The City of Thousand Oaks has an exciting opportunity for a Senior Code Compliance Officer in the Community Development Department! We are seeking a highly motivated and results-oriented individual to lead and support staff in the enforcement of municipal code compliance, investigation techniques and practices, and interpretation of regulations.

 

Primary responsibilities:

• Assists in planning, organizing, prioritizing, scheduling, coordinating, supervising and evaluating the work of code compliance staff; provides technical assistance to staff as necessary.
• Assists in providing staff training and development; training assigned employees in their areas of work including methods, procedures, and techniques.
• Assists in verifying the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and regulations; assists in ensuring adherence to safe work practices and procedures.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the section; participates in long-term planning to assess future needs.
• Conducts technical field inspections and investigations to determine compliance of residential, commercial and industrial buildings with zoning ordinances, conditions of zoning variance, special use, and other conditioned permits.
• Issues administrative citations as needed.
• Oversees and responds to citizens submitting concerns through MaintStar.
• Performs other duties as required.

The Eligibility Specialist classifications determine the eligibility of applicants and recipients for public assistance programs through interactive interviewing and fact gathering; maintain current knowledge of program regulations and procedures necessary for multi-program caseload administration; initiate and process casework through automated systems; identify needs and make appropriate referrals for health, social, and/or employment services; and perform related work as required.

 

Eligibility Specialist I:
The Eligibility Specialist I is the entry-level classification in the Eligibility Specialist series.  Incumbents may have prior experience determining eligibility for loans, financial assistance, unemployment or veterans benefits, or publicly or privately funded health, counseling or social services programs; have completed initial classroom training provided as part of the Eligibility Specialist Trainee training program; or may have the required level of education. Incumbents will be placed in a work team and initially may receive classroom instruction prior to being assigned casework and/or tasks. Incumbents will work under close supervision while learning to independently determine public assistance eligibility, and apply knowledge and skills learned from their training in completing eligibility tasks and applying complex regulations. As incumbents gain experience and work toward the journey level in the series, they are expected to work with more independence and have the ability to complete more complex tasks and/or handle larger client caseloads. SUPERVISION EXERCISED AND RECEIVED

Incumbents in the Eligibility Specialist I and II classifications typically receive supervision from an Eligibility Supervisor and may receive lead direction from an Eligibility Specialist III.

• Resolves discrepancies by securing documentation, medical records and confirmation from other agencies
• Enters and retrieves numerical and narrative data and issues benefits from an automated computer system
• Determines the level of benefits to which the client is entitled by making complex computations and/or computer entries and then analyzing the results
• Reviews and interprets information provided on a variety of forms both by the client and third parties to assist with eligibility determination
• Evaluates clients for and answers questions on Advanced Payment Tax Credits (APTC) related to health care reform
• Explains a variety of plan options, costs and individual plan features through Covered California

 Under supervision, performs duties in accordance with District policies and procedures.

Essential Duties and Responsibilities:

• Instruct official certification courses using guidelines established by the Southern California. Municipal Athletic Federation (SCMAF) and the CRPD Sports Office
•  Submit a list of individuals successfully completing official's course to SCMAF for certification.
•  Confirm certified officials have complied with SCMAF requirements
• Participate in league manager meetings
• Communicate with league managers, answer inquiries from players and managers
• Observe and evaluate officials at league games; compile written evaluations of all officials
• Review league rules and make recommendations for rule changes; provide rule interpretations
•  Organize athletic facility so programing may be conducted in a safe and fair manner
• Officiate with professionalism and fairness using approved officiating mechanics
• Enforce and administer decisions of the game in accordance with SCMAF and CRPD League Rules

Qualifications:

Certificates and Licenses:

 The Accounting and General Services Specialist III position is in the Public Works Department. This position performs a variety of highly complex technical para-professional administrative duties in support of fiscal and accounting procedures, including budget preparation and auditing a variety of financial records under limited supervision. This position will require thorough knowledge of accounting terminology and procedures. The position is full-time, and scheduled for forty (40) hours per week.

As the Grants Program Manager, you will manage many projects aimed at assisting partnering districts, agencies and non-profits, all who serve the people of Yuba County in Yuba Water’s various mission areas. You will also be the primary point of contact for partners seeking agency support toward fulfilling their mission objectives, and perform management-level grant administration, policy development, strategic direction, as well as assisting partners in seeking additional outside grant funds. 

Under general direction, with the support of subject matter experts, the Grants Program Manager is responsible for planning, organizing, and managing the strategic direction and daily administration of the Agency’s community outreach grants programs and finding ways to assist Yuba Water’s partners.  This role offers autonomy to be innovative and creative, developing new pathways to help grantees succeed while serving as the Agency’s primary liaison to community partners and funding entities.

• Managing dozens of existing grant projects with local irrigation districts, reclamation districts, municipal water suppliers, and other community and first responder organizations.
• Working with Yuba Water’s partners to help them develop capital improvement plans to help provide Agency leadership with a better understanding surrounding future needs.
• Further development of Yuba Water’s acclaimed community outreach grant program, including policy and long-term strategy.
• The development and implementation of internal grants management tools.
• Simplifying and streamlining and standardizing the ways partners apply for assistance from Yuba Water.

DEFINITION To plan, coordinate, supervise and review the activities and operations of the Building Inspection division; to enforce the laws, codes and ordinances dealing with the construction of new buildings and the alteration and safety of existing buildings; coordinate and manager the Permit Center; personally perform the more complex project assignments; and to do related work as required.

DISTINGUISHING CHARACTERISTICS This is a single-position classification functioning as the Chief Building Official.  This position is responsible for the building inspection program for Glenn County, the Permit Center, and oversight for the construction of/on County owned buildings.

SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Agency Director; exercises functional and technical supervision over assigned building inspection staff.

Education/Training:

• Equivalent to the completion of the twelfth grade.
• Additional specialized training in accounting is desirable.

Experience:

• One year of accounting or related clerical experience is desirable.
• Experience with an Enterprise Resource Planning (ERP) system is desirable.

                                                                Accounting Technician II

Education/Training:

• Equivalent to the completion of the twelfth grade supplemented by specialized training in accounting.

Experience:

• One year of experience comparable to an Accounting Technician I with the City of Simi Valley.
• Experience performing accounting technician duties in an Enterprise Resource Planning (ERP) system is desirable.
