The Position, under administrative direction, oversees the activities of the Health and Human Services Health and Wellness Division which includes Behavioral health, Substance use disorder and Public Health. Assures compliance of department activities with department goals and objectives, state and federal laws, and county policies and procedures; and performs related duties as assigned.

Distinguishing Characteristics
This is an assistant department director classification that assists in overseeing and directing and participates in all activities of the Health and Human Services Department including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Director of Health and Human Services in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, County functions and activities, including the role of the Board of Supervisors, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include assisting in coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable to assist in accomplishing departmental planning and operational goals and objectives. This class is distinguished from the Director of Health and Human Services in that the Director has overall management and administrative responsibility for all Behavioral Health functions, programs, and activities.

EXAMPLES OF DUTIES

• Manages and directs the daily activities of the division through appropriate delegation, managerial support, and work supervision.
• Plans, prioritizes and assigns tasks and projects; directs the development of performance standards; approves promotions and terminations.
• Counsels, trains and coaches staff; monitors work, develops staff skills, and evaluates performance; identifies training needs and coordinates training for staff.
• Monitors operations and procedures; evaluates division and program issues, and recommends and implements solutions; develops and approves recommendations for improving the division’s operations and processes; assures that strategic goals are reached.
• Develops, evaluates and implements division goals, objectives, policies and procedures; develops systems and standards for program evaluation; assures division’s activities are in compliance with all laws, policies, regulations and goals.
• Analyzes trends, and evaluates program requirements and resource utilization; coordinates program planning and evaluation; coordinates protocols to effect integrated services with other programs, departments and agencies; responds to requests for information.
• Plans, develops, prepares, and monitors budget and expenditures for programs and services; assures that appropriate services are provided; coordinates information and assures effective communications between programs.
• Conducts research and strategic planning functions; analyzes trends and makes recommendations for staffing adjustments and personnel assignments; directs division projects including grants and capital projects.
• Prepares reports which summarize and forecast division’s financial activity and financial position; reviews division’s financial status and revenue trends.
• Serves as information source and liaison between the division and various state and regional organizations and agencies; serves on committees, task forces and other groups.
• Meets regularly with Program Managers for program updates; analyzes and evaluates issues and proposals, and recommends and implements solutions.
• Maintains and enforces all aspects of confidentiality of client information; monitors compliance to the standards of the Privacy Act of 1974, {U.S.C. § 552A} as amended.
• Develops and enhances cooperative professional relationships with local community agencies.
• Provides consultation and training to other organizations in the community on behavioral health, substance use, or public health issues; conducts presentations and training to county staff and the public to introduce and communicate the roles and functions of the health programs.
• Maintains expertise in field of service through participation in applicable educational opportunities.
• Acts in the place of the Health and Human Services Director during Director’s absence or as assigned.
• Performs other related duties as assigned.

• Conduct inspection of public works, infrastructure, capital improvement, and private development construction projects for workmanship and conformance with approved plans, specifications, contract provisions, safe working practices, Storm Water Pollution Prevention Plans (SWPPP), Air Quality, and/or OSHA requirements.
• Assist the public in providing building code and municipal code information both In the field and at the counter.
• Assist in issuing permits and maintain inspection records.
• Issue correction notices to individuals in violation of established building, sanitation, and related codes.
• Establish and maintain tracking documentation for each violation.
• Receive, document, and investigate complaints concerning noncompliance with building ordinances.
• Identify and abate dangerous and derelict structures in the community by proactively enforcing state and city ordinances.
• Initiate investigations based on analysis of preliminary information.
• Contact individuals and discuss possible violations, alternatives for solving noncompliance problems and time periods for correcting them.

This position will perform a variety of responsible law enforcement and crime prevention work, including patrolling assigned areas, answering calls and complaints, investigating crimes, serving civil papers, and providing court room security; enforce all federal and state laws and local ordinances related to public safety and welfare.

WHAT YOU’LL DO

• Performs routine patrol duties, including but not limited to patrolling assigned areas of the County; responding to emergency calls and/or public calls for assistance; investigating disturbances, prowlers, burglaries, thefts, vehicle accidents and other crimes; checking buildings for physical security, etc.

DEFINITION: Under general supervision the aide assists in planning, organizing, and implementing preschool programming for children ages 3-5 years old. Program hours are M-F PM 8:30am – 1:00pm and/or MWF 8:30am - 1:00pm. Approximately 15 – 30 hours a week. Substitute and floating positions also available 8:30am - 1:00pm.

Under the direction and supervision of the Lieutenant, the Police Sergeant participates in patrol, and may oversee the law enforcement, Police Dispatch and Animal Control activities during an assigned shift. This position leads, inspects, gives instructions to, counsels and provides direction to personnel; completes reports, citations, and other required document reviews to ensure thoroughness, grammar, and spelling; maintains discipline and ensures that department rules, regulations and policies are followed; participates in police patrol activities, including the enforcement of local, state and federal laws, issuing citations, making arrests. This position may also be in charge of an area of responsibility such as training and scheduling, investigations or support services as needed in addition to their patrol supervision responsibilities. This position will prepare reports related to assigned areas of responsibility and prepare and review department policies and procedures manual(s). This position will direct, supervise, guide and train employees assigned in programs instituted by the department. This position will conduct investigations concerning complaints on personnel. This position may address public meetings to promote better community relations and will carry out other related duties as assigned. This position may conduct background investigations of prospective Police Department employees.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. Under the administrative direction of the City Administrator, the Community and Economic Development Director will plan, organize, direct and coordinate the City’s community and economic development program and will represent the city in matters of economic development; and performs related work as required.

This is a department head position who will coordinate the City’s efforts in promoting community and economic development. The incumbent will serve as Executive Director of the Successor Agency to the Redevelopment Agency. The incumbent serves as liaison with local, state and federal economic development agencies, and brings various program activities together into a City-wide coordinated and planned economic development strategy. The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. Chairs committees comprised of key employees from other city departments in order to respond in a coordinate manner to the development needs of applicants. Represents the City at various meetings. ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up. 

PHYSICAL DEMANDS & WORKING CONDITIONS: Strength, light work-lifting, carrying and/or pushing 25 pounds maximum; incumbents are required to attend periodic evening meetings; and required to travel within and out of City to attend meetings. 

PREREQUISITES: This position requires equivalent to a bachelor’s degree from an accredited college or university with major course work in business administration, urban planning, economics or a closely related field.

A master’s degree in one of these fields is desirable.

A minimum of three years of increasingly responsible experience in managerial-level work in economic/business development and municipal services.

Possession of a valid California driver's license and a satisfactory driving record.
