Under general supervision of the Water Quality Manager and the Plant Manager, acts as a hands-on Plant Operator II for the operation and routine maintenance of a 0.5 MGD and 1.0 MGD recycled water treatment plant, (RWTP) and related pump facilities; performs a variety of skilled tasks such as electrical, electronic, pneumatic and mechanical instrumentation and controls. Performs installation, troubleshooting and repair of computerized automation control work at a modern MBR wastewater treatment facility and remote pumping stations, and assists in the development of maintenance programs for the preventive maintenance and improvements of all instrumentation and control system; supervises and provides leadership to OIT’s, subordinate Operators, and for the operations of the RWTP as well as other water quality functions for the District such as; sampling and monitoring, Industrial pretreatment, commercial discharge and inspections, Fats, Oils, & Grease management etc.

DISTINGUISHING CHARACTERISTICS:
Plant Operator II - This is the journey level class in the Plant Operator series and is distinguished from the I level by the ability to perform the full range of duties assigned without immediate supervision, by having a working knowledge of specific policies which may at times lend itself as a “lead” worker, and by being aware of the procedures unique to the District's treatment plant operations. Positions in this class are distinguished from the III level (supervisor) in that they do not possess supervisory or budgetary responsibility during a shift and are not responsible for handling the more complex problems that may arise within the treatment plant operations.

CLASS CHARACTERISTICS:

The Sustainability Analyst I is the entry-level class in the Sustainability Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of solid waste, recycling, organics and related sustainability programs.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF DUTIES (illustrative only): 

• Perform research, field investigations and statistical analyses related to integrated solid waste management including waste reduction, reuse, recycling, and composting; compile and analyze data; identify and evaluate discrepancies, and proactively find solutions; formulate recommendations and viable alternatives; prepare, deliver, and/or present a variety of oral and/or written reports. 
• Assist in developing and conducting special projects, studies, surveys, and research assignments, policy, services, public education and outreach, data management, contract administration, for an office, department or division, as assigned. 
• Designs and develops a variety of materials and activities to promote, implement, and evaluate assigned sustainability and environmental programs in a manner that will enhance public awareness, educate citizens to relevant environmental issues, and encourage proactive and cooperative problem-solving activities.

• Provide sustainability related technical assistance to city departments, divisions, staff, the public, community organization and businesses.

Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

DEFINITION

Under general direction of the City Engineer, plans, organizes, and coordinates activities/projects which may involve more than one Engineering Division Section, including transportation/traffic, construction administration and inspection, capital improvement project design, and current development engineering; formulates policy; develops goals and objectives; supervises staff; administers the division's operating budget and the capital improvement budget; performs professional civil engineering work; and performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Assistant City Engineer has a broad range of independence within policy and procedural parameters and works under minimal supervision. The Assistant City Engineer is distinguished Senior Civil Engineer in that the Assistant City Engineer may manage more than one section and assists the City Engineer in the formulation and implementation of the Division's operating budget and the City's capital improvement budget. It is distinguished from the City Engineer in that the City Engineer has overall management responsibility for all aspects of the Engineering Division.

SUPERVISION EXERCISED

The Assistant City Engineer provides direct supervision and supervision through secondary supervisors to professional, technical, clerical and temporary employees assigned to the division. May directly supervise any or all Engineering Division Sections, including senior civil engineers.

Examples of Important and Essential Functions:

Management Functions

Develops and implements goals, objectives, performance standards, policies and procedures; reviews policies and procedures and recommends modifications, as warranted; plans, organizes, directs and evaluates the functions and activities of the Engineering Division; supervises, trains and evaluates personnel; and acts as division head in the absence of the City Engineer.

Technical Functions 

Manages and administers Engineering Division activities, programs and projects including consultant contract administration and engineering design, development, survey, construction and inspection for property management, local and regional transportation planning, City streets and freeway interchanges, traffic controls, drainage structures, sewage collection and treatment, water distribution, and parking and other municipal facilities, such as an airport, golf courses, parks and City buildings and other civil engineering projects; administers development fee programs; reviews engineering plans, specifications, and contract documents; prepares conditions of approval for subdivisions and site developments; interprets City Standards in complex and unclear cases; establishes guidelines and methods for capital improvement projects related to project design, timetables and other factors; establishes and administers Standard Details and Specifications, development plans, plan check manuals, and master plans for sewer, water and storm drain systems, and other documents as required by Municipal Code; reviews transportation plans and transportation systems; and establishes and reviews construction inspection criteria.

Administrative Functions

Establishes procedures and monitors contract administration; reviews and investigates alleged violations; assists the City Engineer in developing, administering, and monitoring the Division's operating and the City's capital improvement budgets, identifying funding needs and opportunities, the lighting and landscape district and sidewalk repair programs and other programs; monitors projects for schedule and budget; advises City staff and others on issues relating to adopted City Standard Details and Specifications; makes presentations to City Council, commissions and other groups; prepares written reports and requests for City Council and staff regarding ordinance changes, establishment of City policy and items for City Council approval; acts as liaison to various inter-governmental boards and commissions, as directed; interacts effectively with City officials and staff, developers, engineers, architects, property owners, citizens, and other governmental agencies including local, state and federal.

Experience, Education and Training Guidelines

Any combination of experience, education and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills and abilities would be:

Experience: Five years experience performing progressively responsible professional civil engineering work with registration which included one year of experience in supervising a major section(s) of engineering staff engaged in a variety of public works and private development projects including design, construction inspection, transportation, land development and review.

Education: The equivalent to a Bachelor's Degree in civil engineering from an accredited college/university. Master's degree in an applicable field is desirable.

Training: Any recent training such as, academic courses and certification programs which are relevant to this job classification.

Certification: Registration in the State of California as a Professional Civil Engineer. Registration in the State of California as a Land Surveyor is desirable, if civil engineering license does not cover land surveying.

License: May require the possession of a valid California driver's license and a satisfactory driving record, as determined by the City.

Other Requirements: Must have the willingness and ability to work the hours necessary to accomplish the job requirements; be on-call for emergencies; travel to and attend meetings, seminars, and conferences during work and non-work hours; complete continuing education requirements, as necessary; work outdoors in all weather conditions and at night, as needed.

Special Requirements: Essential duties require the mental and/or physical ability to work regularly in a standard office environment and periodically in a field environment involving body movement, dexterity and agility of balance and coordination while moving through restricted spaces, such as trenches and climbing ladders and stairs; read fine print and distinguish colors and shades of color to interpret and use maps/blue prints for prolonged periods of time; converse with others in person and by telephone; and operate a personal computer.

The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of valid Combination Residential Inspector OR Combination Commercial Inspector, AND Plans Examiner certification from an approved agency. 

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. While performing the outdoor duties of this job, the employee frequently works near moving mechanical parts around high- voltage energized electrical equipment, climbs scaffolding and ladders, works in high, precarious places and is occasionally exposed to wet and /or humid conditions.

The employee is occasionally required to stand; walls; use hands and fingers to handle, feel, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; lift and /or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus
