The County of San Mateo's Sheriff's Office Forensic Laboratory, which is accredited by the ANSI National Accreditation Board in both Testing and Calibration, is seeking to fill a Criminalist I/II position within its Forensic Biology and DNA Section.
 
The Forensic Laboratory was constructed in March 2003 and is located in San Mateo, California. It is managed by a civilian Laboratory Director who is currently supported by four Supervising Criminalists, a Records/Property Manager, 30 forensic scientists and interns, three administrative support staff, and two full-time Property Officers. The Criminalist will report to
a Supervising Criminalist.

 The ideal candidate will:

• Be an experienced Forensic Biology/DNA technical professional dedicated to staying abreast of changes within the forensic industry. 
• Be familiar with performing biological screening, DNA extraction, quantitation, amplification, and typing.
• Have minimum of a Bachelor's Degree in biology, chemistry or a forensic science-related area.
• Have successfully completed a minimum of 12 semester or equivalent credit hours of undergraduate and graduate (if applicable) coursework covering the subject areas of biochemistry, genetics and molecular biology (molecular genetics, recombinant DNA technology), or other subjects which provide a basic understanding of the foundation of forensic DNA analysis.
• Have successfully completed a course in statistics and/or population genetics as it applies to Forensic DNA analysis.
• Have a minimum of six months of forensic DNA laboratory experience.
• Have court room testimony experience.

Additional emphasis will be placed upon the following professional and personal attributes:

• Demonstrated project management proficiency, effective planning, organizing and prioritization skills.
• Self-starting, motivated individual capable of demonstrating measurable work results in a timely manner.
• Ability to function with minimal supervision.
• Familiar with GeneMapper IDX.
• Knowledge/experience in PCR DNA STR Systems.

• Understanding of current forensic technology and experience in the collection, analysis and evaluation of physiological fluids and other physical evidence gathered at crime scenes.

NOTE: A 2.5% pay differential is also given for IAI Crime Scene Certification and an additional 5.0% for the ABC, ABT, AFTE or IAI Latent Print Certification.  The maximum allowable certification differential is 7.5%.

Examples Of Duties:

 

• Examine and identify physiological fluids such as blood, urine, and semen.
• Perform microscopic examinations to identify biological cells.
• Perform DNA extractions.
• Perform quantitation's of DNA extractions.
• Analyze and interpret DNA instrumentation results.
• Prepare evidence for presentation at court and appear as an expert witness to testify on the results of laboratory analysis.
• Engage in crime scene reconstruction and collection of physical evidence at a major crime scene; make casts of various impressions.
• Take photographs and photomicrographs.
• Participate in public relations activities such as conducting tours of the Laboratory and speaking to various interested groups.
• Care for and maintain laboratory equipment.
• Perform related duties as assigned.

 

QUALIFICATIONS
Education and Experience:
 
Criminalist I ($40.54-$50.66/hr): Graduation from an accredited college or university with a major in criminalistics, chemistry or a related physical science.
 
Criminalist II ($50.49-$63.11/hr):  Three years of experience in the practice of criminalistics, which has included experience in collecting, analyzing and evaluating physiological fluids, controlled substances and other physical evidence gathered from crime scenes.

Knowledge of:                                                                       

• Current forensic methods and techniques used in the analysis and evalua­tion of physical evidence likely to be used in a court case.
• Principles of organic and inorganic chemistry, biochemistry and physiology.
• Common types of controlled substances, as defined by the Uniform Control­led Substances Act of the Health and Safety Code.
• Various types of equipment found in a forensic laboratory.
• Courtroom procedures and testimony.
• Recent developments, literature and sources of information relative to criminalistics and toxicology.
• Principles of photography.

Skill/Ability to:

• Performing physical and chemical tests commonly used in the analysis of physical evidence.
• Using a wide variety of equipment including ultraviolet and infrared spectrophotometers, gas chromatograph, density and refractive index apparatus and various types of microscopes and cameras.
• Understanding and carrying out detailed, highly technical oral and written instructions.
• Communicating verbally.
• Writing clear, concise reports and correspondence.

Other Requirements:

• Participate in the Laboratory's on-call, crime scene rotation schedule.
• Pass a detailed background investigation and pre-employment medical exam prior to appointment.

DEFINITION

Under supervision, performs unskilled and semi-skilled tasks.  Performs both routine and heavy, physical work in the construction, maintenance, repair and cleaning of streets, parks and facilities; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the entry-level classification of the Streets, Parks and Facilities Worker series.  Incumbents at this level participate in on-the-job training designed to provide the knowledge, skills, and abilities required at the journey level.  This class is distinguished from the Streets, Parks and Facilities Worker II position in that incumbents work under closer supervision, independently perform less skilled work and/or assist others in completing more difficult assignments.

EXAMPLES OF DUTIES (include but are not limited to the following)

Depending upon assignment, duties may include, but are not limited to the following:

• Spread asphalt road building material over road surface to correct thickness.
• Crack, seal, patch, oil, and seal road surfaces.
• Use various hand tools such as shovel, pick, mattock, axe, and broom.

• Repair and install roadside delineation barricades and guardrails.
• Set up and remove computerized and mechanical traffic counters.
• Rake, clean and water park areas; clean, sanitize, and service restrooms and other public facilities.
• Sweep and wash off courts, theaters, walks and other paved areas.
• Weed and cultivate shrubs and flower beds.
• Operate a variety of high-power equipment and hand tools; trim, fertilize, renovate and maintain turf and plant area.
• Regulate and adjust automatic sprinkler, lighting controllers and repair sprinkler systems.
• Help on construction work in parks.
• Assist supervisor as needed.
• Document and issue work orders, keep records and reports regarding work done.
• Remove graffiti from buildings, signs and concrete.
• Perform related duties as assigned.

DESIRABLE QUALIFICATIONS

Ability to:

• Operate and maintain a variety of hand and power tools and equipment used in the work.
• Understand and follow oral and written instructions.
• Properly place cones, barricades and warning devices and direct traffic flow at job sites.
• Perform heavy physical labor.
• Exercise independent judgment and initiative without close supervision.

Knowledge of:

• Techniques and materials used in the maintenance and repair of streets, gutters, sidewalks, parks and related facilities.
• Operation and maintenance of a wide variety of hand and power tools and equipment common to the field.
• Safe work methods and safety regulations pertaining to the work.

EXPERIENCE

One-year experience in construction, maintenance and repair of streets, parks or facilities.

EDUCATION

Completion of the twelfth grade or equivalent and the ability to read and write at a level required for successful job performance.

LICENSE

Possession of a responsible driving record and a valid California Class C Driver License is required at the time of appointment and is a condition of continued employment. Loss of the Class C license is cause for discipline. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.  A California Class B Drivers License is desirable.

PHYSICAL DEMANDS WORKING CONDITIONS

Strength: Heavy Work- Must possesses sufficient strength and stamina to lift and carry objects weighing up to 75 pounds.

Must be willing to be on a 24-hour emergency call out list. May be assigned a cell phone during non-working hours and holidays. Must be willing to work in all weather conditions and confined spaces, climbing ladders to service lift stations and sewer lines as necessary with exposure to unpleasant odor and potentially hazardous conditions. May be assigned to work weekends as needed.

The County of San Mateo's Information Services Department seeks a qualified IS Manager II to serve on its Applications Team. The candidate will be an integral part in assisting the Division Manager of Applications to maintain, integrate, and support all Countywide applications supported by ISD and applications that departments request ISD to create and/or maintain on their behalf.  Examples of these applications include; CJI, GIS, OpenData, Granicus, etc.

• Performing maintenance duties such as sewer main hydrojetting and rodding, storm inlet cleaning, sewer main and lateral repairs, sewer main and lateral CCTV inspections, culvert maintenance, and related operation and maintenance tasks for sewer and storm utility systems.
• Operating equipment and tools such as: backhoe, loader, crane, hydro vacuum combination unit, rodder truck, CCTV equipment, jackhammer, dump truck, and related equipment.

The Police Department is currently accepting applications from lateral Police Officer candidates with one or more years of sworn California law enforcement experience for the position of Police Officer.  Candidates selected to continue in the process must successfully complete the following:

• Oral board panel interview
• An interview with members of police command staff
• Personal history background check
• Polygraph examination
• Fingerprint examination with no felony, domestic violence, or misdemeanor assault convictions 
• Pre-employment psychological testing and medical examination
