THE POSITION

The Human Resources Department is accepting applications for the Regular and full-time position of Senior Electric Business Analyst in the Electric Department.  The current vacancy is in the Electric Technology Systems Division. The normal work schedule is Monday through Friday, 8:00 am –5:00 pm; a flex schedule may be available.

 

This position will be assigned to the Electric Technology Systems Division. This position will lead an internal group to serve as a liaison between Electric Department business operations and technology system development, implementation, and operation. Specifically, it will responsible for eliciting business and functional system requirements, business process change management, contract and vendor management, designing and managing internal data repositories, system configuration, customization, and testing.

DEFINITION

To organize, assign and review the work of assigned personnel engaged in the performance of complex professional analytical work in support of a variety of Electric Department projects and programs including financial and system data analysis; to perform duties requiring specialized knowledge; and to provide administrative support to assigned supervisor.

 

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level in the Electric Business Analyst series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing technical and functional supervision over assigned personnel and perform complex professional analytical work in support of internal and external customers.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

 

SUPERVISION RECEIVED AND EXERCISED

• Receives direction from an assigned supervisor.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Plan, prioritize, assign, supervise and review the work of professional staff assigned to complex professional analytical duties in support of internal and external customer programs.
• Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
• Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Participate in and review complex cost of service analysis and rate design studies in the development of retail rate options.
• Design, implement, modify, and manage complex databases used to input and extract data and prepare regular and custom reports; design, upgrade, and ensure successful migrations to and from various computer programs; update data and ensure maintenance of accurate data.
• Create statistical models for long-term load and revenue forecasting using specialized software; identify trends in market forces that impact energy use or demand; incorporate energy modeling techniques and new end-users that could impact energy delivery.
• Develop, modify and maintain models for forecasting revenue requirements and cost of services; assist in developing rate structures.
• Perform financial modeling and analysis to evaluate project economics; prepare statistical, feasibility and sensitivity analysis.
• Conduct market assessments, including evaluation of customer base and competitive forces in the market place, demand-side analysis and planning, power supply, risk assessment, and business planning.
• Perform project management, for the more complex projects, from inception to completion; plan, lead, organize, and control project deliverables, schedules, and budgets.
• Research and prepare recommendations regarding proposed legislation, regulatory changes, litigation, and current trends that affect the City’s rate design and implementation.

EXPERIENCE AND TRAINING

 

Experience:

Two years of responsible journey level experience performing duties similar to an Electric Business Analyst II with the City of Roseville (performing complex professional analytical work in support of a variety of Electric Department projects and programs, in support of internal and external customers; conducting financial and system data analysis; and participating in the conduct of special studies in support of department business).

Training:

A Bachelor’s degree from an accredited college or university, preferably with major course work in business administration, public administration, accounting, computer science, economics, mathematics or a related field.

This is the journey level class in the Water Distribution Worker series and is distinguished from the I level by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

This class is distinguished from the Senior Water Distribution Worker in that the latter provides technical and functional supervision over assigned staff.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from a Water Supervisor as assigned, and receives technical and functional supervision from a Senior Water Distribution Worker.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Excavate, inspect, flush, clean and repair water mains, lines and laterals; perform weed abatement as necessary to clear drains, channels, and ditches.
• Excavate concrete, pavement, and dirt and set up concrete forms as necessary, and backfill open trenches and complete surfaces “to-finish” as appropriate; remove and apply paint and other coatings to water facilities and equipment.
• Install, repair, upgrade and/or replace manholes, fire hydrants, valves, meters, and meter vaults; exercise valves according to preventive maintenance schedules and test water volume and pressure.
• Set up traffic control including signs and barricades, and direct traffic around work sites. 
• Operate a variety of equipment including large trucks and medium-sized construction equipment such as loaders, backhoes, trenching machines, and compressors, as well as pipe threaders, sand blasters, and concrete saws.
• Operate leak detection and pipe location equipment relative to excavation, tapping and repair of mains and lines; inspect and assess leaks.
• Repair and/or replace water meters and related mechanisms, including disassembly, cleaning, inspection, replacement and testing of parts; maintain related records; prepare water service for use including installation of water meters and backflow prevention devices.
• Read and interpret water system maps and blueprints, including Underground Service Alert marking and notification.
• Clean and maintain water holding tanks; maintain booster pump stations.
• Perform routine preventive maintenance on tools, equipment, and vehicles used in the work and stock vehicles with adequate supply of tools and equipment needed to perform the work.

POSITION
Under the direct supervision of the Aquatic Supervisor and the Aquatic Coordinator, the Pool Manager provides supervision of pool activities, pool staff, American Red Cross Learn-to-Swim Program, and assigns work schedules to staff.  Some evening and weekend hours are required. Training, pre-season preparation and post-season evaluations require additional time.  Mandatory pre-season manager training and all staff in-service training sessions will be held prior to the season beginning.

DUTIES AND RESPONSIBILITES

Supervises activities including, but not limited to, scheduling of staff for all aquatic programming, enforces pool rules and regulations; supervises staff and participants; rescues persons in distress and renders First Aid /CPR when necessary; maintains pool records and reports; including program registration and safety reports; follows City policies and procedures; and performs other assigned duties, as required.

The pay cycle is monthly.  Payday is the last working day of the month.  With the exception of Worker’s Compensation Coverage, no other benefits are provided.  Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

POSITION
Under general supervision, the Lifeguard provides a safe environment for all types of aquatic programs.  The Lifeguard prevents loss of life or injury to patrons and at times performs related maintenance duties.  Some evening and weekend hours are required.  Mandatory pre-season in-service training sessions will be held in June. 

 

DUTIES AND RESPONSIBILITIES

Enforces pool rules and regulations; rescues persons in distress and renders First Aid /CPR when necessary; maintains pool records and reports, including program registration and safety reports; follows City policies and procedures; and performs other assigned duties, as required.

 

QUALIFICATIONS

Age Requirement:      
At least 15 years of age.

 

Experience:    
Recommended exposure to: swimming lessons instruction or working with young people in an organized environment, and/or participation in the Junior Lifeguard program, or experience as an Instructor’s Aide, or Lifeguard.

Knowledge of:           
Lifeguard rescue and life-saving techniques.
American Red Cross Learn to Swim Program and basic pool policies and procedures. Or equivalent

Ability to:                   
Demonstrate all Lifeguard Training skills.
Proficiently swim and demonstrate swimming skills
Communicate clearly, both orally and in writing
Work with other people contacted in the course of employment

 

Education & Certifications:   
American Red Cross Lifeguard Training with CPR and First Aid (or equivalent)
Ability to obtain First Aid for Public Safety Personnel (Title 22 equivalent)

 

SALARY

$14.75 – $15.75 per hour - Scale based on experience and years of service.

The pay cycle is monthly.  Payday is the last working day of the month.  With the exception of Worker’s Compensation Coverage, no other benefits are provided.  Employees must contribute 1.45% of salary to Medicare and 7.75% to a retirement plan in accordance with Federal Law.

All positions are temporary part-time, usually offering 15-35 hours per week during the 2020 Aquatic season June through August 2020, Sunday through Saturday between the hours of 5 am and 10 pm.

 

Temporary employees work no more than 130 hours in a month and 960 hours in a Fiscal Year.

Assist in developing lesson plans for assigned aquatic activities; assists in maintaining pool records and reports, including program registration, and safety reports; renders First Aid /CPR when necessary; assists in the teaching swimming lessons to participants of all ages; follow City policies and procedures; and performs other assigned duties, as assigned.

 

QUALIFICATIONS

Age Requirement:                                       

• At least 14 years of age

 

Experience:                  

• No prior experience necessary.
• Recommended exposure to: swimming lessons instruction or working with young people in an organized environment, and/or participation in the Junior Lifeguard program.

 

Knowledge of:              

• The City Of Woodlands Swim Lesson Program and basic pool policies and procedures.

 

Ability to:
