HCD is recruiting for a Housing and Community Development Specialist II/III. Reporting to the HCD Supervisor and HCD Housing Program Manager, the Housing and Community Development Specialist II/III will engage in a variety of functions aimed at increasing the supply of affordable housing throughout San Mateo County and forging partnerships to address critical housing needs. The Specialist position will have job duties with a focus on managing, as the subsidy lender, affordable housing development projects from predevelopment through permanent conversion (“Development-focus”).

 

The Specialist may also have the opportunity to work on activities that are more programmatic in nature and will require the Specialist to provide a variety of program support services including developing program objectives, preparing Notices of Funding Availability (NOFAs), evaluating project proposals and underwriting, understanding and applying HUD and other program regulations, and providing technical assistance to and working with community groups on housing-related issues. Finally, the Specialist may also have the opportunity to work on activities that are more policy-oriented and will require the Specialist to provide a variety of policy and partnership support to the Department of Housing and its interagency and private partners, nonprofit and for-profit, to support housing initiatives.

 

Experience in one or more of the following is highly desirable:

 

• Affordable housing project management.

Role Overview

We’re seeking a candidate with experience in the areas of climate resilience and greenhouse gas emissions reduction; water quality and stormwater management; community and business empowerment; and strong program and staff management skills.

 

Under the direction of the Director and Assistant Director, the Sustainability Program Manager leads the six-member Climate Resilience team focused on reducing greenhouse gases in county operations, improving watershed water quality, implementing community resilience initiatives, and incorporating resilience in policy and planning documents. 

 

Responsibilities include overseeing implementation of the Government Operations Climate Action Plan; Stormwater Municipal Regional Permit compliance; County employee commute alternatives program; Green Business Program; and adaptation and resilience planning to address impact such as extreme heat, drought, sea level rise, and wildfire smoke. The role also involves overseeing program budget, grant administration, vendor contracts, and monitoring policy and program developments.

 

Key Responsibilities

• Plan, administer, and coordinate the activities of professional and technical staff involved in Climate Resilience work;
• Collaborate with multiple County departments, cities and community partners on local and regional climate resilience programs;

As the Sustainability Program Manager – Climate Resilience, your responsibilities will include:

• Program and Staff Management – Set strategic direction, manage complex budgets, successfully oversee and deliver projects to completion, supervise and develop staff, and present to the County Executive’s Office and Board of Supervisors.
• Vendor & Contract Oversight – Manage vendor contracts, performance and budget.

General

The Manager, Government and Community Affairs reports to the Director, Government and Community Affairs and is responsible for strategic development and management of government and community relations with a primary focus on the San Mateo County Transportation Authority (SMCTA), with additional work on San Mateo County Transit District (SamTrans) and the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). This position will focus on local agency, stakeholder, and community engagement and assist with regional, state, and federal efforts. 

Essential Functions & Duties

 

• Plan and execute robust, diverse, and inclusive broad-based communications and direct engagement with relevant communities; primary focus is capital construction projects for SMCTA, SamTrans, and SMCEL-JPA, secondary focus is engagement for strategic planning projects; work closely with technical staff and supervise consultant work.
• Lead GCA communications support for strategic planning and capital construction projects the SMCTA is providing technical assistance on.
• Build support for projects, manage agency relationships and lead engagement with residents and local stakeholders including elected officials, cities, business, and community groups.
• Monitor responses to projects and engage cross functional teams to ensure clear and timely communication on key policy, project, or planning goals and to respond to stakeholder and community requests and concerns.
• Provide strategic guidance to agency leadership and teams on areas ranging from community opposition to a specific project to Federal funding.
• Manage state and/or federal lobbyists, prepare the annual state and federal legislative program, and provide support for grant and other funding applications.

The Procurement Division of the County Executive’s Office is seeking well-qualified candidates for the position of Buyer II. Under general supervision, a Buyer II provides a full range of detailed and complex procurement services for all county departments.

 

Examples of Duties:

The Sustainability Aide is an entry-level position that provides essential program, technical, customer service, and field support to the Sustainability Division’s solid waste, water conservation, energy, and electric vehicle (EV) charging programs.

Primary Responsibilities

• Provide customer and permit counter service by responding to public, contractor, and developer inquiries related to solid waste, recycling, water conservation, energy, and EV charging programs.
• Process and review Construction and Demolition (C&D) permit applications and plans, including verification of recycling requirements, authorized haulers, and Green Halo documentation.
• Support sustainability-related development review, including solid waste space planning, trash and recycling enclosure requirements, and coordination with other City departments.
• Assist with data collection, entry, tracking, and basic analysis for waste, recycling, edible food recovery, water use, debris, energy, and EV infrastructure programs.
• Support compliance and implementation of State regulatory requirements, including SB 1383 edible food recovery and organic waste diversion programs.
• Assist with GIS-based sustainability mapping, including trash and recycling enclosure mapping for development projects and updates to sustainability-related maps in coordination with the GIS team.
• Provide program support for energy and infrastructure projects, such as streetlighting replacement projects in coordination with Southern California Edison (SCE).
• Assist with sustainability budgeting support, including tracking program expenditures, maintaining records, and supporting basic budget documentation.
• Support public outreach and education efforts, including staffing events, conducting surveys, and preparing materials and documentation.
• Maintain accurate records in City databases, prepare spreadsheets, draft basic reports and memos, and assist with routine administrative tasks as needed.

About The Department
The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers. The Position
Under the direction of the Deputy Director of Facilities, the Capital Programs Manager is responsible for overseeing the staff and activities of the County of San Mateo Public Works Department’s Major Capital Projects team (MCP). Recently created, MCP will ultimately be a team of four positions responsible for the execution of large capital improvement projects for the County and is part of the overall Capital Projects Section which includes a total of 21 positions.  This includes maintaining the County’s long-range capital construction program and tenant improvements, and supervising professional, technical, and support staff involved in major capital project planning and design. The role involves developing, implementing, and evaluating goals, objectives, policies, and priorities for the section, and providing complex staff assistance to the Director of Public Works, their staff, and/or the County Executive’s Office.
 
 Additionally, the Capital Programs Manager directs their team in the programming, planning, design, and construction of building projects or modifications of County buildings and facilities. The position ensures the overall execution of the program’s Capital Improvement Plan (CIP), guaranteeing projects are delivered within scope, timeline, and budget.
 
The ideal candidate will possess:

• Eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.
• Coursework in Construction Management, Building Architecture, Engineering, or a closely related field is preferred. 
• Ability to thrive in a fast-paced, demanding environment.
• Skills in project management, strategic planning, and performance management.
• Experience in public works project management, design, construction, and contracting for complex public works facility construction/improvement projects; and knowledge of standard practices related to public works projects.
• Knowledge of applicable federal, state, and local regulatory codes and rules; and contract development and administration experience related to public works facility improvement activities and operations.

• Knowledge of the State of California and local jurisdiction regulations and permit procedures related to capital improvement projects.
• Knowledge of architectural planning and design practices; building construction materials and methods; and structural, mechanical, and electrical engineering principles as related to capital improvement projects in government buildings including healthcare and correctional facilities.
• Familiarity with the various mechanisms used to finance projects such as state and federal grants, county funding, lease purchase agreements, certificates of participation, and joint powers agreements.
• Experience managing enterprise funds, including setting billing rates.
• Excellent analytical and report-writing skills to formulate and write comprehensive technical reports, specifications, and business correspondence.

As the Capital Programs Manager, your responsibilities will include, but are not limited to, the following:

• Develop, plan, and implement goals and objectives for the Major Capital Projects team in the Capital Project section of the Public Works Department in close coordination with the Deputy Director of Public Works.
• Provide leadership and administrative policy direction to the MCP team.
• Establish and monitor performance goals and key performance indicators for the section.
• Monitor the progress of project schedules, budgets, and costs, ensuring overall quality objectives are met across a diverse range of capital projects.

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

Essential Duties and Responsibilities:

Qualifications:
