The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Services Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activity with to other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The ideal candidate will have a Public Works background with excellent communication skills, ability to cultivate positive relationships, approachable, responsive, and innovative.  The City is seeking a leader with emotional intelligence and knowledge of performance/change management to implement the City Council’s and City Manager’s vision.  Experience working with streets, wastewater, water distribution, parks, fleet, facilities, engineering workforce are desirable.

SUMMARY DESCRIPTION

Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Assume full management responsibility for all Public Works Department services and activities; manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures. 2. Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. 3. Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. 4. Plan, direct, and coordinate, through subordinate level staff, the Public Works Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; conduct field inspections of work-in-progress and completed projects; ensure the maintenance of safe working conditions and good housekeeping practices; meet with key staff to identify and resolve problems. 5. Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. 6. Direct and review the work of contract consultants providing assistance to staff. 7. Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. 8. Keep informed of the status and availability of necessary tools, equipment, and material to ensure availability in advance of need; ensure that material and equipment are properly stored, protected, and maintained; initiate purchases of equipment and supplies required for the Department; coordinate and approve purchasing, bidding, and project cost estimation. 9. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities. 11. Represent the Public Works Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. 12. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 13. Participate on a variety of boards, commissions, and committees including City Council meetings. 14. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate. 15. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 16. Perform related duties as required.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of: Operations, services, and activities of a comprehensive public works operations and maintenance program. Advanced principles and practices involved in the operation and maintenance of City infrastructure including: street, sidewalk, and storm drain maintenance; park and facility maintenance; wastewater collection system maintenance; wastewater treatment and disposal; water supply and distribution system maintenance; vehicle and equipment maintenance; and other services and activities related to the operation and maintenance of the City’s infrastructure. Operational characteristics of maintenance and construction equipment and tools used in the area of assignment. Advanced principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation Pertinent federal, state, and local laws, codes, and regulations. Principles of preventive maintenance programs. Principles of maintenance planning and scheduling techniques. Time, material, and labor cost estimating principles and practices used in maintenance and repair projects. Occupational hazards and standard safety practices.

Ability to: Manage and direct a comprehensive municipal infrastructure maintenance and operation program. Develop and administer departmental goals, objectives, and procedures. Analyze and assess programs, policies, and operational needs and make appropriate adjustments. Identify and respond to sensitive community and organizational issues, concerns, and needs. Plan, organize, direct, and coordinate the work of lower level staff. Delegate authority and responsibility. Select, supervise, train, and evaluate staff. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques. Prepare clear and concise administrative and financial reports. Prepare and administer large and complex budgets. Keep accurate material and labor cost records and to prepare required work and time reports. Interpret and apply applicable federal, state, and local policies, laws, and regulations. Read and interpret construction plans and drawings. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, construction management, engineering, or a related field.

Experience: Eight years of increasingly responsible experience in public sector construction management, public works maintenance management, or related activity including three years of management and administrative responsibility in a municipal setting. License or Certificate: Possession of an appropriate, valid driver’s license.

The City of Menlo Park is seeking a Water Quality Specialist for the Public Works department. Under general direction, the Water Quality Specialist is responsible for performing the full range of duties required to ensure that the quality of water supplied by the City provides the highest level of safety for public use and complies with all Federal, State, and local regulations through performance of water microbiological, chemical, and physical testing and analysis and a cross-connection control. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Chief Water Operator in that the latter is the full supervisory-level class in the division, acts as the Chief Operator, and is responsible for organizing, assigning, supervising, and reviewing the work of assigned staff involved in water quality and maintenance operations and activities.

Sewer Maintenance Worker I/II

• Operates light power driven, hand held and "walk behind" equipment and uses shovels, rakes, other hand tools, jackhammers, dump trucks in the performance of assigned duties.
• Performs manual and semiskilled work in flushing, clearing, maintaining sewer and storm drainage, pipelines, culverts, force mains, and pumping stations.
• Performs or assists in starts, stops, inspects, lubricates and adjusts pumps, valves, motors, drive shafts,  universal joints and flow rates at pumping stations.
• Performs or assists in taking chemical samples and adjusts rate of chemical flows.
• Performs or assists in removing and replacing pumps, motors, valves and related, and performs repairs.  May rebuild components on a limited basis.
• Performs or assists in excavation and repair or replacement of sewer gravity lines.
• Places traffic barriers and warning signs and directs traffic as necessary.
• Assists in the orientation and on-the-job-training of new employees.
• Assists in notifying residents of sewer system work which may affect their lines, and cooperates with other agencies on repairs.
• Assists in emergency Public Works repairs and maintenance including work in other sections of the Department.
• Performs related duties as required.

EDUCATION AND/OR EXPERIENCE:

A typical way of gaining the knowledge, skill, and ability outlined in the job description is:

Level I:

• Sufficient formal and/or informal education to provide the necessary reading and communication skills; AND
• Some prior experience in street maintenance work that would include mechanical and hydraulic repair of pumps, gates, valves, pipelines and related.

Level II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the operations and maintenance of Public Works sewage pumping stations and gravity sewer lines, equivalent to the Sewer Maintenance Worker I classification at the City of San Rafael.

SPECIAL REQUIREMENTS:

• Within one year of hire as a Sewer Maintenance Worker I, must possess a valid California Driver's License with a tank endorsement to drive the vactor in a training capacity.
• Level II:  Must possess a valid California Class "B" license and have a satisfactory driving record
• Level I and Level II:  Must be willing to work underground, in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions. 
• Level I and Level II:  Must be willing to work overtime and on call as needed for emergency repairs.

THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.

Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

The City of Lincoln is hiring for the position of Office Assistant II within the Public Works Department—be part of a team dedicated to serving our community every day!

DEFINITION

This position works under general supervision and performs routine tasks and duties assigned to classes within the Office Assistant series by providing office, secretarial and administrative support to management staff and other staff as needed; assists callers and visitors by supplying information personally or directing information requests according to established procedures; sorts, logs and maintains records and other documents; interprets and applies policies, procedures and work methods associated with assigned duties; performs other related duties as required. 

DISTINGUISHING CHARACTERISTICS

The Office Assistant II is the full working level position in the office support series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of office and administrative support duties including lead responsibilities over Office Assistants I, organization and coordination of work load, maintenance of a calendar and scheduling appointments, preparation of reports, agenda materials, resolutions and ordinances. This classification is distinguished from the next lower classification of Office Assistant I by the greater complexity of assignments and higher degree of independent action. 

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from administrative and/or management staff. May exercise functional and technical supervision. 

ESSENTIAL FUNCTIONS: (Include but are not limited to the following)

• Performs the duties assigned to classes in the Office Assistant series including organizing and coordinating work; sets priorities and meets deadlines; performs a variety of office administrative tasks such as purchasing requisitions, ordering materials and supplies, monitoring supply budgets, and keeping current reference materials and files.
• Types drafts and a wide variety of finished documents from recording devices, notes, brief written or oral instructions; compiles and maintains records and prepares reports; prepares agenda materials, draft reports, resolutions and ordinances; inputs, retrieves and references various computer data management systems such as financial and/or budget systems; attends meetings and records and transcribes minutes.
• Performs specialized and/or confidential records maintenance and retention functions; scans and enters documents to database; maintains and retrieves records and documents; posts and distributes public notices; assists with the compilation of various city agenda packets.
• Makes appointments and maintains a calendar; maintains tickler file; schedules and arranges meetings and makes travel arrangements; organizes meetings by notifying participants, making room arrangements, and preparing required informational materials; sorts and distributes mail received by departmental staff.
• Provides follow-up and research information on inquiries and problems which require knowledge of services and programs of the City; resolves problems and responds to special assignments which require interdepartmental or staff communications; responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints.
• Receives and processes fees, enrollment charges, fines or other money; prepares receipts and balances money received; prepares rental agreements and reviews for completeness.
• Maintains petty cash, daily cash and daily revenue records; performs a variety of general accounting operations including, receivables and bank deposits; processes purchase orders and checks incoming orders.
• Maintains office equipment and facilities; requests and follows up on building maintenance and custodial services; operates and performs routine preventative maintenance on office machines including data/word processors, copiers, field dispatch equipment etc.
• Receives incoming telephone and may receive voice radio calls; secures and records information and uses radio to dispatch necessary City services.
• Demonstrates understanding of applicable policies, procedures and work methods associated with assigned duties.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public. 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

KNOWLEDGE, SKILLS AND ABILITIES: (The following are a representative sample of the KSA's necessary to perform essential duties of the position.)

Knowledge of: Standard office and administrative policies and procedures; specified computer applications involving word processing, data entry, data base access and/or standard report generation; business arithmetic; business letter writing and the standard format for typed materials; depending on assignment, knowledge of accounting, clerical, construction, legal and computer operation terminology may be required; administrative procedures affecting inventory, purchasing, accounting; applicable federal, state and local laws, codes and regulations; basic principles of mathematics; methods and techniques of scheduling work assignments; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; occupational hazards and standard safety practices.

Skill to: Operate an office computer and a variety of word processing and software applications; operate a variety of automated office machinery and equipment including printer, typewriter, calculator, facsimile machine, copier, multi-line telephone systems, etc.; type accurately from clear copy at a rate of 45 words per minute for Office Assistant II.

PART-TIME PERMIT TECHNICIAN 
(Engineering Division)

The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. Work may include reviewing permit applications relating to building, site development, construction, mapping, encroachment or occupancy; checking plans for completeness and performing basic review for permits; tracking plans and applications through the permitting process; calculating permit fees and issuing over the counter permits; performing a variety of office support activities, which may include telephone and counter reception, provision of factual information to visitors, receipt of payments, word processing, data entry and record keeping, report preparation and filing, and other related work as assigned. This position receives general supervision from the Public Works Director or designee, and exercises no direct supervision over staff.

SPECIAL EMPLOYMENT INFORMATION: This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 25 hours per week, Monday through Thursday, with some flexibility with days and hours.
 

Examples of Duties:

• Provide customer service by responding to general public, developer, and agency inquiries by phone and at the counter; provide information regarding building, encroachment and grading permit policies and application procedures; and work cooperatively with property owners, contractors, architects, developers, engineers or their representatives to resolve questions regarding permit issuance and permit fees. 
• May review building, traffic control or engineering plans and specifications for completeness and conformance to application requirements and regulations; ensure that required permits have been obtained; verify contractor licensing; route plans to appropriate departments for review and sign off; track plans and ensure timely returns; prepare and track plan packets for plan check by outside contract services; and compiles plan check comments.
• Calculate, collect and record permit application and plan check fees; coordinate fee collection with staff; issue building, grading, encroachment, and over the counter permits for development projects; and coordinate bond releases with finance staff and contractors.
• Coordinate with outside agencies to ensure all necessary approvals acquired before issuing permits.
• Work closely with Code Enforcement Officer on code compliance issues to ensure community concerns are addressed and building code is adhered to.
• Assist in scheduling daily building or engineering inspections; monitor Division inspection phone line; and coordinate utility releases with building inspectors and utility company.
• Maintain department records, file and other reference materials; compile and disseminate data regarding permit activity and fee collections; prepare and edit correspondence, plan check comments and various technical and statistical reports.
• Establish positive working relationships with building contractors, developers, engineers, representatives of community organizations, state/local agencies, associations, City management and staff, and the general public.
• Perform related duties as assigned.

Typical Qualifications:

Knowledge of:

• Building and municipal code sections as related to permit processes and inspection procedures; various construction methods and terminology; real property description and terminology; basic research methods used in the collection, tabulation, analysis and application of building inspection data. 
• Related departmental policies and procedures.
• Modern office practices, procedures, methods and equipment, including computer systems and software, including specialized permit maintenance systems.
• English usage, spelling, grammar and punctuation.

Ability to:

• Read, interpret and review plans, blue prints and supporting documentation; interpret, apply and explain applicable laws, codes and regulations.
• Use initiative and sound judgment within established procedural guidelines.
• Organize, coordinate and carry out assigned functions and activities.
• Compile and maintain complex and extensive records, analyze and compile technical and statistical information, and prepare detailed reports.

Experience & Education:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and experience would be:

Experience: Three (3) years of office support experience including public contact and at least one year working in an Engineering or Building department.

Education: Associates degree in public administration, architecture, or other closely related field.
