repair or emergency response for the City's utility systems and the associated appurtenances.
  
 This position requires one (1) year of related experience. Related experience may include job duties such as pipefitting, plumbing, commercial or residential construction, underground construction, landscaping, paving, steelworker, HVAC, paving, and heavy equipment operations.

DEFINITION

Responsible for the day-to-day responsibilities related to municipal traffic operations within the Town of Danville. Perform a variety of professional and technical level traffic and transportation engineering tasks, including traffic system planning, design and operation, and traffic control systems.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Transportation Manager.  May exercise supervision over additional professional, technical and/or support staff as assigned. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Conduct technical and administrative work in the functional areas of traffic operations, Downtown area, residential parking, and transportation planning and design.
• Manage the Town’s traffic signal and traffic control devices network in conjunction with the Transportation Manager.
• Serve as the public interface for matters related to traffic safety and circulation; develop and implement solutions with creative and professional use of acceptable traffic engineering standards. 
• Prepare traffic studies related to local traffic circulation and review traffic studies generated through the development review process, as directed.
• Review civil and public improvements plans for transportation related infrastructure.
• Review collision reports and prepare and maintain collision diagrams.
• Conduct and maintain Traffic and Engineering Surveys.
• Review and comment on traffic signal plans and assist with oversight of traffic signal construction and modifications, as directed.
• Work in collaboration with traffic signal maintenance personnel to manage and troubleshoot issues related to traffic signal operations/equipment and electronic traffic control devices.
• Monitor traffic signal network operations through the Town’s centralized traffic signal monitoring system.
• Serve as project manager for transportation-related Capital Improvement Projects and studies, as directed.
• Conduct special research projects, including compiling and analyzing information; develop recommendations on courses of action; deliver concise, effective presentations to the Town Council, Town Commissions and members of the public.
• Coordinate with Police Department personnel to respond to public concerns related to traffic safety and circulation and parking.
• Provide staff support to other departments, boards, and commissions as directed.
• Coordinate with regional transportation agencies on transportation projects and funding opportunities, as directed.
• Maintain current program content on Town websites.
• Prepare and manage professional services contracts.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Other duties as assigned.

QUALIFICATIONS

Knowledge of:

• Fundamentals of traffic engineering inclusive of multi-modal transportation applications and practices.
• Signs and pavement markings standards; intersection and roadway capacity practices; intersection design; residential street design and traffic control.
• Transportation impact study elements and preparation processes; traffic signal operations; on‑ and off‑street parking standards; traffic control devices; and pavement management.
• GIS, AutoCAD, Bluebeam, Microsoft Office and general software applications.
• Traffic engineering-related software such as Synchro/SimTraffic, HCS, and Crossroads is preferred.

Ability to:

• Interpret plans and specifications; some GIS knowledge.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Prepare clear and concise written reports and correspondence, deliver presentations before the Town Council and members of the public, and facilitate meetings.
• Design and review traffic control plans.
• Establish and maintain effective professional working relationships with fellow employees and outside agencies in a team approach and the public.
• Work a varied schedule, including evenings and/or weekends, as needed.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five (5) years of increasingly responsible full-time experience or eight (8) years of part-time experience in traffic engineering, or closely related field, including drafting, surveying, and other specialized traffic training, licensure, etc. Background in transportation, planning, transportation engineering, or public administration in a community development environment is desirable. Public sector experience preferred. 

Education:

An Associate degree in transportation planning, transportation engineering, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Professional Engineer, Professional Traffic Operations Engineer, or California Traffic Engineers license is preferred. Valid Construction Zone Safety Certification. Valid Signs and Markings Certification.

THE POSITION

Under general direction of the Water Resources Division Manager, this position serves as the Chief Plant Operator of the City’s Water Reclamation Plant (wastewater treatment). The selected candidate will plan, organize, direct and manage the operation of the Water Reclamation Plant including wastewater treatment and recycled water production. They will coordinate activities with other sections/divisions/departments, external customers, regional wastewater agencies, and contractors. This position will ensure that all regulatory compliance targets are met and act as a liaison to regulatory agencies. This position requires a valid Grade IV Wastewater Treatment Plant Operator Certificate issued by the State Water Resources Control Board at the time of appointment.

• Serves as the Chief Plant Operator for the Water Reclamation Plant

The City of San Jose’s Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards. About the Division

The City’s Planning Division provides oversight and assistance towards the City's growth and development in relation to regulations related to land use, zoning, development standards, urban village plans, and environmental impacts. The goal is to encourage development that strives for safety, high quality of living standards, and support of the health, inclusion, and wellbeing of all persons living and working in San Jose.  

The Division is seeking applicants for the Planning Technician classification. This is a full-time position that is responsible for providing the public with information about land use regulations and permitting requirements and directly assisting customers through the permit application process by completing the initial processing of applications. This includes, but is not limited to, the calculation of application fees, determination of application completeness, data input into the City's permitting system database, creation of maps, and routing electronic plans and documents to other City departments and outside agencies for review. 

The Planning Division is divided into four teams: 

• Permit Center: The Permit Center team focuses on public information services, administrative-level staff reviews for development projects, and zoning compliance reviews for building permits. 
• Development Review: The Development Review team is responsible for processing rezonings and development permits, historic preservation, and community outreach. 
• Environmental Review: The Environmental Review team fulfills requirements under the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) for assessing environmental impacts for public and private projects, ensures environmental mitigation compliance, and implements the Santa Clara Valley Habitat Conservation Plan.? 
• Citywide Planning: The Citywide Planning team focuses on long-range planning, including General Plan updates and amendments, zoning and sign ordinance amendments, preparation of urban village plans, housing policies, data analytics, and community engagement. 

What We Do 

The Department’s Planning Division ensures compliance with the above-mentioned obligations by annually reviewing, analyzing, conducting, researching, processing, and issuance of: 

• 4,000 zoning compliance reviews for building permits; 
• Over 150 commercial, industrial, residential, and mixed-use development permits; 
• Over 500 of environmental clearance reviews for public and private projects, including approximately 4 to 8 Environmental Impact Reports, 20 to 30 Negative Declarations/Mitigated Negative Declarations, and over 150 exemptions; 
• Over 50 zoning changes; 
• Multiple General Plan Amendments, ordinance amendments, urban village plans, and land use policies; and 
• Over 50 community meetings and workshops.

Position Duties:

The Planning Division is currently seeking to fill one full-time Planning Technician vacancy. The position will work with other Planning Technicians on public information services, intaking and coordinating permit applications, and providing administrative support for public hearings. The position is primarily responsible for providing basic land use regulation and permitting information to the public, managing application submittal appointments, and ensuring a seamless process for applicants when completing the initial processing of their permit applications. This includes responding to public inquiries about the permitting process and providing guidance on the required application documents.  Planning Technicians also provide necessary clarifications to ensure that customers are applying for the correct permitting process and that the information provided is accurate.  The duties require close collaboration with other City departments and creative, analytical thinking to troubleshoot issues, and appropriately update tracking sheets and applications as they relate to changes in State laws and City requirements. Planning Technicians also provide administrative and technical support for in-person and virtual meetings (Zoom) to ensure that meeting agenda, presentation slides, and public speaking timers are appropriately displayed. This position occasionally requires working late on weekday evenings to provide administrative support during public hearings.    

Salary Range

$75,435.36 - $91,596.96 Annually

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

Duties and Responsibilities

• Respond to customer inquiries related to land use planning and zoning-related questions to ensure customers understand the basic processes. 
• Provide information regarding permit processing, policies, and procedures to applicants and help ensure that applicants are briefed and successful in the next steps of the process. 
• Work with permit applicants, including application intake and providing fee information and general zoning and land use information. 
• Create and maintain maps, graphic illustrations, permit applications, documents, spreadsheets, and other land use planning materials primarily using computers and associated software, including Microsoft Office Suite, Adobe Suite, and ArcGIS. 
• Assist in the preparation and general conduct of public meetings. Provide administrative and technical support for public meetings, including Planning Commission, Historic Landmarks Commission, and Planning Director hearings, requiring some availability on weeknights. 
• Research official records from City departments and outside agencies to obtain information, such as the use of property and permit history. 
• Provide detailed, technical, and specialized support work to city planners and other staff. 

Minimum Qualifications:

Education: High school diploma, General Education Development (G.E.D.) Certificate, or California Proficiency Certificate or equivalent. 

Experience: Two years of technical experience using a personal computer to create word processing documents, computer graphics, databases, spreadsheets and maps. 

Acceptable Substitution for Experience: An associate degree from an accredited college with an emphasis in a technical field such as computer science, geographic information systems, computer graphics, or architectural drafting with completed coursework in each of the following software applications: word processing, computer graphics, databases, spreadsheets and maps. 

Licenses: Possession of a valid California driver's license may be required.
