The Position:

Reporting to the Assistant City Manager, this executive role serves as the City’s Chief Information Officer and provides citywide leadership in IT strategy, planning, and governance. The Director oversees enterprise technology functions including infrastructure, systems management, cybersecurity, digital transformation, and client support services.  They lead both long- and short-term initiatives to ensure alignment with City goals while advancing efficiency, standardization, and innovation.  The position also manages complex vendor and contract relationships and directs a skilled IT team dedicated to delivering secure, reliable, and user-focused technology solutions.

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Directs the development and implementation of City-wide and departmental goals with regard to technology acquisition, implementation and maintenance.
• Develops specific short – and long-range plans for information technology, which involves facilitating discussions with City management regarding current and anticipated information services requirements, application development and acquisition, and enhancement requests.
• Conducts studies and analyses and makes recommendations to the City Manager and department heads on technology systems.
• Provides for overview of all technology-related budget items to ensure economies of scale and prevention of redundancy and duplication of effort.
• Establishes standards and practices for standardization of hardware and software products to assure system integrity and minimize maintenance and operation costs.
• Develops system selection, development, implementation, operation and maintenance protocols, including activity plans, schedules and resource requirements.
• Formulates plans and recommendations for major operational changes within the department to meet technological changes in the field of data processing and voice communications.
• Builds consensus among Department heads and end users on cost-effective information systems.
• Serves as primary contact with information systems vendors, contractors and consultants, including administration of complex information systems contracts.
• Advocates change and educates City management and employees on the needs for up-to-date information technology, staff and equipment to accomplish the missions and purposes of the City.

CORE COMPETENCIES

JOB RELATED AND ESSENTIAL QUALIFICATIONS 

 

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Six years of responsible management experience in information systems management, and three years of supervisory experience.

Education: Bachelor's degree from an accredited college or university in computer sciences, information systems management, business administration, telecommunications management, electrical engineering or a related field. Possession of a Master's Degree is highly desirable.

The examination process will result in a ranked eligible register of candidates for hiring consideration by the department derived from any of the exam processes mentioned above.

Department Interviews - Actual hire depends on success in the departmental selection process.
 

Final Hiring Interviews - Tentatively Scheduled for Thursday, January 29, 2026

Candidates under final consideration for employment with the City should expect to undergo an employment background/reference check that may include, but is not limited to: employment history verification, medical evaluation, confirmation of educational credentials and degrees, licenses including driver's license, registrations, certificates, and other credentials as part of the appointment process. Some positions, depending on the nature of the work, also require a credit check and a review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting.
