Education:  

• Equivalent to the completion of the twelfth grade.

This position performs a variety of highly complex technical para-professional administrative duties in support of fiscal and accounting procedures, including budget preparation and auditing a variety of financial records under limited supervision. Under supervision, the Community Service Officer (CSO) performs a wide range of field and office support duties in the patrol and support services divisions within the Marysville Police Department.

This is a specialized, full-time, non-sworn classification. The Community Service Officer has no powers of arrest.

Definition: 
To perform varied and routine non-sworn duties with emphasis on parking enforcement and vehicle abatement program.

Examples of Duties:

• Enforce sections of the Marysville Municipal Code, other enforcement codes; and assist other City Departments in various code enforcement

• Perform traffic control and non-violent crowd control

• Assist Police Officers in routine investigations and respond to and investigate non-injury traffic collisions
• Respond to general inquiries from the public not requiring a sworn officer, in person at the front counter, on the telephone, through electronic mail, or in the field; take and process crime reports; provide information, assistance and required forms.
• Participate in animal control enforcement activities.
• Respond to general public service calls and complaints; perform a wide variety of citizen assistance tasks.
• Operate computer systems and access data bases such as the California Law Enforcement Telecommunications System (CLETS) to enter, search, confirm and retrieve a wide variety of information related to local, state and national crime activity and investigations using established codes and screens, determine alternative approaches to locating information such as use of aliases and other name variations

• Complete effective presentations to community groups, provide crime prevention information, and help with community events and related duties.

Part-time position: This position will be in the Grounds unit. Anticipated 3 days per week, up to 27 hours (may include weekend hours)

Summary:

Employees receive moderate supervision within a framework of standard policies and procedures and may be assigned to work in different areas throughout the District, including grounds, custodial and open space.

Must be available to work varied schedules, including weekends and holidays. Positions are part-time and schedules are made based on the needs of the assigned units of Grounds, Maintenance or Park Rangers.

Language Ability:

                              MINIMUM QUALIFICATIONS:

Under the general direction of the City Manager, the Human Resource Director will conduct, lead and direct the routine functions of the Human Resources (HR) department including employee relations, recruitment and selection of staff, administering pay, compensation and classifications, benefits, and leave, and enforcing City policies, procedures, and practices. Provides continuous leadership in carrying out the program mission, as amended from time to time, including:

· Provides support and guidance to HR Technician, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodation, investigating allegations of wrongdoing, discipline, and terminations.

· Develops and administers City personnel rules, regulations, policies, and Memoranda of Understanding and consults with department heads and the City Manager relative to employee relations, policy development and personnel issues.

· Directs and coordinates the City’s Workers Compensation, Risk Management and Safety programs, including coordination and liaison with the City’s insurance carrier on insurance claims.

· Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.

· Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.

· Creates learning and development programs and initiatives that provide internal development opportunities for employees.

· Oversees employee disciplinary meetings, terminations, and investigations.

· Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

· Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

· Maintains records and prepares daily reports related to work performed.
