The Division

The Fremont Family Resource Center (FRC) Division of the Human Services Department provides core services to a unique and innovative collaborative of more than 20 State, County, City of Fremont and non-profit organizations co-located and working together to serve individuals, families, and children, in southern Alameda County. The FRC provides a friendly environment, offering multi-lingual support where residents may obtain resources, problem solving and benefits at one convenient location.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who may have complex social and medical needs including health/mental health care, financial assistance, employment opportunities, as well as housing assistance.

The incumbent will provide comprehensive psycho-social assessments and develop and implement care plans.

This is a thirty-four (34) hours per week position and will receive pro-rated benefits.

Examples of Job Duties

• Manage a caseload of clients which may include the elderly or have complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
• Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.
• Assist clients to develop support systems to maintain independent living, self-sufficiency, and family stabilization.
• Collaborate with supervisor, team members, and other Human Services programs and community agencies.
• Make site visits and provide other community interventions as needed.
• Conduct inter-agency and/or family conferences.
• Provide supportive counseling and advocacy for clients and monitor services provided.

Maintain timely electronic documentation of services, reporting, and billing.

Overview: 

Valley Water seeks a collaborative, detailed-oriented and customer-service focused individual to join the Water Revenue team as a Management Analyst I. The incumbent will be public facing, engaging with water customers and well owners throughout Santa Clara County. As a member of the Water Revenue team, key responsibilities include generating and processing water bills; providing excellent customer service in person, by phone and via email; ensuring all data is processed and captured in an accurate and timely manner; and collaborating with colleagues. The work is cyclical with periods of high volume (annual, semi-annual, and monthly billing cycles) and technical by nature (i.e., unmetered water customers). Ability to navigate multiple systems in the course of daily work is necessary (i.e., databases, files, billing system, GIS resources); bilingual is a plus. Members of the Water Revenue team occasionally go offsite to perform field checks.

Key Responsibilities include, but are not limited to:

• Customer service: provide exceptional internal and external customer service, in person, by phone, or via email. Engage with well owners, retailers, farmers, and other departments at Valley Water. 
• Revenue collection duties: generate and process bills that may include groundwater, treated water, surface water or recycled water. 
• Technical and detail-oriented: audit all water bills for accuracy. Support other analysts and supervisor as needed. The Water Revenue team manually reviews and audits nearly 6,300 bills each year of which about 80% are for unmetered water customers.
• Administrative tasks: filing, scanning, organizing records, and occasional cashiering duties.

Ideal Experience:

• Two (2) years of experience in revenue collection and customer service.
• Hands-on experience generating, reviewing, and reconciling bills (e.g., water, utilities, or municipal services) with attention to timelines and data integrity.
• Experience with maintaining large datasets, while ensuring accuracy across multiple systems.
• Public sector experience with water districts, utilities, or municipal agencies.

Ideal Skills and Abilities:

• Ability to plan and prioritize work effectively during high-volume billing cycles with competing deadlines.
• Strong accuracy in data entry, billing calculations, and customer correspondence.
• Ability to understand current procedures and suggest enhancements to improve efficiency and consistency.
• Ability to navigate between billing software, databases, file management systems, and other internal applications in the regular course of daily work.
• Ability to handle customer inquiries with professionalism, empathy, and clarity (via phone or email, and in person). 
• Establish and maintain effective working relationships with those contacted in the course of work.
• Bilingual, especially Spanish speaking, is a plus.

Ideal Knowledge:

• Knowledge of financial or billing software.
• Understanding of basic accounting or revenue collection principles.

Ideal Training and Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, accounting, finance, or a related field. 

Substitution:

Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Required License or Certificate

Financial Planning & Revenue Collection Unit (Position Code 683) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The Department
The Engineering Division delivers public infrastructure projects such as streets, storm drains, and City buildings. The team plans, reviews, designs, surveys, acquires property, manages construction, and provides inspection services. These projects are carried out through the City’s Capital Improvement Program (CIP) and private development.

The Ideal Candidate

DEFINITION

Performs complex clerical accounting tasks involving the maintenance of financial, accounting, or statistical records within an on-line accounting system. Posts transactions to journals and ledgers; adjusts accounts according to established procedures; and assists with the preparation of worksheets and financial summaries.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Accounting Analyst. This position does not exercise supervision of others.

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Maintain cost accounting records by computing, allocating, and posting to various accounts; prepare journal entries and other data entries as needed.

• Administer Business License program, answer calls and process business licenses in HDL software.

• Formulate and issue accounts receivable invoices; collect and post receipts; monitor aged accounts receivables; and issue delinquency notices.

• Process cash receipts for all departments; clear cash register, post receipts, reconcile and balance receipt journal, and prepare bank deposits; deliver cash receipts/deposits to bank.

• Assist with Accounts Payable function as needed.

• Generate and check a variety of computerized accounting reports; maintain and update spreadsheet reports as assigned.

• Maintain accurate and thorough files related to assigned activities, including scanning and attaching supporting documents and filing accounts receivables and other documents.

• Update fixed asset inventory system, track purchases, transfers, and sales of fixed assets.

• Assist with accounting reports; compile and organize various types of financial and statistical information.

• Explore and resolve a variety of problems through review of multiple records; exercise initiative in anticipating or identifying problems or errors and follow-up to resolve.

• Research and answer public, employee, department, and vendor inquiries regarding the status of various accounts and payments.

• Analyze and reconcile account activity and balances and make or request appropriate adjustments; assist with year-end close.

• Assist with maintaining petty cash fund and report expenditures.

• Prepare budget documentation using Excel and Word.

• Scan and maintain financial documentation in Laserfische.

 

QUALIFICATIONS

Knowledge of:

• Accepted principles, techniques, and practices of governmental accounting, fund accounting, auditing, and fiscal management.

• Accounting systems and data processing interrelationships.

• Microsoft Excel and Word; ideal candidates will have familiarity with Munis, HDL software, ActiveNet, InDesign, Granicus, and SharePoint or be capable of learning.

 

Ability to:

• Rapidly analyze financial data and draw sound conclusions to prepare clear, complete, and concise reports.

• Follow and retain verbal written instructions.

• Communicate effectively orally and in writing; and establish and maintain cooperative work relationships.

EXPERIENCE AND EDUCATION

Experience:

Three (3) years of experience in computerized bookkeeping or administrative work involving accounting, record keeping and reporting. Position Duties

 

Recreation Leader positions are available at Happy Hollow Park & Zoo. These positions are part-time unbenefited, with a limit of 20 hours per week or a maximum of 1,040 hours per calendar year. Schedules will vary seasonally. Weekdays, weekends, holidays, and some evening hours may be required.

This classification is covered by the Pay Floor Rate and pays $30.48 hourly for part-time unbenefited employees. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation.

Happy Hollow Park & Zoo is a 16-acre amusement park and AZA-accredited zoo. Happy Hollow Park & Zoo is open year-round, catering to families with children. With eight amusement park rides, various endangered species, and one of the oldest classical puppet theaters in California, as well as many other playgrounds and attractions, Happy Hollow emphasizes play and imagination in a natural conservation setting.

While all Recreation Leaders at Happy Hollow Park & Zoo may be required to perform other duties of a similar nature or level, these are the assignments that are currently available:

• ENTERTAINMENT: This assignment includes assisting with the fabrication of puppets, scenery and props; delivering improvisational performances; providing mascot escorts around the park and at offsite events; interacting with guests; and coordinating special events. Other responsibilities include performing routine maintenance tasks and performing daily safety checks in public areas. Includes learning puppetry skills for puppet shows, mastering the art of being a mascot and embodying various face characters.
• GUEST SERVICES: This assignment is responsible for providing guest support through ticket collection, membership verification at turnstiles, and providing park information regarding rides, attractions, and special events. Will be required to learn functions of selling tickets and memberships; and provide exceptional customer service to all Members and guests.
• PICNIC BASKET & CATERING: This assignment is responsible for providing courteous guest service, assisting with taking and preparing food orders, operating food equipment (i.e. slicers, fryers, grills), and processing food and beverage sales. Other tasks include performing various cleaning and sanitation duties within the kitchen, dining room, and stockrooms, as well as the serving and preparation areas.
• REVENUE: This assignment assists in various financial-related tasks necessary for Happy Hollow to operate in accordance with City policies. This includes the accurate counting of cash and coins and preparing daily money distributions. Works closely with the Celebrations & Face painting, Guest Services, Picnic Basket & Catering, and Zoo Education teams. Attention to detail and problem solving are required.
• RIDES & ATTRACTIONS: This assignment is responsible for the cleanliness and safety of ride operations, including conducting daily ride and attraction inspections as well as operating the rides. May be required to assist with special events.
• ZOO EDUCATION: This assignment helps with educational program preparation and presentation at Happy Hollow as well as offsite. This includes week-long camps, educational assemblies, and events. Supervising children and performing administrative tasks are required. Some animal handling is possible.

Position Duties

Under the direction of the Assistant Director of Transportation, the Information Technology (IT) Manager will plan, lead, manage, and execute the technology and innovation efforts of DOT.

This position is open until filled with a first review date scheduled for November 21, 2025.

The DOT Information Technology (IT) Manager will refine and manage the DOT information technology roadmap, which fuses departmental priorities and opportunities with technology and resource needs. The business plan includes coordination with the IT Department to assess centralized capabilities and opportunities for partnership and advancement of key strategies and systems. Some of the top priorities include:

Implementing innovative field technology improvements and integrated data systems – With the transportation and utility infrastructure spread across 178 square miles of the City, most of the Department’s work, particularly maintenance of the infrastructure, occurs in the field. With
the growth of advanced technologies like the Internet of Things (IoT) and Artificial Intelligence (AI) the City has an opportunity to strategically deploy innovations that could save time and resources, as well as improve response times. The IT Manager will work with the IT Department, the City Manager’s Office, and other City Departments to lead the assessment of existing processes and systems to identify, develop, and implement automated workflows to improve efficiency and productivity.

Automating, updating, and supporting multiple IT Systems – DOT has a number of important IT needs and coordination efforts that are identified and prioritized in the DOT IT Business Plan. These projects include the maintenance and development of feature request applications in our Salesforce Work Order platform, updates to the Geographic Information System (GIS), and upgrades of various administrative and engineering databases.

Coordinating Civic Innovation – The DOT IT Manager will also play a lead role in planning and implementing DOT’s Civic Innovation Projects. The transportation industry is dramatically changing around us with the emergence of Automated Vehicles, highly advanced traffic signal management systems, and complex data reporting and analytics capabilities. In alignment with the San Jose’s technology vision and in coordination with the Mayor’s and City Manager’s Office, the DOT IT Manager will build upon current momentum to make San Jose one of the most innovative cities. The IT Manager supervises and/or coordinates staff in the Information Systems Analyst, Senior Geographic Systems Specialist, Systems Applications Programmer, Network Engineer, Innovation Program Manager, and Network Technician classifications.

Key General Responsibilities:

• Develops, coordinates, guides, and maintains IT system strategic and tactical plans in support of the department’s overall direction and within the framework of Citywide IT protocols and standards.
• Plans, implements, and manages the department’s information technology operations ensuring efficient utilization of resources.
• Collaborates and coordinates with IT and other departmental stakeholders to assess centralized capabilities, opportunities for partnership, and advancement of key strategies in a way that maximizes the interoperability of systems between DOT and other departments.
• Utilizes in-depth technical knowledge and business requirements to design and implement technology solutions.
• Analyzes complex business needs and recommends technical solutions.
• Ensures technology projects and systems are adequately resourced with the appropriate levels of technology staff and line staff.
• Serves as a liaison with other departmental divisions and operations to identify and address technology needs.
• Negotiates and administers contracts and agreements with vendors and agencies.
• Supervises staff by hiring, selecting, training, evaluating, and making work assignments. May also coordinate and supervise the work of teams comprised of individuals in a variety of organizations.
• Leads and manages a staff of 12, and assists with budget management, personnel, and training matters.

 

Minimum Qualifications

Education
A Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field

Experience
Five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.

Certifications/Licenses
One or more credentials in Salesforce is desired, preferably certification as a Salesforce Administrator and/or Developer.

Possession of a valid license authorizing operation of a motor vehicle in California. The selected candidate will be enrolled in the Employer Pull Notice (EPN) program; an authorization for release of driver record information form must be signed as a condition of employment.

THE IDEAL CANDIDATE
The ideal candidate is a results-driven professional with previous experience as an IS/IT Manager. The successful candidate will be a highly effective communicator who is able to build solid working relationships with management, peers, and staff. Candidates should possess superior long-term planning and project implementation experience and a commitment to high quality, effective customer service. Experience in the rollout and maintenance of major new initiatives is expected, as well as the ability to translate complicated IT issues into understandable terms. The ideal candidate will have an appreciation for the complexities of DOT operations and will strategically assess the competing priorities of the Department’s IT projects, determine what is reasonable to implement, and clearly articulate the merits of keeping abreast of new technology improvements and efficiencies to Department leaders.

COMPENSATION AND BENEFITS
The approved salary range for this position goes up to $183,248. Employees in the Department Information Technology (IT) Manager classification will also receive an approximate five percent (5%) ongoing non-pensionable pay.

THE POSITION:

Hayward is excited to announce an opportunity to join its progressive and dynamic Transportation Division as the Senior Transportation Engineer. What you will do:

• Manages the City's Traffic Management Center and makes recommendations on signal timing and other operational improvements, for the city's 135 signalized intersections.
• Troubleshoots overall traffic operations and traffic safety concerns reported by the community both in the office and in the field.

Vegetation Field Operations Unit Position:

Working with the Vegetation Field Operations Unit, the Engineering Technician position will provide technical support for routine and corrective vegetation management activities within Valley Water managed creeks and rivers and on dams. This role will work directly with Vegetation Program Specialists coordinating vegetation management for flow conveyance and infrastructure integrity, fuel reduction through weed abatement, invasive plant management, and maintenance access. This position will assist with field inspections, data collection, documentation, and reporting related to planned and accomplished work. Typical data collection will include plant species and site characteristics, project limits, and photos. 

Technical support will also be through the use of database programs and applications such as the SMP Oracle Database, Maximo, and ArcGIS to modify and update existing work area polygons, create new maps for routine and corrective work, and to create work orders for vegetation management. 

Additionally, this position will assist with customer service requests received through the Access Valley Water (AVW) system by confirming Valley Water right-of-way and maintenance obligations, confirming field conditions as needed, and responding to customers with planned maintenance actions.

Key Responsibilities include, but are not limited to:

• Performing field inspections of vegetation management work in progress or recently completed for documentation, planning, and reporting purposes related to SMP activities using GPS enabled equipment and applications such as Survey 123.

• Methods and techniques of designing and creating a variety of visual graphics and displays.
• Principles of research and report preparation.
• Methods and techniques of creating and managing computer databases.
• Principles and methods of spatial analysis.
• Operations, services, and activities of a public water agency.
• Methods and techniques of designing and creating visual graphics and displays.
• Civil engineering practices and terminology in assigned program area.
• Methods and techniques of map making.
• Principles and practices of property research, including boundary determination and land title examination.

Ability to:

• Analyze drafting and design issues and make recommendations on problem resolution.
• Analyze computer hardware and software issues and make recommendations on problem resolution.
• Analyze engineering design calculations and criteria for accuracy.

Training:

Equivalent to completion of the twelfth grade supplemented by twelve (12) college semester units in engineering, geography, mathematics, or a related field.

Experience:

Four (4) years of responsible technical engineering support experience. 

Required License or Certificate

Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for reasonable accommodation on a case-by-case basis.

Operations and Maintenance Engineering Support Unit / Vegetation Field Operations Unit (Position Code 334 / 15) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (6 months).
