Position Summary

Under general direction, oversees the daily operation of assigned terminal/s (Larkspur, San Francisco and Sausalito) and coordinates with associated vessel/s.  Responsible for safety of passengers and crew, terminal security, and ticketing procedures.  Provides work directions for personnel assigned on said locations.  Regulates concession operations at terminals and aboard vessels; coordinates maintenance staff responsible for cleanliness and maintenance of terminals; makes recommendations; enforces policies and procedures relating to Ferry and terminal operations; and perform related duties as required.  This position requires the ability to establish effective professional relations with peers and subordinates. The Ferry Operations Supervisor must be able to direct others clearly, make decisions, set goals and standards to provide excellent customer service, and develop plans for achieving them. This position will require weekend, night and holiday schedules.

Essential Responsibilities

• Supervises staffing of terminals relative to vessel schedules and passenger demand to include relief crews.
• Monitors staffing of scheduled vessel crew and coordinates necessary relief crew members to ensure timely boarding of passengers and scheduled vessel departures.
• Supervises terminal operations in the day-to-day delivery of public transit services including adherence to Ferry division’s operating and safety policy and procedures.
• Ensures that excellent customer service is provided at all times.
• Operates, supervises, and trains personnel on the operation of the hydraulic ramp/gangway system and diesel emergency power generator.
• Establishes and maintains effective professional relationships with subordinates through communication and coaching.
• Ensures clear and timely communications with customers in and adjacent to the terminal especially when vessel delays are encountered or anticipated.
• Manages revenue collection, ticket stock, and resolution of revenue/sales related discrepancies and/or disputes.
• Ensures Ferry division’s payroll procedures are followed and terminal assistants are clocking in and completing their timesheets consistent with District policy.
• Prepares reports regarding accidents, safety infractions, incidents, and violations of terminal instructions.
• Oversees the issue and inventory of Casual Deckhand and Terminal Assistant uniform items.
• Oversees storage and disposition of "lost and found" properties.
• Ensures preventative maintenance work-orders are scheduled and completed through the District’s maintenance management information system MAXIMO.
• Ensures that all discrepancies including those that are safety related, are reported and entered into the District’s terminal and vessel inspections for safety and general maintenance, and corrective action.
• Conducts training and performance reviews of Terminal Assistants. 
• Investigates frontline passenger complaints and settles fare disputes.
• Processes supply requisitions and oversees proper and safe use of vessel and terminal supplies and their inventory, exercising cost efficiency.
• Responsible for accurately recording vehicle license plates and facilitating issuance of parking violations at the Larkspur ferry terminal. 
• Monitors Bus and Ferry route interfacing.
• Coordinates special events and group trips at the terminal.
• Interprets District’s Memorandum of Understanding for terminal assistants and deckhands.
• Ensures that employees under his or her supervision follow established safe work practices and obey all safety rules.
• Performs additional related duties as assigned. 
• Regular and reliable attendance and performance required.

The Department of Public Works is seeking qualified candidates for the position of Road Equipment Operator I.

The Road Equipment Operator performs construction and maintenance of roadways, creeks, bridges, channels, associated landscape areas, storm drains, and sewers using bulldozers, large loaders, rollers, and mowers. Road Equipment Operators also operate medium and light duty equipment and heavy-duty trucks used to transport equipment and materials. Additionally, Road Equipment Operators make minor adjustments and emergency repairs to equipment and perform road maintenance work involving manual labor as needed.

 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Operate heavy road maintenance and construction equipment, including graders, bulldozers, large loaders, backhoes, hydraulic excavators, rollers and mowers.
• Operate medium and light duty equipment and all types of trucks used to transport equipment and materials.
• Service and make minor adjustments and emergency repairs to equipment.
• Prepare records and reports.
• Perform general road maintenance worker duties as necessary.
• Direct the work of a crew in the absence of the Road Equipment Supervisor as necessary.
• Assist in training subordinate personnel in equipment operation.
• Perform related duties as assigned.

Qualifications

Licensure/Certification: 

• Possession and maintenance of a valid California-issued Class A Commercial Driver License with tank vehicle endorsement.

Education and Experience: 
 Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

Road Equipment Operator I: Two years of experience in road maintenance and construction work.  Satisfactory completion of the Department-sponsored training program in the operation of rollers, loaders, bulldozers, etc. or one year of experience in the operation of rollers, loaders, bulldozers, etc.

Knowledge of:  

• Provisions of the California Vehicle Code applying to the operation of vehicles.
• Safety practices in the operation of heavy construction equipment.
• Road maintenance and construction operations, materials and procedures.
• Operation of and preventive maintenance for trucks and road maintenance equipment.

Skill/Ability to: 

• Operate a wide variety of complex road construction and maintenance equipment and light and medium duty trucks including graders, bulldozers, loaders, backhoes, excavators, rollers and mowers.
• Make minor adjustments and emergency repairs to equipment.
• Perform road maintenance duties which require strength, agility and endurance.
• Instruct and train personnel in road maintenance tasks.
• Work courteously and effectively with the public and with co-workers.
• Follow oral and/or written instructions.
• Climb, bend, stand and walk for extended periods of time.
• Lift and carry equipment (50 lbs. min.) and supplies (50 lbs. min.) used in construction and maintenance work.
• Meet U.S. Department of Transportation (DOT) drug and alcohol testing requirements and standards for holder of a commercial driver’s license.

The Communications Division of the County Executive’s Office seeks well qualified candidates for the position of Visual Media Production Specialist.

The Visual Media Production Specialist (VMP Specialist) will join a dynamic and committed team of communication professionals including the Chief Communications Officer, Communications Officer, Social Media Specialist, and Civic Engagement and Public Outreach Specialist.

The VMP Specialist will be responsible for conceptualizing, producing, editing, and distributing comprehensive multimedia and visual communications content in support of County programs, services, initiatives, and community engagement efforts. This position requires regular fieldwork and travel throughout San Mateo County to capture video, audio, and photographic content at County facilities, community events, program sites, and other locations.

The VMP Specialist will independently manage multimedia production operations, including video, photography, digital and print design, podcast production, and related visual storytelling mediums.  The VMP Specialist will also produce highly complex, high-visibility projects, manage the video/production room and related equipment in the County Executive’s Office, and establish production standards. Responsibilities will span the full production lifecycle, from strategic planning and creative development through post-production, publication, and archival management. In addition, the VPM Specialist may lead cross-departmental initiatives.

The VPM Specialist will exercise substantial independent judgment in creative interpretation, technical production decisions, and brand alignment. The primary focus will be on producing engaging multimedia content that effectively represents the County’s mission across multiple media formats.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Conceptualize, script, storyboard, and produce multimedia content including promotional and informational videos, documentary-style program features, public service announcements, podcast and audio productions, digital graphics and print publications, and professional photography.
• Provide video and photography services including official County events and public meetings, executive leadership portraits, community engagement activities, program documentation and field operations, creation and maintenance of digital photo archives.
• Collaborate with internal County departments to assess production needs and develop appropriate multimedia solutions.
• Perform advanced video production including filming, lighting, sound design, color correction, and post-production editing.
• Manage and maintain production room facilities, studio equipment, cameras, lighting kits, audio systems, and editing workstations and manage scheduling, logistics, and maintenance of the County's video and production room to ensure efficient operation.
• Develop shot lists, visual concepts, and brand-consistent visual assets.
• Ensure ADA accessibility compliance in digital media (captioning, formatting standards).
• Coordinate with staff to distribute multimedia across platforms (web, social media, internal communications channels, public broadcasts).
• Maintain digital asset management systems and archive materials for institutional continuity.
• Advise departments on visual communication strategies and production feasibility.
• Research and integrate emerging multimedia technologies and industry best practices.
• Ensure all multimedia content aligns with the County’s branding, mission, and communication standards.
• Oversee the production process from concept inception, through editing and post-production, to final launch and publication.
• Monitor quality control standards and implement revisions to improve content effectiveness and engagement.

Qualifications

Training and Experience:
Any combination of training and experience that would likely provide the required knowledge and skills is qualifying.

• A typical way to qualify is training in multimedia production, communications, or a related field, plus five years of experience in multimedia content creation including print and video production.

 Knowledge of:

• Principles and techniques of multimedia production including cinematography, photography composition and lighting, audio recording and sound design, digital editing and post-production workflows.
• Visual storytelling techniques and narrative structure.
• Scriptwriting, storyboarding, and content development for various media formats.
• Graphic design theory, layout principles, and typography.
• Digital asset management and archival standards.
• Social media and digital distribution strategies.

Under general supervision, this position is responsible for planning and coordinating preventive, proactive, corrective, routine, and emergency maintenance on the treatment plan, pump station equipment, and facility equipment. Scheduling maintenance tasks with the Operations & Maintenance Divisions to ensure that the equipment is available and properly secured prior to any maintenance activities. The Planner/Scheduler is also responsible for ensuring that all parts are available and correct for performing the desired tasks. The Planner/Scheduler is expected to utilize the computerized maintenance monitoring system (CMMS) work order pilot (WO-Pilot), process requisitions for material purchases, use the asset management program to develop preventive maintenance, and communicate with Operations when the equipment is fully repaired and released for return to service.

The Planner/Scheduler uses judgment and experience to evaluate needs, solve problems, and advise Supervisors/Directors of recommended actions, procedures, and guidelines as appropriate. The Planner/Scheduler coordinates with a broad group of staff members, organizes and leads meetings, and ensures appropriate follow-up activities are completed.

Summary: 
Under direct supervision, leads the planning and coordination of specialized recreational programs for the community and provides staff assistance in a specialized program area; and performs other duties as assigned.

Essential Duties and Responsibilities:

• Provides work guidance and participates in the work of Recreation Specialists, contract, temporary and administrative support staff; participates in prioritizing workload and monitoring work of other employees for completeness, accuracy and conformance with departmental standards; provides information, instruction and training on work processes; provides input on employee work performance.
• Leads the planning, promoting and implementation of specialized recreation programs for an assigned community area or group, including registration and special events; verifies staff and/or instructor availability; resolves conflicts related to activities and events. Assists in conducting training programs for staff and recruiting volunteers and contract personnel
• Determines needs for and assignment of personnel and/or contractors; oversees the day-to-day work performance and coordinates work with contractors and internal departments.
• Participates in collecting fees for services; provides patron assistance with payments; properly stores or transfers cash monies; processes refund requests; initiates purchase orders; tracks revenue and expenditures; contributes to budget monitoring and development

Qualifications:
 To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED, and two years of relevant experience, specialized training and at least 30 units completed in recreation or a related field, or an equivalent combination of education and experience. An associate's degree is preferred.

When assigned to Inclusion: an associate degree from a two-year college with an emphasis in Applied Behavior Analysis (ABA), Therapeutic Recreation, Special Education, or a closely related field, along with two years of experience working with individuals with developmental disabilities; or an equivalent combination of education and experience.

Language Ability: Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability: Ability to add, subtract, multiply, and divide whole numbers, fractions and decimals.

Reasoning Ability: Ability to use common sense and exercise good judgement in solving problems. Ability to establish effective relationships with fellow employees, volunteers and participants and parents/guardians.

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• A valid California driver’s license with a good driving record and current auto- mobile insurance. For Therapeutics unit: ability to obtain a commercial driver license within one year of employment (for a 15-passenger van).

Supervisory Responsibilities: This position provides lead-level work guidance to Recreation Specialists and/or part-time staff, contractors and volunteers. Contributes to and participates in performance evaluations. May act as Recreation Coordinator in their absence.

THE OPPORTUNITY

Currently, the City of Pacifica Parks, Beaches, and Recreation Department is recruiting for Child Care Teacher to join our Child Care Team! The level at which incumbents will be hired depends on qualifications.

DEFINITION
Under general supervision provides recreational and educational instruction and activities, social development, guidance and care for preschool and elementary age children by leading and assisting in the selection and coordination of a variety of activities and curriculum at a child care site.
This position is 8 hours per day and may require working at 2 sites to fulfill this time.

DISTINGUISHING CHARACTERISTICS
Child Care Teacher is responsible for implementing curriculum and supervising the children in the classroom. Child Care Teacher is distinguished from Child Care Lead Teacher in that the latter is provides supervision and guidance to the Child Care Teachers.

SUPERVISION RECEIVED AND EXERCISED:
Direct supervision is provided by the Child Care Site Coordinator and Site Child Care Lead Teachers.
 

ESSENTIAL FUNCTIONS – INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
• Supervise children from age 2.5 to 14 years.
• Assist in the development of a diversified program of recreational games, sports, arts, crafts and other activities for elementary school children.
• Assist in the development of a diversified preschool curriculum of music, science, math, dramatic play, social studies, literature and recreational activities.
• Plan and lead a variety of activities appropriate to children of various age groups.
• Participate in and evaluate the effectiveness of activities and events.
• Instruct children in the safe and proper use of supplies and equipment.
• Instruct children in proper health and hygiene care.
• Assist Child Care Lead Teacher with managing children’s portfolios and monitoring student progress by using Desired Results Developmental Profile (DRDP) and designated online educational platforms, such as Learning Genie.
• Assist Child Care Site Coordinator in preparing yearly State of California Desired Results reports.
• Assist in curriculum planning and project preparations.
• Participate in monthly staff meetings and in-person professional development trainings.
• Clean and disinfect high-touch surfaces and furniture/toys daily.
• Change diapers/pull-ups as needed.
• Participate in cleaning and maintaining the facility and equipment.
• Inspect the site and equipment for potential safety hazards.
• Take corrective action to prevent injuries.

•  Assist in monitoring site supplies.
• Assist in recording numbers for attendance and nutrition reports.
• Drive/Transport children using City of Pacifica City vans.
• Attend meetings called by the Site Supervisor.
• Attend and participate in required in-service training activities.

DEFINITION

DISTINGUISHING CHARACTERISTICS

Child Care Lead Teacher is the lead teacher in the classroom.  Child Care Lead Teachers may also be asked to temporarily oversee a school site when a Site Coordinator is offsite.  If a situation arises where a Site Supervisor is unavailable for an extended period of time a Child Care Lead Teacher with a Site Supervisor Permit will be asked to act as a temporary Site Supervisor.

SUPERVISION RECEIVED AND EXERCISED:

General supervision is provided by the Child Care Site Coordinator. Child Care Lead Teacher  supervises the classrooms to which they are assigned, including Child Care Aides, Associate Teachers, Teachers, and Full-time Teachers that are assigned to their programs.

The City of San Mateo Public Works Department is looking for Senior Engineers!

The Department?

The Public Works Department is comprised of Regulatory Compliance, Engineering, Field Maintenance, Facilities/Fleet, Wastewater Treatment, and Asset Management Divisions. Each division is led by one of two Deputy Directors, who report to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, streetlights, traffic signals, publicly owned facilities, sewer and storm conveyance systems, wastewater treatment plant (WWTP), pump stations, a major lagoon, dams, and levees; as well as solid waste and environmental programs. The City of San Mateo wastewater treatment facility and collection system are undergoing major renovation projects over the next five years valued over $100 million dollars through the Clean Water Program. The Department is responsible for regulatory compliance related to Stormwater, Pretreatment, Green Infrastructure, and other environmental programs, as well as public outreach to raise awareness to the general public and other stakeholders about these issues.

The Position

One (1) vacancy will focus on general capital improvement projects (streets, storm, bridges, etc.), one (1) vacancy will focus on construction and maintenance of facilities at the wastewater treatment plant, and one (1) vacancy will focus on private development reviews.

The Senior Engineers in the Capital Improvement Program (CIP) and Wastewater Treatment Plant (WWTP) sections supervise and participate in the conduct of complicated engineering planning, design, and investigation activities. The Senior Engineer in the Development Services (DS) section will lead staff, consultants, and applicants through the private development permitting processes.

Some duties may include, but are not limited to, the following:

• Supervise and participate in the development of designs, plans, specifications, and estimates for the construction of public works projects.
• Coordinate with contractors, construction managers, construction inspectors, and the design engineers to resolve issues during construction.
• Coordinate with the staff at the WWTP especially the Plant Manager, Operations Superintendent, and Maintenance Superintendent to make sure the WWTP operations and maintenance needs are incorporated into the projects as well as the impacts to ongoing operations during construction are considered and addressed.
• Inspect project sites to assist in solution of difficult problems; interpret specifications and City policy and make change orders.
• Review plans for construction prepared by private engineers.
• Check computations and specified materials for accuracy and compliance with regulations.
• Upgrade City standard plans and specifications; review subdivision and parcel maps.
• Serve as staff to a variety of City commissions, boards, and committees on public works engineering matters.
• Prepare periodic project status reports.
• Prepare various applications for state and federal grants.
• Review and make recommendations on technical reports and studies.
• Assist in the preparation of the capital improvement plan and budget.
• Participate in the selection and supervision of private professional engineers for the development of plans, specifications, studies, and reports.
• Coordinate engineering-related activities with other City departments, divisions, and sections and with outside agencies.
• Confer with staff regarding project priorities and programs.
• Assist in preparing and administering the operating budget.
• Supervise, train, and evaluate professional and technical subordinates.

The Senior Engineer receives general direction from the Engineering Manager or higher-level personnel and exercises direct and indirect supervision over professional and technical engineering personnel.
