The City of Belmont is looking for an experienced professional for the position of Budget Manager. Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. This classification is responsible for the development, maintenance, and operation of the City's Annual Budget; providing financial information and analysis to aid in executive management decision making; performs the highest level of complex budget analysis and has frequent interaction with staff and leaders of other City departments. This classification may also oversee general financial functions such as cash flow management, audit procedures, payroll processing, coordinate assigned activities with other departments and outside agencies, supervise finance professional, technical and clerical staff, and related work as assigned.  A hybrid/partially remote schedule may be approved by the department.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• A minimum of five (5) years of progressively responsible experience in finance, budgeting, or accounting work.
• The equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, economics, finance, or related field.
• Supervisory experience is preferred.

Accounting Technician II 

$24.93 - $31.91 Hourly 

Full-Time

The Accounting Technician II is an advanced journey-level class responsible for the City's payroll processing, distribution, and required reporting, including records maintenance, management, and the preparation of payroll reports in accordance with union agreements and City, state, and federal rules and regulations.  Incumbents exercise considerable judgment in decision-making in day-to-day payroll operations.  Responsible for a full range of financial record-keeping transactions, including accounts payable, accounts receivable, utility billing, collection, and taxation.  Incumbents may be assigned various accounting-related responsibilities and are expected to perform more detailed non-professional accounting duties.  

Accounting Technician II is under general supervision, plans, organizes, and reviews the work of the Finance Department payroll and accounting section; performs the full array of para-professional accounting duties involved in the processing of payroll and the maintenance of the payroll system; reviews and reconciles payroll reports and prepares journal entries; provide information to departments and employees regarding payroll issues; performs point-of-capture data entry related to cash receipts and accounts payable transactions; prepares, processes and verifies bookkeeping entries affecting general and subsidiary ledgers; performs customer service functions with the public and/or accounts payable vendors both in person and over the phone performs other related duties as required. 

Receives general supervision from the Fiscal Manager.  Exercises technical and functional supervision over assigned office support staff.

Under general supervision of the Inspection and Neighborhood Preservation Manager, the Neighborhood Preservation Officer seeks public compliance with Municipal Code sections, ordinances, and resolutions in such areas as planning, zoning, signs, community nuisance, business license, and related areas; and performs other duties as assigned. The incumbent will have a broad range of knowledge and independence within general parameters in the application of field investigations, evidence collection and violation resolution in the enforcement of municipal regulatory processes.

Definition
Under direction, provides lead direction and performs the more complex administrative, technical, and specialized functions in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

Distinguishing Characteristics
This is the advanced lead level in the Staff Specialist series. Incumbents may provide lead direction and may be assigned to perform the more complex duties. This class is distinguished from the Supervising Staff Specialist in that the latter assigns, supervises, reviews and evaluates the work of assigned staff. This class is distinguished from Staff Specialist I/II, which is at the journey level, and does not typically perform lead work or the most complex duties.

The Office of the City Attorney is committed to providing excellent legal services, consistent with the highest professional and ethical standards, to the City with the goal of protecting and advancing its interests in serving the people of San José. The Office is seeking a motivated individual with the ability to work independently and also in a team environment. This position is responsible for performing legal secretarial duties requiring both sound judgment and good technical skills. Positions at this level are distinguished from the other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including responsibility for leading and performing the full range of accounting clerical duties related to payroll, business licenses, accounts payable and accounts receivable. Employees at this level are required to be fully trained in all procedures and able to perform the full scope of duties of the Account Clerk II and have a more in-depth knowledge specific to assigned area.

THE DEPARTMENT

The Finance Department provides critical financial services citywide, setting the policy controls over the use of City funds. It leads the fiscal accountability efforts and ensures the responsible and legal use of City funds through thoughtful appropriations and implementation and management of policies and procedures. It is responsible for numerous vital City services, including maintaining the City’s accounting system, managing payroll and purchasing procedures, issuing business licenses, managing parking districts, and collecting occupancy taxes and other City fees. Other services include financial planning and analysis, risk mitigation, strategic consulting, and leading the City’s budget process.
